Abstract

The Musi Hydropower-Plant catchment area is susceptible to soil erosion and sedimentation. Therefore, this research aimed to predict land use and land cover changes (LULCC) as well as their impact on soil erosion and sedimentation in the Musi Hydropower-Plant catchment area. The prediction of LULCC was calculated using Land Change Modeler module on IDRISI Terrset, while soil erosion and sedimentation were estimated with the Revised Universal Soil Loss Equation (RUSLE) and Sediment Delivery Ratio (SDR) models. The result showed that forest cover and paddy fields decreased significantly from 18.580 ha and 4.044 ha to 12.907 ha and 2.019 ha, respectively, in the periods of 1993 to 2019 and were predicted to reduce until 2032. Meanwhile, the built-up area and dry agricultural land increased from 818 ha and 2.116 ha in 1993 to 2.229 ha and 5.778 ha in 2019, which is expected to increase until 2032. The estimation of soil erosion rate also gave an increase from 75 t/ha/year to 113 t/ha/year, continuing to reach 122 t/ha/year until 2032. The escalation of soil erosion rate contributed to the change of sediment yield from 68.048 t/year in 1993 to 103.190 t/year in 2019,which is estimated to reach 111.028 t/year. These results are expected to be used by decision-makers and policymakers for the operation of the Musi Hydropower-Plant and the catchment area maintenance.

Abstract

Geographically, Indonesia is located on three of the world's main tectonic plates and has 127 active volcanoes, making it highly vulnerable to natural disasters. In addition to natural disasters, Indonesia is also facing the Covid-19 disaster, which has greatly affected the tourism sector. Batu City is one of the leading tourism areas. Because Batu City is prone to disasters, this will certainly have an impact on the economy of the people of Batu City. Therefore, this study aims to analyze economic vulnerability due to disasters and the role of institutions in dealing with them. This research is a case study that uses a quantitative and qualitative approach, using the results of respondent interviews, ArcMap 10.3, ILWIS software, and MACTOR. The results obtained are that the disasters that have the most severe impact on the economic vulnerability of Batu City are droughts and earthquakes. In addition, other results also show that the role of institutions has not been good enough in creating institutional strategies in Batu City. Based on the modeling results using MACTOR, it is known that the disaster management efforts carried out by the tourism object and the Regional Apparatus Organization (OPD) agree and support the implementation of these efforts.

Abstract

Sebagai salah satu daerah penyangga yang berbatasan langsung dengan Kota Jakarta, Kota Bogor telah mengalami pertumbuhan penduduk yang signifikan sejak tahun 2014 hingga 2020 sebesar 1,6% per tahun. Memiliki angka pertumbuhan jumlah kendaraan sebesar 44% selama tahun 2013 hingga 2021, menjadikan Kota Bogor sebagai kota termacet nomor lima di Indonesia. Hal ini menjadi indikator diperlukannya penataan kawasan dan pergeseran stigma penggunaan transportasi umum yang terintegrasi dengan pembangunan kawasan sekitar yang memadai di sebagai salah satu solusi untuk mencegah fenomena penjalaran kota. Penelitian ini bertujuan untuk melihat tingkat kesesuaian kawasan transit di Kota Bogor untuk dikembangkan dengan konsep Transit Oriented Development (TOD) dengan memanfaatkan variabel berupa area transit, penggunaan lahan, dan kebijakan tata ruang. Pengamatan riset ini difokuskan pada 7 titik area transit dengan radius 400 hingga 800 meter dari stasiun, yang ditentukan dengan metode Analytical Hierarchy Process (AHP) dan Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). Berdasarkan penelitian, ditemui bahwa kesesuaian konsep TOD kawasan masih dalam kategori rendah-sedang. Terdapat potensi pengembangan kawasan yaitu menggunakan Strategi redevelopment site untuk kawasan Stasiun Bogor-Paledang dan Terminal Baranangsiang, Strategi infill development site untuk kawasan Terminal Bubulak, sedangkan untuk empat rencana stoplet Kota Bogor dapat diarahakan pengembangan dengan new growth area.

Abstract

The focus on the growth of modern retail has become increasingly important due to several generated externalities. Therefore, this research aimed to identify spatial distributional pattern of modern retail in order to implement precise policies. Data were obtained from The Department of Licensing Service of Yogyakarta City and supplemented with observation through Google Maps. The global pattern was analyzed using the Moran Index (Moran’s I), while the spatial pattern was evaluated using Local Indicators of Spatial Association (LISA). The analysis resulted in a significant cluster pattern for small and big-scale modern retail. The LISA analysis indicated the existence of agglomeration in the suburban area, which was the urban growth area with a high-high (HH) cluster of both small and big-scale modern retail in exact locations. In conclusion, agglomeration in the suburban area was of great concern for policymakers due to the possibility of conflicts.

