Abstract

The space utilization program policy, which is realized in preparing indications for the main space utilization program, is the key to achieving spatial planning objectives and a reference in regional development planning. This research aims to examine and analyze how the Bandung Regency Government (Department of Industry and Trade, Regional Planning, Research and Development Agency, Public Works and Spatial Planning Service, and Environmental Service) implements phase 1 space utilization program policies (2017- 2021) based on a combination of rational model and management models dimensions from Khan and Khandaker's policy implementation theory. The method used in this research is descriptive qualitative through interviews with sources using purposive sampling supported by literature from journals, data, and other reports from central and regional governments that are relevant to the research. The results of this research show that the implementation of the space utilization program policy has not been running optimally, so improvements are needed in terms of maintaining consistency between the main space utilization program and regional sectoral programs, through periodic monitoring before the 5-year review, improving the quality of resources in optimizing expenditure budgeting planning capabilities regional areas, building intense communication with SMEs and increasing cooperative connectivity between the TPT industry which functions upstream and downstream in the Bandung Regency area.

Abstract

This research is motivated by indications of problems in the e-purchasing process, such as delays in creating packages in the e-catalogue application, and Goods and Services Procurement Officials (PP) facing difficulties finding items with the types or models that meets the expected specifications due to the limited variety of catalogs in the application. This research aims to understand the implementation of e-purchasing in the process of electronic procurement of goods and services in Tebet District. The research method used in this research is qualitative research with a descriptive approach using data collection techniques through interviews, observation and documentation. To determine the right informants who are experts in their field, this research used a purposive sampling technique. The data analysis techniques used are data reduction, data presentation, drawing conclusions and verification. The analyzed data is then checked for validity using triangulation techniques. The results of the research show that Tebet District has implemented the process of procuring goods and services through e-purchasing in accordance with the theory of the process of procuring goods and services by Siahaya (2016). However, differences were observed in the process of determining the Self-Estimated Price (HPS) and the determination of the type and method of offering.

Abstract

This study aims to analyze management strategies to increase Regional Original Revenue (PAD) in the Riau Islands Province through the Motor Vehicle Transfer Fee (BBN-KB) sector at the Kijang Regional Tax Service Technical Implementation Unit (UPTD PPD). The research method used was a qualitative method with a descriptive approach. Data were obtained through in-depth interviews, observation, and documentation with key informants, including officials and employees of the Riau Islands Province Regional Tax and Retribution Management Agency (BP2RD). The results indicate that the implemented management strategy encompasses four main components: the external environment, the internal environment, strategy formulation, and strategy implementation. External factors such as local government support, cross-agency collaboration, and the use of information technology contributed positively to the increase in PAD revenue from the BBN-KB sector. However, internal constraints remain, such as the limited number of tax assessment officers, which impacts service effectiveness and the length of the tax administration process. The conclusions of this study indicate that the implementation of strategic management at the Kijang PPD UPTD has been effective and in accordance with strategic management principles. However, improvements in human resource quality and strengthening of the digital service system are needed to ensure optimal and sustainable implementation of the strategy.   Keywords: Strategic Management, Locally-Owned Revenue, Local Taxes, Kijang PPD UPTD

Abstract

Digital transformation in villages is becoming an important item on the national policy agenda, driven by efforts to improve public services and empower the rural economy. The purpose of this study is to evaluate the implementation of digital-based village management policies in Tamansari Village, Banyuwangi, highlighting the processes, economic impacts, and governance challenges. This qualitative research method uses in-depth interviews, observation, and document studies of village officials, MSME actors, and BUMDes managers, with source and method triangulation. The results of digitalization implementation strengthen administrative services, expand MSME marketing, and increase transparency in village governance. However, limitations in human resources and digital infrastructure are major constraints. Furthermore, the implication is that optimizing digital training and improving infrastructure become priorities for strengthening the sustainability of digital villages in Indonesia.

