Abstract

Crimes against humanity in the world are still happening today, this has caused anxiety for the people of that country, as a result they are looking for a safe place to live and seeking protection in certain countries. Indonesia has become one of the destination countries for refugees and asylum seekers, especially for ethnic Myanmar Rohingya refugees, before they get a safe place based on UNHCR recommendations, therefore this study aims to analyze how the Indonesian government's policy towards international refugee migration in Indonesian territory and the process efforts made by Indonesia to tackle the migration of Rohingya refugees to Indonesian territory, especially in the province of Aceh. This study used a qualitative research method with a literature study approach and a case approach and obtained information from informants who were able to provide information related to the case, with the results of the research that the handling of Rohingya refugees in Aceh Province experienced positive progress shown by the Indonesian government. The existence of the Aceh Customary Sea Law or Panglima Laot obliges all fishermen in Aceh to help anyone whose life is threatened at sea. In addition, the people of Aceh have consistently accepted refugees while others have rejected their arrival. That there is solidarity between Muslims, with 98% of the people of Aceh identifying themselves as Muslims. The author also considers that the people of Aceh care more about human rights than the country of origin of the asylum seekers or refugees.

Abstract

This study systematically reviews literature to analyze the factors influencing work motivation and their impact on the productivity of public sector employees in Indonesia. By examining intrinsic and extrinsic motivational drivers, organizational culture, and social-psychological factors, the review highlights how these elements collectively shape employee performance. Intrinsic motivation, including personal satisfaction and self-development, fosters commitment and creativity, while extrinsic motivation through rewards and recognition reinforces work enthusiasm. Organizational factors such as a supportive culture, fairness, and effective communication further enhance motivation and productivity. Social aspects, including interpersonal relationships and social recognition, contribute to a conducive work environment. However, the study also identifies internal and external barriers—such as ineffective leadership, bureaucratic constraints, limited resources, and policy dynamics—that hinder motivation and productivity improvements. The research is limited by its reliance on secondary data from literature, lacking empirical validation through primary data collection. Future studies are recommended to employ mixed-method approaches and incorporate additional variables to provide a more comprehensive understanding of productivity determinants in the public sector. Overall, this review underscores the critical role of multifaceted motivational factors in enhancing public sector employee productivity and offers insights for policymakers and managers aiming to optimize workforce performance in Indonesia.

Abstract

Transformasi digital menjadi faktor kunci dalam modernisasi sektor publik di Indonesia, khususnya dalam pengelolaan sumber daya manusia aparatur sipil negara (ASN). Penelitian ini bertujuan untuk menyajikan tinjauan sistematis mengenai dampak transformasi digital terhadap manajemen SDM aparatur di sektor publik Indonesia. Metode yang digunakan adalah Systematic Literature Review (SLR) dengan analisis tematik terhadap literatur terkait perubahan proses rekrutmen berbasis teknologi digital, pelatihan dan pengembangan kompetensi melalui platform e-learning, sistem penilaian kinerja elektronik, serta perubahan pola komunikasi internal dan keterlibatan pegawai melalui media digital. Hasil sintesis menunjukkan bahwa transformasi digital meningkatkan efisiensi dan transparansi proses rekrutmen, memperluas akses pelatihan yang fleksibel bagi ASN, serta meningkatkan efektivitas penilaian kinerja melalui sistem informasi manajemen SDM berbasis digital. Namun demikian, tantangan budaya organisasi birokratik tradisional masih menjadi hambatan signifikan dalam adopsi teknologi baru. Penelitian ini memberikan rekomendasi strategis untuk memperkuat kapabilitas SDM dan mengembangkan budaya organisasi adaptif guna mendukung percepatan reformasi birokrasi berbasis teknologi di Indonesia.

Abstract

Penilaian kinerja merupakan aspek penting dalam manajemen sumber daya manusia di lembaga pemerintah Indonesia untuk meningkatkan produktivitas pegawai dan akuntabilitas organisasi. Artikel ini melakukan tinjauan literatur sistematis terhadap studi terkait sistem penilaian kinerja di sektor publik Indonesia, dengan tujuan mengidentifikasi model penilaian yang umum digunakan, faktor pendukung efektivitas, serta kendala dalam implementasinya. Hasil tinjauan menunjukkan bahwa model berbasis Sasaran Kinerja Pegawai (SKP) paling banyak diterapkan, didukung oleh faktor seperti pelatihan, teknologi informasi, dan komitmen pimpinan. Namun, tantangan seperti resistensi budaya organisasi dan kurangnya transparansi masih menjadi hambatan utama. Temuan ini memberikan gambaran menyeluruh yang dapat menjadi dasar perbaikan kebijakan manajemen SDM di sektor publik guna mendukung reformasi birokrasi secara berkelanjutan.

Abstract

Passport services are one form of strategic public service in the immigration administration system. This study aims to analyze the implementation of excellent service indicators in passport services in Indonesia, as well as to identify supporting factors, obstacles, and strategies that can be implemented to realize quality public services. This study uses a qualitative approach with a literature study method, reviewing various scientific sources and national policies in the 2015–2025 period. The results of the study indicate that the dimensions of action and ability of officers have been consistently implemented through service digitalization and increasing human resource capacity. However, the dimensions of attitude, attention, accountability, and appearance are not yet optimal in most immigration work units, especially in the 3T region. Supporting factors include HR professionalism, service innovation, and technology adoption, while inhibiting factors include bureaucratic cultural resistance, infrastructure inequality, and low digital literacy of the community. Strategic opportunities lie in accelerating digital transformation through SPBE, strengthening the capacity of the apparatus, community participation in service evaluation, and multi-party collaboration. Thus, realizing excellent passport services requires a transformative approach that integrates technological innovation, strengthening service culture, and governance that is adaptive to public needs.

