Abstract

Shark hunting in Indonesia is increasing, making the government make several efforts to respond to this phenomenon. One of the efforts made by the government is to ratify CITES both in its legal products and policies. This study aims to determine the extent of the government's role in protecting sharks in Indonesia. This study uses a qualitative research method with a descriptive type of using the concept of compliance approach by Robert B. Mitchell. The results of this study found that the government's role in protecting sharks in Indonesia is still not optimal. The government still has not met the targets expected by CITES. Therefore, Indonesia's level of compliance with the IEA is classified as Coincidental Compliance.

Abstract

One of the problems that harms Indonesia the most is the problem of illegal fishing practices by foreign vessels. Illegal fishing is defined as fishing activities that are not reported to the relevant fisheries authorities and fishing activities that are not regulated by laws and regulations. Hence, the role of the government in overcoming these infringing activities is very important. One form of government countermeasures is the implementation of a ship sinking policy aimed at sinking foreign ships that steal fish in Indonesian waters. The aim of this study is to determine the foreign response to the implementation of the policy of sinking ships in Indonesian waters. To analyze this, this study uses constructivism theory, specifically the concept of identity and norms. This research is an explanatory research type and a qualitative research type with data collection techniques through documentation studies, data collection techniques through analysis of existing documents. The results of this study show that foreign countries, particularly Vietnam, the Philippines, Thailand and Malaysia, responded well to the policy of austerity imposed by Indonesia. The ASEAN principles contained in the Treaty of Friendship and Cooperation (TAC) were motivated for the positive response from abroad.

Abstract

The United States is the destination country for foreign migrants from countries in Central America. This resulted in a border crisis caused by an increase in the number of asylum seekers in the United States. So this is a threat to the national security of the United States. Therefore, the United States through its policy of making an asylum cooperation agreement with Guatemala to minimize the flow of migration coming from Central America by making Guatemala a Safe Third Country, where asylum seekers will be diverted to follow the procedural process related to permitting asylum claims in Guatemala as a Safe Third Country in order to minimize the increase in the number of foreign migrants in the United States. However, Guatemala is said to have not met the standards set as a Safe Third Country because it is a country that has high levels of violence, inequality, poverty, an inappropriate system and unstable domestic conditions. However, the United States has its own reasons for establishing Guatemala as a Safe Third Country. This study uses neoclassical realism theory with an analytical tool in the form of a multilevel approach. The author collects data using the literature study method through journals/articles, books, websites, and international news. This research is explanatory which aims to reveal “Why did the United States choose to implement a Safe Third Country system policy towards Guatemala?”. The results of this study are the reason the United States set the policy, namely because it prioritizes national security by carrying out a migration policy with countries that already have previous relationships and cooperation.

Abstract

Since it reached it’s Independence, for years, Sudan hasn’t only been active on sendingaids to Palestine and actively advocating Palestine’s independence on InternationalOrganizations, but also, Sudan made a regulation on boycotting Israel. At the year of2020, in all of a sudden, Sudan opened a diplomatic relation with Israel. This causedpeople to question because Sudan has been supporting Palestine for years and Israel isPalestine’s mortal enemy. This research is aiming to find the reasons behind Sudan’sdecision on opening a diplomatic relation with Israel. With the datas that are collectedfrom books and news, it’s found that not only that Sudan has been struggling domesticallysince it’s independence, but also since the separation of the North and South Sudan, it’sdomestic situation has only been going worse. In this position, Sudan’s only hope was toget help from other country, but this option is impossible to achieve because Sudan is stillin the US’s terrorist list. Based on the facts found, it can be concluded that the openingof the diplomatic relation between Sudan and Israel was based on Sudan’s rational wayof making decisions to achieve it’s national interest, which was to save and strive for it’scountry’s existance.

Abstract

The phenomenon of the Iraq war in 2003 has given the impression of a major armed conflict between the United States and Iraq. What needs to be considered in this war is the involvement of private military companies (PMC) in the war. The US also used PMC services after the Iraq war ended where Iraq's internal conditions at that time were very unsafe and needed security guard. The United States uses PMC which provides various military services ranging from the distribution of weapons, exchange of war technology, provision of military forces, intelligence assistance, and so on. Therefore, this study seeks to explain the reasons and considerations when US decided to use PMC before and after the war by using the theory of determinants of foreign policy made by Alex Mintz. In this study, the authors collect data through books, journals, and websites related to the cases studied, namely the use of PMC by the US in Iraq. This study will explain the involvement of PMC in Iraq War, and the analysis from the determinants. The results obtained are several determinants of foreign policy that have a major influence on the US decision to use PMC in the conflict.

