Abstract

This paper will look at the success of a local government organization with the determination of organizational resources and the right performance management system in order to improve public services in the local government. This article aimed at finding out whether the performance management system is appropriate if it is implemented in the local government work environment. The research method used a literature study by analyzing previous research and other various reference sources, both from textbooks, national journals, and reputable international journals. As an analytical material, we provided an example of an analysis of the performance management system in Banyumas Regency Government. Based on this, it can be concluded that Banyumas Regency always strives to improve organizational performance and existing resources through the implementation of performance management practices although formally the Head of the Region has not yet established a performance management system that applies in Banyumas Regency

Abstract

Flooding is the most common disaster in Indonesia. Flooding has great potential to hit Semarang City, especially Genuk Sub-district which is located in a coastal area. The community is the party that is often harmed when a flood occurs. Social capital is important because it is needed to build a resilient community in the face of disasters. This study aims to analyze social capital in facing flood disaster in Genuk Sub-district through the aspects of trust, norms, and networks. The research method used is descriptive qualitative through interviews, observation, and documentation. The results showed that the social capital of Genuk community is still not optimal in the aspects of trust, norms, and networks. The community's trust in the government and religious leaders is still experiencing obstacles. Existing norms are not yet binding and supervision is limited. The network formed is still hampered by the role of the community and the private sector in contributing to protecting the environment. Recommendations in the research are to collaborate by involving the entire community as the subject of empowerment starting from the younger generation, providing disaster training in formal education, forming volunteers at the community level.

Abstract

Change of Public Administration Science from Traditional Public Administration to New Public Management (NPM). encourage the Indonesian central government transfer the power to the local government. Decentralization in Indonesia has been accomodated in Law Number 5/1974, Law Number 22/1999 and Law Number 32/2004. The Law Number 32/ 2004 is followed by Government Regulation of Republic Indonesia Number 41/2007 placed planning authority in the hands of BAPPEDA (Planning Development Bourd). Due to this, there are also changes in the Planning Development Boards in municipal and regencial government in Central Java by changing their administration and organizational chart (SOTK).

Abstract

Regent Regulation Number 39 of 2017 concerning Procedures for Distribution and Determination of Details of Gampong Funds is prioritized for community development and empowerment. This study aims to describe the implementation of the Aceh Utara Regent's Regulation and analyze the supporting and inhibiting factors in the implementation of the Aceh Utara Regent's Regulation. This study uses a qualitative method with a descriptive analysis approach. The results showed that all gampongs in Syamtalira Bayu sub-district had finished compiling the Village Fund Policy Plan (Qanun APBG) for the current year and reported the realization of the use of the Gampong Fund for the fiscal year; All Village Fund Policy Activities that have been determined (Qanun APBG) have been completed, although there are still villages that are late in completing them; All Gampong Funds have been completed, although reporting is still ongoing. factors that support and hinder the implementation of the bupati's policies include; communication, resources, attitude of implementers, objectives, environment, as well as steps and company policies. Solving this research problem is done by combining the theory of public policy implementation models from Grindle, Van Meter, and Van Horn, as well as the theory of Edward III.

Abstract

Bureaucratic reform has become a strategic foundation for improving public service quality and strengthening governance in Indonesia. The city of Surabaya stands out as a leading case, achieving the highest Bureaucratic Reform Index in 2024 through consistent integration of digital innovation, human resource development, and participatory governance. This study analyzes Surabaya’s best reform practices including the Public Service Mall, the WargaKu complaint system, Surabaya Single Window, and Satu Data Surabaya and how they contribute to the realization of Good Urban Governance. Using a descriptive qualitative approach, the research draws upon secondary data from official reports, academic studies, and government evaluations. The findings show that these reforms have significantly improved efficiency, transparency, accountability, participation, and responsiveness, transforming Surabaya into a more citizen-oriented administration. Nevertheless, the reform process also faced challenges such as bureaucratic resistance, digital inequality, and inter-agency coordination gaps, which were mitigated through leadership commitment and multi-actor collaboration. The study contributes both practically by identifying replicable reform strategies for other cities and theoretically by illustrating how localized bureaucratic reform operationalizes the principles of good urban governance in developing contexts. Future research is recommended to assess the long-term sustainability and adaptability of such reforms across cities with varying administrative capacities. Surabaya’s experience demonstrates that sustainable governance is built not only through structural reform, but through continuous digital innovation, institutional learning, and citizen participation.

