Abstract

Salah satu aspek rendahnya pencapaian benih padi induk diakibatkan kapasitas Dinas Pertanian Tanaman Pangan dan Hortikultura Provinsi Jawa Barat dalam melakukan tugasnya dalam rangka memperbanyak benih padi belum optimal. Tujuan dilakukan penelitian ini guna melihat Kapasitas Dinas Pertanian Tanaman Pangan dan Hortikultura Provinsi Jawa Barat. Aspek yang digunakan dalam riset kualitatif deskriptif ini yakni( 1) personnel ( sumber daya manusia), (2) infrastucture, technology, and financial resources (infrastruktur, teknologi, serta sumber daya keuangan), (3) strategic leadership (kepemimpinan strategis), (4) program and process management (program serta manajemen proses), serta (5) networking and linkages (jejaring kerjasama serta ikatan dengan pihak lain).

Abstract

ABSTRACT This thesis is the result of research on the Implementation of Waste Management Policy in the Cimahi City Agency (Study: LeuwiGajah Area). This research is motivated by the authors' interest in waste management policies in Cimahi City. The Cimahi City Government issued Regional Regulation No. 6 of 2019 concerning waste management as an effort to resolve it in Cimahi City. In areas that are particularly LeuwiGajah, waste has become a major problem.In tracing the above problem, this research uses the theory of policy implementation by Michael Hill and Peter Hupe which includes policy characteristics, poliicy formation (in much of the literature seen as efforts to structure policy from the ‘top’), issues about ‘layers’ in the policy transfer process, or what we call ‘vertical public administration’, factors affecting the responses of implementation agencies, horizontal inter-organizational relationships, and the impact of responses from those affected by the policy. The method used is a qualitative research method with a descriptive approach. Data obtained through library studies and field studies (observation and interviews). The technique of determining the informant is using purposive sampling technique. The results of this study indicate that the Implementation of Waste Management Policy in the Bandung Regency Environmental Agency (Study: LeuwiGajah Area). Of the seven success factors for policy implementation proposed by Michael Hill and Peter Hupe there are factors that most influence the ineffectiveness Implementation of Waste Management Policy in the Bandung Regency Environmental Agency (Study: LeuwiGajah Area). This factor is the attitude of implementing waste management policies in Cimahi City, which must play an active role in socializing so that the community takes an active role, the simplest example is throwing garbage in its place, not littering. This is because there are no clearly regulated rewards and punishments.  ABSTRAKPenelitian ini merupakan hasil penelitian mengenai Implementasi Kebijakan Pengelolaan Sampah di Kota Cimahi (Studi Kasus Di Wilayah Pelayanan Sampah Leuwigajah). Penelitian ini dilatarbelakangi oleh ketertarikan penulis terhadap kebijakan pengelolaan sampah di Kota Cimahi. Pemerintah Kota Cimahu mengeluarkan Peraturan Daerah Nomor 6 Tahun 2019 tentang penyelenggaraan pengelolaan sampah sebagai upaya penyelesaian di Kabupaten Bandung. Di wilayah yang khususnya di LeuwiGajah da tumpukan sampah menjadi menjadi masalah utama. Penelitian ini menggunakan teori implementasi kebijakan oleh Michael Hill dan Peter Hupe yang mencakup Karakteristik Kebijakan,  Formasi Kebijakan, Proses Transfer Kebijakan, Faktor yang Mempengaruhi Badan Pelaksana, Hubungan Inter-Organisasi Horizontal, Respon Kelompok Sasaran, dan Faktor Lingkungan Eksternal.Metode yang digunakan adalah metode penelitian kualitatif dengan pendekatan deskriptif. Data diperoleh melalui studi kepustakaan dan studi lapangan (observasi dan wawancara). Teknik penentuan informan yaitu menggunakan teknik purposive sampling. Hasil dari penelitian ini menunjukkan bahwa Implementasi Kebijakan Pengelolaan Sampah di Kota Cimahi (Studi Kasus Di Wilayah Pelayanan Sampah Leuwigajah). Dari ketujuh faktor keberhasilan implementasi kebijakan yang dikemukakan oleh Michael Hill dan Peter Hupe terdapat faktor yang paling mempengaruhi belum efektifnya implementasi kebijakan kawasan pengelolaan sampah di Kota cimahi. Faktor tersebut adalah sikap pelaksana kebijakan pengelolaan sampah di Kota Cimahi ini yang harus berperan aktif bersosialisasi agar masyarakatnya ikut berperan aktif contoh yang paling sederhana membuang sampah pada tempatnya tidak membuang sampah sembarangan. Hal tersebut dikarenakan belum adanya reward dan punishment yang diatur dengan jelas.

