Abstract

this research  uses a qualitative approach based on the Theory of Public Policy Implementation presented by George Edward III. According to Edward III, there are 4 (four) crucial variables in the implementation of public policy, namely: communication, resources, character or attitude and bureaucratic structure. And for this purpose, a policy model is needed to simplify understanding of the concept of policy implementation.  In this research the author decided to focus on the Communication and Resources variables. Communication was chosen in relation to the focus of this TAPM research on providing information to passengers through the availability of Electronic Notice Boards, while Resources were related to the provision of Trolleys to be used by Passengers. The results of the research show that based on Article 3 Paragraph (1) PM 38 of 2015 concerning Domestic Air Transport Passenger Service Standards, it is declared effective at the II Iskandar Pangkalan Bun Airport Management Unit both in terms of Trolley Availability and Electronic Notice Board Facilities

Abstract

Peningkatan pengetahuan dan keterampilan kelompok masyarakat utamanya pelaku usaha saat ini menjadi suatu keharusan mengingat perkembangan teknologi dan informasi yang semakin maju sehingga merubah cara dan pola dalam memasarkan produk. Saat ini Sebagian besar pemasaran dilakukan berbasis internet dan menudahkan masyarakat untuk mencari kebutuhannya secara cepat dan murah dalam arti harga yang bersaing. Disamping itu penampilan/image produk juga sangat menarik dan eye catching untuk menarik minta konsumen. Kegiatan Pengabdian Kepada Masyarakat ini dilakukan untuk memberikan pemahaman, pengetahuan serta keterampilan bagi kelompok masyarakat dan pelaku Usaha Mikro Kecil dan Menengah (UMKM) di Desa Pakabba Kecamatan Galesong Utara Kabupaten Takalar tentang Manajemen Pemasaran Produk UMKM. Hasil kegiatan pengabdian ini diharapkan dapat meningkatkan pemahaman, pengetahuan dan keterampilan masyarakat pelaku usaha dalam memasarkan produknya dengan menmanfaatkan teknologi dan informasi.

Abstract

Administrative correspondence services at the Gianyar District Secretariat play a vital role in supporting the efficiency and effectiveness of public services. The use of electronic signatures is an innovation aimed at enhancing the quality of these services. However, further research is needed to evaluate the extent to which the implementation of electronic signatures has had a positive impact. This study aims to describe the quality of administrative correspondence services using electronic signatures at the Gianyar District Secretariat and to evaluate its influence on service efficiency and effectiveness. This research employs a qualitative approach with a case study design. Primary data were obtained through interviews and observations with officials and staff at the District Secretariat. Secondary data were collected from documentation of relevant regulations. The results indicate that the implementation of electronic signatures has improved the efficiency of administrative correspondence processes at the Gianyar District Secretariat. 85% of respondents expressed satisfaction with the services provided. Therefore, the use of electronic signatures can enhance the quality of administrative correspondence services at the Gianyar District Secretariat. Recommendations to further optimize the use of technology in public services are also suggested

Abstract

The primary purpose of this research is to testify Environmental Kuznets Curve-EKC hypothesis for the economy of Indonesia. ADF and PP unit root tests confirmed the mixed order of integration in the model based on the time-series.data,spanning over 1990 to 2016. Furthermore, the result of ARDL – Long-run confirmed the presence of the EKC hypothesis for the Indonesian economy. In the short run, not an inverted U-shaped relationship has been observed between growth and energy. ECM and bond test verified the existence of cointegration in the model while CUSUM and CUSUM square with other model diagnostics confirmed that the model is the best fit. Based on the results of the analysis, it can be concluded that short & long run dynamic association amongst CO2 Carbon Dioxide, consumption of the energy, urban populations, and the economic development in Indonesia have been examined in this research.

Abstract

Pariwisata berkelanjutan telah menjadi strategi kunci untuk menjaga stabilitas ekonomi dan lingkungan, khususnya di kawasan Indonesia Timur yang kaya akan warisan budaya dan keanekaragaman hayati. Penelitian ini menganalisis peran administrasi publik dalam mendukung pengembangan pariwisata berkelanjutan di wilayah ini melalui pendekatan meta-naratif. Dengan mengkaji berbagai literatur, studi ini merangkum temuan utama untuk memahami bagaimana kebijakan pemerintah dan praktik administratif memengaruhi inisiatif pariwisata berkelanjutan. Analisis menunjukkan bahwa tata kelola yang efektif dan kebijakan yang proaktif sangat penting untuk menyelaraskan strategi pariwisata dengan prinsip keberlanjutan. Administrasi publik memiliki peran sentral dalam regulasi, perencanaan, implementasi, dan pemantauan, yang semuanya berkontribusi terhadap keberhasilan pengelolaan sumber daya alam dan budaya. Studi ini menawarkan rekomendasi kebijakan yang dirancang untuk memperkuat kerangka kerja administrasi publik guna memastikan manfaat ekonomi sekaligus melindungi aset lingkungan dan budaya di kawasan Indonesia Timur.

Abstract

Taxes are an essential pillar of countries and nations. It contributes to the country's economic growth and support for sustainable development. Therefore, this study aims to investigate the effect of algorithmic government, artificial intelligence, and tax services on tax compliance. This research uses a quantitative approach with a survey method. The sample was 393 taxpayers. The research instrument used was a questionnaire designed on a Likert scale with five response options. The questionnaire was distributed via the WhatsApp application and email in Google Form format. Data were analyzed using regression. The results found that algorithmic government, AI, and tax services, partially and simultaneously, affect tax compliance among taxpayers. These findings provide insight into how tax compliance can be improved through algorithmic government, AI, and tax services. Therefore, researchers and practitioners can discuss the findings of this research critically and in depth before adapting and adopting them in their future work without ignoring the limitations of this research.

