Abstract

Semarang is one of biggest city in Java Island, so have potential of substantial revenue, including charges for services from the public’s roadside parking. With the implementation and surveillance of parking service fees in the edge of public road at Semarang City aimed to explore the potential of the area by maximizing revenue as source of income to improve services for good regional development. One of the potential income derived from the retribution for public roadside parking service considering the number of vehicles in Semarang annually increased. For example the number of 2-wheel vehicles in 2010 about 119019 units and increased to 151286 in 2013. However the implementation are far from the current target because many found numerous violations. This study aims to describe how the implementation and surveillance of parking service fees in the edge of public road at Semarang and to investigate the inhibiting aspects of policy implementation. The method used is descriptive qualitative theory from Mazmanian and Sabatier also Van Meter and Horn. The results of the study in the location shows that the inhibiting aspects of policy implementation that is the attitude and communication. Based on the problems that found in the study, the authors giving out recommendations for improvements to existing problems such as: socialization and periodic supervision, increasing resolute sanctions and increasing the effectiveness of coordination between the implementing agencies.

Abstract

In this kind of era that full of challenges and chances, Local Government should be able to do some innovation to improve the quality of public services, so that the impression of government bureaucracy that is slow, complicated, and unfriendly can be eliminated. Therefore a policy was made to solve the problems that are exist in the public. The Implementation of One Stop Services have done to overcome the problems, especially in the licensing and non-licensing areas. The purpose of this policy is to facilitate the public in the making of business license. This policy was expected to have an impact to society beyond the aim of this policy itself. The purpose of this study was to find out what the impact of PPTSP, both expected and unexpected aspects of individuals, organizations, institutions and social systems. This research is a descriptive study using a qualitative approach. Based on result of research, PPTSP policy was still not touched all aspects of the society in which people are still not fully feel the positive impact of this policy. The recommendations that can be given to BPPT is this implementation of PPTSP can pay more attention to the impact resulting from the ease of licensing is not only for entrepreneurs, but also for the people are not entrepreneurs. The coordination of BPPT and related agencies should be improved, and in the policy making stakeholders must take an anticipatory action to tide over the impacts that are out of the expectation.

Abstract

Department of Population and Civil Registration Pekalongan are the providers of public services in the field of population administration for all citizens Pekalongan, where the quality of service that is still found complaints and problems. This research is a qualitative descriptive study, which aims to describe the quality of service in the Department of Population and Civil Registration Pekalongan. Informants in this study include: Head of the Department of Population and Civil Registration Pekalongan, front-line service personnel and people who are doing ministry in the service of population and civil registration Pekalongan city. The results showed that the quality of service in the Department of Population and Civil Registration Pekalongan are still not optimal, visible from several phenomena research service quality there are still some shortcomings., Namely: the slow completion of service, kuarnganya facilities and infrastructure, the lack of assurance of security. But to requirements, procedures, costs and product services in compliance with existing standards. For reliability and empathy dimension has been met, but for aesthetics, assurance and responsiveness yet. Based on these results it is suggested for population and civil registration offices Pekalongan city in improving the quality of service is: necessary additional staff, provision of security guard services and the renovation of the building and the addition of service infrastructure.

Abstract

There are still The Beneficiary Family Obligations in Education unfulfilling their rights to conform the current regulation become the background of this research. The purpose of this research are to analyze the implementation of the Program Keluarga Harapan in Gambiranom Village Baturetno District Wonogiri Regency and analyze the obstacle factor in the implementation of the Program Keluarga Harapan in Gambiranom Village. The teory which used by the researcher is the implementation theory by Daniel A. Mazmanian and Paul A. Sabatier, also Van Meter and Van Horn with problem characteristic variables and policy environment. The tecniques which uses to collecting the datas are observation, interview, and documentation. The selection of the informants used purposive technique. The results showed that the implementation of the Program Keluarga Harapan in Gambiranom Village was not yet in line with the purpose of creating behavioral changes in Beneficiary Families seen from mentoring activities, commitment verification, and Family Capacity Improvement Meetings that had not been implemented properly so as not to be able to create behavior change. Factor of the implementation are the level of technical difficulties, the level of plurality of the target group, the proportion of the target group to the total population, the scope of expected behavior changes, socio-economic conditions, and support from interest groups. The suggestion that gives by the researcher are the need restricts child association that causes truancy, granting insight to the target group, surveillance and monitoring the childrean and build the sense of resposibility from the The Beneficiary Family Obligations.

