Abstract

This research is entitled Government Strategy in Implementing the Digital Population Identity (IKD) Application by the Cirebon Regency Population and Civil Registration Service in 2022. This research is motivated by the ineffectiveness of the efforts of the Cirebon Regency government, especially the Population and Civil Registration Service, in the outreach carried out to the community as it should be. completed in an appropriate manner regarding the implementation of the Digital Population Identity Application which, if implemented properly, will make it easier for the public to apply for services related to population administration. This research aims to analyze and describe the Government's Strategy in Implementing the Digital Population Identity (IKD) Application by the Cirebon Regency Population and Civil Registration Service in implementing the Digital Population Identity Application (IKD). The research method used is a descriptive method with a qualitative approach. The data obtained comes from research results through literature studies and field studies through observation, interviews and documentation. The objective component is related to the strategic objectives of the Cirebon Regency government in terms of implementing the Digital Population Identity Application. Environmental components, internal and external environmental conditions that contain potential threats in the Cirebon Regency government strategy in implementing the Digital Population Identity Application. Direction component, in its implementation there are directions given by the Cirebon Regency Population and Civil Registration Service to related parties. The action component is carried out by implementing the Digitak Population Identity Application through several programs which will have an impact on improving public services in Cirebon Regency. The learning component has advantages and disadvantages in implementation, so an evaluation is carried out. Based on the research results, it can be concluded that based on the explanation and analysis of the Government's Strategy in Implementing the Digital Population Identity (IKD) Application by the Cirebon Regency Population and Civil Registration Service, it has not been implemented effectively and is still far from optimal.

Abstract

The development of digital technology in the Industrial Revolution 4.0 era has encouraged innovation in education, one of which is through Android-based mobile learning. However, students' mobile learning media use still needs improvement. This research aims to identify special needs in developing physics learning media based on Android applications that can effectively support the teaching and learning process. The method used was a descriptive survey with a mixed-methods approach involving class XI students and high school physics teachers who had implemented technology in learning. Data was collected through questionnaires and semi-structured interviews, which were analyzed thematically and descriptively. The results showed that 90% of students are interested in physics, but 75% find it difficult. As many as 87.5% of students feel more interested when using learning media, and 80% need Android-based applications to increase interest in learning physics. However, only 25% of students have ever used application-based pocketbooks, indicating the low adoption of digital media in physics. This research concludes that developing interactive mobile learning applications that suit student needs and the curriculum is necessary to increase the effectiveness of physics learning. The implications of this research emphasize the need for collaboration between application developers, educators and educational stakeholders to create innovative and relevant learning media. The main recommendation is that schools and educational institutions consider integrating mobile learning applications in the physics curriculum and provide training to teachers to maximize the use of technology in learning.

Abstract

Kondisi sosiologis, kultural, dan historis Kabupaten Cianjur turut memicu adanya tuntutan dan aspirasi tentang implementasi syariat Islam di daerah ini. Dinamika panjang dilalui hingga akhirnya lahir Gerakan Pembangunan Masyarakat Berakhlakul Karimah (Gerbang Marhamah) sebagai wujud implementasi syariat Islam di Kabupaten Cianjur. Periset menggunakan metode kualitatif deskriptif dengan studi literatur sebagai metode pengumpulan datanya dari berbagai literatur relevan. Dalam mengkajinya. periset menggunakan teori implementasi kebijakan yang dikemukakan Merilee S. Grindle. Hasilnya dapat dilihat bahwa dalam dimensi isi kebijakan, inisiasi Gerbang Marhamah tidak luput dari adanya kepentingan yang melandasinya; Gerbang Marhamah bermanfaat sebagai pedoman kehidupan untuk mengurangi kemaksiatan untuk membentuk masyarakat yang baldatun thayyibatun wa rabbun ghafur (Cianjur Sugih tur Mukti islami); Namun, pengambilan keputusan dalam perumusannya tidak melibatkan semua pihak; Pelaksana program yaitu pemerintah Kabupaten Cianjur dengan dibentuk LPPI (Lembaga Pengkajian dan Pengembangan Islam); Sumber dayanya didukung dengan potensi yang dimiliki Kabupaten Cianjur. Sedangkan dalam konteks implementasi, Gerbang Marhamah tidak luput dari adanya pengaruh political will pemimpinnya, seiring dengan dinamika dalam implementasinya; Karakteristik institusi dan rezim cenderung mementingkan kepentingan masyarakat seiring adanya komitmen pemerintah yang dibentuk; Respon masyarakat dinilai baik seiring dengan gerbang marhamah yang berdampak pada kemajuan karakter. Namun, implementasi kurang menjawab maksud sebagaimana hakikatnya. Hal itu juga tak luput dari dampak Gerbang Marhamah yang tidak menerapkan sanksi, seiring hanya seruan sebagai bentuk gerakan moral. Kendati demikian, seharusnya pelaksana program memikirkan langkah solutif untuk efektivitas implementasinya kedepannya, sehingga dapat mencapai tujuan sesuai hakikat diinisiasinya Gerbang Marhamah.

