Abstract

Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis pengaruh implementasi analisis jabatan terhadap peningkatan kinerja pegawai di Sekretariat Daerah Kabupaten Maluku Tengah. Analisis jabatan mencakup beberapa aspek penting seperti identifikasi tujuan analisis, pengumpulan data, penentuan tanggung jawab, serta pembuatan deskripsi jabatan yang relevan dengan kinerja pegawai. Hasil penelitian menunjukkan bahwa implementasi analisis jabatan memiliki kontribusi yang signifikan dalam meningkatkan kinerja pegawai, yang dapat diukur melalui kuantitas, kualitas, ketepatan waktu, efektivitas, dan kemandirian. Dengan menggunakan analisis regresi, ditemukan bahwa setiap peningkatan 1% dalam implementasi analisis jabatan akan meningkatkan kinerja pegawai sebesar 0.876 poin. Secara keseluruhan, implementasi analisis jabatan dapat menjelaskan 35.8% variansi dalam kinerja pegawai. Hasil ini mengonfirmasi bahwa implementasi analisis jabatan yang baik dan terstruktur dapat meningkatkan kinerja pegawai secara signifikan. Penelitian ini juga memberikan kontribusi terhadap pemahaman pentingnya analisis jabatan dalam organisasi pemerintahan dan dapat menjadi dasar bagi kebijakan pengelolaan sumber daya manusia yang lebih efektif.Kata Kunci: implementasi analisis jabatan, kinerja pegawai, Sekretariat Daerah

Abstract

AbstractMimika regency, Papua has a lot of interesting folkores as well as other regions in Indonesia. The folkore, however, is not used for children’s literature as learning in the school yet. Therefore, the research describes the appropriateness presentation of the structure of Mimika folklore, that is, Biwar Sang Penakluk Naga, with the development of children intelectual. The source of data is written text that contains of folkore. Analysis is conducted by using descriptive qualitative method. The result shows that this folkore appropriates with criteria for assessment of children’s literature, so, it’s worth as a reading source for 7—11 years old of Primary School students. The appropriateness can be seen in a simple story by using linear groove, flat characters which are shown in black and white, and the using of simple vocabularies and sentences. Accordingly, the folkore Biwar Sang Penakluk Naga has moral value, namely patience and braveness that can build children’s character.Keywords: Mimika folkore, intelectual, children literature, character valueAbstrakKabupaten Mimika, Papua memiliki banyak cerita rakyat yang tidak kalah menariknya dengan cerita rakyat lain di Nusantara. Akan tetapi, cerita rakyat tersebut belum banyak dimanfaatkan untuk bahan bacaan anak terlebih sebagai bahan pembelajaran sastra di sekolah. Oleh sebab itu, penelitian ini mengulas kesesuaian penyajian cerita rakyat Biwar Sang Penakluk Naga dengan tahap perkembangan intelektual anak. Sumber data berupa teks tertulis yang berisi cerita rakyat. Analisis dilakukan dengan metode deskriptif kualitatif. Hasil penelitian menunjukkan bahwa cerita ini sesuai dengan kriteria penilaian sastra anak sehingga layak dijadikan sebagai bahan bacaan anak sekolah dasar dengan rentang usia 7—11 tahun. Kesesuaian itu dapat dilihat pada penyajian cerita yang sederhana yang ditunjukkan dengan penggunaan alur linear, tokoh cerita berwatak datar (flat character)yang ditampilkan secara hitam putih, dan pemakaian kosakata dan kalimat yang sederhana. Selain itu, cerita ini mengandung nilai pendidikan karakter, yakni nilai kesabaran dan keberanian yang dapat membentuk karakter anak bangsa.Kata kunci: cerita rakyat Mimika, intelektual, sastra anak, nilai karakter