Abstract

Trash problem becomes quite serious problems that faced by government of Semarang city. The volume of trash grows every year. The Law No. 18 Year 2008 about Trash Management is a reference for government of Semarang city to change the way of trash management from get-haul waste into friendly environmental trash management by using the principle of the 3Rs (reduce, recycle, dan reuse).The purpose of this study is not only to describe and to analyze the implementation of integrated trash management in Semarang city but also to identify the inhibiting factors that occur in integrated trash management of Semarang city.To answer the problem and the purpose of this research, the writer uses descriptive qualitative approach by using management theory that focuses on the function of implementation of the plan, staffing, and coordination.The research shows that the inhibitor in the integrated trash management in Semarang city due to inadequate government budget, the difficulties in marketing the products of processed junk, poor coordination, and low public awareness in trash management.To improve the integrated trash management in Semarang city, the advices that can be given by writer to the Department of Hygiene and Gardening of Semarang city are to cooperate with the agencies that concerned in the problems of trash, to improve the coordination systems, to enforce regulations strictly, and to raise awareness continually in order to be wise in trash management.

Abstract

The number of accidents that occurred in Indonesia continues to grow each year is no exception Semarang City, to decrease the number of accidents that happen takes the role of stakeholders in the implementation of traffic and road transportation safety through collaboration because each stakeholder can’t work alone. The purpose of this research was to know how the collaboration of stakeholders in the implementation of traffic and road transportation safety and analyze the factors driving and inhibiting the collaboration. The writer used the model of collaborative governance from Ansell and Gash, and De Seve. The method of this study was descriptive qualitative research method. The instruments for collecting the data were interviews, literature study, observation, and documentation. The results showed collaborative governance in the implementation of traffic safety and road transport in Semarang seen first conditions, institutional design, and collaborative process has been running well, but not optimal implementation of facilitative leadership. The driving factor which affects the collaboration that is networked structure, commitment to a common purpose, distributive accountability/responsibility, and information sharing, while the only factor inhibiting access to the resource. The recommendations given are implementing more maximal facilitative leadership by leveraging existing LLAJ Forum and held a contract employee recruitment and planning more effective and efficient.

Abstract

The implementation of Local Regulation Banjarnegara District Number 7 Year 2013 about Role of Society in Education Sector aims to improve the quality of education in Banjarnegara district. There are still problems that occur in education in Banjarnegara district which cannot be separated from the role of the community as the provision of educational resources, the implementation of educational units, and the use of educational outcomes. The purpose of this study is to describe and analyze the implementation of Local Regulation Banjarnegara District Number 7 Year 2013 about Role of Society in Education Sector, and to identify the supporting and inhibiting factors for the implementation of Local Regulation Banjarnegara District Number 7 Year 2013 about Role of Society in Education Sector. The researcher used an implementation model that researcher compiled with a Top-Down approach based on the Van Meter Van Horn theory, Merile S. Grindle, and Daniel Mazmanian and Paul A. Sabatier. The factors that researcher use in discussing the implementation of the regional regulations studied are standards and policy targets, resources, communication between organizations, as well as social, economic, political conditions. The results showed that the implementation of Local Regulation Banjarnegara District Number 7 Year 2013 was not optimal due to the influence of the factors of lack of clarity on standards and targets for regional regulations, lack of human resources, and facilities and economic, social, and political factors of Banjarnegara society.Suggestions that researchers provide are by increasing teacher competence, fulfilling educational facilities and infrastructure, conducting socialization in schools to increase awareness of education, and optimizing Operational Assistance School.