Abstract

Penelitian ini bertujuan untuk menggambarkan perencanaan komunikasi pemerintahan dalam pengelolaan konten media sosial di Dinas Komunikasi dan Informatika (Diskominfo) Provinsi Jawa Barat. Fokus utama penelitian ini adalah untuk mengetahui prosedur pembuatan konten media sosial, mengevaluasi kesesuaian prosedur tersebut dengan peraturan Presiden Nomor 9 Tahun 2015 tentang Pengelolaan Komunikasi Publik, mengidentifikasi strategi yang dapat diterapkan untuk meningkatkan daya tarik konten yang disajikan. Metode yang digunakan adalah deskriptif kualitatif, dengan pengumpulan data primer melalui wawancara dan data sekunder melalui dokumentasi dan studi literatur. Jumlah informan yang terlibat dalam penelitian ini sebanyak dua orang yang ditentukan berdasarkan purposive sampling. Hasil penelitian menunjukkan bahwa prosedur pembuatan konten di Diskominfo Provinsi Jawa Barat dimulai dari penyusunan materi oleh content creator, dilanjutkan dengan proses editing dan revisi oleh pimpinan, serta akhirnya dipublikasikan oleh admin media sosial. Meskipun prosedur ini sudah terstruktur, terdapat ketidakjelasan dalam arahan yang menyebabkan ketidaksesuaian antara konten yang dihasilkan dengan pedoman yang berlaku. Untuk meningkatkan daya tarik konten, diperlukan strategi komunikasi yang lebih terarah, seperti penggunaan bahasa yang ringan dan visual yang menarik bagi audiens. Selain itu, perlu adanya penyusunan panduan konten yang lebih rinci, keterlibatan lebih banyak stakeholder dalam proses pembuatan konten, penyesuaian bahasa dengan karakteristik audiens, dan evaluasi berkala untuk meningkatkan efektivitas komunikasi publik. This study aims to describe government communication planning in managing social media content at the Communication and Informatics Agency (Diskominfo) of West Java Province. The primary focus of this research is to examine the procedures for creating social media content, evaluate their alignment with Presidential Regulation Number 9 of 2015 on Public Communication Management, and identify strategies to enhance the appeal of the presented content. The study employs a qualitative descriptive method, collecting primary data through interviews and secondary data through documentation and literature review. The research involves two informants selected through purposive sampling. The findings indicate that the content creation process at Diskominfo West Java begins with material preparation by content creators, followed by editing and revision by the leadership, and ultimately published by social media administrators. Although the procedure is structured, there is a lack of clear direction, leading to inconsistencies between the produced content and the applicable guidelines. To enhance content appeal, a more targeted communication strategy is needed, such as using simple language and engaging visuals tailored to the audience. Additionally, developing more detailed content guidelines, involving a broader range of stakeholders in content creation, adjusting language to audience characteristics, and conducting regular evaluations are essential to improving the effectiveness of public communication.

Abstract

Penyelenggaraan kehumasan di pemerintah merupakan faktor penting untuk mencapai tujuan komunikasi organisasi, baik dalam memperkenalkan program, kebijakan, maupun citra positif di masyarakat. Di lingkungan Pusat Pelatihan dan Pengembangan Pemetaan Kompetensi Aparatur Sipil Negara, kehumasan bertanggung jawab dalam memberikan informasi mengenai Core Values dan Employer Branding bagi ASN. Unjuk kerja ini bertujuan untuk menganalisis penyelenggaraan kehumasan di Puslatbang PKASN LAN RI dalam menyampaikan informasi tentang Core Values dan Employer Branding ASN, mengidentifikasi hambatan serta pendukung dalam proses komunikasi berdasarkan teori efektivitas, dan mendeskripsikan strategi komunikasi yang efektif untuk meningkatkan penyampaian informasi tersebut. Unjuk kerja ini menggunakan metode deskriptif dengan menggunakan pendekatan observasi, studi pustaka, serta analisis teori dan regulasi yang relevan. Teori implementasi Edward III digunakan sebagai kerangka analisis untuk menilai keberhasilan kebijakan berdasarkan empat indikator utama, yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Hasil dari unjuk kerja ini menunjukkan bahwa masih terdapat tantangan dalam aspek konsistensi komunikasi dan keterlambatan penyebaran informasi akibat koordinasi antar unit yang kurang optimal. Implementasi strategi yang dilakukan diharapkan dapat memperkuat pemahaman ASN terhadap Core Values dan Employer Branding, serta meningkatkan efektivitas komunikasi di lingkungan pemerintahan. The implementation of public relations in the government is an important factor in achieving organizational communication objectives, both in introducing programs, policies, and a positive image in the community. Within the Training and Development Center for Competency Mapping of State Civil Apparatus, public relations is responsible for providing information about Core Values and Employer Branding for ASN. This performance aims to analyze the implementation of public relations at Puslatbang PKASN LAN RI in conveying information about ASN Core Values and Employer Branding, identify barriers and supporters in the communication process based on effectiveness theory, and describe effective communication strategies to improve the delivery of information. This performance uses a descriptive method using an observation approach, literature study, and analysis of relevant theories and regulations. Edward III's implementation theory is used as an analytical framework to assess policy success based on four main indicators, namely communication, resources, disposition, and bureaucratic structure. The results of this performance show that there are still challenges in the aspects of communication consistency and delays in information dissemination due to less than optimal coordination between units. The implementation of the strategy carried out is expected to strengthen ASN's understanding of Core Values and Employer Branding, and increase the effectiveness of communication in the government environment.

