Abstract

Budaya merupakan refleksi perilaku nyata masyarakat yang terwujud dalam hasil cipta, rasa, dan karsa yang dapat dikenali oleh pancaindra maupun rasionalitas. Penelitian ini mengangkat permasalahan utama mengenai tantangan pelestarian Tiga Pilar Budaya Cianjur, yaitu Ngaos, Mamaos, dan Maenpo, di tengah arus modernisasi dan kemajuan teknologi yang berpotensi mengikis nilai-nilai kearifan lokal. Tujuan penelitian adalah mengidentifikasi faktor-faktor penghambat serta merumuskan strategi penguatan pengamalan Tiga Pilar Budaya di Kabupaten Cianjur. Metode yang digunakan adalah etnografi dengan pendekatan kualitatif berparadigma postpositivisme, melalui teknik observasi partisipatif, wawancara, dokumentasi, dan studi literatur. Hasil penelitian menunjukkan lemahnya regenerasi, rendahnya minat generasi muda, keterbatasan SDM pengajar Maenpo, serta kurangnya pemahaman nilai filosofis, seni, dan kesehatan yang terkandung dalam tradisi tersebut. Dari sisi kebijakan, meski terdapat payung hukum berupa Peraturan Bupati Nomor 10 Tahun 2020, implementasi belum didukung instrumen operasional yang rinci dan sistematis. Rekomendasi penelitian menekankan perlunya pemerintah daerah dan DPRD menyusun kembali strategi pemajuan berbasis anggaran dengan mekanisme check and balance, meningkatkan kualitas SDM kebudayaan, memasukkan muatan lokal ke dalam kurikulum sekolah dan pesantren, mengembangkan budaya sebagai basis ekonomi inklusif, hingga merumuskan Rencana Aksi Daerah sebagai turunan Perda. Simpulan penelitian menegaskan bahwa penguatan Tiga Pilar Budaya Cianjur memerlukan kebijakan taktis, kolaboratif, dan terintegrasi dalam pembangunan daerah.

Abstract

This study aims to analyze the effect of work shifts and burnout on the performance of train drivers at PT Kereta Api Indonesia (Persero), and compare these findings with fatigue management practices and work systems for train drivers in Japan and China. This study is based on Job Demands–Resources (JD-R) Theory, which explains that job demands, including night shifts and irregular rotations, increase the risk of burnout and decrease performance in high-risk jobs. The study used quantitative methods through PLS-SEM with 2,184 train drivers. The results showed that work shifts had a significant positive effect on burnout (60.8%), and a significant negative effect on train driver performance (33.9%). Burnout also had the strongest influence on performance decline (83.9%), and mediated 51% of the effect of shift work on performance.

Abstract

This community service activity is motivated by the importance of literacy as a social capability that is not limited to reading and writing skills, but also serves as a means of improving welfare through the development of entrepreneurship based on local potential. The Kios Literasi Kewirausahaan Kewilayahan (KLIK) Program in Bandung City is designed as a community empowerment innovation that integrates literacy strengthening and MSME development through a participatory and practice-based approach. The objective of this program is to enhance the capacity of program managers, strengthen community participation, and optimize local economic potential through MSME Start-Up activities and the KLIK Festival. The implementation method is carried out through coordination, mentoring, and training conducted by the local government together with the community service team. Community members participate by presenting and introducing MSME products at the KLIK Festival, which is attended by approximately 30–50 participants from various urban villages. Data analysis is conducted using descriptive qualitative and quantitative approaches through observation, interviews, and pre-test and post-test assessments to measure changes in program managers’ capacity. The results show a significant improvement in managerial competencies, particularly in MSME Start-Up management and the implementation of the KLIK Festival. In addition, cross-regional coordination strengthens community involvement in MSME product promotion. These findings indicate that the integration of literacy and entrepreneurship has a tangible impact on strengthening local capacity and community economic empowerment. As concrete outputs, the program produced strengthened MSME promotional activities, improved managerial performance of program implementers, enhanced inter-regional coordination mechanisms, and increased community readiness in developing and marketing local products. Therefore, the KLIK Program is proven to be an effective and sustainable literacy-based community empowerment model.

