Abstract

Tidal flooding is a chronic problem in the coastal areas of Semarang that requires a reliable, real-time monitoring system. This study aims to design, build, and test a prototype Internet of Things (IoT) system for tidal flood monitoring that can operate in coastal environments with limited infrastructure. The research method used is Research and Development (R&D), which includes needs analysis, system design, implementation, and experimental testing. The resulting prototype consists of an HC-SR04 ultrasonic sensor, an Arduino Nano microcontroller, and a NodeMCU ESP8266 communication module supported by a hybrid energy source of a 100-watt solar panel and a 12V 8Ah battery. The measured data is sent to the server and visualized on the web dashboard https://pasutmaritimsmg.store/dashboard.php and sent as an early warning notification via the Telegram application. The test results show that the system has a measurement accuracy of plus or minus 0.25 cm with a data delivery success rate of 98.2%. The system can operate independently for more than 5 days without sunlight. Validation with data from the Indonesian Meteorological, Climatological, and Geophysical Agency (BMKG) shows a very high correlation (R² = 0.98). It is concluded that this prototype is effective as a real-time tidal flood monitoring solution and can be further developed to support an integrated early warning system.

Abstract

Public communication in efforts to prevent drug abuse faces increasingly complex challenges in the digital era, particularly in reaching young people who are strongly influenced by social media and the dynamics of their social environment. This study aims to analyze the communication strategies implemented by the National Narcotics Agency (BNN) of Surakarta City in carrying out the Drug Abuse Prevention, Eradication, and Illicit Trafficking Program (P4GN) oriented toward the younger generation. The study employs a descriptive qualitative approach, with data collected through in-depth interviews with public relations staff of BNN Surakarta City, as well as a review of program documents and communication materials. The data were analyzed using content analysis and validated through source and method triangulation. The findings indicate that BNN’s communication strategies include audience segmentation based on age and educational level, the utilization of digital media such as Instagram and TikTok, and collaboration with local public figures, micro-influencers, and youth communities. Peer-based and participatory communication approaches are considered more effective than one-way, purely informative communication patterns. Nevertheless, limitations in human resources and budget, along with the rapid flow of digital information, remain the main challenges in program implementation. This study emphasizes the importance of persuasive, adaptive, and contextual communication strategies to enhance the effectiveness of P4GN campaigns among the younger generation.

Abstract

The development of social media has transformed institutional communication strategies, including those of the Indonesian Army (TNI AD) in building a more humanized image. This study aims to analyze how visual and narrative elements in the disaster relief content related to the eruption of Mount Lewotobi, as published by TNI AD on Instagram, are constructed and conveyed to the public. The research employs a qualitative descriptive method using Robert N. Entman’s framing analysis model, which includes problem definition, causal interpretation, moral evaluation, and treatment recommendation. Data were collected through observation and documentation of TNI AD’s Instagram post dated January 13, 2024. The findings indicate that both visual and narrative framing effectively shape public perception of the TNI AD as a responsive, compassionate, and empathetic emergency actor that presents itself as a solution during humanitarian crises. The humanistic image is emphasized through visuals depicting aid distribution, warm interactions with residents, and the provision of healthcare services. The implications of this study suggest that social media can serve as a strategic tool to strengthen public trust and expand the military's communication role in the civilian sphere, particularly during disaster situations.

Abstract

In promoting a cultural arts performance, the success of an event is determined not only by the quality of the performance itself but also by the effectiveness of the marketing communication strategy implemented. In today’s digital era, organizers of cultural art performances face increasingly complex challenges, including shifts in audience media consumption behavior, rapid developments in communication technology, and the need to build sustained digital engagement between organizers and stakeholders.This study adopts the Integrated Marketing Communication (IMC) theory to examine the marketing communication strategies implemented by the Department of Culture and Tourism of Surakarta City in promoting the Solo International Performing Arts (SIPA) event in 2024. The research methodology includes in-depth interviews with organizers and document analysis of promotional materials and publication activities.The findings indicate that the department applied eight elements of integrated marketing communication: advertising, sales promotion, events and experiences, public relations and publicity, direct marketing, interactive marketing, mobile marketing, and personal selling. Each element was carried out synergistically to build awareness, attract public interest, and shape a positive image of the SIPA event in society.The implemented strategy has successfully reached a broader audience through digital channels such as social media and official websites, as well as through direct approaches like local media publications and collaboration with art communities. However, challenges remain in delivering more innovative and creative promotional content to enhance the event’s appeal. These findings offer important implications for cultural event managers, emphasizing the need for structured, consistent, and audience-relevant promotional strategies in the digital era. A well-integrated marketing communication approach not only strengthens public engagement but also reinforces the identity and sustainability of cultural events like SIPA on both local and international levels.