Abstract

Internal oversight is an important instrument in ensuring accountability and transparency in regional government administration. The Regional Inspectorate, as the Government Internal Oversight Agency (APIP), has a strategic role in overseeing the effectiveness of governance, particularly through follow-up on audit results. This study aims to analyse the implementation of follow-up actions on audit findings by the Inspectorate in Central Maluku Regency and to identify the determining factors that influence it. Using a qualitative approach, data was collected through interviews, documentation, and observation, and then analysed descriptively. .The results of the study show that although the regulatory framework is in place, the implementation of follow-up recommendations has not been optimal. The average follow-up completion rate in Central Maluku Regency is 70-75 per cent, with variations between OPDs. Some OPDs have shown a good response, but others are still below 60 per cent. The implementation of TLHP still faces obstacles in the form of differences in compliance levels between OPDs, which are influenced by the weak commitment of some OPD leaders, limited resources, a lack of technical understanding, and the minimal application of sanctions, where the quality of follow-up is still largely administrative in nature. Factors influencing this achievement include Human Resource Capacity, Internal Administration and Management Systems, Commitment of OPD Leaders, and Sanctions and Rewards (Incentives). These conditions emphasise the importance of strengthening the capacity of the Inspectorate, proactive leadership, and the use of information systems to ensure higher quality and more targeted follow-up, as well as the application of sanctions and rewards, thereby improving the overall accountability and performance of local government. This study confirms that the effectiveness of oversight is not only determined by the quality of audits, but also by political will, organisational culture, and the sustainability of monitoring mechanisms. Therefore, it is necessary to strengthen the capacity of the Inspectorate, apply strict sanctions, and foster a culture of accountability to encourage improvements in local government governance.

Abstract

This Community Service activity focuses on the digitalization of village administration in Waiheru Village, Baguala District, Ambon City, to enhance public service efficiency. Through digitalization, village administrative processes are expected to become faster, more transparent, and more accurate. The implementation of digital systems enables the community to access public services online, reducing reliance on manual systems that are slow and prone to data errors. However, the digitalization process faces several challenges, including limited technological infrastructure, low digital literacy among village officials, and the digital divide within the community. Proposed solutions include digital literacy training, technological infrastructure enhancement, and public outreach initiatives. The expected outcomes include increased community participation in public services, improved accountability, and greater transparency at the village level. This digitalization effort is envisioned as a model for other villages, fostering a more efficient and responsive village governance system that meets the needs of its residents.

Abstract

This research aims to determine the implementation of electronic-based licensingservices through OSS RBA at the Central Maluku Regency PMPTSP Service, and todetermine the factors that hinder and facilitate the implementation of electronic-basedlicensing services through RBA OSS at the Central Maluku Regency PMPTSP Service.The type of research in this research is qualitative research, research informants consistof department heads, licensing services section, RBA OSS operational team and thecommunity. Data collection techniques are carried out through observation, interviewsand documentation. The data analysis technique uses qualitative analysis in the form ofdata reduction, data presentation, data verification and drawing conclusions. Theresearch results found that the implementation of electronic-based licensing services hasbeen implemented through OSS RBA at the PMPTSP Service of Central Maluku Regency.In the licensing of service businesses implemented online, it refers to policy regulations,institutional existence and digitalization. It can be seen that regulations as regulatorypolicies have been implemented in the implementation of services, in accordance with theinstitutions of the PMPTSP Service as well as digitalized service delivery to make iteasier for the public to process permits. There are inhibiting factors that influence theimplementation of electronic-based licensing through OSS RBA at the Central MalukuRegency PMPTSP Service. Overlapping regulatory systems between central and regionalin this case refer to Law Number 23 of 2014 with Government Regulation Number 5 of2021 and document requirements and information and knowledge related to OSS RBA,lack of socialization regarding the OSS-RBA application by the public, lack ofunderstanding of Inconsistency in applicable regulations and OSS RBA maintenance, inthis case the WiFi network used, is an obstacle in improving the quality of publicservices.

