Abstract

The lateness of Desa Selomarto in sending draft of village regulatio about village revenue adn expenditure budget and the report on the realization of the implementation of the villagerevenue and expenditure budget, are become the background of this study. The purrpose of this study is to describe and analyze the management of village revenue and expenditure budget in Desa Selomarto. In addition, the purpose of this study are to describe, identify and analyze the supplementary and the inhibition factors in managing the village revenue and expenditure budget in Desa Selomarto. This study uses actuating teory according to Syafiie and Hasibuan where variables which taken are communication, supervision, and leadership with a qualitative approach. The technique which uses to collect the data are interview, obersevation, and documentation. The selection of informants usess purposive sampling technique. The result of the study shows that the the principles, functions, structure, implementation, administration, reporting, and accountability of village income and expenditure budgets have not been fully implemented. Futhermore, factors which inhibit the management of village revenue and expenditure budget in Desa Selomarto arethe inaccuracy of supervision, the ineffective leadership style of the Village Head of Selomarto and the low quality of village officials. While the supporting factor is communication within the organization. The recommendation which given by the researcher are the need for changers in the focus of attention in supervision, changes in the leadership style for the Village Head of Desa Selomarto and the more intensense of assistance village official.

Abstract

Education is very important because it is the primary means in an effort to improve the quality of human resources. In order to improve the quality of Kudus human resources in order to be more competitive, Kudus government regency has launched a Compulsory Education 12 year program. Compulsory Education 12 year program in Kudus Regency organized with the aim to provide quality and affordable education to the community. Implementation of the Compulsory Education 12 year program is regulated in the Regional Policy Kudus Regency Number 2 Year 2010. This study aims to determine how the implementation of the Compulsory Education 12 year program in Kudus Regency and find out the factors that support or hinder the implementation so as to know what needs to be repaired and maintained.This study uses a descriptive qualitative research method, to explain phenomena that affect the implementation of the Compulsory Education 12 year program in Kudus, guided by Regional Policy Kudus Regency No. 2 of 2010 about Compulsory Education 12 (Twelve) years. The data was collected by means of structured interviews with informants and documentation obtained from actual documents relating to the object of research. Analysis data in this qualitative study with data reduction, data presentation, and verification. From the research, found the phenomena that may affect the implementation of compulsory education 12 year program in Kudus, namely communication, environmental conditions, characteristics of the implementing agencies, and resources. It can be concluded that the implementation of the Compulsory Education 12 year program in Kudus Regency factors still exist that hinder implementation. This is because the human and financial resources to support the sustainability of the program has not been available for optimum.

Abstract

The organizational structure is a hierarchical arrangement of organizations ranging from the lower level to the upper level. In each hierarchical division of labor are complex and require specialized expertise in each task execution. BPBDs structure Central Java province has advantages in the job descriptions of the structure of the organization. Human resources have yet to be appropriate competencies for the organization's needs, the emergence of a dispute between the employees and the workload between field uneven. Results of the study aims to describe and analyze the institutional organization and organizational design BPBDs Central Java Province. This type of research used qualitative descriptive data analysis using taxonomic analysis techniques. Selection informant by purposive sampling that later developed through snowball sampling. Data collection techniques used were observation, interviews, documentation and literature. Based on this research, organizational strategy realized in accordance with the target effectively and efficiently manage resources. BPBDs Central Java province has a flat organizational structure, with the advantages of the structure of the job descriptions. Extensive networks reflected on the steering element. Functional organization has not materialized yet being filled with functional groups. As a learning organization, BPBDs Central Java Province continues to improve the quality of employees and freedom emergence of collective aspirations. In terms of organizational design, structural configurations according to the Regional Disaster Management Agency of Central Java province is a simple structure and the structure of professional bureaucracy. Institutional organization BPBDs Central Java Province is still in institutional strengthening. Expected to BPBDs Central Java province to do to optimize the budget to improve the competence of personnel resources and infrastructure, consider filling the functional position, and initiate meetings on the middle line, in order to create a pattern of horizontal communication with the operating core.

Abstract

HIV and AIDS policy in Central Java was an attempt by the provincial government of Central Java to tackling HIV and AIDS in Central Java. The developments of HIV and AIDS cases are quite high in the Central Java provincial government make management efforts in solving this disease. Efforts were made consisting of prevention, treatment effort, and rehabilitation effort. On the implementation of the policy implementation of HIV and AIDS in Central Java, there are several factors that affect implementation.This study aimed to describe the process of implementation of HIV and AIDS policies has done by the provincial government of Central Java and to describe the factors that influence policy implementation. This study uses a descriptive qualitative method. Data collection methods used were in-depth interviews and documentation techniques.The finally about HIV and AIDS solve up implementation on central of Java there aren’t optimal away from this solved. That looks at for a few exactly of implementation that not yet doing optimally. The factors that’s under of implementation, for example communication, human resources development, the nature of conditions, and disposition is not better.

