Abstract

This paper presents the development of road assessment attributes for the calculating Road Protector Scores (RPS) or Star Rating Scores (SRS) model for Indonesia’s national roads derived from the perspective of four-wheeled or more motorized vehicle drivers. Based on the study of traffic accident characteristics from a total of 283,518 accidents, two new accident types are considered significant as parameters for calculating SRS. These accidents are front-rear collision and front-side collision, and they are the top of highest types of accidents on Indonesia’s national roads. The inclusion of the two types of accidents is hypothesized to provide differences between the attributes in the SRS model for Indonesia’s national roads and the SRS developed by iRAP. Benchmarking and studies based on accident characteristics of the attributes have resulted 51 items while the SRS iRAP model has 31 items. A quadrant analysis by using Importance and Performance Analysis (IPA) method, have shown that there are 43 attributes that can be divided into six parameters of the National Road SRS model. Sign test using a binomial table that has use in this research also proves that there is a significant difference between the numbers of attributes of the two road assessment attributes of SRS iRAP and SRS National Road models. The difference in attributes in the two SRS models is shown by 17 different and completely new road attributes from the previous SRS models. This result implies that the RPS attributes in the iRAP model must be modified according to the dominant types of accidents if it is to be applied in Indonesia. Theferefore, an SRS model developed for Indonesia's national roads needs to integrate these attributes.

Abstract

Abstract Along with economic growth, the mobility of transportation of people and goods to various regions has also increased. This is where the transportation sector plays a very important role to smooth the wheels of the economy and serve the need for transportation services for people and goods within cities, between cities, and throughout the country. Therefore, a macrosimulation transportation model is needed in order to have a well-connected road network system throughout the region. The study approach is based on road performance analysis using the PKJI 2023 method and macro modeling using the four-stage modeling method. By adding road network plans from Tatrawil, RUJJN, and RTRW documents to the do-something scenario, the road network of west java province has better performance. This shows that the road network plan developed in the previous documents can overcome future traffic problems. This is indicated by more road sections performing well in 2040 and 2045 compared to the do-nothing scenario. Keywords: road performance; modeling; road network; traffic Abstrak Seiring dengan pertumbuhan perekonomian, mobilitas angkutan orang dan barang ke berbagai wilayah juga turut meningkat. Di sinilah sektor transportasi memegang peranan yang sangat penting untuk memperlancar roda perekonomian dan melayani kebutuhan akan jasa angkutan orang dan barang di dalam kota, antarkota, dan keseluruh pelosok tanah air. Oleh karena itu diperlukan pemodelan transportasi makro dalam rencana pengembangan jaringan jalan yang terkoneksi dengan baik ke seluruh wilayah. Pendekatan kajian didasari oleh analisis kinerja jalan dengan metode PKJI 2023 dan pemodelan makro dengan metode pemodelan empat tahap. Dengan menambahkan rencana jaringan jalan dari dokumen Tatrawil, RUJJN, dan RTRW pada skenario do something menyebabkan jaringan jalan Provinsi Jawa Barat memiliki kinerja yang lebih baik. Ini menunjukkan bahwa rencana jaringan jalan yang sudah disusun pada dokumen terdahulu dapat mengatasi masalah lalu lintas di masa mendatang. Hal ini ditunjukkan dengan lebih banyaknya ruas jalan berkinerja baik di tahun 2040 dan 2045 dibandingkan dengan skenario do nothing. Abstract

