Abstract

during the COVID-19 pandemic. The author conducts a case study of Palu City high school students (SMA). The government has set limits on human mobility to halt the development of the COVID-19 pandemic, which could negatively impact the learning process of students. The COVID-19 pandemic affects kids' educational process, which students in Palu City are also experiencing. Learning occurs both offline and online during the COVID-19 pandemic. This relates to the government's policy on learning during the COVID-19 pandemic. This study employs a qualitative technique in conjunction with a literature review. The author draws on secondary data sources from 25 national journal articles published between 2019 and 2021 to examine the techniques and patterns of learning during the COVID-19 pandemic. The findings of this study indicate that: 1) High school students in Palu City use the Blended Learning system to suit their learning demands during the pandemic by integrating offline and online platforms. 2) The Blended Learning approach has not been used to the full extent possible in the learning process of Palu City's high school pupils. 3) Students do not fully participate in the blended learning process. 4) Inadequate assistance resources available during the online learning process. 5) The practice of teaching high school pupils online through social media platforms such as WhatsApp (WA).

Abstract

Partisipasi masyarakat dalam proses demokrasi adalah fondasi penting untuk menciptakan pemerintahan yang transparan, akuntabel, dan responsif terhadap kebutuhan warga. Namun, di Indonesia, tingkat partisipasi masyarakat masih rendah akibat kurangnya pemahaman dan keterampilan dalam advokasi dan penyusunan kebijakan publik. Untuk mengatasi masalah ini, diadakan pelatihan "Penguatan Demokrasi Melalui Partisipasi Masyarakat: Pelatihan Advokasi dan Penyusunan Kebijakan Publik" pada tanggal 14 Maret 2024 melalui aplikasi Zoom, yang diikuti oleh 29 peserta dari berbagai kalangan. Metode pelatihan meliputi penyampaian materi teoretis, studi kasus, lokakarya praktis, simulasi, diskusi kelompok, dan evaluasi. Hasil pelatihan menunjukkan peningkatan signifikan dalam pengetahuan dan keterampilan peserta, serta terbentuknya jaringan kolaborasi yang kuat. Peserta mampu menyusun rencana advokasi dan policy brief yang efektif. Kesimpulan dari kegiatan ini adalah bahwa pelatihan berhasil memperkuat partisipasi masyarakat dalam proses demokrasi, dengan memberikan pengetahuan dan keterampilan yang dibutuhkan untuk advokasi yang efektif. Hal ini penting untuk menciptakan kebijakan publik yang lebih inklusif dan adil.

Abstract

This study aims to analyze the effect of leadership style and motivation on employee performance in a government institution involving 72 respondents. A quantitative method with multiple linear regression was applied to examine the relationship between independent variables (leadership style and motivation) and the dependent variable (employee performance). The validity and reliability tests indicated that all research instruments were valid and reliable. Classical assumption tests confirmed that the regression model had no issues with multicollinearity, autocorrelation, or heteroscedasticity. Regression analysis revealed that both leadership style and motivation have a positive and significant effect on employee performance, both partially and simultaneously. These findings suggest that improving leadership quality and employee motivation can be an effective strategy to enhance organizational productivity and performance. This research is expected to serve as a valuable reference for management in developing evidence-based human resource management policies