Abstract

Upaya menuju kemandirian beras menjadi penting untuk mengurangi ketergantungan pangan pada negara lain, namun ini merupakan tantangan yang berat. Kebutuhan lahan untuk pembangunan menyebabkan berkurangnya lahan pertanian. Kebijakan perlindungan lahan sawah yang ada dan peningkatan produksi padi menjadi sangat strategis dalam sistem pangan, karena mencetak lahan pangan baru dihadapkan pada berbagai kendala. Hasil penelitian menunjukkan bahwa Peraturan Bupati tentang RTRW Kabupaten Banyumas 2011-2031 tidak mampu sepenuhnya mencegah konversi lahan sawah. Konversi lahan sawah ini menyebabkan pasokan beras domestik semakin menurun dan kemandirian beras di Kabupaten Banyumas diperkirakan hanya sampai tahun 2029. Kesinambungan implementasi antar variabel penting, menjadi kunci tercapainya tujuan sistem, yaitu: 1) penetapan Peraturan Bupati tentang Lahan Pertanian Pangan Berkelanjutan (LP2B), 2) penetapan skema insentif perlindungan lahan, 3) membangun database spasial lahan sawah secara detail, dan 4) pengembangan akses air irigasi menjadi variabel yang harus dijalankan pada tahap awal sebagai prioritas pertama, kemudian tahap berikutnya pemberdayaan kelompok tani prioritas kedua, dan peningkatan produktivitas tanaman padi sebagai tahan selanjutnya. Aktor yang menjadi kunci penggerak sistem, yaitu Bupati beserta dinas terkait (Dinas Pertanian dan Ketahanan Pangan, Bappeda Litbang, Dinas Pekerjaan Umum Bidang Pengairan, Dinas Perumahan dan Kawasan Permukiman), DPRD, ATR/BPN.

Abstract

Konversi lahan pertanian menjadi lahan terbangun merupakan salah satu faktor yang menyebabkan penurunan produksi padi di Kabupaten Majalengka dan Provinsi Jawa Barat. Sektor pertanian masih memainkan peran penting dalam perkembangan ekonomi lokal yang ditunjukkan dengan PDRB sektor pertanian, kehutanan, dan perikanan berada di urutan kedua setelah industri pengolahan. Peraturan Daerah Nomor 11 Tahun 2011 mengenai Rencana Tata Ruang Wilayah (RTRW) Kabupaten Majalengka 2011-2031 menetapkan luasan lahan pertanian pangan berkelanjutan minimal 39.190 ha. Namun, jumlah tersebut berkurang menjadi 30.966 ha dengan adanya Keputusan Bupati Majalengka Nomor 520/KEP.1279-DKP3/2021 tentang Penetapan Lahan Pertanian Pangan Berkelanjutan. Untuk mengatasi dampak negatif dari pengurangan luasan lahan, perlu formulasi kebijakan yang mendukung pelestarian lahan pertanian dan penerapan praktik pertanian berkelanjutan oleh pemerintah daerah dan stakeholder terkait. Upaya ini bertujuan untuk mempertahankan luas lahan pertanian pangan dalam kerangka mewujudkan kemandirian pangan Kabupaten Majalengka. Studi yang dilakukan menunjukkan bahwa untuk memenuhi kebutuhan pangan (beras) hingga tahun 2045 sesuai arah Pembangunan RPJPN, diperlukan luasan lahan sawah dilindungi sebesar 48.235 ha dengan jumlah surplus beras sebesar 4.037 ton.