Abstract

Jepara Regency is an area that has implemented farmer cards for 6 years, but its implementation still experiences problems from the initial application for the farmer card to the distribution of subsidized fertilizer. The aim of writing this article is to find out how the farmer card program is implemented in Jepara Regency and the factors that influence it. This article uses George C. Edward III's implementation theory. The method used is a descriptive qualitative approach, with analysis of secondary sources such as journals, newspapers, online information (official websites and news portals). This article shows that the implementation of farmer cards in Jepara Regency is experiencing problems, including the problem of not fulfilling the 6 T principles, technical and non-technical problems starting from applying for registration, late and late distribution of farmer cards, allocation of subsidized fertilizer that is not absorbed optimally, to the existence of fraud at KPL kiosks that sell fertilizer using a package system.

Abstract

Smart Village merupakan altenatif dalam pembangunan desa karena menerapkan konsep teknologi tepat guna, terutama dalam meningkatkan kapasitas pemerintah desa dan menciptakan masyarakat yang melek teknologi. Pemanfaatan teknologi dimasa pandemi Covid-19 akan mendukung kegiatan pemerintah desa dalam penanganan COVID-19 dan percepatan pembangunan desa. Abstract

This community service activity aimed to enhance the digital capacity of members of the Family Welfare Empowerment (PKK) group in Gedongmulyo Village, Lasem Subdistrict, Rembang Regency, particularly in utilizing Google Forms as a tool for data collection. In today’s digital era, proficiency in information technology has become essential, including for community-based organizations at the village level. The training was designed to provide participants with practical and applicable knowledge on how to create, distribute, and manage data through Google Forms. The training methods included lectures, demonstrations, and hands-on practice using a participatory approach to ensure effective knowledge transfer. The results of the activity showed a significant improvement in participants' understanding and skills. They successfully developed various digital forms tailored to organizational needs, such as family health surveys, attendance records, and activity evaluations. Beyond improving efficiency in data collection, which was previously done manually, this activity also contributed to enhancing the digital literacy of village residents. The training is expected to serve as an initial step toward digitalizing the administrative functions of the Gedongmulyo PKK and to inspire similar technology-based innovations within other grassroots community organizations.

Abstract

This study examines the public value derived from the use of the Light Rail Transit (LRT) system in Palembang City and investigates the factors contributing to its formation. Employing a descriptive qualitative approach, data were collected through interviews, observations, and text analysis. Findings reveal that the South Sumatra LRT operates on a well-organized schedule, ensuring seamless travel from Airport Station to DJKA Station and vice versa, without scheduling conflicts. The system also prioritizes passenger comfort through the presence of Crew on Trip Cleaning (OTC) officers responsible for maintaining cleanliness. Additionally, the LRT meets public expectations by offering a suitable route network, planning fleet capacity effectively, establishing consistent departure times, and ensuring high security across its operations. In conclusion, the Palembang LRT system enhances travel comfort with regular scheduling and adequate facilities, highlighting its potential as a key component of Palembang's sustainable urban transportation infrastructure with continued development.

Abstract

This community service program was conducted as part of the implementation of the Tri Dharma of Higher Education, focusing on strengthening the digital capacity of members of the Family Empowerment and Welfare Movement (Pemberdayaan dan Kesejahteraan Keluarga or PKK) in Turusgede Village, Rembang District, Rembang Regency. The activity stemmed from the existing condition in which PKK data collection was still performed manually, leading to inefficiency, inaccuracies, and difficulties in archiving. To address these challenges, training on the use of Google Forms was introduced as a practical information technology solution to support the digitalization of PKK’s organizational management. The program employed a participatory and hands-on training approach, consisting of several stages: needs assessment, training module development, theoretical and practical sessions, as well as post-training monitoring and evaluation. The evaluation results showed that the training effectively improved participants’ digital literacy and technical skills, as evidenced by their ability to independently create and manage digital forms. Participants responded very positively, showing high enthusiasm and a strong commitment to applying the newly acquired skills in PKK administrative and data collection activities. Despite challenges such as limited access to digital devices and varying levels of digital literacy, the program successfully fostered awareness and confidence among PKK members in utilizing technology. Sustainability efforts include continuous mentoring, the development of practical user guides, and the establishment of local digital cadres within the village. Overall, this program made a tangible contribution to strengthening data-based organizational governance, improving the effectiveness of family empowerment programs, and accelerating digital transformation at the community level.