Abstract

          The background of this research is to see how e-satria is received by restaurant tax in Bandung City. The Regional Revenue Management Agency issues tax reporting services online, but not yet fully taxpayers have reported online. Based on the observations, the problem is related to the acceptance of e-satria users on restaurant taxes in the city of Bandung. In conducting this research, the writer uses the theory of the technology acceptance model. In this model, to see how users can accept technology, look at the behavior and perceptions of users, namely perceptions of usefulness, perceived ease of use, intention to use, and use of the system. This study uses qualitative research methods. The result of this research is that there is a lack of acceptance of e-satria users (electronic self-assessment tax reporting application) on restaurant taxes in the city of Bandung. This is because aspects have not been met in user acceptance by using the technology acceptance model. Among them, on the aspect of perceived ease where users still have difficulty accessing, some users return to reporting manually. Hal yang melatarbelakangi dilakukannya penelitian ini, adalah untuk melihat bagaimana e-satria dapat diterima oleh pajak restoran di Kota Bandung. Badan Pengelolaan Pendapatan Daerah mengeluarkan pelayanan pelaporan pajak secara online namun belum sepenuhnya wajib pajak melakukan pelaporan secara online. berdasarkan hasil observasi, permasalahan tesebut berkaitan dengan penerimaan pengguna e-satria pada pajak restoran di kota Bandung. Dalam melakukan penelitian ini penulis menggunakan teori technology acceptance model. Dalam model tersebut untuk melihat bagaimana suatu teknologi dapat diterima oleh pengguna melihat dari perilaku dan persepsi pengguna yaitu presepsi kegunaan, persepsi kemudahan, niat menggunakan, dan penggunaan pada sistem. Penelitian ini menggunakan menggunakan metode penelitian kualitatif. Hasil dari penelitian ini bahwa terdapat kurang penerimaan pengguna e-satria (electronic self assessment tax reporting application) pada pajak restoran di Kota Bandung. Hal ini dikarenakan terdapat aspek yang belum terpenuhi pada penerimaan pengguna dengan menggunakan technology acceptance model. Diantaranya, pada aspek persepsi kemudahan dimana pengguna masih kesulitan dalam mengaskes, sehingga terdapat pengguna yang kembali melakukan pelaporan secara manual.

Abstract

This study examines the readiness of digital transformation in Mekarsari Village, Selaawi District, Bandung Regency. Although the village has started digitalizing services, there are still shortcomings in supporting infrastructure, human resource readiness, and funding availability. This study aims to further evaluate the readiness of service transformation and digitalization in Mekarsari village using the theory of digital readiness Musa (2010), which includes infrastructure, human resources, as well as government support and institutional management. The method used is qualitative by involving related actors in the digital transformation process. The results showed that: (1) there is a readiness of the availability of digitalization supporting infrastructure for services in Mekarsari Village. (2) human resources in Mekarsari Village are deployed as village bamboo craftsmen and self-taught in terms of digitization. (3) Analysis of government support in terms of funds and legal instruments is still lacking and only rely on funds and legal instruments provided by the central government. The conclusion of this study shows that in terms of public services and publications in Mekarsari Village are in the stage of transforming into a digital system. In accordance with the concept of Musa (2010), Mekarsari village has been trying to develop digitization in the village in accordance with the concept of readiness in the digitization of the village, but the readiness of the readiness must be continuously improved in order to create the maximum digitization of the village