Abstract

This study aims to analyze the influence of leadership and human resource development, either simultaneously or partially on the work motivation of employees at the Procurement Section of the Regional Secretariat of South Buru Regency. This research is descriptive by using a quantitative approach so that to support this research activity, the main data collection is carried out by means of a questionnaire. The data analysis of this research used descriptive analysis and multiple linear regression. Based on the results of the analysis, it is known that simultaneously or partially leadership and human resource development affect the work motivation of employees in the Procurement Section of the Regional Secretariat of South Buru Regency.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi e-government melalui Sistem Pelayanan Terpadu Satu Pintu (PTSP-ONLINE). Pendekatan penelitian yang digunakan adalah pendekatan kualitatif yang dilaksanakan selama Agustus-September 2024 di Kantor Wilayah Kementerian Agama Provinsi Maluku dengan focus implementasi e-government melalui Sistem Pelayanan Terpadu Satu Pintu (PTSP-ONLINE). Informan penelitian Dalam penelitian ini adalah pegawai Kantor Wilayah Kementerian Agama Provinsi Maluku yang terlibat langsung dalam implementasi e-government. Hasil penelitian menunjukkan bahwa implementasi e-Government melalui PTSP-ONLINE di Kantor Wilayah Kementerian Agama Provinsi Maluku telah memberikan dampak positif yang signifikan dalam berbagai aspek, yaitu komunikasi, sumber daya, disposisi, dan struktur organisasi; meningkatkan efektivitas koordinasi, pengelolaan sumber daya yang efisien, kesiapan pelaksana kebijakan, dan optimalisasi struktur organisasi, yang secara keseluruhan mendorong pelayanan publik yang lebih transparan, akuntabel, responsif, dan modern.

Abstract

Tujuan penelitian ini adalah untuk menganalisis dan menjelaskan gambaran mengenai kualitas pelayanan pembuatan sertifikat hak milik tanah, serta apa faktor – faktor pendukung dan penghambatnya di Kantor Pertanahan Kota Ambon. Rumusan masalah ini adalah: 1) Bagaimana kualitas pelayanan pembuatan sertifikat hak milik di kantor Badan pertanahan Kota Ambon? 2) Apa faktor – faktor yang mempengaruhi kualitas pelayanan pembuatan sertifikat hak milik tanah di kantor Badan Pertanahan Kota Ambon? Informan penelitian ini berjumlah 10 orang informan. Data dibutuhkan dalam penelitian ini dikumpulkan melalui teknik observasi, wawancara mendalam, dan dokumentasi. Data yang berhasil dikumpulkan dari penelitian ini, diolah dan dianalisis menggunakan teknis analisis kualitatif. Temuan hasil penelitian ini bahwa, kualitas pelayanan pembuatan sertifikat hak milik tanah bagi warga masyarakat yang membutuhkan berada dalam kondisi yang cukup memadai, terutama dari dimensi: tangibles pelayanan, daya tanggap pelayanan, kehandalan pelayanan, dan kredibilitas pelayanan, hal ini dipengaruhi oleh faktor sosialisasi, kesadaran kerja petugas, aturan kerja, dan kemampuan kerja petugas dii Kantor Badan Pertanahan Kota Ambon.Kata Kunci: Kata kunci berisi ide-ide atau konsep dasar yang mewakili bidang yang diteliti.

Abstract

This research aims to find out the Human Resource Development influences on the performance of employees in the Ambon City DPRD Secretariat; to know the organizational culture influence on the employee performance in the Secretariat of Ambon city DPRD; and to learn the development of human resources and the culture of the organization influence the workforce performance in Ambon town DPRD secretariat. The type of research in this study is qualitative descriptive research, with a population and sample of 53 employees (census method). This shows that the DPRD Secretariat gives an opportunity to officials who want to improve education and provide training in accordance with the Tupoxy, and by itself to influence the disadvantage of staff performance. Each employee has demonstrated a high level of work integrity in accordance with the characteristics of the organization, striving to be responsible in work, disciplined and result-oriented, thus contributing to improved employee performance. The development of human resources and organizational culture has influenced the improvement of staff performance in the Secretariat of the DPRD City of Ambon.

Abstract

This study aims to examine and describe the implementation of stunting reduction policies and their supporting and inhibiting factors in Wamsisi Village, Waesama District, South Buru Regency. The data needed in this study was collected through interview, observation and documentation techniques. Data analysis of the results of this study used qualitative descriptive analysis techniques. The results of this study found that an implementation of stunting reduction policy in Wamsisi Village, Waesama District, South Buru Regency is in quite good condition, especially activities to monitor youth growth, provide additional food for youth, organize early stimulus for child development and provide optimal health services. This is influenced by factors of environmental conditions, the relationship between the organization and the character of the implementing institution while the less supportive factor is human resources both in terms of quality and quantity.