Abstract

Pembangunan fisik di suatu wilayah memerlukan lahan, seperti sektor perumahan, pertanian, industri, pertambangan, serta transportasi. Pertambahan jumlah penduduk akan berimplikasi terhadap meningkatkan kebutuhan akan ruang yang menyebabkan perubahan Land Use Land Cover (LULC) di suatu wilayah. Kabupaten Majalengka merupakan bagian dari pengembangan Kawasan Segitiga Rebana (Cirebon-Patimban-Kertajati) yang telah direncanakan dan ditetapkan menjadi kawasan ekonomi khusus (KEK). Penelitian ini bertujuan untuk menganalisis LULC perubahan di Kabupaten Majalengka (2011-2021) menggunakan data citra Sentinel 2A selama 10 tahun (2011-2021) diperoleh dari Google Earth Engine (GEE). Klasifikasi LULC menggunakan machine learning dengan pendekatan random forest dipadu dengan Analisa Normalized Difference Built-Up Index (NDBI), Normalized Difference Water Index (NDWI) dan peta lahan baku sawah untuk menghasilkan peta tutupan lahan.  Hasil pengolahan citra yang menghasilkan peta penggunaan lahan menggunakan alogaritma smile-Random Forest pada platform GEE dipadu dengan Analisa NDWI dan NDBI mengahasilkan peta tutupan lahan yang akurat dengan nilai OA sebesar 98.81% dan kappa sebesar 95.91%. Penurunan luasan lahan pertanian (sawah, ladang) di Kabupaten Majalengka mengalami penyusutan seluas 4457,36 ha dalam kurun waktu sepuluh tahun (2011-2021). Kelebihan Platform GEE dimana menyediakan akses cepat dan mudah ke berbagai data citra satelit tanpa harus mengunduh atau menyimpan data secara lokal.

Abstract

Rice is the staple food for Indonesian society because more than 90% population eat rice every day. Estimation of the rice production can be monitored from the plant growth phase by utilizing remote sensing data. Spectroradiometry can be used to validate the remote sensing spectral because it has a wide wavelength range. Research objectives are to identify transplanting age class and varieties of rice plant based on spectroradiometry and its vegetation index, to analyze the relationship between spectroradiometry and chlorophyll content index (CCI). The results show that the transplanting date of 14 days, 21-32 days, and 56-68 days in three varieties (Inpari32; Padjadjaran Agritan; Siliwangi Agritan) are difficult to be distinguished at visible wavelength but it easy at infrared wavelength. The plant age class for the Siliwangi Agritan can be distinguished well on NDVI, SAVI, EVI while the Pajajaran Agritan is only on NDVI and EVI. All vegetation indexes, where the plant age of 14 days and 21-32 days for the Inpari32 are difficult to be distinguished between them, but easy to be distinguished with 56-68 days. This is due to the high sensitivity of chlorophyll to infrared wavelengths and the characteristics of rice plants itself (many tillers and plant height). Meanwhile, rice plants of every veriety are difficult to be distinguished, either on visible wavelength, infrared wavelength or on all vegetation indexes. Spectroradiometry has a high correlation with chlorophyll content index (CCI) (R2=0,88). This shows that the higher chlorophyll content in rice plants, the higher spectroradiometry for infrared wavelength.

Abstract

South Tangerang City is experiencing a process of suburbanization, where the increase in population causes an increase in the need for space for development. If development activities are not controlled, it will reduce the quality of the environment and people's lives. Land management is an activity that aims to support development programs by utilizing the capacity of land resources. This study aims to analyze the level of regional development and analyze the influence of land administration in supporting regional development in South Tangerang City in 2016 and 2019. The level of regional development is analyzed weighted scalogram with modification of physical, social and economic variables. The relationship between the Y variable (Urban village development index-IPWK) and the X variable (Land administration) was modeled using Geographically Weighted Regression (GWR). The results of the regional hierarchy analysis show that the urban village in South Tangerang City are dominant in Hierarchy 3 with an average IPWK value result 46.25 (2016) and 45.38 (2019), as a hinterland for DKI Jakarta. Land administration activities can have different positive and negative effects locally on the level of development of the urban village area.

Abstract

Indonesian national food sovereignty is very dependent on the supply of rice from paddy fields in Java Island. Various factors influence the farmer’s decision to continue using his farm. This study aims to analyze the sustainable use of paddy field, determinant factors and strategies for improving sustainability. The study was conducted in Karawang Regency, one of the centers of rice production in West Java. The methodology used is a multi-dimensional scaling (MDS) using 43 attributes of 5 dimensions (ecological, social, economical, technological and legal and institutional dimension). Against the sensitive attribute analysis resulting from MDS, a prospective analysis was conducted to determine the key factors of sustainability. Priority policies for improving sustainability are developed based on the location of the key factors in the prospective diagram. The research results showed that the land utilization for paddy field in Karawang is actually less sustainable. Increasing the sustainability can be done through intervention and improving performance, preferably on sensitive attributes resulting from leverage analysis, covering 16 attributes. Priority policies is directed in the 5 key factors resulting from prospective analysis. Policies suggested are the tightening of new permits for building, strict implementation of the official spatial land use planning and delineation of agricultural land for sustainable food crops, counseling the community, revitalizing the role of BULOG, provision of subsidies as well as capital assistance to farmers.
