Abstract

This study aims to analyze the effects of the Regional Financial Independence Ratio, Local Revenue Effectiveness Ratio (PAD), Regional Expenditure Efficiency Ratio, Regional Expenditure Management Ratio, Local Revenue Growth Ratio, and Fiscal Decentralization Degree Ratio on the financial performance of local governments. It also investigates the differences in financial performance before and after the COVID-19 pandemic in regencies and cities across East Java Province. Multiple linear regression analysis and the paired samples test are used in this quantitative study. The study uses secondary data from the regional budget realization reports (APBD), sourced from the official website of the Directorate General of Fiscal Balance (DJPK), Ministry of Finance of the Republic of Indonesia. The sample includes 38 regencies/cities over the 2020–2023 period, with a total of 152 observations. The results indicate that partially, only the Local Revenue Growth Ratio has a significant effect on financial performance, while simultaneously, all financial ratios show significant influence. These outcomes are interpreted through the mathematical logic of each ratio and supported by previous research. Furthermore, the paired sample test reveals significant differences in financial performance between the pandemic and post-pandemic periods, suggesting a decline after the pandemic. The findings underscore the crucial role of local revenue growth in enhancing financial performance and highlight the importance of adaptive fiscal recovery strategies in the post-pandemic era. This study is expected to serve as an evaluative reference for local governments in formulating more effective and sustainable financial management policies.

Abstract

Malinau Robusta coffee demonstrates untapped potential within the specialty coffee market. This study aims to evaluate the quality of Malinau coffee comprehensively and benchmark it against prominent specialty coffees such as Gayo, Toraja, and Kintamani. A descriptive quantitative method was employed to analyze critical parameters including caffeine content, moisture level, defect value, impurity level, grain size, and flavor profile. Coffee samples were gained from nine coffee-producing villages in Malinau Regency, involving 28 farmers covering 190 ha of coffee plantations. The results identified distinct strengths of Malinau coffee, notably its low moisture level (10.2%) and high caffeine content (1.94%) among the samples, offering a strong and intense flavor profile including chocolatey, a bitter aftertaste, and fruity undertones. Challenges for Malinau coffee includes high defect value (65.7/300 g) and impurity level (0.6%), which undermine its marketability in premium segments. To bring Malinau coffee up to par with other established specialty coffees, improvements in post harvest handling are needed, particularly sorting, quality control and consistent processes methods. By adopting innovative cultivation and processing, Malinau coffee holds strong potential as a competitor of specialty coffee, both for domestic and global markets while highlighting its unique regional identity. Keywords: Malinau coffee, North Kalimantan, Quality improvement, Robusta, Specialty coffee.

Abstract

AbstractTarakan City is a lowland area with an area of 250.80 km², where East Tarakan District is the center of agriculture with an area of 297.115 ha and accommodates around 36% of farmers. This potential makes this area the largest contributor to agricultural production in Tarakan City. However, sustainable agricultural management requires attention not only to environmental aspects, but also economic and social aspects. One of the problems faced by farmers is the management of rice waste, especially husks, which are rich in silica but have been underutilized. Based on the identification of problems, three main priorities were set, namely: (1) education on good and proper fertilization technology, (2) education on innovations in silica fertilizer production, and (3) education on farm management. The community service activities were carried out through socialization, training, and assistance with the Serumpun Satu Farmer Group. The results of the activities showed that farmers were able to understand and practice proper fertilization technology, acquire knowledge and skills in processing husk waste into silica fertilizer, and begin to implement more efficient farm management. The impact of these activities not only reduced the potential for environmental pollution but also opened up opportunities to increase added value and farming efficiency. In the next stage, the implementation team and partners will conduct monitoring to assess the impact of silica fertilizer use and the application of farm management on the sustainability of agricultural production. Keywords: rice; farming; fertilizer; silica; waste.

Abstract

Detecting deception in institutional interrogations remains a significant challenge for law enforcement and investigative agencies. This study investigates the relationship between cognitive load and deceptive speech in anti-corruption interrogations through a modified Activation–Decision–Construction Model (ADCM) that incorporates iterative cognitive processing. The modified ADCM posits that truth-telling and deception engage qualitatively distinct cognitive pathways: Direct Truth Path (rapid veridical information access), Strategic Lie Path (deliberate false-narrative construction), and Iterative Lie-Construction Path (multiple cycles of cognitive revision and backtracking). We hypothesized that these pathways would be distinguishable through acoustic-linguistic markers reflecting differential cognitive load. The study analyzed 102 question-answer segments from 15 speakers across 12 authentic anti-corruption interrogations in Indonesian. For each segment, we measured normalized fundamental frequency (F0), pause frequency and duration, reaction time (RT), and assigned ADCM-phase classifications via temporal coding. Segments were independently verified as Likely Truthful, Likely Deceptive, or Ambiguous based on corroborating evidence obtained during investigations. Results demonstrate that Likely Deceptive segments exhibited significantly elevated F0 (mean z-score +0.52 vs. –0.38 for truthful; d = 0.90), increased pause frequency (3.8 vs. 1.5 pauses; t = 8.34, p < .001), prolonged total pause duration (2.1 vs. 0.6 seconds; t = 9.12, p < .001), and extended RT (2.8 vs. 1.2 seconds; t = 7.89, p < .001). The Iterative Lie-Construction Path predominated in deceptive segments (47%), while the Direct Truth Path dominated truthful segments (76%). These findings provide strong empirical support for the modified ADCM and demonstrate that cognitive load in deceptive speech is reliably indexed through convergent acoustic-linguistic markers. The results have implications for evidence-based interrogation practice and deception detection in institutional settings
