Abstract

Evaluations serve as a valuable instrument for democratic governments, offering a foundation for accountability and facilitating policy learning. Bandung Mayor Regulation Number 58 of 2020 concerning Employee Performance Appraisal, a regional policy applicable in Bandung City, is to calculate and receive fair and measurable performance allowances in line with the achievement of individual and organizational performance goals. This article aims to evaluate the implementation of the performance allowance policy in the last three years at the Bandung City Education Office. This study uses qualitative methods, collecting subjective data from informants' perspectives. The results of the evaluation found that the Evaluation of the Performance Allowance Policy at the Bandung City Education Office has been practical, efficient, good enough in terms of the nominal allowances given, equality in policy implementation, responsive to developments, appropriate in overcoming performance problems and employee welfare at the Bandung City Education Office. The evaluation found that the policy improved employee welfare, addressed performance issues effectively, and was responsive to organizational changes

Abstract

Decision-making for public policy formulation in Indonesia has undergone significant changes from year to year, one of which is due to the effects of digital transformation. Big data is a part of digital transformation that has a direct correlation with public policy formulation in Indonesia. This research aims to identify the utilization of big data in decision-making for public policy formulation in Indonesia. The matters discussed in this research include the decision-making process in formulating public policy in Indonesia using big data analysis, as well as the effectiveness, efficiency, and openness of public policies resulting from data-driven public policy in Indonesia. This research uses the Systematic Literature Review (SLR) method by collecting various related research documents into a database using the PRISMA (Preferred Reported Items for Systematic Reviews and Meta-Analysis) research procedure. The utilization of big data in decision-making for public policy formulation in Indonesia has proven that the policies formulated are more effective and efficient because they utilize the data available in big data analysis.

Abstract

One reason for business failure is due to lack of exploration problems. Therefore, it is important to identify the problem before developing the business. The purpose of this article is to describe the development of micro and small businesses based on mapping the problems in conducting business in Sayang Village of Sumedang Regency. Problem mapping in doing business is done through interviews, observations and questionnaires, the results of which are then written on a canvas map. Efforts in developing micro and small businesses are carried out based on the results of the mapping. There are four activities in developing micro and small businesses, with a combination of community education method and training method. The results of the mapping show that there are problems in conducting business in Sayang Village, namely: lack of skilled resources, several business actors do not have the desire to develop their businesses, problems in the production process, problems in the process of packaging and food security, capital problems, lack of expertise in business development, lack of networks and relationships, lack of marketing, many products do not yet have a PIRT license and halal logo, and Bumdes (village-owned business entity) is not well-managed. The efforts made in developing micro and small businesses in Sayang Village are: (1) entrepreneurship education, aimed at enhancing the spirit of entrepreneurship and knowledge regarding business processes; (2) capital education, regarding capital management from capital programs provided by the government; (3) food product packaging training, aims to make food more durable; (4) creation and information dissemination of a website to market products through desasayang.hydroweb.id. Evaluation results show that education and training are considered to be useful, increase knowledge, and become motivations in conducting business. There is an expectation from business people in Sayang Village that other education and training should be held more continuously.Keywords: Entrepreneurship, problems in conducting business, micro and small business development. ABSTRAKSalah satu alasan kegagalan usaha adalah karena kurangnya eksplorasi masalah. Sehingga sangat penting mengidentifikasi masalah sebelum pengembangan usaha. Tujuan dari penulisan artikel ini adalah menggambarkan pengembangan usaha mikro dan kecil berdasarkan pemetaan masalah dalam melakukan usaha di Desa Sayang Kabupaten Sumedang. Pemetaan masalah dalam berusaha dilakukan melalui wawancara, observasi dan kuisioner, yang selanjutnya dituangkan dalam peta kanvas. Upaya pengembangan usaha mikro dan kecil dilakukan berdasarkan hasil pemetaan tersebut. Terdapat empat kegiatan dalam pengembangan usaha mikro dan kecil, dengan kombinasi metode pendidikan masyarakat dan metode pelatihan. Hasil pemetaan menunjukkan terdapat masalah dalam berusaha di Desa Sayang yaitu: kekurangan sumber daya terampil, beberapa pelaku usaha tidak memiliki keinginan untuk mengembangkan usahanya, masalah dalam proses produksi, masalah dalam proses pengemasan dan ketahanan makanan, masalah permodalan, kurangnya keahlian dalam pengembangan bisnis, kurangnya jejaring dan relasi, kurangnya pemasaran, banyak produk belum memiliki ijin PIRT dan logo halal, dan Bumdes tidak berjalan dengan baik. Upaya yang dilakukan dalam pengembangan usaha mikro dan kecil di Desa Sayang adalah: (1) Pendidikan kewirausahaan, bertujuan untuk meningkatkan jiwa kewirausahaan dan pengetahuan mengenai mengenai proses bisnis; (2) Penyuluhan permodalan, mengenai pengelolaan modal dari program permodalan yang diberikan pemerintah (3) Pelatihan pengemasan produk makanan, bertujuan agar makanan lebih bertahan lama (4) Pembuatan dan sosialisasi website untuk memasarkan produk melalui desasayang.hydroweb.id. Hasil evaluasi menunjukkan bahwa pendidikan dan pelatihan dianggap sangat bermanfaat, menambah pengetahuan, dan menjadi motivasi dalam berusaha. Terdapat harapan dari pelaku usaha di Desa Sayang yaitu dilakukan pendidikan dan pelatihan lainnya dengan lebih kontinu.Kata kunci: Kewirausahaan, masalah dalam berusaha, pengembangan usaha mikro dan kecil.