Abstract

According to Indonesia national census in 2010, 34,26% of country’s population or 81.415.918 are children (BPS, 210). The definition of children is 0-18 years old citizen having special rights that regulated by international consensus and national regulations. One of these regulations is manifested by the Policy of Proper City for Children with Child-Friendly District Approach which have been implemented by many cities in Indonesia, including Semarang. It is a city development strategy that well-planned, sustainable, and systematically integrates the government’s commitment and sources, citizens, and business sector in fulfilling children’s rights activities. The purpose of this research is to analyze the implementation of Semarang City Major Rules No 20 in the year of 2010 about Proper City for Children with Child-Friendly District Approach and the success-failure aspects including resources, policy characteristic, and communication aspects. These aspects come from several policy implementation models by Van Meter and Van Horn, Merilee S. Grindle, Mazmanian and Sabatier, and also George C. Edward III. The result of this research indicates the implementation of Semarang City Major Rules No. 20/2010 about Proper City for Children with Child-Friendly District Approach has not been implemented as it should be (as it written on the regulation). The resources of policy need to be increased in quantity and quality. The commitment of policy implementation has to be strengthen. And the information of communication aspects has to be cleared. Therefore, it recommended that City Action Plan about this policy should be done immediately.

Abstract

Provision of public services "clean" is something that is expected by the community, see the deteriorating public services. In order to create public services that will be minimal corruption and so on, the government passed a law that Permendagri No. 4 of 2010 on Guidelines for Integrated Administrative Services District (PATENT). The purpose of the policy is to improve the quality PATENT and service closer to the community. This study aims to determine how the implementation PATENT in District Mlonggo and determine the factors that support or hinder the implementation so as to know what needs to be repaired and maintained.This study uses a descriptive qualitative research method, to explain phenomena that affect the implementation Permendagri No. 4 of 2010 on Guidelines for Integrated Administrative Services District (PATENT) in District Mlonggo. The data was collected by means of structured interviews with informants and documentation obtained from actual documents relating to the object of research. Analysis of the data in this qualitative study with data reduction, data presentation, and verification. From the research, found the phenomena that may affect implementation in the District Mlonggo PATENT, namely communication, resources, ingkungan conditions, as well as the attitude / disposition. It can be concluded that the implementation in the district PATENT Mlonggo there are factors that impede implementation. This is because the transmission process is not optimal, resulting in a lack of understanding of program beneficiaries. In addition, human resources and financial resources to support the facility's sustainability of the program has not been available for optimum.

Abstract

Penelitian ini bertujuan untuk melihat kesiapan pelaksanaan Pendidikan Menengah Universal (PMU) di Kota Semarang serta menemukan faktor-faktor yang dapat menghambat dan mendukung pelaksanaan Pendidikan Menengah Universal. Esensi program PMU adalah merupakan kebijakan keberlanjutan dari wajar 9 tahun menjadi 12 tahun dan merupakan upaya strategis dalam konsep pemerataan dan peningkatan mutu pendidikan. Implementasi kebijakan PMU yang berlandaskan pada Permendikbud No 80 Tahun 2013 melihat ketepatan kebijakan dari ketersediaan, keterjangkauan, kualitas, kepastian, dan sistem penjaminan mutu. Kesimpulan yang didapat adalah PMU berdampak positif apabila sosialisasi selalu dilakukan untuk meningkatkan kesadaran masyarakat akan pentingnya pendidikan wajib belajar12 tahun. Selain itu kesiapan sarana dan prasarana dan penambahan jumlah guru atau tenaga pengajar sangat diperlukan untuk keberhasilan program PMU. Oleh karena itu, perbaikan sarana dan prasarana, penambahan ruang belajar, dan penambahan jumlah guru harus segera diperhatikan oleh semua pihak.