Abstract

This study examines the integrated influence of User Experience (UX), Digital Security, and Trust on Customer Satisfaction and Customer Loyalty within the BYOND BSI mobile banking application, a digital upgrade from the previous Mobile BSI system. Using a quantitative approach and SEM-PLS analysis on 400 respondents, the findings reveal that UX and Digital Security significantly enhance Trust and Satisfaction, which then strongly drive Customer Loyalty. Although BYOND BSI demonstrates adequate performance in usability and security, the results highlight several critical issues users still encounter, including application efficiency, authentication delays, accessibility challenges, and inconsistent customer support responsiveness. Trust also emerges as an essential psychological mediator linking users’ digital experiences with their loyalty intentions. The model fit results confirm strong predictive accuracy, indicating that the integrated model effectively explains loyalty formation in digital banking. Overall, this study provides empirical evidence that continuous improvements in performance stability, adaptive security, reliability, and service support are required to strengthen long-term customer commitment in the era of digital banking transformation.

Abstract

Kawasan permukiman yang baik dan sehat sudah menjadi amanat dari UUD 1945, tetapi masih terdapat kawasan kumuh di Indonesia, salah satunya di Provinsi Jawa Barat. Sebagai salah satu Kota di Provinsi Jawa Barat, Kota Cirebon berkontribusi memberikan luas kawasan kumuh di Provinsi Jawa Barat. Ditemukan beberapa indikasi masalah, yaitu kegiatan setiap OPD masih sektoral, belum terjalinnya sinergi di antara OPD dalam Pokja PKP, dan kurangnya komunikasi berkala antara Pokja PKP Kota Cirebon dengan Pokja PKP Provinsi Jawa Barat. Tujuan penelitian ini untuk mendeskripsikan intergovernmental relations dalam penanganan kawasan permukiman kumuh di Kota Cirebon. Teori yang digunakan adalah teori lima ciri-ciri khusus intergovernmental relations dari Wright, yaitu All Units, Interactions of Officials, Continuous and Cumulative, All Public Officials, dan Policy Emphasis. Metode penelitian yang digunakan adalah metode penelitian kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan studi literatur. Berdasarkan hasil penelitian, intergovernmental relations dalam penanganan kawasan permukiman kumuh di Kota Cirebon telah berjalan dengan baik, namun masih terdapat kendala dalam pelaksanaannya, seperti kurang rutinnya komunikasi di Pokja PKP Kota Cirebon, pelaksanaan kegiatan OPD di Kota Cirebon masih bersifat sektoral, dan minimnya hubungan langsung antara Pokja PKP Provinsi Jawa Barat dengan Pokja PKP Kota Cirebon. Abstract

Rendahnya Angka Partisipasi Kasar pendidikan tinggi di Indonesia menunjukkan masih adanya hambatan akses dan pemerataan layanan pendidikan. Pendidikan Jarak Jauh (PJJ) dipromosikan sebagai strategi diversifikasi pembelajaran untuk memperluas jangkauan pendidikan tinggi. Universitas Padjadjaran mengadopsi kebijakan tersebut melalui model Hybrid-Flexible (Hi-Flex). Namun, implementasi kebijakan ini menimbulkan pertanyaan mengenai kesiapan kelembagaan dan infrastruktur pendukungnya. Penelitian ini bertujuan mengevaluasi kesiapan penyelenggaraan PJJ di Universitas Padjadjaran serta merumuskan rekomendasi penguatan tata kelola pembelajaran jarak jauh. Penelitian menggunakan pendekatan kualitatif dengan desain studi kasus. Pengumpulan data dilakukan melalui studi dokumentasi terhadap regulasi nasional dan kebijakan internal universitas, serta studi komparatif dengan Universitas Terbuka dan Universitas Negeri Surabaya sebagai benchmark. Analisis data dilakukan menggunakan teknik analisis kesenjangan melalui model interaktif Miles, Huberman, dan Sadana dengan kerangka evaluasi kebijakan ex-post menurut Patton et al. Hasil penelitian menunjukkan adanya kesenjangan antara mandat regulasi dan kapasitas implementasi, yang ditandai dengan belum terlembagakannya Unit Sumber Belajar Jarak Jauh, keterbatasan kompetensi digital sumber daya manusia, serta belum optimalnya keandalan infrastruktur pembelajaran daring. Kondisi tersebut berimplikasi pada belum optimalnya efektivitas penyelenggaraan model Hi-Flex. Penelitian merekomendasikan penguatan tata kelola PJJ melalui pembentukan unit pengelola terpusat, pengembangan kapasitas digital dosen dan tenaga kependidikan secara sistematis, serta peningkatan keandalan infrastruktur teknologi pembelajaran guna menjamin mutu dan keberlanjutan penyelenggaraan PJJ. The low Gross Enrollment Ratio in Indonesian higher education indicates persistent barriers to access and equity in educational services. Distance Education (PJJ) has been promoted as a strategic approach to expanding higher education accessibility. Universitas Padjadjaran adopted this policy through the Hybrid-Flexible (Hi-Flex) learning model. However, the implementation of this policy raises concerns regarding institutional and infrastructure readiness. This study aims to evaluate the readiness of distance education implementation at Universitas Padjadjaran and to formulate recommendations for strengthening adaptive governance in distance learning. This research employs a qualitative approach with a case study design. Data were collected through document analysis of national regulations and internal university policies, as well as comparative studies with Universitas Terbuka and Universitas Negeri Surabaya as institutional benchmarks. Data analysis was conducted using gap analysis through the interactive model of Miles, Huberman, and Sadana, guided by the ex-post policy evaluation framework proposed by Patton et al. The findings reveal a discrepancy between regulatory mandates and implementation capacity, characterized by the absence of an institutionalized Distance Learning Support Unit, limited digital competence among academic staff, and suboptimal reliability of online learning infrastructure. These conditions affect the effectiveness and sustainability of the Hi-Flex learning model. This study recommends strengthening distance education governance through the establishment of a centralized support unit, systematic digital capacity development for academic personnel, and enhancement of technological infrastructure reliability to ensure the quality and sustainability of distance education delivery.