Abstract Traffic accidents are in the top 5 causes of death in the world. Therefore, it is important to study the factors that cause traffic accidents. This study uses law enforcement theory and criminal responsibility theory with an empirical juridical approach and analytical descriptive nature. Data was collected through literature study to obtain primary, secondary and tertiary legal materials, which were analyzed qualitatively. This study shows that the main factor causing traffic accidents is human negligence, followed by unfit vehicles, poor road con-ditions, and environmental or weather factors. Criminal liability for negligent drivers involves a legal process, from investigation, prosecution, to trial. In practice, traffic accident cases are often resolved through conciliation at the investigation stage, although dissatisfied parties can take the case to court. Keywords: traffic accident; law enforcement; driver negligence; legal process Abstrak Kecelakaan lalu lintas menempati 5 besar penyebab kematian di dunia. Karena itu, penting dilakukan kajian terhadap faktor-faktor penyebab kecelakaan lalu lintas. Studi ini menggunakan teori penegakan hukum dan teori pertanggungjawaban pidana dengan pendekatan yuridis empiris dan sifat deskriptif analitis. Data dikumpulkan melalui studi kepustakaan untuk memperoleh bahan hukum primer, sekunder, dan tersier, yang dianalisis secara kualitatif. Hasil penelitian menunjukkan bahwa faktor utama penyebab kecelakaan lalu lintas adalah kelalaian manusia, diikuti oleh kendaraan yang tidak layak, kondisi jalan yang buruk, serta faktor lingkungan atau cuaca. Pertanggungjawaban pidana terhadap pengemudi yang lalai melibatkan proses hukum, mulai dari penyidikan, penuntutan, hingga persidangan. Dalam praktiknya, kasus kecelakaan lalu lintas sering diselesaikan melalui perdamaian pada tahap penyidikan, meskipun pihak yang tidak puas dapat melanjutkan perkara hingga ke pengadilan. Abstract

Abstract Road infrastructure development plays a crucial role in driving economic growth and equitable development. One effort to strengthen interregional connectivity in East Kalimantan Province is the construction of a connecting road between Pelawan (Nibung Bridge) and Biatan (Simpang KM. 46). This paper presents a feasibility study of the proposed connecting road, including a review of technical, economic, and spatial planning aspects. Three alternative routes are examined in this study. Furthermore, the study includes an analysis of the initial road design, including geometric and pavement design. This study indicates that alternative 2 is the best alternative and is recommended for designation as the selected route. Keywords: road infrastructure; feasibility study; connecting road; road route Abstrak Pembangunan infrastruktur jalan memegang peran penting dalam mendorong pertumbuhan ekonomi serta pemerataan pembangunan. Suatu upaya untuk memperkuat konektivitas antarwilayah di Provinsi Kalimantan Timur adalah melaksanakan pembangunan jalan penghubung antara Pelawan (Jembatan Nibung) dan Biatan (Simpang KM. 46) di Provinsi Kalimantan Timur. Pada makalah ini dilakukan studi kelayakan terhadap ren-cana pembangunan jalan penghubung tersebut, yang mencakup tinjauan terhadap aspek-aspek teknis, ekonomi, dan kesesuaian tata ruang. Terdapat 3 trase alternatif yang dikaji pada studi ini. Selain itu, studi ini juga memuat analisis terhadap desain awal jalan, yang meliputi desain geometrik dan desain perkerasan Jalan. Studi ini menunjukkan bahwa alternatif 2 merupakan alternatif terbaik dan direkomendasikan untuk ditetapkan sebagai trase terpilih. Abstract

Abstract Toll roads are crucial infrastructure for interregional connectivity. The Kayu Agung–Palembang–Betung Toll Road section, examined in this study, is part of the Trans-Sumatra Toll Road and serves to support regional economic growth. This study projects average daily traffic volumes, taking into account the impact of the development of two areas, namely the Tanjung Enim Industrial Estate and the Tanjung Carat Special Economic Zone. Modeling was conducted using the four-stage transportation method with the assistance of PTV Visum 22 software. This study shows that regional development has a significant impact on increasing traffic volumes. The optimistic scenario in this study indicates that average daily traffic is predicted to reach more than 63,000 vehicles/day by 2065. Keywords: toll road; Average Daily Traffic; industrial area; special economic zone Abstrak Jalan tol merupakan infrastruktur penting sebagai konektivitas antardaerah. Ruas Jalan Tol Kayu Agung–Palembang–Betung, yang dikaji pada studi ini, merupakan bagian Jalan Tol Trans Sumatera dan berfungsi untuk mendukung pertumbuhan ekonomi wilayah. Pada Studi ini diproyeksikan lalu lintas harian rata-rata dengan mempertimbangkan pengaruh pengembangan 2 kawasan, yaitu Kawasan Industri Tanjung Enim dan Kawasan Ekonomi Khusus Tanjung Carat. Pemodelan dilakukan dengan menggunakan metode transportasi empat tahap dengan bantuan perangkat lunak PTV Visum 22. Studi ini menunjukkan bahwa pengembangan suatu kawasan berdampak signifikan terhadap peningkatan volume lalu lintas. Skenario optimis pada studi ini menunjukkan bahwa lalu lintas harian rata-rata diprediksi mencapai lebih daripada 63.000 kendaraan/hari pada tahun 2065. Abstract

