Abstract

The study employed a qualitative method with a descriptive design. Data sources included informants’ statements and actions, as well as primary and secondary data. The data collection procedure consisted of four stages: pre-fieldwork, fieldwork, data processing, and report writing. The findings reveal that active community participation at every stage of development is a key factor in ensuring success. Nevertheless, community participation in Wasior District remains relatively low. Bureaucratic behavior has not effectively boosted participation, as indicated by suboptimal leadership, communication, and education. Moreover, coordination between the District Head and branch offices or district-level agencies has not been executed in accordance with the established work plan. Low education levels among the local population impede their ability to participate effectively. Meanwhile, the capacity-building efforts directed toward village government officials and community institutions are still not optimal. Over the past five years, development programs have predominantly been driven by higher-level governmental directives, leaving community aspirations inadequately addressed. Additionally, customary regulations regarding land ownership pose significant obstacles to the implementation of development programs and adversely affect overall community participation.

Abstract

Effective healthcare policy implementation is critical for achieving universal healthcarecoverage. This study evaluates the implementation of Indonesia's National Health Insurance Program (Jaminan Kesehatan Nasional - JKN), aiming to identify significant regional variations and underlying factors influencing policy effectiveness. A qualitative case study approach was adopted, employing semi-structured interviews, focus group discussions, and document analysis across selected Indonesian regions. Findings indicate substantial discrepancies in policy implementation outcomes, primarily driven by institutional capacities, governance quality, administrative complexities, resource constraints, and varying levels of community engagement. The discussion highlights the necessity of addressing institutional fragmentation, improving governance mechanisms, and strengthening stakeholder collaboration to overcome existing barriers. This research underscores the importance of context-specific strategies and contributes to a deeper understanding of healthcare policy implementation challenges. The insights offer valuable guidance for policymakers and suggest areas for further investigation into governance improvements and region-specific implementation frameworks.

Abstract

The quality of Vocational High School (VHS) graduates is inseparable from the performance of vocational schools in providing school services. The performance of vocational high schools (PVHS) based on the Indonesian National Qualifications Framework (INQF) in facing global demands in the industrial revolution 5.0 needs to pay attention to the application of Artificial Intelligence (AI), Public Trust (PT) and Human Resource Capability (HRC). This study aims to determine the influence of AI, PT and HRC on INQF-based PVHS in Magetan district. The type of research used is quantitative associative. The research population is teachers, students, industry and parents of vocational school students in Magetan Regency. The research sample was 120 respondents. The data collection technique uses a survey with a questionnaire instrument. The analysis technique uses the Structural Equation Model (SEM). The results of the study can be explained that AI, PT and HRC have a positive and significant influence on PVHS. The proper application of AI, PT and HRC can provide an increase in the performance of vocational schools.

Abstract

Organisasi sektor publik, sebagai organisasi pemerintah yang menyediakan barang dan jasa untuk kepentingan masyarakat, memerlukan inovasi untuk terus meningkatkan layanan kepada masyarakat. Penelitian ini bertujuan untuk menganalisis pengaruh dua leadership style, yakni transformational dan transactional leadership terhadap organizational creativity and innovation. Penelitian ini juga menguji peran mediasi organizational culture dan peran moderasi climate for innovation. Metode kuantitatif dan pendekatan analisis kausalitas digunakan dalam penelitian ini. Populasi penelitian adalah seluruh aparatur sipil negara yang bekerja di organisasi perangkat daerah (OPD) di Kabupaten Jayawijaya. Sebanyak 350 ASN akan dipilih sebagai sampel berdasarkan metode non-probability purposive sampling. Instrumen penelitian yang digunakan untuk memperoleh data adalah kuesioner dengan Skala Likert 5 poin. Data yang didapat dari penyebaran kuesioner tersebut akan dianalisis menggunakan metode SEM-PLS. Hasil analisis penelitian ini menunjukkan bahwa transformational leadership berpengaruh positif terhadap organizational culture dan organizational creativity and innovation. Transactional leadership berpengaruh positif terhadap organizational culture, tetapi tidak berpengaruh terhadap organizational creativity and innovation. Organizational culture terbukti berpengaruh positif terhadap organizational creativity and innovation dan dapat memediasi hubungan transformational dan transactional leadership dengan organizational creativity and innovation. Climate for innovation berpengaruh positif terhadap organizational creativity and innovation dan dapat memoderasi hubungan transactional leadership dengan organizational creativity and innovation. Climate for innovation tidak dapat memoderasi hubungan transformational leadership dengan organizational creativity and innovation.

