Abstract

Human trafficking as a form of transnational crime has now become a hot issue in international relations and has been widely discussed in any international forums, this is related to the number of victims that increased almost each year. Indonesia is one of the countries affected by this transnational crime activity. In dealing with this crime phenomenon, Indonesian government then took a stand by issuing policies that refer to the Act. Not only domestic policies, Indonesia also has foreign policies by establishing cooperation with Malaysia which is realized in the Joint Police Cooperation Committee as cooperation between the two countries in tackling cross-border crime that occurs at the borders of the two countries. This study aims to look at the policy strategies that Indonesia has in combating crime against trafficking and handling victims, with using the theory of liberalism and international cooperation. This study uses qualitative methods with descriptive analysis and literature review and interview research techniques. This study found many factors that caused victims of human trafficking crimes to be always high in addition to the Government which had policies and cooperation in this matter.

Abstract

The construction of the Gilgel Gibe III dam in 2006-2015 by the Ethiopian government as an effort to deal with the drought and to improve the people's welfare, has raised many issues. A number of human rights violations to indigenous peoples such as violence, rape, murder, ill-treatment, and forced displacement (villagization) were indicated during the development period, also resulting a number of environmental impacts. This study uses qualitative methods to explain the factors behind the government's actions. These factors are analyzed to find out what rights have been violated by the Ethiopian government. To answer the incident, the writer uses the theory of natural rights, green criminology, and legal responsibility. The results found that the government underestimated and lacked respect for the rights of minority tribes such as basic rights, the right to participate in development, the right to development information, and the right to land. Furthermore, it can be said that number of actions by the Ethiopian government as a crime against human rights. Therefore, decisive action as warning or sanction to the Ethiopian government are needed.

Abstract

This research discusses about Indonesian diplomacy of Wilfrida Soik case in Malaysia on 2010-2015.  Wilfrida Soik is an Indonesian worker who is threatened with a death penalty because of a murder case committed to her employer.  This research aims to explain the problems of Indonesian workers in Malaysia which focus on Wilfrida Soik case. Diplomacy is also carried out by Indonesian government to liberate Wilfrida Soik from the death penalty in Malaysia since 2010. This research analyses Indonesia's diplomacy efforts through the government and related parties by using multi-track diplomacy and protection diplomacy concepts. This research uses qualitative research methods and data collection techniques through literature studies and interviews. The final results of this research showed that Indonesian diplomacy in Wilfrida Soik case was carried out through diplomacy efforts by the government, legal assistance and advocacy efforts by Migrant CARE.  The multi-track diplomacy in the Wilfrida Soik case was conducted through nine channels, those are government, NGOs, business, citizens, education, activists, religious activities, fundraising and communication in the form of public opinion.  The actions from Indonesian government and various non-governmental entities was indirect attempts to absolve Wilfrida Soik from the verdict. It is categorized as indirect due to the independent decision of the High Court which cannot be contested. Thus the liberation attempts from those entities need to be affecting the decision of the Malaysian High Court. The efforts of the Indonesian government and various non-governmental entities in conducting protection diplomacy fulfill several aspects of multi-track diplomacy, so that the efforts made by the government had achieved the goals of diplomacy in the Wilfrida Soik case.

Abstract

The Purpose of this study is to determine Indonesia’s compliance with international agreements, namely the Kyoto Protocol on environmental issues in the Riau and Jambi regions. This environmental issue led Indonesia to ratify the Kyoto Protocol contained in Law Number 17 of 2004 to reduce carbon emissions which until now has not seen any results. Therefore this research aims to find out whether Indonesia complies with international treaties that have been ratified and endorsed. The concept that used in this study is the concept of compliance with 3 (three) main indicators, namely : Output, Outcome, and Impact. This research will use a qualitative method that analyze how obedient Indonesia against international agreement specifically Kyoto Protocol on environmental issues which is currently quite interesting to considered in Indonesia, especially in the Riau and Jambi regions. This research began in the year of 2004 to 2015. On the other hand, Indonesia is in the category of passive comply, which shows that Indonesia’s ability is in the comply position but not directly and focused. So, in the other words, Indonesia tends to be difficult to comply with this Kyoto Protocol.

Abstract

ABSTRACTThe purpose of this study is to analyze menganilisis manufacture of formulations Regional of Regulation No. 6 of 2012 on waste in the city Semarang. This study used a descriptive method with qualitative data. Data obtained from interviews.Based on the results, it can be concluded that the process of formulating the draft local regulations is not ideal and can be categorized into the institutional model. Elements or factors that affect composed of external elements of support is quite good but the involvement of outside elements less representative. Elements within the limited means and technology lead technical agency can not provide supporting data, the coordination and communication link that exists involves three parties (executive, legislative, and stakeholders). The main actors are and Sanitation Department, Department of City Planning and the Department of Public Works & Highways NRM Parliament Semarang and Semarang. The main actors are and Sanitation Department, Department of City Planning and the Department of Public Works & Highways NRM Parliament Semarang and Semarang. When viewed from the actors involved, the process of policy formulation can also be categorized into the elite models.Department of City Planning, Department of Hygiene and, Department of Public Works & Highways PSDA Semarang and Semarang City Council in formulating the draft regulation should pay more attention to the growing issue in society, open access to public disclosure broadly, prepare supporting data accurately , and implementing all phases of the formulation of draft local regulations.Keywords: Public Policy, Policy Formulation, and Waste Management