Abstract

ABSTRAK. Salah satu permasalahan yang dihadapi oleh UMKM di Desa Sayang adalah masalah pemasaran dan keterampilan menggunakan teknologi. UMKM di Desa Sayang memerlukan pengembangan usaha berbasis teknologi sehingga dapat bersaing dengan usaha-usaha baru yang bersifat online. Tujuan dari penulisan paper ini adalah 1)  Mengidentifikasi penggunaan media pemasaran pada  UMKM di Desa Sayang Kecamatan Jatinangor 2) Menggambarkan upaya pengembangan usaha berbasis teknologi pada UMKM Desa Sayang Kecamatan Jatinangor melalui pelatihan digital marketing. Metode yang digunakan dalam identifikasi penggunaan media pemasaran adalah dengan observasi, wawancara, penyebaran kuisioner dan FGD. Metode yang digunakan dalam upaya pengembangan usaha berbasis teknologi adalah metode pendidikan masyarakat dan pelatihan. Materi-materi dalam upaya pengembangan usaha berbasis teknologi pada UMKM Desa Sayang melalui pelatihan digital marketing meliputi : 1) Menumbuhan jiwa kewirausahaan dan memberikan insipirasi dari keberhasilan bisnis online, 2) Sharing session, 3) Pelatihan digital marketing (menggunakan grab food dan go food). Hasil identifikasi menunjukkan bahwa banyak UMKM di Desa Sayang menggunakan teknologi sederhana dalam pemasaran, yaitu didominasi dengan media Whatsapp dan Facebook. Bahkan masih banyak UMKM yang menjalankan usahanya secara offline tanpa bantuan teknologi. Hasil evaluasi dari kegiatan pelatihan digital marketing  menunjukkan bahwa kegiatan ini mendapatkan tanggapan yang positif, dinilai dapat memberikan wawasan dan ilmu, dan memberikan inspirasi. Hampir seluruh pelaku usaha ingin mempraktekan bisnis online ini dalam pengembangan usahanya.

Abstract

Penelitian ini menjelaskan tentang implementasi kebijakan bantuan langsung tunai dana desa di desa Ciburuy kecamatan Bayongbong kabupaten Garut tahun 2022. Penggunaan dana desa untuk tahun 2022 difokuskan pada upaya pemulihan ekonomi nasional, Kebijakan bantuan langsung tunai dana desa merupakan bantuan yang bersumber dari dana desa. kebijakan ini bertujuan untuk mempertahankan kemampuan daya beli penduduk miskin di desa, menghindari terjadinya tingkat pengangguran yang tinggi, serta melindungi masyarakat dengan pendapatan per kapita yang rendah agar dapat menjaga ketahanan sosial mereka. Tujuan dari penelitian ini yaitu untuk mengetahui bagaimana implementasi kebijakan bantuan langsung tunai dana desa di desa Ciburuy kecamatan Bayongbong kabupaten Garut tahun 2022. Teori yang digunakan dalam penelitian ini adalah faktor keberhasilan implementasi kebijakan dari Said Zainal Abidin (2019) yang dapat dilihat dari beberapa faktor di antaranya adalah yang pertama faktor internal yaitu kondisi kebijakan dan faktor-faktor pendukung selanjutnya faktor eksternal yaitu kondisi lingkungan dan pihak-pihak yang terkait. Metode penelitian yang digunakan dalam penelitian ini adalah pendekatan penelitian kualitatif dengan jenis penelitian deskriptif. Hasil penelitian menunjukkan bahwa walaupun dalam penyelenggaraan kebijakan bantuan langsung tunai dana desa di desa Ciburuy kecamatan Bayongbong kabupaten Garut tahun 2022 sudah dilaksanakan sesuai dengan peraturan masih terdapat beberapa aspek-aspek yang belum dilaksanakan secara maksimal yaitu dalam faktor internal kebijakan pada aspek keuangan, aspek logistik, dan aspek partisipasi.Kata kunci: Implementasi, Kebijakan; Bantuan langsung tunai dana desa