Abstract

This study examines the digital readiness of micro and small enterprises (MSEs) in rural Indonesia, aiming to evaluate their readiness and develop a specialized model tailored to rural challenges. Using a mixed-method approach, insights were drawn from 12 articles and 24 business participants across 11 villages, combining systematic literature reviews and in-depth interviews. The methodology focused on analyzing digital readiness dimensions such as strategy, organization, technology, finance, and market integration. Interviews with MSE owners and managers explored factors influencing digital readiness, including the macro environment, technology perceptions, motivation for adoption, social capital, and knowledge-based capabilities. Findings revealed that many rural MSEs possess a basic level of digital readiness, with some lagging due to limited technology use and owner disinterest. Addressing these challenges requires collaboration among governments, educational institutions, local communities, and the MSEs themselves. The study underscores the importance of digital readiness in enhancing the competitiveness and sustainability of rural MSEs. By developing a tailored model and addressing key challenges, rural MSEs can better leverage digital technologies to drive growth and economic development in rural areas.

Abstract

Penelitian dengan judul ICT Readiness pada Produsen Data dalam Penyelenggaraan Cirebon Satu Data ini dilakukan seiring dengan adanya permasalahan pada rendahnya awareness pada Produsen Data, yang dibuktikan dengan adanya data rendahanya capaian keterisian dan ketepatan waktu pengisian data. Cirebon Satu Data sendiri memiliki peranan strategis dalam mendukung perencanaan pembangunan dan smart city Kota Cirebon melalui peningkatan efisiensi birokrasi dan keterbukaan informasi publik. Namun demikian, pentingya Cirebon Satu Data masih belum diiringi dengan kesiapan TIK yang baik. Untuk itu, Penelitian ini bertujuan untuk mengkaji lebih lanjut kesiapan TIK pada Produsen Data dan dapat memberikan rekomendasi untuk penyelenggaraan Cirebon Satu Data yang lebih baik. Penelitian ini mengacu pada konsep ICT Readiness oleh Falahah, Kusumasari dan Santoso (2021) yang didalamnya menjelaskan tentang management awareness, content readiness, people and organization, policy and regulation, supported technology, dan data portal. Penelitian ini menggunakan metode kulitatif dengan informan yaitu Koordinator dan Sekretaris Forum, Walidata dan Produsen Data, untuk dapat memberikan gambaran lebih dalam mengenai kesiapan TIK pada Produsen Data. Hasil penelitian menunjukkan bahwa ICT Readiness dapat dikatakan cukup siap, namun demikian setiap aspek dalam ICT Readiness pada produsen dara masih terdapat kekurangan yang saling berpengaruh terhadap satu sama lainnya, sehingga setiap masih memerlukan perbaikan pada setiap aspeknya.

Abstract

The SP4N LAPOR application is designed to manage public complaints and enhance service quality. However, its implementation in Cirebon City faces challenges, including low responsiveness, lack of transparency, and limited public awareness. This study evaluates the effectiveness of the LAPOR application in handling infrastructure-related complaints by examining commitment, accessibility, responsiveness, transparency, accountability, privacy, and confidentiality. This research employs a descriptive qualitative approach, utilizing interviews, observations, and document analysis. Data were collected from purposively selected informants from the Communication and Informatics Agency (DKIS) and the Public Works and Spatial Planning Agency (DPUTR). Findings indicate that despite governmental support, challenges persist in training, technical assistance, and complaint resolution consistency. While accessibility is adequate, public engagement remains low. Responsiveness is hindered by delays and limited transparency. Accountability requires clearer information on complaint handling and responsible authorities. To optimize the LAPOR application’s effectiveness, this study recommends improving complaint management mechanisms, strengthening technological infrastructure, and enhancing public outreach.