Abstract

This research is a qualitative exploratory research with involved observation (vershtehen) which aims to explore and analyze the hybridization of policy implementation of the Regulation of the Minister of Agrarian and Spatial Planning/Head of the National Land Agency of the Republic of Indonesia Number 19 of 2020 concerning electronic land information services in Bengkulu City, Bengkulu Province. Data collection was carried out using observation, documentation and in-depth interviews (indept interviews). The variables studied were developed from Van Meter and Van Horn (1975) including policy standards and objectives, resources, communication and inter-organizational activities, characteristics of implementing agents, environmental, economic, social and political conditions, attitudes of implementers.... The collected data will be analyzed using a triangulation analysis model with the help of Nvivo 12 application software. This study found that the regulation of electronic land information services has not regulated technical matters so that its implementation requires interpretation. Employees and implementing agents such as PPAT, Surveyors need technical guidance so that the policy implementation target is achieved. In addition, there are limited skilled human resources and internet network infrastructure are the main factors that hinder the hybridization process of land administration public policy implementation. The lack of commitment and support from the Government and the non-optimal institutional coordination mechanism for policy implementation have relatively minimal impact on the non-optimal socialization which makes the level of public understanding of electronic land information services very minimal. This has an impact on community resistance to implementing the electronic land information service policy.

Abstract

This study examines how civil society organizations and social movements engage with governance processes to achieve equitable, sustainable, and democratic transformations in food systems. Using a comparative qualitative approach, the research investigates case studies from Canada, New Zealand, France, and the United States to analyze varying governance models, including multi-stakeholder governance, collaborative governance (co-governance), and polycentric or self-governance. Results demonstrate that civil society participation within multi-stakeholder frameworks can influence policy discourses but faces significant constraints from state and private sector actors. Collaborative governance arrangements show greater potential, allowing civil society to meaningfully co-produce food governance outcomes; however, such partnerships often require movements to make pragmatic compromises. Polycentric governance and self-governance models enable civil society actors to exercise greater autonomy, particularly benefiting Indigenous and local communities, although institutional recognition remains a critical challenge. Overall, this study contributes a nuanced understanding of how social movements strategically mobilize power to reshape food governance systems, highlighting opportunities, constraints, and conditions that influence their ability to advance transformative agendas towards sustainability, social justice, and democracy in food systems governance.

Abstract

Rice is an important commodity in Indonesia and the main source of food for most of the population. However, various challenges such as production distribution inequality, supply chain inefficiency, and price fluctuations still pose a threat to national food security. This research aims to develop a Big Data Management Model for rice commodity, which integrates descriptive, diagnostic, predictive and prescriptive analysis to improve the effectiveness of national food policy. This research uses data from the Central Bureau of Statistics (BPS) and the Ministry of Agriculture, covering rice production from 1993 to 2018. Analysis was conducted with K-Means clustering for descriptive analysis, Decision Tree and Random Forest for diagnostic analysis, Linear Regression and Recurrent Neural Network (RNN) for predictive analysis, and the application of Blockchain Logistics 4.0 for prescriptive recommendations. This approach enables a comprehensive assessment of production trends, factors affecting yields, and data-driven policy strategies. The results show that rice production is highly concentrated in Java, which accounts for 44.47% of total national production, while eastern regions such as Papua and Maluku have low production levels due to limited land and agricultural infrastructure. The main factors affecting rice productivity are land availability, irrigation systems, and labor access. The prediction model shows that several provinces, including DKI Jakarta, Kalimantan, and Riau, are expected to experience a decline in production in the next five years if there is no appropriate policy intervention. In addition, artificial intelligence-based decision support systems and the application of blockchain in the rice supply chain can be a solution to improve logistics efficiency, stabilize prices, and reduce distribution bottlenecks. These findings confirm that Big Data and AI technologies have the potential to improve national food security through improved prediction accuracy and optimization of supply chain networks. However, successful implementation is highly dependent on strengthening digital infrastructure, standardizing agricultural data, and increasing technology adoption among farmers and policy makers. This research contributes to the development of data-driven food policy, by providing a framework that can be adapted for long-term food security planning in developing countries. Future studies are recommended to explore models that are more adaptive to environmental changes, climate variability, and global market dynamics that affect rice production and distribution.

Abstract

Hybrid organizations that combine elements of the public and private sectors are growing in healthcare in Indonesia, but their impact and management are still debated. This study aims to identify and analyze the dimensions of hybridity and its impact in operational practices. A qualitative case study method was used with a multidimensional analysis of three hybrid healthcare organizations in Indonesia, involving in-depth interviews, observation, and document analysis. The results showed that organizational hybridity includes variations in legal form, ownership, funding, activities, strategic orientation, organizational culture, and governance, which simultaneously create positive impacts such as innovation, efficiency, and improved service quality, as well as negative effects such as internal value conflicts, unfair cross-subsidies, and public accountability challenges. This study confirms the importance of strategic management and pragmatic approaches in understanding and managing hybrid organizations, and makes significant theoretical and practical contributions to health sector policy development. Further research is recommended to explore optimal governance strategies in the context of other hybrid organizations in Indonesia.
