Abstract

Fokus penelitian ini adalah efektivitas program optimalisasi pelayanan online KTP Elektronik di Dinas Kependudukan dan Pencatatan Sipil Kota Serang. Permasalahan pada penelitian ini adalah terbatasnya sumber daya manusia pelaksana yang menyebabkan tidak efisiennya pelaksanaan pelayanan daring, belum optimalnya perubahan pelayanan administrasi kependudukan secara daring dimana tingkat literasi digital masyarakat masih rendah serta kurang meratanya sosialisasi ke beberapa lapisan masyarakat, dan masih kurangnya minat masyarakat tentang layanan daring serta kekhawatiran akan keamanan dan privasi dalam inovasi pengantaran e-KTP ke rumah masyarakat. Tujuan dilakukannya penelitian ini adalah untuk mengetahui seberapa besar tingkat efektivitas program optimalisasi pelayanan online KTP elektronik di Dinas Kependudukan dan Pencatatan Sipil Kota Serang. Metode penelitian ini menggunakan metode penelitian asosiatif dengan menggunakan pendekatan kuantitatif. Populasi dalam penelitian ini adalah masyarakat Kota Serang yang sudah memiliki KTP dan pernah melakukan pengurusan E-KTP di Dinas Kependudukan dan Pencatatan Sipil Kota Serang yang berjumlah 519.166 orang. Teknik pengambilan sampel menggunakan teknik Cluster Random Sampling dengan rumus Slovin sehingga sample dalam penelitian ini berjumlah 100 responden. Hasil penelitian ini menunjukkan bahwa terdapat tingkat efektivitas yang signifikan pada efektivitas program optimalisasi pelayanan online KTP elektronik dengan besarnya efektivitas mencapai 77,73%.

Abstract

Halal product certification is seen as important for producers because it is very beneficial for product continuity. As for consumers, halal certification is very useful for providing protection for consumers from all forms of materials that are harmful to health and all matters related to the halalness of products, both ingredients and processing methods. The theory used in this research is the theory of the policy implementation model from Soren C Winter in Indiati 2021, namely behavior in inter-organizational relations, lower-level behavior (civil servants / bureaucrats); and, target group behavior. The research method used in this research is qualitative method, and this research is directed to be able to know, understand and describe the actual situation in the field in detail and actually about the implementation of Government Regulation Policy Number 39 of 2021 concerning the Implementation of the Halal Product Guarantee Field on food products in Serang City, Banten Province. The results of this study are that organizational and inter-organizational behavior in the implementation of halal product guarantees has been well implemented. Where each organization has its own role and function duties and is able to be consistent or committed to its duties and functions in accordance with existing regulations. Bureaucratic behavior as an organizational control has carried out services in accordance with applicable regulations. Abstract

The transformation of Indonesia's digital trade ecosystem after the COVID-19 pandemic has given rise to social commerce a model that combines social media functions with online transactions creating an urgent need for more adaptive regulation. This study examines the effectiveness of the separation system between social commerce and e-commerce as regulated by the Minister of Trade Regulation (Permendag) No. 31 of 2023, which aims to restructure digital trade governance and protect micro, small, and medium enterprises (MSMEs). The research aims to assess how effectively the policy achieves market fairness, strengthens platform supervision, and fosters a competitive digital ecosystem. This study employs a qualitative descriptive approach through literature review and observation of implementation practices on platforms such as TikTok, Instagram, and Tokopedia. The analysis applies the Adaptive Policy Design & Governance Capacity framework (Capano & Woo, 2018), covering analytical, operational, and political capacities, as well as policy robustness, adaptiveness, and integration. The results indicate that Minister of Trade Regulation No. 31/2023 is normatively effective in clarifying the boundary between promotional and transactional functions, while encouraging global corporate compliance through the TikTok Shop Tokopedia merger. The policy is found to be robust, adaptive, and well-coordinated across institutions, although challenges remain in oversight and MSME digital literacy. This study highlights the importance of adaptive and collaborative governance capacity in balancing innovation with regulation and provides a foundation for strengthening inclusive and sustainable digital trade governance in Indonesia.

Abstract

The Old Banten area is a historical and religious heritage site that reflects the legacy of the Banten Sultanate and plays a strategic role in cultural and religious tourism in Banten Province. To address the physical degradation of the heritage site, limited infrastructure, and unmanaged socio-economic activities, the Banten Provincial Government and the Serang City Government implemented a revitalization program from 2018 to 2021. This study aims to analyze the effectiveness of the Old Banten revitalization program after its implementation and to identify obstacles that influence its results. This study uses a descriptive qualitative approach, with data collected through interviews, field observations, and document analysis. Informants were selected purposively and included representatives from government agencies, heritage managers, cultural heritage conservators, traders, and tourists. Data analysis was conducted using the effectiveness framework proposed by Nakamura and Smallwood, which includes the achievement of program objectives, efficiency, target group satisfaction, client response, and maintenance systems. The findings indicate that the revitalization has been effective in improving the physical condition and visual quality of the core zone, contributing to increased tourist visits. However, the program's objectives are not yet uniformly understood across institutions, and the benefits of revitalization have not been distributed equitably, particularly in terms of socio-economic impacts on local merchants. Utilization of supporting facilities remains suboptimal, coordination between institutions is limited, and the maintenance system is fragmented. Overall, the revitalization has demonstrated partial effectiveness, achieving physical improvements but facing challenges in integrating governance, community participation, and sustainable management of cultural heritage areas.