Abstract

This research is motivated by the problem of the Provincial Government and Regency/City Government not being in sync in implementing regional development for the community. To overcome this problem, the Governor of West Java created a government communication pattern in the form of Regional Development Communication Activities called “Komunikasi Pembangunan Daerah (KOPDAR)” as an effort to synchronize regional development for the community. The aim of this research is to determine the effectiveness of government communication carried out by the governor during West Java Governor's KOPDAR activities in the context of synchronizing regional development in West Java. In this research, the author used a descriptive method with a quantitative approach. Research data was obtained through distributing questionnaires to 55 respondents who were participants in West Java Governor's KOPDAR activities, interviews, field studies along with observations and literature studies. The research results obtained show that the assessment of the effectiveness of government communication in West Java Governor's KOPDAR activities in the context of synchronizing regional development in West Java is based on indicators of the quality of communicators, information conveyed and media or communication channels in the very high category, while communication indicators and indicators of the communication atmosphere between communicators and communication is in the high category. The conclusion obtained from the results of the research carried out is that the assessment of the effectiveness of the governor's communication in synchronizing regional development in West Java Governor's KOPDAR activities seen from all indicators is in the high category. Thus, government communication carried out during West Java Governor's KOPDAR activities in the context of synchronizing regional development in West Java is said to be effective government communication.

Abstract

Stunting in Indonesia shows fluctuations in prevalence, with a significant downward trend only seen after 2018. Although the stunting rate in 2023 was recorded at 7.1%, disparities between regions are still a major concern. Purwakarta Regency, which has a strategic role in human resource development, faces a major challenge in reducing stunting rates. With a high dependency ratio, Purwakarta has the potential to experience a demographic disaster if stunting is not addressed immediately. This study uses a descriptive qualitative approach to describe the policy of accelerating stunting reduction in Purwakarta in 2000-2023. Data were collected through observation, interviews, and documentation with informants from various related agencies, including the Health Office and Bappelitbangda. The results show that although policies such as Purwakarta Regent Regulation No. 203 of 2021 and intervention programs have been implemented, policy effectiveness is still limited. The main problems faced are low community participation, data misalignment, and limited infrastructure and supervision. Policy evaluation based on indicators of effectiveness, efficiency, adequacy, and responsiveness shows the need for improvements in inter-sectoral coordination and increased human resource capacity to achieve better targets. These findings provide important insights for policies to accelerate stunting reduction in Purwakarta district, with a focus on cross-sector collaboration and resource optimization

Abstract

This study aims to understand the implementation of risk management in the Government Securities (SUN) auction process by the Directorate General of Financing and Risk Management (DJPPR) of the Ministry of Finance of the Republic of Indonesia. The research method used is a descriptive qualitative approach with triangulation techniques in the form of in-depth interviews and documentation studies. The results indicate that DJPPR has implemented comprehensive risk management based on the COSO ERM framework (2004), starting from establishing the internal environment, setting objectives, assessing and controlling risks, to controlling activities, communication, and monitoring. The conclusion of this study is that DJPPR has succeeded in establishing a comprehensive and responsive risk management system that supports fiscal stability and increases investor confidence in the government securities market.   Keywords: Risk Management, SUN Auction, DJPPR, COSO ERM, Fiscal Stability

Abstract

This research is motivated by indications of problems in the e-purchasing process, such as delays in creating packages in the e-catalogue application, and Goods and Services Procurement Officials (PP) facing difficulties finding items with the types or models that meets the expected specifications due to the limited variety of catalogs in the application. This research aims to understand the implementation of e-purchasing in the process of electronic procurement of goods and services in Tebet District. The research method used in this research is qualitative research with a descriptive approach using data collection techniques through interviews, observation and documentation. To determine the right informants who are experts in their field, this research used a purposive sampling technique. The data analysis techniques used are data reduction, data presentation, drawing conclusions and verification. The analyzed data is then checked for validity using triangulation techniques. The results of the research show that Tebet District has implemented the process of procuring goods and services through e-purchasing in accordance with the theory of the process of procuring goods and services by Siahaya (2016). However, differences were observed in the process of determining the Self-Estimated Price (HPS) and the determination of the type and method of offering.
