Abstract

Disaster management is mostly done through a technological approach. In addition to the technological approach, disaster management needs to use a cultural, non-technological approach. This study focuses on school-based disaster education as one of the cultural approaches in the area affected by the eruption of Mount Semeru, Lumajang. The purpose of this study was to analyze the implementation of the disaster education model for high school level based on Disaster Safe Schools in the area affected by the eruption of Mount Semeru, Lumajang. The research method used is descriptive statistics to see students' perceptions of 3 aspects of disaster-safe schools consisting of the availability of disaster-safe school facilities and infrastructure, disaster management for disaster-safe schools and disaster risk reduction education for disaster-safe schools. Through Focus Group Discussion (FGD) of social studies teachers, the importance of implementing school-based disaster education was analyzed which includes three aspects of disaster-safe schools. The results in the first aspect regarding the availability of disaster-safe school facilities and infrastructure, on average students have adequate knowledge about disaster-safe school facilities and infrastructure. In the second aspect of disaster management for disaster-safe schools, students view that schools have not fully implemented disaster management and in the third aspect, namely disaster risk reduction education for disaster safety, students consider that it has not been carried out optimally. Meanwhile, for the implementation of disaster education, they prefer a curricular education model by integrating it into relevant social studies subjects. The results of the FGD with teachers revealed that in the first aspect, the four schools did not have adequate facilities and infrastructure. In the second aspect, only 2 schools carried out adequate disaster management, the other two schools were not optimal. In the third aspect of disaster risk reduction education, teachers chose to integrate it into relevant subjects. The conclusion of this study reveals that the school-based disaster education model has not been implemented by all schools in the areas affected by the eruption of Mount Semeru.

Abstract

This study explores the integration of environmental ethics, cultural traditions, and technological innovation in disaster mitigation education to enhance the resilience of communities vulnerable to natural disasters, particularly those near Mount Semeru. Employing a qualitative methodology with a phenomenological approach, this research examines Javanese cultural perspectives on human-nature relationships and their implications for disaster preparedness. Data collection involved interview with village elders, community leaders and village youth, document analysis of Javanese philosophical texts, mythology, and oral traditions, as well as expert consultations with scholars in Javanese cosmology and disaster education. Thematic and comparative analyses were conducted to identify key patterns in disaster perception and response. The findings reveal that the Semeru community’s mitigation strategies are deeply rooted in traditional wisdom, classified into narrative, mystical, and functionalistic guidance, forming the basis of the ‘Triple N’ model: Nuturi, Niteni, and Nindaki. This framework emphasizes socialization, internalization, and enculturation to strengthen disaster awareness and community leadership. The study contributes to disaster education by bridging traditional knowledge with modern mitigation strategies, offering a culturally grounded approach that enhances community preparedness and response effectiveness. The Triple N model offers a culturally grounded framework that enhances disaster education, strengthens community resilience, and supports the development of a disaster mitigation curriculum.

Abstract

Taiwan has emerged as a regional education hub, drawing international students particularly from Southeast and South Asiathrough proactive recruitment and policy tools, such as the New Southbound Policy. After graduation, many of these students face substantial barriers to integrating into Taiwan’s labor market. This study particularly targets barriers to employment that international graduates face after completing their degrees, focusing on the prevailing work governance structures and systemic frameworks. This qualitative study, based on 20 in-depth interviews and policy analysis. Findings reveal that entrenched bureaucratic hurdles, racialized labor hierarchies, and structural discrimination inhibit international graduates’ access to meaningful employment. The study calls for policy realignments that reframe international graduates as long-term socio-economic assets, not transient learners.