Abstract

Industri transportasi shuttle Bandung–Jakarta menghadapi tekanan akibat meningkatnya persaingan, perubahan pola mobilitas masyarakat, serta hadirnya moda transportasi baru seperti Kereta Cepat Jakarta–Bandung (Whoosh). Meskipun analisis SWOT dan Quantitative Strategic Planning Matrix (QSPM) telah banyak digunakan dalam kajian strategi bisnis, penelitian mengenai formulasi strategi pada perusahaan shuttle yang mengalami disrupsi transportasi masih terbatas. Penelitian ini bertujuan menganalisis faktor internal dan eksternal yang memengaruhi kinerja PT Batara Titian Kencana (Xtrans) serta menentukan strategi prioritas untuk keberlanjutan bisnis perusahaan. Metode penelitian menggunakan pendekatan kualitatif melalui wawancara mendalam, observasi, dan dokumentasi yang dianalisis menggunakan matriks IFE, EFE, SWOT, dan QSPM. Temuan empiris menunjukkan bahwa Xtrans mengalami penurunan kinerja yang ditandai oleh penurunan okupansi penumpang dari 5.672 penumpang pada Triwulan I menjadi 2.101 penumpang pada Triwulan IV tahun 2023, serta berkurangnya cabang aktif dari delapan menjadi dua cabang. Hasil analisis menghasilkan skor IFE sebesar 2,21 dan EFE sebesar 1,693 yang menempatkan perusahaan pada posisi strategi defensif. Analisis QSPM menunjukkan bahwa strategi divestasi merupakan alternatif terbaik dengan nilai Total Attractiveness Score (TAS) sebesar 4,355. Abstract

The studi aims to review the impact of policy implementation on LandandBuildingAcquisition Tax Transfer (BPHTB) at Gunungsitoli Municipality, based on City Government RegulationNumber 2Year 2011. This study found that there are eight impediments faced by the local government of Gunungsitoli Municipality to implement the new policy of BPHTB, they are: (1) office building that is not feasible to be occupied and functioned as a work place as well as very limited space to serve taxpayers; (2) the local government has not had a proper long-term strategy to explore and enhance the revenue from the tax; (3) the organizational structure and working procedures of the department which are not adjusted with Regulation of Minister of Home Affairs Number 56 Year2010, (4) lack of workload analysis and job analysis, (5) lack of community understanding on BPHTB and payment procedure through the self-assessment system; (6) lack of implementation of the development for employees as well as limited fund for employees training; (7) preparation and formulation of tax regional regulations that are not based on academic study or not involving taxation experts; (8) disagreement between revenue agency and land agency in Nias Regency in conducting the payment receipt verification of BPHTB.Keywords: local taxes, policy implementation, Gunungsitoli Municipality.Artikel ini bertujuan untuk menganalisis dampak dari pelaksanaan Peraturan Walikota Gunungsitoli Nomor 2 Tahun 2011 berkaitan dengan pengalihan Bea Perolehan Hakatas Tanah dan Bangunan (BPHTB). Dalam pelaksanaan pengalihan BPHTB di Kota Gunungsitoli mengalami banyak  kendala yang meliputi:(1) gedung kantor yang belum layak untuk ditempati dan difungsikan sebagai tempat bekerja, serta sangat terbatas untuk melakukan pelayanan kepada para wajib pajak; (2) pemerintah belum memiliki strategi jangka panjang yang tepat untuk menggali dan meningkatkan pendapatan dari hasil pemungutan pajak; (3) struktur organisasi dan tata kerja dinas yang masih belum disesuaikan dengan Permendagri Nomor 56 Tahun 2010, (4) tidak tersedianya analisis beban kerja dan analisis jabatan, (5) kurangnya pemahaman masyarakat tentang BPHTB dan prosedur pemungutan BPHTB melalui self assessment system; (6) kurangnya pelaksanaan pengembangan pendidikan bagi para pegawai serta keterbatasan anggaran untuk pelaksanaan pelatihan; (7) penyusunan dan perumusan peraturan-peraturan daerah terkait dengan pengelolaan pajak tidak melalui sebuah kajian akademis dari para pakar yang ahli dalam bidang perpajakan;(8) ketidaksepahaman dinas pendapatan dan kantorpertanahan Kabupaten Nias dalam pelaksanaan verifikasi tanda bukti pembayaran BPHTB oleh wajib pajak.Kata kunci: pajak daerah, implementasi kebijakan, Pemerintah Kota Gunungsitoli.

Abstract

162 million children worldwide are affected by stunting, which has serious societal repercussions (WHO, 2021). In order to identify institutional drivers of success, this study compares the governance styles used to address stunting in Mexico (hybrid), Malaysia (centralised), and Indonesia (decentralised). Through a qualitative examination of 45 coverage documents (2015–2023) and 72 stakeholder interviews, we find that Malaysia's NPAN uses cross-regional cooperation to reduce stunting by 12%, while Indonesia's bureaucratic fragmentation hinders implementation. The importance of network engagement is emphasized in Mexico's PENSAN application. By showing how adaptive frameworks that are adapted to local capacities improve fitness outcomes, the study advances the idea of collaborative governance. Malaysia is a prime example of a collaborative governance model that involves a fewstakeholders and improves its national nutrition strategy. Mexico's comprehensive strategy, which combines health and social regulations, underscores the significance of community engagement in public health initiatives. A comparative analysis of stunting incidence indicates that Indonesia (20.0%) and Malaysia (24.3%) face significant challenges in reducing stunting rates, whereas Mexico (13.9%) has made greater progress in this area. This study gives contribution to the study of public administration by illustrating how centralized (Malaysia), decentralized (Indonesia), and hybrid (Mexico) governance systems influence the effectiveness of health interventions. It provides critical insights for policymakers and practitioners, advocating for inclusive stakeholder participation and the necessity of context specific solutions. This study redefines discussions on decentralization in global health governance and fills the gap on cross-national governance analyses in stunting policy. This study indicates that policymakers ought to promote institutional flexibility and participatory design to attain SDG objectives.