Abstract

The aim of this study is to investigate the implementation of the Triangle of Education, a holistic learning framework that integrates spirituality, entrepreneurship, and technology with traditional knowledge. The study examines the transformation of the educational landscape, focusing on its impact on pedagogy, curriculum design, assessment, and resource allocation. Methodologically, the research involves an extensive review of educational literature, analysis of curricular changes in institutions that have adopted the Triangle of Education, and surveys and interviews with educators, students, and stakeholders. The findings reveal that the Triangle of Education presents a paradigm shift in education. It equips students with not only academic knowledge but also moral values, adaptability, and self-reliance. The study underscores the importance of teacher training, curriculum redesign, innovative assessment tools, and resource allocation to ensure the successful implementation of this framework. The research holds promising prospects for the future, as the Triangle of Education has the potential to revolutionize the educational landscape, reduce youth unemployment, and create a workforce capable of innovation and economic contribution. This study contributes to the ongoing discourse on redefining education to meet the evolving demands of the 21st century.

Abstract

This article discusses the leadership of the Khulafaur Rashidin, namely the reigns of Abu Bakr, Umar bin Khattab, Uthman bin Affan, and Ali bin Abi Talib, from the appointment of the caliph to the leadership period and the end of the caliphate, using qualitative methods and review paper research. The results of this study indicate that the caliphs considered the best are Abu Bakr for his constancy, Umar for his firmness, Uthman for his success in writing the Quran and the rebellion at the end of his leadership, and Ali for suppressing the rebellion with a strong spirit.

Abstract

Administrasi kepegawaian yang efektif membutuhkan proses berkelanjutan dan penuh kesungguhan. Salah satu inovasi dalam E-Government dari pemerintah Sumedang yaitu menciptakan aplikasi E-Office Sumedang dalam meningkatkan efektifvitas dalam pelayanan administrasi kepegawaiannya, meningkatkan produktivitas dan kesejahteraan ASN, mendukung pencapaian tujuan organisasi, dan menciptakan lingkungan kerja yang stabil dan motivatif, yang konsisten mendukung visi dan misi organisasi. Namun, dalam pelaksanaannya belum optimal karena tidak adanya panduan aplikasi, sering mengalami bud dan error, dan fitur yang belum dimanfaatkan secara optimal. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan metode deskriptif. Pengumpulan data dilakukan dengan wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa peran DPMPTSP Kabupaten Sumedang dalam melakukan pelayanan administrasi kepegawaian ditinjau dari elemen Support masih memiliki kekurangan yang berkaitan dengan sosialisasi, pada elemen Capacity belum cukup optimal, karena bug dan error seringkali terjadi saat presensi jam masuk, pada elemen Value E-Office Sumedang dinilai menjadi suatu implementasi yang baik karena mampu mempercepat proses pelayanan administrasi dan pelaporan kinerja. Dengan kondisi tersebut, penulis menyimpulkan bahwa efektivitas E-Government dalam pelayanan administrasi kepegawaian melalui aplikasi E-Office Sumedang di DPMPTSP Kabupaten Sumedang belum mencapai pada tahapan perwujudan penerapan dan pengembangan E-Government yang sukses dan optimal. Penulis menyarankan agar DPMPTSP mengadakan pelatihan rutin dan workshop bagi seluruh ASN, meningkatkan kapasitas server maupun hosting, penerapan Server Redundancy, Failover mechanisms, pembentukan tim yang khusus menanggapi keluhan E-Office Sumedang. Effective personnel administration requires a continuous and serious process. One of the innovations in E-Government from the Sumedang government is creating the Sumedang E-Office application to improve the effectiveness of its personnel administration services, increase the productivity and welfare of ASN, support the achievement of organizational goals, and create a stable and motivating work environment, which consistently supports the vision and mission of the organization. However, in its implementation, it has not been optimal because there is no application guide, it often experiences bugs and errors, and features that have not been optimally utilized. The research method used is a qualitative approach with a descriptive method. Interviews, observations, and documentation were carried out data collection. The results of the study indicate that the role of the Sumedang Regency DPMPTSP in carrying out personnel administration services in terms of the Support element still has shortcomings related to socialization, the Capacity element is not optimal enough, because bugs and errors often occur when clocking in, in the Value element Sumedang E-Office is considered to be a good implementation because it can accelerate the process of administrative services and performance reporting. With these conditions, the author concludes that the effectiveness of E-Government in personnel administration services through the E-Office Sumedang application at the DPMPTSP of Sumedang Regency has not reached the stage of realizing the implementation and development of successful and optimal E-Government. The author suggests that DPMPTSP hold routine training and workshops for all ASNs, increase server and hosting capacity, implement Server Redundancy and failover mechanisms, and form a team specifically to respond to complaints from E-Office Sumedang.