Abstract

Currently, digital technology has transformed how governments operate and interact with their citizens. This development has brought significant changes to governance, especially at the village level. With the advancement of technology, village governments now have the opportunity to be more transparent, efficient, and responsive to the needs of their citizens. One of the efforts made is the utilization of village websites as a tool to build e-government, which facilitates access to information and services for the public. This study aims to analyze the communication strategy of the Government of Pandean Village, Ngawi Regency, in building e-government through the use of the village website. Using a communication strategy approach that includes audience analysis, message development, method determination, and media selection, this research seeks to provide an understanding of how the village government optimizes the use of technology to improve interactions with the community. The study adopts a descriptive qualitative approach, with data collection techniques including observation, interviews, and documentation. The results of the study show that the communication strategy of the Government of Pandean Village has been well implemented in two main aspects: audience analysis and message development. The village government has identified the information needs of its citizens and tailored the messages conveyed through the village website. However, the research also revealed shortcomings in the methods of delivery and media development, particularly in optimizing interactive features that could encourage public participation. Additionally, there is a need for increased use of social media and two-way communication features on the village website to strengthen public engagement in the development process and decision-making. Overall, while there has been progress in implementing e-government, there are still several aspects that need improvement to enhance the effectiveness of communication between the village government and the community.

Abstract

Public communication plays a crucial role in delivering targeted transportation information and building a positive image of government institutions in the eyes of the public. One concrete implementation of effective public communication is the Edutrip program, an educational initiative from Surakarta's Tirtonadi Terminal designed to improve public transportation literacy, particularly among students and teachers. This program is not merely an educational visit, but also a strategic tool for Tirtonadi Terminal Public Relations to introduce the terminal's function as a modern and integrated transportation service center. This study aims to analyze the public communication strategies implemented by Tirtonadi Terminal Public Relations in implementing Edutrip, with a primary focus on their interactions with students and teachers as participants. Using a qualitative descriptive approach, the results show that Tirtonadi Terminal Public Relations predominantly applies the Public Information model from Grunig and Hunt (1984), namely by conveying one-way information that is educational and factual. However, in practice, elements of the Two-Way Symmetrical model were also found, particularly through question and answer sessions, discussions, and gathering feedback from participants which were then used as evaluation material for future program improvements. In contrast, the Press Agentry and Two-Way Asymmetrical models did not appear dominant, given that the approach used did not focus on excessive promotion or information manipulation, but rather on objective and dialogical education. This adaptive and responsive communication strategy not only increased participants' understanding of public transportation but also helped shape the positive image of Tirtonadi Terminal as a transparent, professional, and educational public institution. These findings emphasize the importance of selecting an appropriate and contextual communication model in building constructive relationships between public institutions and the community.

Abstract

This study aims to analyze the communication strategies implemented by the public relations department of the Surakarta Al-Qur'an Interpretation Council (MTA) in promoting MTA TV to the public. MTA TV, as a medium for preaching, plays an important role in spreading Islamic teachings in accordance with the Qur'an and Sunnah. This study uses a qualitative descriptive approach with data collection through in-depth interviews, observation of social media, and documentation of promotional materials. The results show that the MTA Surakarta public relations department implements a communication strategy that includes five stages: research, planning, implementation, measurement, and reporting. In the research stage, MTA Surakarta's public relations conducts research to determine the preferences of the community. In the planning stage, MTA's public relations holds monthly meetings to plan da'wah programs. The implementation stage is carried out through various media, including radio, television, and social media, which are intensively promoted on digital platforms. In the measurement stage, MTA's public relations uses the “Halo Mediaku” program to receive feedback from the audience. The reporting stage involves the community in evaluating the quality of the broadcasts. This study shows that the communication strategy of MTA Surakarta's public relations has been implemented well, but it is recommended that audience research be further improved and interactive digital platforms such as live streaming be utilized to reach a wider audience

Abstract

Style in translation can be a parameter in translation quality assessment (TQA). The style in translation refers to the translation having the same perspective as the source text. In assessing style in translation, translation does not only focus on the meaning but also the relevance of utterance. The article discusses the translation style based on pragmatic studies. The study used the utterances in the tourism text Solo Calendar of Event 2018 as data since the text has a communication function. The function of the text should be represented in the translation to achieve the same perspective of translation. The style in translation also considers the translator's effort to achieve the equivalence in meaning and relevance of utterance. The style in translation of a pragmatic perspective requires a relevance of communication. The study indicates that the there are two relevance degree, namely translation with strong and weak relevance. Translation with strong relevance indicates that translation can preserve the style of source text.  The maintaining of style of source text contribute to the high quality of translation.

Abstract

Translation quality assessment is based on the translator’s fulfillment in transferring the message. In the case of translating satire, it must consider adequacy aspects. This paper aims to analyze the translation of satirical utterances using the perspective of relevance theory. Based on this theory, the translation satire and its source expression should result in similar interpretations. The translators are not only required to translate the messages of the satire from the source text (ST) into the target text (TT), but they must also produce interpretative resemblance of the same relevance degree. This research uses qualitative method and aims to analyze the degree of relevance in the translation of satire. The data used satire in Animal Farm and its translation in the Binatangisme novel. The satirical utterance in the ST will be analyzed employing the satire classification. The findings indicate that degree of relevance determines the interpretative resemblance, the similarity of implicated conclusion, and success of communication. The degree of relevance contributes to the translation of satire.