Abstract

The technology war between the United States and China is a struggle for dominance in core global technology, one of which is the 5G Internet Network. This has resulted in an escalation of conflict between the United States as a great power and China due to China's policy of rejecting Huawei's 5G internet technology. Therefore, this study aims to determine the factors and explain the reasons for the United States Government's rejection of China's 5G Huawei technology, and to find out how the United States' strategy is in China's hegemony efforts in the economic aspect with global technological mastery. The theory used by the author to analyze this research is the theory of offensive realism by using five assumptions according to Mearsheimer. The result of this study is that the United States as a Great Power wants to aggressively dominate China through Huawei's 5G Internet rejection policy. This is because the United States can increase its power over the control of 5G Internet Technology and strengthen China's economy, as well as ensure the strengthening of the United States' capability in the distribution of power in the international structure

Abstract

Data citizen to be one of important instrument in every policy and program, because through the data can be discovered potentials, capacities and needs required in successful development. There are two primary problems in the data nationals in Indonesia, are technically and substantively. Substantially there are errors of understanding that the population data became a base for the rights and obligations of citizens. While technically there are two main problems: First is data available from different agencies, less valid and less reliable due to weak systems, human resources and the carrying capacity of the technology. Second, there is no interconnection data among government agencies resulting in inefficiency and ineffectiveness, caused by ego respective sectoral government agencies, the interests of each sector and the absence of a firm policy from the government. The various steps that need to be done to make improvements is to reform the national data systems into a centralized and integrated with a firm policy support, human resource enhancement, improved tools of support, and interconnection policy data among government agencies.

Abstract

Artikel ini merupakan hasil dari pengabdian masyarakat yang dilakukan oleh Departemen Hubungan Interansional FISIP Universitas Diponegoro kepada enam Sekolah Menengah Atas (SMA) di Kota Semarang. Tingginya akses informasi melalui sosial media di kalangan remaja SMA menyebabkan mereka rentan terdampak berbagai macam “penyimpangan informasi”. Oleh karena itu, penyuluhan untuk meningkatkan Literasi Media dan Informasi (LMI) dirasa sangat dibutuhkan. Mekanisme LMI yang dikeluarkan oleh The United Nations Educational, Scientific and Cultural Organization (UNESCO) digunakan dalam penyuluhan ini sebagai sarana untuk mewujudkan literasi informasi dalam sistem demokrasi. Materi penyuluhan inimenyangkut (1) Pemahaman Hoaks sebagai penyimpangan informasi Mis-informasi; Dis-informs;i dan Mal-informasi, (2) Melawan Disinformasi dan Misinformasi melalui LMI, serta (3) Ex-Post Fact Checking / Memeriksa Fakta setelah Dipublikasikan.

Abstract

This article seeks to analyze the social situation in Indonesia, where the conflict that occurred overseas manifested into violent actions against person or group within the country, who is considered to have a similar identity with overseas perpetrators. This pattern of violence is perpetrated against minority groups in Indonesia who have no involvement in conflict abroad. Some impacts of the Rohingya crisis in Indonesia are ranging from forced closure threat to Vihara in Medan, a demonstration on Buddhist religious symbols, beating against a Buddhist monk, and even bomb terror in Vihara. In social psychology theory, this violence is part of Freud's Defense Mechanism theory called Displacement. Furthermore, to answer why this displaced aggression can occur in Indonesia, I use Social Identity theory that the reductionist view of singular affiliation creates a gap in understanding of 'Self' and 'Other.' It then creates an intergroup bias when individuals tend to prioritize their group (in-group) compared to other groups (out-group). At last, this situation also reaffirms the concept of imagined community by Benedict Anderson.

Abstract

ABSTRACT This article placed an example of a cyber resilience model for smartcity in the context of smart-economy which was currently vulnerable to various cyber attacks. On the other hand SMEs were very limited in access to the development of networks and resources in building cyber resilience that ensured sustainability and increased the competitiveness of their businesses. Furthermore, this research identified the best practices of other countries, analyzed the readiness of legal instruments in Indonesia, identified the actors involved and analyzed the factors of obstacles in building a model of cyber resilience for SMEs. The result of this study was that security policy was a big theme with strategic principles in the security strategy of both actors and policies. This could help organizations such as MSMEs to identified, assessed and reduced threats in the cyber world.ABSTRAKArtikel ini meletakan contoh model ketahanan siber bagi smartcity dalam konteks smart-economy yang saat ini rentan terhadap berbagai serangan siber. Di sisi lain pelaku UKM sangat terbatas dalam akses pengembangan networking dan sumberdaya dalam membangun ketahanan siber yang menjamin keberlanjutan dan meningkatkan daya saing usahanya.Selanjutnya penelitian ini mengidentifikasi praktik terbaik negara-negara lain, menganalisis kesiapan perangkat hukum di Indonesia, mengidentifikasi aktor yang terlibat dan menganalisis faktor-faktor hambatan dalam membangun suatu model ketahanan siber bagi UKM.Hasil dalam pembahasan kajian ini adalah bahwasanya keamanan siber merupakan sebuah tema besar dengan prinsip-prinsip strategis dalam strategi keamanan baik berupa aktor maupun kebijakan. Hal ini dapat membantu organisasi seperti UMKM untuk mengidentifikasi, menilai, dan mengurangi ancaman dalam dunia siber.