Abstract

The implementation of education for disabilities persons is carried out through special education and inclusion with specific curricula and learning processes and learning places, but the role of the Wonosobo regency government tackles this problem less than optimal. This study aims to describe how the implementation of Regional Regulation Number 1 of 2015 on the Protection and Fulfillment of the Rights of Disabilities Persons in extraordinary school of Wonosobo Regency, and to identify the supporting and inhibiting aspects of the implementation of the Regional Regulation. The theory used is the implementation model of George Edward III, Mazmanian and Sabatier, Mazmanian and Sabatier, as well as Meter and Horn theory. The research studied using descriptive research approach. Data collection techniques used in the form of interviews, obervasi and documentation, with qualitative descriptive data analysis. The results show that in general the government, school and community institutions have the same perception toward the principle, purpose and purpose of the law. Protection of persons with disabilities has not fully covered all types of persons with disabilities. Supporting the success of this policy is the environmental aspect with the high level of community support, the policy implementation aspect with the similarity of interests between the government and the community, the support of resources, and the good compliance and responsiveness of the implementers, and the characteristic aspects of the implementing agency with positive responses to policies and commitments the high of the executor. While inhibiting the success of the policy is the communication aspect by the local government and the communication from the community where many people with disability are shut down, the information about the existence of disabled people, and the environmental stagnant in the form of socioeconomic condition of the society which is low. The recommendation of the researcher is the need for better socialization by the government, as well as the effort to establish for Public Extraordinary School of Wonosobo Regency, so that children with disability can be accommodated in special schools that are designated for children with disabilities.

Abstract

RTH has provide benefits on the quality of an urban environment so as to need an attempt to maintain and improve the quality of the environment through the provision of green open space (RTH) adequate. To support the arrangement of green space (RTH) in Kota Semarang then formed perda kota semarang No. 7 tahun 2010 tentang penataan RTH. Although the implementation of this regulation has created a new green space area and there have been a reduction in activity development as the impact of the output of perda Kota Semarang No. 7 tahun 2010 tentang penataan RTH, but not equal in every region in the Kota Semarang. So the purpose the arrangement related to the fulfillment of green space area achievement of green open space by up to 30 % yet could be met. The study is done in kecamatan Mijen as one of the areas with the highest green space area in kota Semarang whose aim is to give clear evidence about the impact of Perda Kota Semarang No. 7 tahun 2010 tentang penataan RTH in Kota Semarang on the community in Kecamatan Mijen. Research shows that the implementation of Perda Kota Semarang No. 7 tahun 2010 tentang penataan RTH in kota Semarang no major impact on the social life of the community in Kecamatan Mijen .

Abstract

Penelitian ini dilatar belakangi oleh adanya salah satu kegiatan pemerintah yangberusaha untuk menjamin akses penduduk miskin terhadap pelayanan kesehatanmelalui program Jaminan Kesehatan Masyarakat Miskin. Tujuan dari programJamkesmas ini adalah untuk meningkatkan akses dan mutu pelayanan kesehatankepada seluruh masyarakat miskin dan tidak mampu yang membutuhkanpelayanan kesehatan agar tercapai derajat kesehatan masyarakat setinggitingginya.Tujuan penelitian ini adalah untuk menganalisa daya tanggap dansikap masyarakat terhadap implementasi program Jamkesmas di KecamatanBanyumanik Semarang. Teori yang digunakan sebagai landasan dalam penelitianini adalah teori implementasi kebijakan dari Merilee S.Grindle dan Daniel A.Mazmanian dan Sabatier. Penelitian ini menggunakan tipe penelitian eksplanatoridengan sample sebanyak 44 responden. Pengujian hipotesis menggunakan rumusKorelasi Rank Kendall dan Konkordasi Kendall.Hasil penelitian ini menunjukan adanya pengaruh positif dan signifikanantara daya tanggap terhadap implementasi program Jamkesmas, pengaruh sikapmasyarakat terhadap implementasi program Jamkesmas juga positif dansignifikan.Berdasarkan hasil penelitian dapat diketahui bahwa daya tanggap dansikap masyarakat mempunyai pengaruh terhadap implementasi programJamkesmas di Kecamatan Banyumanik Semarang. Diketahui pula dari hasilpenelitian bahwa implementasi program Jamkesmas masuk dalam kategori kurangberhasil, karena kurangnya sosialisasi program kepada masyarakat miskinsebagai target group. Jadi rekomendasi untuk penelitian ini adalah: 1).Meningkatkan kinerja pelaksanaan program Jamkesmas 2). Meningkatkanfrekuensi sosialisasi program Jamkesmas 3). Pengarahan berkelanjutan tentangprogram Jamkesmas.