Abstract

Gangguan pertumbuhan dan perkembangan balita, masih menjadi kekhawatiran utama bagi orangtua. Stunting dapat menghambat potensi sumber daya manusia, meningkatkan risiko kesehatan, dan bahkan berkontribusi pada kematian balita. Prevalensi stunting di Kabupaten Majene sebesar 30,5% pada tahun 2023 berdasarkan Survei Kesehatan Indonesia (SKI). Namun, kurangnya akses informasi berbasis digital mengenai kesehatan anak membuat orangtua sering menyepelekan pemantauan pertumbuhan dan perkembangan balita, sehingga terlambat melakukan intervensi. Berdasarkan hasil penelitian yang telah dilakukan pada tahun 2024 dengan judul “The effectiveness of the Primaku Apllication on Parents Behavior in Monitoring the Growth of Toddlers” menunjukkan bahwa terdapat pengaruh yang signifikan dalam penggunaan aplikasi PrimaKu terhadap pengetahuan, sikap dan tindakan orang tua dalam memantau tumbuh kembang balita. Pengabdian ini dilaksanakan di Kelurahan lembang yang bertujuan untuk meningkatkan kesadaran dan kemampuan orangtua dalam menggunakan aplikasi Primaku sehingga terjadi perubahan perilaku positif orangtua dalam memantau tumbuh kembang balitanya. Metode yang digunakan adalah edukasi partisipatif melalui simulasi penggunaan aplikasi Primaku yang diikuti oleh 25 orang tua balita. Kegiatan ini mencakup pre-test dan post-test (pengetahuan, sikap dan tindakan), sesi ceramah, diskusi, demontrasi aplikasi. Hasil pre-test dan post-test menunjukkan peningkatan pengetahuan, sikap dan tindakan orang tua dalam memantau tumbuh kembang balita. Diharapkan para orang tua dapat menggunakan aplikasi Primaku secara mandiri, sehingga terjadi peningkatan dalam perilaku orang tua untuk secara aktif memantau tumbuh kembang balita.

Abstract

This research investigates how employee discipline affects their performance at the Human Resources Development Agency of Maluku Province. Discipline is seen as a key driver that shapes employees’ attitudes, accountability, and professional conduct within the organization. Using a quantitative method, the study examines the link between discipline as the predictor and performance as the outcome. Results reveal that disciplined employees exhibit higher efficiency, adhere to organizational rules, and complete responsibilities reliably. The study emphasizes that fostering discipline is crucial for boosting individual performance and advancing overall organizational productivity, especially in government institutions where structured work behavior underpins effective service delivery.

Abstract

This study examines the effectiveness of One-Stop Integrated Services (PTSP) in a local government context, focusing on service performance dimensions and human resource competencies. A quantitative descriptive survey was conducted among 23 civil servants at the Investment and One-Stop Service Office in Maluku Tengah Regency. The findings indicate that PTSP implementation demonstrates a high level of effectiveness in terms of target accuracy, resource adequacy, process speed, and organizational integration. Employee competencies in communication, time management, problem-solving, and adaptability were found to support service effectiveness. The results highlight the importance of aligning institutional design with human capacity in achieving integrated public service performance. This study contributes empirical evidence from Eastern Indonesia and offers implications for strengthening organizational coordination and capacity-building strategies in local public service institutions.

Abstract

This study analyzes the governance of the 2024 elections in terms of transparency and accountability of the Central Maluku Regency KPU. The results show that the governance of the 2024 elections in Central Maluku Regency, from the perspectives of transparency and accountability, can be described as follows. First, the implementation of the elections in Central Maluku Regency has shown a fairly good level of transparency. This is evident from the openness of information to the public, the involvement of various stakeholders, and the ease of public access to data and the processes of each stage of the elections. The Central Maluku Regency KPU has consistently applied the principle of openness from the stage of updating voter data and recruiting ad hoc bodies to the announcement and recapitulation of voting results. Second, the institutional accountability of the election organizers has been carried out in accordance with applicable regulations, through administrative, financial, and ethical accountability mechanisms supervised by internal and external supervisory bodies such as Bawaslu and DKPP. The performance of the KPU and Bawaslu also shows good synergy in monitoring stages and handling violations, although there are still obstacles in technical aspects, especially in reporting and the consistency of monitoring results documentation. However, strengthening is still needed in information systems, internal supervision, and the technical capacity of organizers in the field. Therefore, recommendations for improvement can be made to strengthen the governance of future elections by strengthening regulations and compliance, optimizing public information disclosure, improving human resource competencies, and strengthening participatory oversight and inter-agency collaboration.