Abstract

Kegiatan pengabdian masyarakat ini bertujuan untuk memperkuat pemahaman dan internalisasi nilai-nilai Pancasila pada anak-anak usia dini serta meningkatkan kapasitas pendamping lokal melalui metode pembelajaran interaktif dan pelatihan berkelanjutan. Permasalahan utama yang dihadapi meliputi rendahnya pemahaman nilai Pancasila di keluarga kurang mampu, keterbatasan akses pendidikan karakter, serta minimnya sumber dana untuk mendukung kegiatan. Solusi yang dilakukan adalah penerapan media pembelajaran interaktif seperti drama boneka, puzzle, gambar, dan buku ajar; pelatihan fasilitator dan pendamping lokal; serta pengelolaan dana mandiri melalui pengumpulan dan penjualan sampah. Hasil yang dicapai menunjukkan peningkatan pemahaman dan pengamalan nilai Pancasila oleh anak-anak, peningkatan kapasitas pendamping, dan terwujudnya pemberdayaan ekonomi komunitas yang mendukung keberlanjutan program. Kegiatan ini membuktikan efektivitas intervensi edukatif dan pemberdayaan ekonomi dalam membangun karakter bangsa yang berlandaskan Pancasila.

Abstract

Penelitian ini bertujuan menganalisis pengaruh pelatihan soft skill terhadap kesiapan kerja Trauna Muda program studi Administrasi Keimigrasian Politeknik Pengayoman Indonesia. Taruna jurusan Keimigrasian  Politeknik Pengayoman Indonesia yang nantinya akan berkarir sebagai pegawai imigrasi harus memiliki soft skill untuk mempersiapkan diri ketika berada di dunia kerja. Penelitian ini menggunakan pendekatan kuantitaif. Teknik analisis data menggunakan uji regresi linear sederhana dengan sampel penelitian sebanyak 91 orang. Hasil penelitian ini menunjukkan bahwa pelatihan soft skill berpengaruh positif dan signifikan terhadap kesiapan kerja Taruna Muda program studi Adminitrasi Keimigrasian Politeknik Pengayoman Indonesia.

Abstract

This study aims to analyze the simultaneous and partial influence of Officer Interpersonal Communication and Information Technology Utilization on the Quality of Passport Services at South Jakarta Special Class I Non-Checkpoint Immigration Office. The quality of public services in the digital age demands synergy between technological efficiency and the humanism of interaction, which is the background that prompted this research. The method used is a mixed methods approach with data collected from 284 respondents. The regression test results show that both variables positively and significantly influence Service Quality, with a contribution of 87.7%. Partially, the Utilization of Information Technology is proven to be the more dominant factor in determining applicant satisfaction. Nevertheless, descriptive analysis and qualitative findings identified Interpersonal Communication, particularly the aspect of Empathy, as a major weakness most frequently cited by applicants, necessitating specific communication adaptation training. In conclusion, to achieve excellent service, the necessary strategy is a balanced one that leverages technological dominance for efficiency while also investing in improving staff empathy to create supportive and accountable interactions.

Abstract

This study aims to analyze the implementation of collaborative governance in immigration services through a case study of the cooperation between the Immigration Office and the Public Service Mall (MPP). A qualitative approach with a case study method was used to explore the dynamics, challenges, and successes of inter-agency collaboration in the context of public service delivery. The findings indicate that this collaboration improves service effectiveness, shortens processing time, and increases public satisfaction. However, several challenges remain, including inter-institutional coordination, limited technological infrastructure, and differences in organizational culture that must be addressed strategically. This research contributes to the development of collaborative governance in the public sector and highlights the importance of system integration and community participation in building sustainable services.

Abstract

Abstract. The increasing global mobility of foreign citizens encourages Indonesia to continue to activate its immigration policies, especially related to visa regulations. This study aims to qualitatively examine the strengthening of the developing visa policy in Indonesia towards economic growth. Using the library study method, this study explores various academic literature, official data, and comparative studies from other countries to assess how visa policies affect international tourism, foreign investment flows, and cross-cultural interactions. The results of the study show that policies such as Visa on Arrival (VoA), Visa-Free Visits, Second Home Visas, and Golden Visas make significant contributions to economic growth. This study concludes that adaptive visa policies supported by sustainable regulations can be a strategic tool in encouraging inclusive economic growth and strengthening national resilience.Abstrak. Meningkatnya mobilitas global warga negara asing mendorong Indonesia untuk terus mengevaluasi kebijakan imigrasinya, khususnya terkait regulasi visa. Penelitian ini bertujuan untuk mengkaji secara kualitatif implikasi kebijakan visa yang berkembang di Indonesia terhadap pertumbuhan ekonomi. Dengan menggunakan metode studi pustaka, penelitian ini mengeksplorasi berbagai literatur akademik, data resmi, serta studi komparatif dari negara lain untuk menilai bagaimana kebijakan visa memengaruhi pariwisata internasional, arus investasi asing, dan interaksi lintas budaya. Hasil penelitian menunjukkan bahwa kebijakan seperti Visa on Arrival (VoA), Bebas Visa Kunjungan, Second Home Visa, dan Golden Visa memberikan kontribusi signifikan terhadap pertumbuhan ekonomi. Penelitian ini menyimpulkan bahwa kebijakan visa yang adaptif dan didukung regulasi berkelanjutan dapat menjadi alat strategis dalam mendorong pertumbuhan ekonomi inklusif dan memperkuat ketahanan nasional.
