Abstract

In Gunungkidul Regency, the existing state forest area is relatively fixed and do not allow be extended because the existing land has been used for other cultural activities. Therefore, the existence of private forests in Gunungkidul Regency has a major role because the state forest area that is still far from ideal, ie 9.87% of the total administrative area. The private forest has contributed to the economic and ecological, not only to the owner, but also to the surrounding community. The private forest has great potential, both in terms of the potential of wood produced and the amount of household or labor that could be involved, especially in the rural. The utilization of private forest is a series of business activities which include production, harvesting, marketing / distribution and processing industry. The number of business activities also have implications for the many labor that can be accommodated in a private forest management activities. Land in Gunungkidul still has great potential as a private forest development area. This potential should be identified based on the actual land cover as the basis for private forest development plan. This study aimed to analyze the actual land cover and identify the availability of land as private forest development area. The results showed, land cover in Gunungkidul Regency consists of dry land forest 42,836 hectares, plantations 6,100 hectares, plantations mixture of 3,838 hectares, field 33,096 hectares, shrubs 25,125 hectares, settlements 20,571 hectares, paddy 15,535 hectares, the lake 129 hectares, the river 412 hectares and 26 hectares of coastal shoals. The area available to do the development of private forests covering an area of 55,546 hectares.

Abstract

Land use degradation has always been a problem for forest areas. Numerous past studies have investigated that there are patterns in the forest area's land use management that support forest sustainability and society's economy. This research aims to identify the action arena and patterns of interaction, to describe the outcomes of the two land use patterns, and to formulate the strategy related to forest area land use pattern in North Bandung Area, Bandung Regency. This research used Institutional analysis and development (IAD) framework as the research method. The identified action arena includes the pattern of commodity and profession transfer. The actors involved were State-owned Forest Enterprises (Perum Perhutani), Village Administrations, forest extensions, Forest Village Community Association (FVCA), and Forest and Farm Producers Organization (FFPO). The most dominating actor in land use activities in both patterns was Perum Perhutani, along with FVCA and FFPO. The pattern of interaction that exists between actors was prospering with only minor problems found within its coordination system. The outcome of the application of these two patterns, among others, is to raise public awareness in conserving forests and improving the community's economy. The land management strategy for forest areas can be directed using the Penta helix concept.

Abstract

Penggunaan lahan di Kabupaten Bogor mengalami perubahan dari waktu ke waktu untuk pemenuhan kebutuhan pembangunan dan ekonomi masyarakat. Rencana Tata Ruang Wilayah Kabupaten (RTRWK) Bogor disusun sebagai pedoman merencanakan dan melaksanakan program pembangunan sehingga penggunaan lahan aktual dapat sesuai dengan rencana peruntukannya. Tujuan penelitian untuk mengetahui kesesuaian alokasi peruntukan ruang dalam pola ruang RTRWK dengan penggunaan lahan pada kawasan hutan di Kabupaten Bogor. Analisis perubahan penggunaan lahan dan kebijakan peruntukan ruang dilakukan dengan mengoverlaykan peta penggunaan lahan tahun 2008 dan 2016, peta pola ruang RTRWK Bogor tahun 2008 dan 2016, dan peta kawasan hutan Kabupaten Bogor. Hasil analisis menunjukan bahwa terjadi perubahan penggunaan lahan pertanian menjadi hutan (14.262 ha), lahan terbangun (257 ha), dan lahan terbuka (454 ha). Lahan hutan berubah menjadi pertanian (3.044 ha), lahan terbangun (8 ha) dan lahan terbuka (25 ha). Alokasi ruang dalam pola ruang RTRWK Bogor mengalami perubahan untuk hutan berkurang 7.410 ha, pertanian berkurang 457 ha dan lahan terbangun bertambah 8.219 ha. Pola ruang RTRWK 2016 yang sesuai dengan penggunaan lahan tahun 2016 di dalam kawasan hutan seluas 43.334 ha (55,20%). Tidak sesuai dalam implementasi di lapangan seluas 34.641 ha (44,13%), di mana kawasan hutan yang direncanakan sebagai pola ruang hutan seharusnya digunakan untuk penggunaan lahan hutan, yang terdiri dari kawasan hutan konservasi dan hutan lindung seluas 12.587 ha yang berfungsi pokok sebagai kawasan lindung disekitarnya namun penggunaan lahannya berupa pertanian, dan hutan produksi seluas 22.104 ha di mana dalam pengelolaan dapat dilakukan pemberdayaan masyarakat dengan sistem tumpangsari. Terdapat seluas 521 ha (0,66%) tidak sesuai dalam penentuan kebijakan peruntukan ruang, di mana kawasan hutan tidak dialokasikan sebagai rencana pola ruang hutan, sehingga akan menimbulkan ketidakpastian ruang dalam implementasi kebijakan selanjutnya