Abstract

This research examines the application of good governance principles in financial management at the BPKAD of Maluku Province, focusing on public participation, transparency, accountability, effectiveness, efficiency, and the rule of law. Conceptually, governance is understood as a collaborative process between the state and non-state actors, with key principles emphasizing transparency, accountability, participation, rule of law, effectiveness, and efficiency. The legal framework refers to Law 17/2003, Law 1/2004, Government Regulation 12/2019, and Minister of Home Affairs Regulation 77/2020. The method used is qualitative, based on interviews, observations, and document analysis, and is analyzed using the interactive model of Miles, Huberman, and Saldana. The study results show that the implementation of good governance has been normatively pursued through the digitization of the financial system, the application of e-budgeting and e-procurement, and BPK supervision. However, practices remain predominantly procedural: low fiscal independence, routine spending dominance, weak audit follow-up, limited public literacy, and participation tends to be formalistic as per Arnstein's concept of tokenism. Obstacles are also related to technological readiness, the apparatus's capacity, and the pattern of incremental budgeting. In conclusion, the regional financial governance in Maluku shows structural progress but is not yet substantively optimal. Strengthening human resource capacity, consistency in law enforcement, expanding participation channels, and accelerating digitalization are necessary to enhance fiscal integrity and promote public financial reform in the context of regional autonomy.

Abstract

This study aims to analyze and explain the Service Innovation at the Regional Revenue Agency of Maluku Province in Increasing Local Revenue. Using in-depth interview data collection techniques with the help of an interview guide. In addition, direct document tracing was conducted while observing, reading, and understanding concepts, to obtain secondary data from work reports, legislation, regional regulations, decrees, and brochures related to the issues faced. The data from this research were analyzed using descriptive qualitative analysis techniques. The research results show that, 1) The Maluku Provincial Bapenda enhances the capacity of ASN human resources, which can support public service innovations, thereby impacting the increase in PAD. 2) The Maluku Provincial Bapenda innovates services to the community thru the digitalization of tax and retribution payments based on online systems, which can increase the community's enthusiasm for paying taxes and retributions, thereby increasing PAD. 3) The Maluku Provincial Bapenda innovates services thru the development of PAD sources, including intensification and extensification, which impacts the increase in PAD. 4) The Maluku Provincial Bapenda innovates services to the community by simplifying the service process, which impacts the increase in the community's willingness to pay taxes and retributions, thereby contributing to the increase in PAD.

Abstract

Purpose of the study: This study aims to examine whether facilities and infrastructure, as well as the competence of health workers, influence community satisfaction at Puskesmas Rumah Tiga in Ambon City Methodology: The study uses a quantitative explanatory approach. Data were collected through questionnaires distributed to 50 patients who received services at Puskesmas Rumah Tiga during the research period. Respondents were selected using accidental sampling, based on their availability at the time of data collection.The questionnaire measured three variables: facilities and infrastructure, health workers’ competence, and community satisfaction. All items were assessed using a five-point Likert scale. The data were analyzed using multiple linear regression with SPSS to determine both partial and simultaneous effects of the independent variables on community satisfaction. Main Findings: These findings make an important contribution to social science by demonstrating how the quality of physical resources and the competence of health workers shape community perceptions of public services. From a social and policy perspective, the results underscore the need for simultaneous investment in infrastructure and human resource development to enhance health service performance, strengthen public governance, and promote inclusive social development through responsive and citizen-oriented service delivery Novelty/Originality of This Study: This study provides empirical evidence from a primary healthcare center in Ambon City, Maluku Province. Research examining similar variables has mostly been conducted in western Indonesia, particularly in Java and Sumatra. Studies focusing on eastern Indonesian urban contexts remain relatively limited.The findings highlight the importance of improving both service facilities and staff competence to enhance community satisfaction. For local health administrators and policymakers, the results suggest that efforts to strengthen infrastructure should be accompanied by continuous improvement of professional competence among health workers.