Abstract

Teknologi informasi dan komunikasi (Information and Communication Technology/ICT) menjadi sangat penting dalam era globalisasi . Saat ini mulai tumbuh dengan apa yang disebut electronic government (e-gov) sebagai implementasi penggunaan teknologi informasi dan komunikasi dalam pemerintahan. Salah satu penerapan E gov pada organisasi pemerintahan yaitu website pemerintah daerah. Kabupaten Tegal belum memanfaatkan sumber daya. Website pemerintahan di Kabupaten Tegal, sebagai tolok ukur yang paling sederhana dalam melihat implementasi e-government, isinya masih bersifat informasi yang sangat umum dan jarang untuk di update. Masalah yang muncul adalah bagaimana penerapan website di Kabupaten Tegal. Tujuan penelitian yaitu menjelaskan penerapan website dan menganalisis faktor-faktor yang menjadi penghambat penerapan website di Kabupaten Tegal. Upaya menjawab permasalahan ini dengan menggunakan Teori Prinsip Manajemen G.R. Terry dan Teori Elemen Sukses E-government Harvard JFK School. Penelitian ini menggunakan desain penelitian kualitatif eksploratif. Hasil penelitian menunjukkan bahwa penerapan website di Kabupaten Tegal berada pada tahap kedua yaitu tahap pematangan, Hal ini dapat dilihat dari Support, Capacity dan Value di Kabupaten Tegal. Hambatan penerapan website di Kabupaten Tegal yaitu pelaksanaan regulasi oleh Pemerintah Daerah yang belum maksimal, kerusakan jaringan oleh faktor alam, kurangnya sosialisasi bagi masyarakat, ego sektoral di beberapa SKPD serta minimnya anggaran dari Pemerintah Daerah. Perbaikan jaringan yang rusak, meningkatkan sosialisasi bagi masyarakat,adanya perencanaan anggaran yang baik serta meningkatkan kemampuan pegawai merupakan saran perbaikan.

Abstract

Increasing number of the elderly is not offset by the improvement of their health status. So that, elderly friendly primary health care was inisiated to realize it. Program has been going on for 6 years, but its impact has not been evaluated. The purpose of the research is to comparing the impact for the target group and group outside the target. Individu get easiness of administration and low cost treatment. Individual impacts which have not been achieved are easiness of referral submission to hospital and optimizing of elderly friendly facilities utilization. All Posyandu which are fostered by Puskesmas Mijen, Puskesmas Tlogosari Kulon, Puskesmas Bulu Lor and Puskesmas Kagok are successfully directed into strata mandiri. The impacts for the institution which have not been achieved are the realization of 70% health service coverage and availability of eldery friendly facilities in each Puskesmas. Community supports the execution of posyandu and empower the elderly in their neighborhood. The impacts which have not been achieved are home visit yet intense and nursing home never implemented. Puskesmas is suggested to facilitating the process of referral submission by helping to get the approval letter from DKK Semarang. Program have to introduced by making inscribed board, poster, also socialize it in posyandu. Addition of elderly friendly primary health care is adjusted to instituion budget per year. Puskesmas have to evaluate the implementation of the program. Kader have to actuate the home visit and cooperate with Bina Keluarga Lansia to actuate the nursing home.

Abstract

Gemah village is one of many village which aimed by Gerdu Kempling program, but this village through the year showing the increase of poor people. The purpose of this study is to know about process of Gerdu Kempling in Gemah village, knowing output of Gerdu Kempling program, make a description about the impact of Gerdu Kempling program and supporting factor and resistor factor of Gerdu Kempling program in Gemah village. This research uses qualitative method research, using purposive technique and triangulation technique. The first process is to search poor people to include the list of getting aid, then they will do verification. Then the aid for receiver is based on the characteristic of the village and characteristic of inhabitant. The last process is monitoring and evaluation, which doing every three months and two years for monitoring and evaluation on the field. The output of this program is receiver got aid like skill coaching and work equipment.The result of the research shows that output from Gerdu Kempling program in Gemah village was not effective and not equal. Individual impact still not satisfied, but quite right on target and made people behavior to the positive side. Organization impact was not satisfied and not right on the target, did nothing in people behavior and show many demerits from implementer project. Societal impact shows that this program still can’t solve the problem, but good enough to make a change of a person’s behavior to the positive side. Institution and social system impact show that this program still can’t solve the poverty problem, there was no target to achieve and many demerits from implementer project. Recommendation for this program is to increase the actor from many sectors, increasing prices of aid, make budget standards, doing verification, monitoring and mentoring, do socialization in order to people more active, make safeguard networking and make a target.