Abstract

Penelitian ini bertujuan untuk menganalisis pengawasan pengelolaan dana Bantuan Operasional Sekolah (BOS) oleh Inspektorat Kota Bandung. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan mengumpulkan data melalui wawancara dengan pihak terkait dan analisis dokumen terkait pengawasan dana BOS. Hasil penelitian menunjukkan bahwa Inspektorat Kota Bandung memiliki peran sentral dalam pengawasan pengelolaan dana BOS di wilayah tersebut. Inspektorat melakukan audit dan pemeriksaan rutin terhadap penggunaan dana BOS di sekolah-sekolah, serta memberikan rekomendasi untuk perbaikan dan peningkatan pengelolaan dana. Dalam pelaksanaan pengawasan dana BOS, terdapat beberapa tahapan, mulai dari tahap persiapan, pendefinisian kerangka acuan, pengawasan aktual, hingga pelaporan. Selain itu, penelitian juga mengidentifikasi beberapa kendala dalam pelaksanaan pengawasan, seperti keterbatasan sumber daya, kurangnya pemahaman, dan tantangan dalam penegakan hukum terkait pelanggaran penggunaan dana. Oleh karena itu, diperlukan upaya yang lebih lanjut untuk memperkuat pengawasan dana BOS, seperti peningkatan sumber daya, peningkatan pemahaman, dan kerjasama antara Inspektorat dan pihak-pihak terkait lainnya. Penelitian ini memberikan kontribusi dalam pemahaman tentang pengawasan dana BOS oleh Inspektorat Kota Bandung dan rekomendasi untuk meningkatkan efektivitas pengawasan dalam pengelolaan dana BOS. This study aims to analyze the supervision of School Operational Assistance (BOS) funds by the Bandung City Inspectorate. The research method used is a qualitative approach by collecting data through interviews with related parties and analysis of documents related to the supervision of BOS funds. The results showed that the Bandung City Inspectorate had a central role in supervising the management of BOS funds in the region. The Inspectorate conducts routine audits and checks on the use of BOS funds in schools, as well as provides recommendations for improvement and enhancement of fund management. In carrying out supervision of BOS funds, there are several stages, starting from the preparation stage, defining the terms of reference, actual monitoring, to reporting. In addition, the research also identified several obstacles in the implementation of supervision, such as limited resources, lack of understanding, and challenges in law enforcement related to violations of the use of funds. Therefore, further efforts are needed to strengthen oversight of BOS funds, such as increasing resources, increasing understanding, and cooperation between the Inspectorate and other related parties. This research contributes to an understanding of the supervision of BOS funds by the Inspectorate of the City of Bandung and recommendations for increasing the effectiveness of supervision in managing BOS funds

Abstract

This research discusses the management of village funds conducted by the Desa Suci government through the principle of Good Village Governance. The purpose of this study is to describe how Village Fund Management is carried out by the Government of Desa Suci in order to realize optimal village fund management through the application of the principles of Good Village Governance in Desa Suci. The theory used is the theory of Good Village Governance from Haris Fauzi (2023) in theory states the embodiment of Good Village Governance in village financial management through the principles of transparency, participation, and accountability. This study used descriptive qualitative methods. Data collection was used through interviews with the village government, the village consultative body (BPD), village assistants, and TAPMD of 10 people. The results of this study indicate that the management of village funds conducted by the Government of Desa Suci is good but still not optimal. Transparency conducted by the Government of Desa Suci using information media in the form of websites, Billboards, information distributed by each hamlet through RT and RW groups. The embodiment of participation in the form of community aspirations by holding deliberations, and involving the community in the implementation of activities. Accountability carried out by the Government of the sacred village from the planning stage to the accountability stage by conducting village fund management in accordance with procedures, accountable management through reports to the government on it and the village community. Although the management of funds by the Desa Suci government is good, there are still obstacles, namely from the condition of the community, the low capacity of the village apparatus, changing policies and regulations, and limited village funds to realize the needs of the community. Abstract

Evaluations serve as a valuable instrument for democratic governments, offering a foundation for accountability and facilitating policy learning. Bandung Mayor Regulation Number 58 of 2020 concerning Employee Performance Appraisal, a regional policy applicable in Bandung City, is to calculate and receive fair and measurable performance allowances in line with the achievement of individual and organizational performance goals. This article aims to evaluate the implementation of the performance allowance policy in the last three years at the Bandung City Education Office. This study uses qualitative methods, collecting subjective data from informants' perspectives. The results of the evaluation found that the Evaluation of the Performance Allowance Policy at the Bandung City Education Office has been practical, efficient, good enough in terms of the nominal allowances given, equality in policy implementation, responsive to developments, appropriate in overcoming performance problems and employee welfare at the Bandung City Education Office. The evaluation found that the policy improved employee welfare, addressed performance issues effectively, and was responsive to organizational changes