Abstract

The upstream Ciliwung watershed is one of the watersheds which in critically condition and need to be handled seriously. It was indicate that the environmental carrying capacity has been decreased by the land use changing.The method for the carrying capacity calculation was refer to the regulation issued by Ministry of Environment number 17 year 2009. The objective of the research was to made the projection of the demand and supply balance of the land for the next 20 years, which comply to the allocated agricultural and residential area of government land use planning policy in Bogor district.The calculation of the residential area allocation was set by the inhabitants classification in two groups which were the farmers and the non farmers. The farmer need area both of agricultural and residential, but the non farmer require the land for residential only. By considering to the productivity of every comodity in the upstream Ciliwung watershed, it was calculated that the land availibility in 2015 has deficit by 35,539.79 ha with environmental aproach, but when approached by Minimum Regional Wages, the calculated deficit was 3,248.50 ha. It has been predicted by inputed the new technology for increasing the land efficiency of  2,041 ha agricultural land  according the government land use planning. The result of the calculation  was the availibility of agricultural land will be increase reach 112.162,69 ha. The land availibility will be surplus consistently until  year 2034 ( 19 yers later) but will be starting deficit in year 2035 by 3,969.42 ha.

Abstract

In 2009 the province of East Kalimantan submitted the proposed changes of forest area of ± 2.535.858 ha, however the recommended changes only  ± 464.895 ha (18.33% of the proposal), according to the figure can be seen that there were significant gaps (differences) among the proposed changes with recommendations for forest areas changes that need to be optimized in any proposed changes of forest area by calculating the capacity of the environment in accordance to the Minister of Environment Regulation Number 17 of 2009 as well as spatial analysis. The purpose of this research was to determine land  requirements, the effectiveness of land-use and forest areas that still have the potential for the proposed changes. Referring to the data processing, it was discovered that East Kalimantan Province in 2015 experienced the surplus of  land availability of  ± 1.374.046 ha and  it was discovered that there are still non-productive land area of  ± 2.774.571 ha. The results of  the spatial data analysis suggests that changes of forest area can still be done in 8 districts/cities with a total area of ±132.578,57 ha.

Abstract

Mahakam Ulu Regency is a new autonomous region formed separated from Kutai Barat regency of East Kalimantan Province in 2013. The local government of Mahakam Ulu has set to develop their local economy by utilizing and developing local resources. The regency’s geographical position at the northern border of Indonesia, together with its majority land coverage of natural forests, urges Mahakam Ulu to define its potential economic activities that support its people’s welfare and preserve its nature at the same time. This research aims to understand the regional development potential of Mahakam Ulu Regency on the forestry and agriculture sector, as well as to define strategies for development. Competitive commodities analysis, land suitability analysis and land availability analysis for the competitive commodities were conducted to obtain accurate information on the region’s forestry and agriculture potential. Analysis shows that Mahakam Ulu regency has forestry potentials in the form of development of community forest with non-timber forest products (NTFP) as the main commodity, environment service business in the form of ecotourism, utilization of timber forest products and NTFP, as well as development of customary forests. On the other side, potential agricultural commodities in Mahakam Ulu regency covers paddy, rubber, cacao and oil palm.

Abstract

The Role of the Forestry Subsector in the Regional Development of West Java Province: Input-Output and Clustering Approach West Java Province has a problem to balance economic growth, population welfare, and environmental sustainability. Land requirements to support economic activities have caused land conversion and land use misalignment that are not in line with their function and carrying capacity. This research is aimed to analyze the role of the forestry subsector within the regional economy, how the alignments between forest area use and spatial planning, and to analyze regional typology based on environment carrying capacity based on ecosystem services. Research methods used in this research include Input-Output Analysis, Spatial Analysis, Principal Component Analysis (PCA), and Spatial Clustering Analysis. Results of the alignment analysis between land use/land cover and spatial planning showed that about 20.8% or 167,473 ha of forest area experienced land use/land cover changes. Results of the Input-Output analysis showed that the role of the forestry subsector in using outputs from other sectors and providing outputs for other sectors were low. West Java Province can be divided into 4 clusters: center of paddy production, regions that are dominated by forest, densely populated regions, and drought-prone regions.