ABSTRAK Analisis kondisi fungsional perkerasan jalan yang dilakukan pada pengelolaan perkerasan jalan lentur untuk jalan tol di Indonesia ditentukan berdasarkan Nilai Kondisi Jalan. Penilaian tersebut merupakan penggabungan penilaian kondisi perkerasan berdasarkan ketidakrataan permukaan perkerasan, alur, dan kerusakan utama permukaan perkerasan. Pada pengelolaan pemeliharaan perkerasan, penentuan umur sisa perkerasan sangat penting untuk digunakan sebagai penentuan program penanganan pemeliharan jalan. Telah dilakukan penelitian tentang hal ini berdasarkan metode analisis statistik yang menghasilkan hubungan antara ketidakrataan permukaan perkerasan dengan umur sisa pelayanan perkerasan. Analisis menggunakan data time serries untuk jalan tol Surabaya-Gempol di Jawa Timur tahun 2007, 2010, 2012, dan 2014. Hubungan yang diperoleh bertendensi eksponensial dan dapat digunakan untuk memprediksiumur sisapelayanan perkerasan. Makalah ini bermaksud menbahas kajian tentang hubungan empirik antara ketidakrataan permukaan perkerasan dengan umur sisa pelayanan jalan dalam rangka mencari model yang dapat dipakai untuk memprediksi umur sisa pelayanan perkerasan.Kata kunci:      jalan tol, perkerasan lentur, ketidakrataan perkerasan, umur sisa pelayanan perkerasan, kondisi fungsionalperkerasan,   ABSTRACT Functional pavement condition analysis conducted on the management of flexible pavement on toll roads in Indonesia is determined based on the Road Condition Value. It is a combination of pavement condition assessment based on roughness, rutting, and major damage of pavement surface. On the pavement maintenance management, the determination of remaining service life is very important to be used as a determination of road maintenance management program. Research hasbeen carried out based on statistical analysiswhich resulting in relationships between roughness of pavement surface andremaining service life. The analysis used time series data of 2007, 2010, 2012, and 2014 for Surabaya – Gempol toll road. Obtained relationships tended exponential and could be used for remaining service life prediction. This paper aims to describe the analysis of empirical relationship between roughness of pavement surface and remaining service life in conjunction with finding out the model which can be used to predict remaining service life of road pavement. Keywords:      toll road, flexible pavement, roughness, remaining service life, functionalcondition of pavement

Abstract

The topography of Wonosobo District affects the geometric condition of roads in areas of the district. Some areas in Wonosobo Regency are hills and mountains, so there is a downhill road for ± 9 km. This road connects Parakan Sub-district in Temanggung Regency with Kertek Sub-district in Wonosobo Regency. This route is prone to traffic accidents, resulting in many casualties and material casualties. This study was conducted based on the economic benefit value of the new road construction. The Benefit Cost Ratio and Net Present Value analyses were conducted by considering vehicle operating costs, time value, and reduction in traffic accidents. The analysis results show that in scenario I, the savings in vehicle operating costs are Rp 1,439,473,846,994, and in scenario II, Rp 1,524,871,315,937. In scenario I, the benefit cost ratio value is 1.66 with an NPV of Rp 385,588,148,902, and in scenario II, it is 1.68 with a net present value of Rp 395,171,651,336. The economic feasibility analysis results show that the Kertek Wonosobo Ring Road is viable to build.