Abstract

This study aimed to determine Adaptive Governance in Capacity Building of Local Governments in Empowering Street Vendors (PKL). This study used descriptive qualitative. This type of research was qualitative. Data sources consisted of Primary data and Secondary data. The number of informants in this study were 7 (seven) people from 6 (six) agencies. The results of this study indicated that Adaptive Governance in the Capacity Development of Local Governments in Street Vendors Empowerment (PKL) had been running well as evidenced by the development of street vendors no longer using public roads to trade. Although there was little that needed to be addressed so that street vendors were satisfied with the results of government work. The influencing factor was the government providing a new location for street vendors to trade and no longer using public roads that disturbed road users.

Abstract

This research aimed to analyze innovative organizations in the Health Office of Bulukumba Regency. This study was a qualitative research method. Data collection techniques were observation, interviews, dokumentation. The data analysis technique used word reduction, data presentation and conclusions. The informants of this study had 9 people. By using 5 basic patterns, they were: Simple structure, Machine bureaucracy, Professional bureaucracy, Divisionalized form, Adhocracy. We could see the success of the innovative organization at the Bulukumba District Health Office that the innovative organization had been going well but the Adhocracy at the Health Service had not been done because the local goverment hopen that each SKPD was able to account for the innovations they made.

Abstract

This study aimed to determine the Performance Based Bureaucracy of the Civil Servants. How Performance Based Bureaucracy in the Civil Servants measured performance through four strategies, aimed at improving the quality of existing human resources at the Enrekang Regency Inspectorate. This study used   Phenomenological. This type was qualitative research, data sources consisted of primary data and secondary. The results of this study showed that performance-based bureucracy in producing four performance-based bureucracy strategies that had  a namely passive strategy, political strategy, perverse straregi, purposeful strategy were already running well as evidenced by the criteria for success indicators of knowledge, technical skills and behavioral attitudes as well as accuracy or performance targets although there was little that needs to be addressed so that Civil Servants had better quality performance.

Abstract

The objective of this research was to know the participatory governance model (the policy formulation of bissu tradision Segeri in Pangkep Regency the kind of this research was qualitative research and phenomenological research. The sources of data used in this research was primany data and secondary data. The data collection technique used observation, interview and documentation. Data analysis technique used data rediction, presentation of data and conclusion Bissu culture wa bugineze ethnic in Pangkep regeneg, South Sulawesi. Bissu was buginece etnic majority stayed in Pangkep reyency, South Sulawesi that had art value of the art was presented a show like women who had a stngth during attraction withhout being hurt by sharp objecth which not everybody had those strength. Along with the revolutioned of the era which cayed the erosion of Bissu culture and the accorance of the goverment official in preserve the Bissu culture.

Abstract

This study aimed to determine how the Adaptive Organization in the development of tourims policy in Bulukumba Regency. This study used descriptive Qualitative research, data collection techniques used observation, interviews and documentation. Data analysis techniques used data reduction, data presentation and conclusion. The results of this study showed that the Adaptive Organization in the development of tourims policy still needed a lot of changes, such as changes in technology and could adapt to the environment. Although the strategy was carried out in the development of tourims for the achievement of goals utilizing social media as Genti (Indonesian unit generation).

Abstract

The acceleration of bureaucratic reform of the Gayo Lues government wants fundamental changes in the implementation of a more transparent government that can be analysed through the application of good governance. The purpose of this study is to determine the results of the analysis of the application of good governance principles in the provision of bureaucratic services in the Gayo Lues Regency Government. This research method uses a qualitative-descriptive approach. Data collection techniques by means of field observation, interviews and relevant literature studies. The analysis carried out, this study concluded that; first, the application of good governance principles such as public participation, transparency and accountability in the implementation of the Gayo Lues Regency Government, in general, has been implemented well, tends to be formalistic and administrative, has not fully focused on achieving the targets of bureaucratic reform itself. The application of good governance principles in public services is still carried out partially and has not been integrated, so it has not leveraged improvements and services. In addition, the planning for the development of apparatus competencies has not been carried out comprehensively, there has been no talent mapping as a basis for placing employees in a position. The implementation of good governance principles has had a less significant impact on development and community welfare. Gayo Lues Regency has not been able to get out of more substantive problems such as poverty, slow economic empowerment of the community, low quality of education, low level of public health, and low development of human resources. The problems faced by the Gayo Lues Regency government in implementing the principles of good governance in public services are very complex and involve many dimensions. Efforts to improve the performance of the apparatus and services require holistic government intervention and of course public support is also very important. This problem is the most urgent and must be resolved immediately
