Abstract

This study aims to analyze the effectiveness of Building Approval (PBG) services following the implementation of Government Regulation No. 16 of 2021 and to identify the factors that influence service effectiveness. The research focuses on two main questions: first, how effective PBG services are in terms of goal attainment, efficiency, responsiveness, accountability, and public satisfaction; and second, what factors determine this effectiveness, particularly those related to service quality based on the SERVQUAL dimensions. The study was conducted at the Investment and One-Stop Integrated Service Office (DPMPTSP) in Kabupaten Bulukumba using a qualitative case study approach. The findings indicate that the effectiveness of PBG services has not yet reached an optimal level. Although regulatory frameworks and service procedures have been formally established, several challenges remain, including complex coordination among local government agencies, variations in service completion times, uneven distribution and competence of human resources, and the limited integration of digital systems such as OSS-RBA and SIMBG. From the perspective of service quality, the dimensions of reliability, responsiveness, and assurance emerge as the dominant factors influencing service effectiveness. Meanwhile, limitations in service facilities and applicants’ digital literacy also affect the overall service experience. The study concludes that the effectiveness of PBG services is shaped by the alignment between service process quality, institutional capacity, cross-sector governance, and digital system support. Strengthening cross-unit SOPs and service level agreements, improving staff competencies, optimizing system integration, and enhancing communication and applicant assistance are therefore necessary to achieve effective, accountable, and public value–oriented PBG services.

Abstract

The purpose of this study is to determine the form of providing accessibility for tourists with disabilities in tourist locations in DKI Jakarta Province, especially the Kota Tua area where there is a tourist attraction for the Jakarta History Museum. Efforts to improve disability-friendly tourist destination services require systematic efforts from various parties. Jakarta as a big city and the national capital becomes a barometer of the view of a modern, egalitarian city. It provides fulfilment of its rights to the community following the Regulation of the Minister of Public Works Number 30 of 2006 concerning Technical Guidelines for Facilities and Accessibility in Buildings and the Environment, namely the primary size of space, pedestrian paths, guidelines, parking areas, ramps, and signs and markers. The research method used is descriptive qualitative research with data collection techniques using observation techniques, interviews and documents. The results showed that the condition of existing facilities and facilities at the tourist site, namely the Jakarta History Museum, has not standardized the feasibility according to the accessibility guidelines for people with disabilities, because some standard facilities are not sufficiently available, so it can be said that they are not yet accessible for accessibility and tourism facilities. Persons with disabilities at the Jakarta History Museum.

Abstract

Background/Context: Community-based tourism (CBT) has become a central strategy in Indonesian rural development policy, yet despite substantial government investment, the overwhelming majority of registered tourism villages fail to achieve sustained competitiveness. Understanding what enables some villages to perform exceptionally remains a challenge for both scholars and practitioners. Research Gap / Problem Statement: Existing literature has extensively examined supply-side and infrastructural determinants of village tourism success, but has devoted far less attention to the internal social architecture of high-performing communities, specifically how social capital dimensions and collective action mechanisms interact to produce sustained tourism governance capacity in non-Western, rural contexts. Objective / Purpose: This study investigates how social capital and collective action mechanisms underpin the exceptional performance of Cisaat Tourism Village in Subang Regency, West Java, a nationally recognised winner of the Anugerah Desa Wisata Indonesia (ADWI) competition,  using Putnam’s (2000) tripartite social capital framework and Ostrom’s (1990) collective action theory. Methodology: An explanatory sequential mixed-methods design was employed. A structured survey was administered to 150 community members and analysed using PLS-SEM. Twelve in-depth interviews with key stakeholders were analysed through reflexive thematic analysis. Key Findings / Results: All three dimensions of social capital: bonding, bridging, and linking, all exert significant positive effects on collective action (p < 0.01), which in turn strongly predicts tourism village sustainability (p < 0.001, β = 0.58). Bridging social capital emerged as the strongest predictor of collective action (β = 0.43). Qualitatively, three enabling themes were identified: trust as a foundational resource, external networks as catalysts for collective mobilisation, and shared vision sustained through inclusive leadership. Conclusion: Gotong royong, the indigenous Indonesian practice of mutual cooperation, functions as a culturally specific mechanism for bonding social capital that extends Ostrom’s collective action framework to non-Western contexts. Implications / Contribution: These findings offer a replicable, evidence-based model for village tourism development policy in Indonesia and across the Global South, and provide a validated Social Capital Scale for integration into national tourism village accreditation systems.

Abstract

Kiarasari Tourism Village in Sukajaya District, Bogor Regency possesses various natural, cultural, and artificial tourism potentials that can be developed as a community-based tourism destination. However, the development of the tourism village still faces several challenges, particularly the lack of information media, limited destination publication, and the absence of systematic documentation of tourism potentials. This study aims to identify the tourism potentials of Kiarasari Village and analyze the preparation of a tourism potential profile book as a strategy for tourism village development and promotion. This study employed a descriptive qualitative method consisting of four stages: field surveys, data collection, in-depth interviews, and data analysis. Data were collected through field observations, documentation, literature studies, and interviews with the Tourism Village Working Group (Pokja), local communities, and village officials. The findings reveal that Kiarasari Village has diverse tourism potentials, including natural attractions such as waterfalls, rice fields, rivers, and camping grounds; cultural attractions in the form of local traditions and community activities; and artificial attractions such as tourism facilities and recreational areas. The study also indicates that the preparation of a tourism potential profile book serves as an important strategy to support destination documentation, promotion, and branding in a more systematic and informative manner. The profile book was designed using visual and descriptive approaches containing village profiles, tourism potentials, tourism facilities, local MSME products, and documentation of community activities. The existence of the profile book is expected to enhance the visibility of Kiarasari Tourism Village, strengthen destination identity, and support sustainable community-based tourism development.

Abstract

This study examines the Ruwatan Bumi tradition in Cipancar Village, Subang Regency, as a potential cultural-based tourism development. Ruwatan Bumi is an annual ritual expressing gratitude for agricultural yields and serves as a platform for integrating local arts such as Debus, Gemyung Jaipong, Sisingaan, and Lengser. This tradition strengthens community identity, social cohesion, and spiritual values. The research employs a descriptive qualitative approach through observation, interviews, and documentation, with interactive analysis based on Miles & Huberman and SWOT analysis. The results indicate that the main strengths lie in the philosophical values and diversity of local arts, while weaknesses include limited digital promotion, absence of a formal management institution, and low involvement of younger generations. Development strategies focus on digital documentation, establishing a management institution, and packaging the tradition into an annual festival integrated with SMEs and local products. Thus, Ruwatan Bumi functions not only as a customary ritual but also as a means of cultural preservation, education, and a driver of sustainable tourism grounded in local wisdom.