Abstract

Pembuatan surat dinas yang sesuai dengan aturan tata naskah dinas sangat penting untuk mewujudkan keseragaman surat dinas. Apabila surat dinas dibuat tanpa memperhatikan aturan tata naskah dinas, maka dapat timbul berbagai permasalahan seperti ketidakseragaman, ketidakrapihan, dan retan terhadap pemalsuan dokumen naskah dinas. Penelitian ini bertujuan untuk menganalisis kesesuaian Pergub Jabar No. 30/2018 dan Pergub Jabar No. 11/2022 terhadap enam buah surat dinas yang dikeluarkan oleh Bidang Sekretariat Diskominfo Jabar. Metode yang digunakan dalam penelitian ini adalah metode kualitatif deskriptif dengan menggunakan data sekunder surat-surat yang dikeluarkan oleh Bidang Sekretariat Diskominfo Jabar di tahun 2024. Kemudian, analisis dilakukan secara legalistik dengan memperhatikan lima aspek yang mencakup kesesuaian format dan kelengkapan bagian, kesesuaian kop, penomoran, pengetikan, dan penandatanganan surat. Hasil penelitian ini menunjukkan adanya ketidaksesuaian surat dinas terhadap format, kesesuaian kop, dan pengetikan surat. Tetapi terdapat beberapa aspek yang telah sesuai aturan tata naskah dinas, antara lain kelengkapan bagian, aspek penomoran, dan penandatanganan surat sebagaimana telah diatur dalam Pergub Jabar No. 30/2018 dan Pergub Jabar No. 11/2022. Making official letters by the rules of official scripts is very important to realize the uniformity of official letters. If official letters are made without paying attention to the rules of official scripts, various problems can arise such as non-uniformity, untidiness, and susceptibility to falsification of official script documents. This study aims to combine the conformity of West Java Governor Regulation No. 30/2018 and West Java Governor Regulation No. 11/2022 with six official letters issued by the West Java Diskominfo Secretariat Division. The method used in this study is a qualitative descriptive method using secondary data from letters issued by the West Java Diskominfo Secretariat Division in 2024. Then, it is carried out legally by paying attention to five aspects: conformity of format and completeness of sections, conformity of letterhead, numbering, typing, and signing of letters. The results of this study indicate that there is a non-conformity of official letters to the format, conformity of letterhead, and typing of letters. However, several aspects are by the rules of official scripts, including completeness of sections, numbering aspects, and signing of letters as regulated in West Java Governor Regulation No. 30/2018 and West Java Governor Regulation No. 11/2022.

Abstract

Kelompok Taruna Tani Jajaka Bertani dari Pondok Pesantren Al-Qur’an Al-Bayum memiliki beberapa permasalahan, yaitu masih terlalu mudanya anggota kelompok tani, tidak berjalannya penyuluh pertanian untuk kelompok tani, kurangnya motivasi dari anggota untuk bertani, dan kurangnya pengetahuan diri mengenai pertanian dan keorganisasiannya, serta kurang tepatnya pola pikir dari kelompok ini yang hanya menjadikan hasil dari kelompok tani untuk konsumsi sendiri padahal seharusnya kelompok tani memasarkan hasil taninya untuk khalayak banyak. Oleh karena itu, dilakukanlah beberapa sosialisasi untuk mengatasi masalah tersebut. Metode pengambilan data yang digunakan adalah observasi dan interview. Metode pelaksanaan dari kegiatan ini adalah dengan cara sosialisasi dan praktik secara langsung. Diketahui dari hasil sosialisasi dan asesmen yang dilakukan menjadikan setiap anggota menjadi sadar akan pentingnya keempat elemen yang disosialisasikan demi keberlangsungan kelompok tersebut. Kegiatan yang dilakukan selama PPM membuat setiap anggota dari Kelompok Taruna Tani Jajaka Bertani menerapkan kebiasaan yang dipraktikkan pada setiap harinya.