Abstract

Kemiskinan di Indonesia masih menjadi tantangan meskipun angkanya menurun. Program KUA Pemberdayaan Ekonomi Umat di Kota Bandung hadir sebagai inovasi kolaboratif antara Kementerian Agama, BAZNAS, Lembaga Amil Zakat, dan KADIN untuk mengoptimalkan zakat sebagai instrumen pemberdayaan ekonomi. Penelitian ini bertujuan menjelaskan proses collaborative governance dalam program tersebut menggunakan kerangka Emerson & Nabatchi (2015). Metode penelitian kualitatif dengan desain studi kasus diterapkan, melibatkan wawancara mendalam dengan delapan informan dan analisis dokumen. Hasil penelitian menunjukkan bahwa meskipun program baru mencakup 50% KUA (6 dari 12 KUA), kolaborasi berjalan optimal secara kualitatif melalui lima dimensi: sistem konteks yang kuat dengan kerangka hukum jelas; driver yang efektif meliputi saling ketergantungan dan kepemimpinan inklusif; dinamika kolaborasi yang matang dalam penggerakan prinsip, motivasi, dan kapasitas bersama; tindakan kolaboratif komprehensif dari verifikasi hingga pendampingan; serta outcome signifikan berupa peningkatan kesejahteraan ekonomi, kemandirian finansial, dan transformasi mustahik menjadi muzakki. Hambatan utama meliputi keterbatasan SDM LAZ, disparitas kapasitas antar KUA, dan komitmen mitra yang fluktuatif. Program ini menjadi model collaborative governance berbasis nilai keagamaan yang efektif untuk pemberdayaan ekonomi berkelanjutan. Kata Kunci: Collaborative Governance; Pemberdayaan Ekonomi; Zakat Produktif; KUA.

Abstract

                This research aims to analyze the implementation of fixed asset inventory by the Village Government of Cileles, Jatinangor Subdistrict, Sumedang Regency, as part of an effort to establish transparent and accountable village asset governance. The main issue addressed in this research is the weakness in asset recording and reporting, particularly related to land, roads, networks, and irrigation assets that remain uncertified or lack recorded value in the Village Asset Inventory Card (Kartu Inventaris Barang/KIB). This study adopts a descriptive qualitative approach with data collected through in-depth interviews, field observations, and document analysis. The analytical framework refers to Kurniati’s (2017) four-stage inventory theory, which includes preparation, implementation, reporting, and follow-up stages. Findings indicate that although the inventory process follows formal procedures, it has not been optimally executed. Key challenges include limited asset legal documentation, lack of technical training for village operators, the absence of a structured follow-up system, and suboptimal use of the SIPADES application as a digital asset management tool. The study recommends strengthening human resource capacity, enhancing data system integration across platforms, and accelerating the asset certification process to support accurate, verifiable data as a foundation for effective village development planning.
