Abstract

The transformation of Indonesia's digital trade ecosystem after the COVID-19 pandemic has given rise to social commerce a model that combines social media functions with online transactions creating an urgent need for more adaptive regulation. This study examines the effectiveness of the separation system between social commerce and e-commerce as regulated by the Minister of Trade Regulation (Permendag) No. 31 of 2023, which aims to restructure digital trade governance and protect micro, small, and medium enterprises (MSMEs). The research aims to assess how effectively the policy achieves market fairness, strengthens platform supervision, and fosters a competitive digital ecosystem. This study employs a qualitative descriptive approach through literature review and observation of implementation practices on platforms such as TikTok, Instagram, and Tokopedia. The analysis applies the Adaptive Policy Design & Governance Capacity framework (Capano & Woo, 2018), covering analytical, operational, and political capacities, as well as policy robustness, adaptiveness, and integration. The results indicate that Minister of Trade Regulation No. 31/2023 is normatively effective in clarifying the boundary between promotional and transactional functions, while encouraging global corporate compliance through the TikTok Shop Tokopedia merger. The policy is found to be robust, adaptive, and well-coordinated across institutions, although challenges remain in oversight and MSME digital literacy. This study highlights the importance of adaptive and collaborative governance capacity in balancing innovation with regulation and provides a foundation for strengthening inclusive and sustainable digital trade governance in Indonesia.

Abstract

The digitalization of regional financial governance in Indonesia requires local governments to adopt integrated information systems to enhance transparency and accountability. Minister of Home Affairs Regulation No. 70 of 2019 mandates the Regional Government Information System (SIPD) as a unified platform for regional financial management. However, its implementation at technically complex agencies, such as the Banten Province Public Works and Spatial Planning Agency (DPUPR), still faces significant challenges. This study evaluates SIPD implementation using the CIPP (Context, Input, Process, Product) model through a qualitative descriptive-evaluative approach involving interviews, observations, and document analysis. The findings show that SIPD is contextually well-aligned with regulatory requirements and organizational needs. Nevertheless, limitations persist in human resource capacity, IT infrastructure, system stability, and user competency distribution. Despite these challenges, SIPD has improved data consistency, reporting efficiency, and audit trails. The study concludes that institutional readiness and organizational adaptability are more critical to SIPD success than technological factors alone, highlighting the need for capacity building, infrastructure improvement, and strengthened inter-unit coordination.

Abstract

The Old Banten area is a historical and religious heritage site that reflects the legacy of the Banten Sultanate and plays a strategic role in cultural and religious tourism in Banten Province. To address the physical degradation of the heritage site, limited infrastructure, and unmanaged socio-economic activities, the Banten Provincial Government and the Serang City Government implemented a revitalization program from 2018 to 2021. This study aims to analyze the effectiveness of the Old Banten revitalization program after its implementation and to identify obstacles that influence its results. This study uses a descriptive qualitative approach, with data collected through interviews, field observations, and document analysis. Informants were selected purposively and included representatives from government agencies, heritage managers, cultural heritage conservators, traders, and tourists. Data analysis was conducted using the effectiveness framework proposed by Nakamura and Smallwood, which includes the achievement of program objectives, efficiency, target group satisfaction, client response, and maintenance systems. The findings indicate that the revitalization has been effective in improving the physical condition and visual quality of the core zone, contributing to increased tourist visits. However, the program's objectives are not yet uniformly understood across institutions, and the benefits of revitalization have not been distributed equitably, particularly in terms of socio-economic impacts on local merchants. Utilization of supporting facilities remains suboptimal, coordination between institutions is limited, and the maintenance system is fragmented. Overall, the revitalization has demonstrated partial effectiveness, achieving physical improvements but facing challenges in integrating governance, community participation, and sustainable management of cultural heritage areas.

Abstract

Higher education institutions in post-conflict countries face complex challenges in rebuilding governance systems, improving academic quality, and ensuring effective administrative performance. The adoption of performance-based policies has become a strategic approach to strengthen accountability and institutional effectiveness; however, its successful implementation depends largely on leadership capacity. In this context, transformational leadership is considered a critical factor in translating formal policies into meaningful organizational practices. This study aims to examine how transformational leadership supports the implementation of performance-based policies in a post-conflict private university setting, focusing on Universidade Oriental Timor Lorosa’e (UNITAL), Timor-Leste. This research employed a qualitative descriptive case study design. Data were collected through semi-structured interviews with 18 institutional stakeholders, participant observation, and analysis of governance and quality assurance documents. The findings demonstrate that transformational leadership has reinforced formal performance-based structures, particularly in strategic planning, administrative coordination, and internal quality assurance processes. However, policy enactment remains largely hierarchical and compliance-oriented, with limited stakeholder participation, weak integration into academic development practices, and inconsistent use of performance evaluation outcomes. Consequently, performance-based governance has improved procedural order but has not yet fostered sustained academic innovation, organizational learning, or collective ownership. This study contributes to leadership and governance scholarship by providing empirically grounded insights from a post-conflict higher education context and highlights the need to integrate performance-based systems with participatory and relational leadership practices to support meaningful institutional transformation.

Abstract

Indonesia has the largest mangrove environment in the world. The government itself has launched a national mangrove rehabilitation initiative of 600.000 hectares, in accordance with the 2020-2024 RPJMN through low carbon development. Banten Province is one of the provinces in Indonesia that has experienced environmental degradation, so that the existing mangrove ecosystem area is not comparable to the potential mangrove habitat that should be. The government, communities, and businesses have adopted various initiatives and programs in the form of rehabilitation projects that aim to rebuild damaged mangrove forests and establish mangrove centers. Therefore, this study aims to determine collaborative governance in the development of mangrove rehabilitation in Cigorondong Village, Sumur District, Pandeglang Regency. By using indicators in Ansell and Gash's collaborative governance model (2007), where the actors involved are government, private, academics and non-governmental organizations. This research uses descriptive method with qualitative approach. The results showed that the collaboration that occurred was quite successful in being well implemented with the rehabilitated mangrove area