Abstract

The title of this thesis is Dynamics of Internal Conflict in the Duchy Pakualaman onthe Yogyakarta Privileges Issues. This background of research for the phenomenon of a conflictin one of the most influential indigenous units in Special Region of Yogyakarta (DIY) where isthe passing of the debate on the status of the privilege in Yogyakarta. Kadipaten Pakualamanas one of the most influential, suffered internal divisions due to differences in views on thePrivileges Yogyakarta and the struggle for the throne as Paku Alam IX.Based on the above formulation of this study aims to determine the Dynamics ofInternal Conflict Kadipaten Pakulaman at the same time of the passing of the DIY Privilegesissues the enactment of Law No.13/2012 about Privileges DIY where is sets Sultan and PakuAlam Hamengkubuwono as a regional head in DIY. However, the conflict in which the kingtwin is more complex at Paku Alam are not only fighting over the throne but also the positionof the deputy governor of DIY.The formulation of the problem posed in this research is "How does that happen onDynamics of Internal Conflict in the Kadipaten Pakualaman as a result of KPH Anglingkusumodisobedience attitude and underlying factors such insubordination in 2012".The Authors in conducting this study is used descriptive analytic methods andtechniques of data taken is collect documentation and interview. Abstract

The South China Sea (SCS) issue is a contest of territorial disputes between disputed countries. The Philippines, as one of the countries with an interest in the region, has seen a change in the direction of its foreign policy in dealing with the issue. The current President of the Philippines, Rodrigo Duterte, changed the direction of the Philippines' foreign policy toward China from previously confrontational, to cooperative with China. In this study, these foreign policy changes were analyzed by internal and external factors that made the Philippines have only two (2) options, to submit or to oppose. The concept used in this study is to use the concept of political realism initiated by Thucydides that a strong inclined party can act whatever they want and the weak-leaning party will suffer consequences for the party that tends to be strong and also use internal and external concepts. The type of research used is by qualitative explanative methods with data collection techniques using primary data and secondary data. The results of the study obtained are that there are internal factors such as Rodrigo Duterte's role as President, interest groups, and the Philippine Senate and external factors such as historical claims of the South China Sea region and the state of the international system affecting Philippine foreign policy. Other studies have also shown that there is a link between this change in Philippine foreign policy and the concept of political realism.

Abstract

Under the One Belt One Road scheme, China-Pakistan Economic Corridor (CPEC) is a series of massive infrastructure project that are under construction in Pakistan that consists of transportation network construction, energy projects, storage facilities, port, SEZs, and other elements under the CPEC banner worth 46 Billion US$. But the CPEC projects came at a huge risk for Pakistan, as the investment aid from China came in the form of a loan, and the and that the security of CPEC projects are under threat from separatist groups like the BLA. This research’s purpose is to find out the reason behind Pakistan's agreement to conduct a bilateral cooperation with China under the CPEC projects in the period of 2015-2020. This research would employ the liberalism paradigm as the analytic tool. This study hypothesizes that the reason for Pakistan's willingness to cooperate with China is the existence of its domestic economic interests despite of its controversies. The results of this study indicate that Pakistan does have a strong desire to develope its domestic economy, while CPEC plays an important role in this process. In addition, the CPEC was also viewed by Pakistan as a cooperation that could support this country to achieve the Pakistan Vision 2025.

Abstract

Panda diplomacy is one of the soft diplomacy practices carried out by China by lending panda animals to China's partner countries. Panda diplomacy has been carried out since the Tang Dynasty. In Indonesia itself, panda diplomacy began in 2017, when two giant pandas arrived in Indonesia. The arrival of the two giant pandas was the result of the signing of a conservation collaboration between Indonesia and China in 2016. Therefore, this study aims to determine the role of Chinese panda diplomacy in animal conservation collaboration. This study uses a descriptive method with secondary data collection techniques, namely literature studies from text books, journals, news, and internet sources related to this research. The author uses the concept of public diplomacy) to analyze the role of Chinese panda diplomacy towards Indonesia. The results of this study indicate that Panda Diplomacy is one of the methods used by China to strengthen cooperative relations with partner countries, namely Indonesia in the field of conservation and also to strengthen bilateral relations between China and Indonesia in various fields. Panda diplomacy also plays a role in showing Indonesia's image in the international world in the field of giant panda conservation and increasing knowledge regarding the protection of endangered animals.

Abstract

Saudi Arabia with their conservative political life tends to create boundaries in the country. But after King Salman’s ascension to lead the country, Prince Mohammed bin Salman obtain power and authority in the country and created a plan by liberalizing the country. In Prince Mohammed bin Salman’s plan, which called Saudi Vision 2030, he has several goals that will be achieved and one of them is called a thriving economy point where the economy of Saudi Arabia can let go of their oil dependence and open opportunities for cooperation with other countries. In analysing this, the concept of economic liberalization will be used to explain Prince Mohammed bin Salman’s decision in carrying out the Saudi Vision 2030. This research is a qualitative research using data techniques through literature study. The result of this study indicates that the reason Prince Mohammed bin Salman used liberalization is to advance the economy of Saudi Arabia and also to open opportunities with other countries as an alternative to detach Saudi Arabia’s oil dependence which has not been successfully implemented in other ways. Even though it is considered to be against the principles of the country, Saudi Vision 2030 has made changes gradually and has also had a good impact on Saudi Arabia.