Abstract

This study examines how public policy and governance structures influence the effectiveness of Indonesia’s efforts to reduce stunting through the Posyandu reform under the Six Minimum Service Standards (6 SPM), and identifies relevant lessons from China’s Community Health Service (CHS) system. Using a qualitative descriptive–comparative research design, the study analyzes governance roles, coordination mechanisms, and institutional arrangements based on observations of Posyandu implementation in Bandung Regency and a structured review of China’s CHS model. The findings show that the success of Posyandu reform depends heavily on subnational governance capacity, particularly in coordinating multisectoral programs, ensuring data reliability, and providing clear operational guidance for community health services. Comparative insights from China highlight the value of standardized service packages, professional staffing, and unified data systems in strengthening implementation consistency. The study concludes that governance quality is a central determinant of stunting reduction outcomes and that Indonesia can benefit from adopting selected governance practices from China while maintaining its community-based approach. Future research should incorporate richer empirical data and deeper field-based comparisons.

Abstract

Safety and performance of train drivers are crucial factors in railway operations. Shift work systems involving night shifts, irregular rotations, and long working hours can lead to work-related fatigue (burnout), which impacts performance. This study aims to analyze the effect of work shifts on train driver performance with burnout as a mediating variable at PT Kereta Api Indonesia (Persero). The research uses a quantitative approach with a survey of 2,184 train drivers. Data analysis is conducted using Partial Least Squares–Structural Equation Modeling (PLS-SEM). The results reveal that work shifts have a significant positive effect on burnout (β = 0.608), work shifts have a significant negative effect on train driver performance (β = –0.339), and burnout has a very strong negative effect on performance (β = –0.839). Burnout significantly mediates the relationship between work shifts and performance, with a mediation effect of 51%. These findings emphasize that the decline in train driver performance is more influenced by burnout than by direct effects of work shifts. Comparatively, Japan’s fatigue management practices through a Fatigue Risk Management System (FRMS) are more systematic and preventive compared to Indonesia. This research contributes to strengthening the role of burnout as a mediating variable in the Job Demands–Resources framework and offers practical implications for PT KAI in reforming shift work policies for safety.

Abstract

Mental health is a priority in Indonesia’s development, yet primary care faces significant human resource (HR) challenges. In Sukabumi City, 2024 service coverage for severe mental disorders (ODGJ) reached 95.9%, falling short of the 100% Minimum Service Standard (SPM). This qualitative case study evaluates manager performance and formulates HR development strategies using the Miles and Huberman framework alongside IFAS, EFAS, and SWOT analysis. The study concludes that Sukabumi occupies an Aggressive-Growth (Quadrant I) position. While performance is currently hindered by internal structural bottlenecks—notably an 80% dual-role burden and clinical competency gaps—these are outweighed by strong internal commitment and significant external opportunities, such as Mayor’s Regulation No. 126/2025. To bridge the performance gap, the study recommends a strategic HRD roadmap: formalizing the Community Mental Health Task Force (TPKJM) at the sub-district level to redistribute workloads, implementing SKKNI-based certified training, and optimizing the SIMKESWA platform for digital monitoring. Transitioning from fragmented, multi-tasking roles to a specialized, competency-based system is essential. By integrating these strategies, Sukabumi City can transform program officers into strategic coordinators, ensuring the sustainable achievement of the 100% national mental health mandate.

Abstract

Bureaucratic transformation demands strategic human resource management for State Civil Apparatus (ASN) aligned with organizational goals. One approach that can be used is the Human Resource Scorecard (HR Scorecard), which emphasizes the link between organizational strategy, human resource management practices, and measurable performance. However, most HR Scorecard studies still focus on the private sector, while its application in the context of public organizations, particularly in ASN talent management, is still limited. This study aims to analyze the implementation of the HR Scorecard in HR management at the National ASN Talent Policy and Learning Center (Pusjar SK Talenta ASN) and identify gaps between actual and ideal conditions based on the HR Scorecard perspective. The study used a qualitative approach with a case study design through in-depth interviews, observations, open-ended surveys, and document analysis. The results show that the implementation of the HR Scorecard has been reflected in several HR management practices, such as performance planning and competency development. However, there are still gaps in the aspects of aligning organizational strategy with HR strategy, strengthening HR architecture, integrating performance measurement systems, and strategic feedback mechanisms. Therefore, a more integrated, adaptive, and data-driven HR Scorecard implementation strategy is needed to support strengthening ASN performance management and increasing the effectiveness of public organizations.