Abstract

Potential Analysis of Community Forests in Supporting Kuningan Regency as a Conservation Regency Kuningan Regency, as one of the conservation regencies in Indonesia, has not been able to produce timber on a large scale because its forest area is dominated by conservation and limited production forest. This has caused the production of timber from the forest area in Kuningan Regency not been able to fulfill market demands. As a result, timber from community forests became an alternative to fulfill those demands. Community forest is forest that grows on land that is burdened with ownership rights of minimum 0.25 ha and canopy cover of minimum 50%, and/or having at least 500 stems/ha in the first year. As the demand for community timber increases, in the long term, the community forest management needs good planning to support the conservation regency policy. Therefore, objectives of this research are (1) to identify the types of community forest timber based on farmers' preferences and the financial feasibility, (2) to analyze land suitability and availability, (3) to analyze the leading commodity, and (4) to suggest the direction of the development regions. Methods of this research are AHP and TOPSIS, financial feasibility calculation (IRR, BC Ratio, NPV), land suitability analysis with matching criteria as well as GIS analysis, LQ, and SSA, together with descriptive analysis. Results showed that the leading types of timber were sengon, mahogany, africa, and teak. All were feasible to be cultivated with the recommended pattern, which was agroforestry. There are 12 districts with community forests as their leading sector, namely Ciawigebang, Cigandamekar, Cimahi, Cipicung, Ciwaru, Darma, Garawangi, Japara, Kramatmulya, Lebakwangi, Luragung, and Nusaherang district. The suggestion for direction of the development regions by type is for the north and east regions to be prioritized for sengon, teak, and africa, while the west and south regions to be prioritized for mahogany.

Abstract

Ekosistem mangrove memiliki sejumlah manfaat dan jasa ekosistem, namun keberadaannya terus memperoleh tantangan dan tekanan akibat aktivitas di wilayah pesisir. Penelitian ini bertujuan menganalisis kondisi ekosistem mangrove dan konsekuensinya terhadap jasa ekosistem di kawasan ekosistem Mangrove Angke Kapuk Teluk Jakarta. Kondisi ekosistem dianalisis dengan mengkaji tutupan lahan dan tingkat kekritisan lahan mangrove menggunakan citra SPOT 6 dan Sistem Informasi Geografi, sedangkan konsekuensinya terhadap jasa ekosistem dikaji dengan analisis deskriptif. Hasil analisis menunjukkan luasan ekosistem Mangrove Angke Kapuk sebesar 291,17 ha dengan tingkat kerapatan 272,79 ha jarang, 16,83 ha sedang dan 1,54 ha lebat. Ekosistem mangrove yang masih terlihat terjaga sebagian besar berada pada kawasan Suaka Marga Satwa Muara Angke dan Hutan Lindung Angke Kapuk, meskipun demikian posisinya sangat dekat dan berada diantara kawasan permukiman dan infrastruktur lainnya. Kondisi kawasan ekosistem Mangrove Angke Kapuk berdasarkan tingkat kekritisan lahan mangrove terkategori rusak 272,79 ha dan 18,38 ha terkategori tidak rusak. Kawasan ekosistem Mangrove Angke Kapuk berpotensi terus mengalami tekanan terutama disebabkan aktivitas dari area terbangun di sekitarnya. Kondisi tersebut juga akan berkonsekuensi terhadap menurunnya jasa ekosistem yang tersedia. Jasa ekosistem mangrove yang sediakala masih dirasakan menjadi semakin berkurang atau bahkan hilang sehingga pada akhirnya dapat menyebabkan ketidaknyamanan, kerugian ekonomi dan ancaman bencana. Keberadaan kawasan ekosistem Mangrove Angke Kapuk di pesisir utara Jakarta perlu mendapat perhatian karena masih berkontribusi memberikan jasa ekosistem dan menjaga kelestarian lingkungan.

Abstract

Land use allocation for community has been a crucial process for supporting the spatial allocation either at the regency or provincial level. This study was emphasized on the analysis of land allocation at the district level. The study applied a linear programming approach to optimize the land use in Long Pahangai District then linked with the spatial information. The optimization considered several factors, i.e., land productivity, the degree of erosion and the preference of the community living in the study area. To support the optimization, the availability of land use was determined by considering the land capability using the query tools in the Geographic Information System. The level of land capability applied five constraints, namely, slope, drainage, soil texture, effective depth and erosion. The study found that the optimal allocation of land use in the study area are primary forest of 6,635.11 ha (25.19%), secondary forest of 19,025.7 ha (71.9%), mixed plantation area of 289.61 ha (1.1%), settlement area of 8.3 ha (0.03%) and rice field of 487.35 ha (1.844%). This optimal allocation might increase the community income per capita by approximately 80% from 9,602,000.- to 17,275,171.-/capita/ha/year.
