Abstract

This research analyzes the deployment of Terminal High Altitude Area Defense (THAAD) in South Korea’s foreign policy and its impact on relations with China. The study examines why South Korea took a compromising approach through the Three No’s Policy despite implementing the THAAD system as a deterrence against North Korea. Through James Rosenau’s Foreign Policy Theory with five factors (systemic, societal, governmental, idiosyncratic, and role sources), this research fills a gap in literature on decision-making dynamics in East Asian security dilemmas. The study employs qualitative methods with case study analysis, relying on primary and secondary sources including policy documents, official government statements, and bilateral economic data. Results indicate that economic dependence on China and domestic pressure became dominant factors in South Korea’s compromising decision, outweighing considerations of alliance with the United States. These findings imply that in an era of economic interdependence, even countries facing direct security threats may be forced to balance security interests with economic concerns.

Abstract

This article examines the role of Islamic Relief in supporting Palestine from the perspective of the Transnational Advocacy Network. The conflict in Palestine, particularly in Gaza, raises the central question of how non-governmental actors contribute to global advocacy efforts amid the large-scale civilian suffering. The article is based on qualitative research, utilizing a literature review as a data collection technique, with constructivism as the theoretical framework. This study positions Islamic Relief as a transnational humanitarian organization whose work is shaped and rooted in Islamic values. The findings showed that the efforts to address the crisis in Gaza are carried out by Islamic Relief, not only by delivering direct social assistance but also by mobilizing public awareness through their online platforms. By prioritizing narratives of humanity and global justice, Islamic Relief attempts to strengthen the international advocacy network supporting Palestine. From a constructivist perspective, Islamic Relief becomes an actor who shapes global response to the current situation in Gaza that leads to genocide. Thus, this study highlighted Islamic Relief's role in building global solidarity for Palestine, based on an interpretation of core Islamic values that require the organization to go beyond mere aid and actively engage in transnational advocacy.

Abstract

This research aims to examine human trafficking along the Indonesia–Malaysia border in Kalimantan and analyze how bilateral cooperation in border management addresses this issue. Using a qualitative descriptive approach within a normative legal framework, the study finds that human trafficking in Kalimantan is driven by several key factors, including geographic location, cultural ties, economic pressures, and government policies. Border areas such as Entikong, Aruk, and others are particularly vulnerable due to their proximity to Malaysia and strong cross-border ethnic connections. Economic factors, especially limited job opportunities in Kalimantan, push Indonesian migrant workers to seek employment in Malaysia, which offers better income and work options. Government policies, including ratification of international conventions and the establishment of a Task Force, face challenges in implementation. Effective handling of human trafficking requires strong cooperation between Indonesia and Malaysia, including joint patrols, intelligence sharing, joint training programs, collaboration with NGOs, and the development of operational protocols to strengthen border management and protect vulnerable populations.

Abstract

Climate change causes devastating socio-economic and environmental effects. Developing countries like Kenya that contribute little to global greenhouse emissions are disproportionately affected. This paper explores how Kenya’s environmental diplomacy at the United Nations Environment Programme (UNEP) contributes to mobilisation of climate adaptation finance. The study is guided by concepts of environmental diplomacy and climate finance, utilizing qualitative research methods through semi-structured interviews and documentary analysis. The findings demonstrate that through environmental diplomacy at UNEP, Kenya strengthens diplomatic visibility, builds coalitions and global partnerships that would indirectly increase the chances of securing climate finance. Nonetheless, some drawbacks hinder the transformation of Kenya’s diplomatic leverage into concrete financial outcomes. These include geopolitics, institutional separation of UNEP and United Nations Framework Convention on Climate Change (UNFCCC), competition, bureaucracy and national institutional capacity. This research contributes to academic discourse on environmental diplomacy, affirming that to effectively mobilise climate finance, a country must balance between diplomacy, reinforcing national institutions and engagement with global governance structures.

Abstract

This paper analyses the World Bank initiatives in promoting its role in decentralizing climate finance through the Financing Locally-Led Climate Action (FLLoCA) and the Kenya Climate-Smart Agriculture Project (KCSAP) in Lamu County, Kenya. A qualitative case study is used to examine the substantial tension between the Bank's perception of its institutional function, its actual bureaucratic performance, and the pressing demands, through the intersection of Function of Role Theory and Climate Resilience Theory. A significant implementation gap is revealed from the empirical findings, highlighting that the creation of the local ward committees in the projects purportedly regularizes climate governance. However, the strict procurement regulations provided by the Bank, systemic delays in the release of funds, and strict environmental standards have compromised local sovereignty. Misplaced expectations are frequently encounters through these efforts and the occurrence of elite capture, hindering marginalized groups from cultivating genuine and transformative resilience. This paper concludes that the international development finances must abandon rigid technological imposition in favour of adaptable funding models and genuinely integrate local survival knowledge to thrive in extremely fragile socio-ecological zones.

Abstract

This article aimed to analyze violations through sexual violence committed by United Nations (UN) peacekeeping forces in conflict areas, focusing on the causal factors and the lack of legal accountability for the perpetrators. Using a qualitative descriptive method and compliance theory, this study revealed that the non-compliance of UN peacekeeping forces with their mandate and international law occurred at the organizational structural level, caused by weak accountability mechanisms and legal immunity granted to the perpetrators. The research findings showed that sexual violence committed by UN peacekeeping forces was not merely individual violations, but demonstrated systemic organizational failure in preventing, supervising, and holding accountable for such actions. This research emphasized the need to strengthen the enforcement of international legal systems and accountability mechanisms for perpetrators of sexual violence in conflict areas to address the root causes of organizational non-compliance.
