Abstract

The development of Human Resources (HR) in Regional Government (Pemda) is crucial for effective and responsive governance. This study delves into government policies on HR development for local government apparatus from a professionalism perspective. Using a qualitative approach and case study method, the research analyzes field data, documents, and interviews with decision-makers like regional apparatus heads. Data was collected through in-depth interviews, policy document analysis, and direct observation. The findings reveal that despite supportive policies, the professionalism of local government officials remains below expectations. Challenges such as budget constraints, limited managerial capacity, and employee resistance to change hinder the effectiveness of HR development policies. The gap between HR development programs and work professionalism highlights the need for better policy supervision, evaluation mechanisms, and increased stakeholder participation in decision-making. This study underscores the necessity of strong political commitment and a holistic approach to achieve desired HR development outcomes in Regional Government.

Abstract

Teaching methods play an important role in achieving educational goals, including in modern Islamic education. However, in practice, there are a number of problems faced by educators. With a literature study approach, this paper aims to identify and analyze various challenges that arise in the application of teaching methods in modern Islamic education, such as the gap between the curriculum and social reality, the dominance of conventional teaching methods that are less interactive, and the limited use of technology. The influence of globalization and technological developments also affect student learning patterns and pose new challenges in maintaining Islamic identity and values. To overcome these problems, innovation is needed in teaching methods, integration of technology in learning, alignment of the curriculum with the needs of the times, and improvement of the quality of educators. Thus, modern Islamic education can be more relevant and effective in forming a generation of Muslims who are noble, intelligent, and able to compete in the global era.

Abstract

The rapid development of information and communication technology has significantly impacted various aspects of life, including Islamic education. This paper aims to design a future model of Islamic education that integrates advancements in technology, artificial intelligence (AI), Web3, and the metaverse. The research method used is a literature review with a qualitative approach. The findings indicate that technology can enhance accessibility, interactivity, and personalization in Islamic education, while AI supports adaptive learning and educational data analysis. Web3 offers decentralization and data security, and the metaverse enables immersive and collaborative learning environments. The implications of this study highlight the need for a curriculum responsive to technological advancements, teacher training, and adequate technological infrastructure to support the implementation of Islamic education in the digital era.

Abstract

In the era of globalization, developing teachers' digital competence has become a significant challenge, particularly in the context of Islamic education, which must remain relevant to current advancements. This study aims to identify the problems and challenges in developing digital competence among teachers in Islamic educational settings in the globalization era. The research methodology used is library research, where primary and secondary data were collected from various books, journals, and literature related to digital competence and its relevance to Islamic education. The results show that while technology plays an essential role in enhancing the effectiveness of learning, many teachers in Islamic education still face challenges such as lack of training, limited access to technology, and resistance to change. This study recommends strengthening online-based training, improving technology infrastructure, and fostering collaboration with technology institutions to bridge the digital divide. This approach will help enhance teachers' professionalism and maintain the relevance of Islamic education in the digital era.

Abstract

The era of globalization, which has shaped the modern world, has influenced the education sector with various issues that have significantly transformed society, schools, educators, and students. In the Islamic education sector, globalization presents unique challenges for educators or teachers to demonstrate the relevance of Islamic educational institutions, which emphasize the inculcation of religious values and the development of noble character in their students. To understand the changes and issues affecting Islamic education and to identify the impact of globalization on teachers, this article is compiled using a literature review approach to provide broad and comprehensive descriptive results. From the exploration of several sources and literature, it is found that there are several challenges faced by Islamic education in the global era, such as conformism, the dichotomy between faith-based and scientific knowledge, changes in educational orientation, as well as moral and personality crises. These challenges urge teachers to continually be able and ready to equip themselves with a correct and profound understanding of religion, along with mastery of science and technology, in order to keep pace with the advancement of an information-based and digital society. This can be achieved by instilling the right understanding and practice of Islamic values while being adaptive, responsive, and innovative in addressing changes, namely by balancing globalization with the correct acquisition of knowledge and the use of technology for educational development.

Abstract

Islamic Religious Education (PAI) plays a vital role in building the character of the millennial generation, who face significant challenges in the digital era, such as the influence of global culture, low digital literacy, and the spread of negative information on social media. This study employs a qualitative method with in-depth analysis of various literature sources and social contexts. The findings indicate that PAI can provide a strong moral foundation for young people through understanding Islamic values, fostering noble character, and increasing spiritual awareness. However, millennials often struggle to internalize religious teachings due to exposure to foreign cultures that contrast with Islamic values. Other challenges include a dependency on technology, which has the potential to reduce their mental resilience. In conclusion, adaptive strategies are needed, such as integrating technology in learning, professional development for teachers, and digital ethics education to help millennials navigate the complexities of the digital era without losing their identity and moral integrity.

Abstract

Community-based out-of-school education has emerged as a strategic alternative to improve access to education, especially for communities underserved by the formal education system. Despite its great potential, it faces various challenges, including lack of government support, limited resources and negative stigma. This article aims to identify the meaning, forms, challenges and strategies to improve the effectiveness of community-based out-of-school education. The research method used in this study uses the library research method, which is research based on processed manuscripts (manuscript studies), facts and primary and secondary data (supporting data) related to the focus of the research, namely on community-based out-of-school education. To analyze the manuscript by using the content analysis approach, and questioning the content of the manuscript with experts in their fields. The result of this research is that there are several challenges in implementing community-based out-of-school education. Among them are lack of government support, limited resources, lack of public awareness, negative stigma, lack of collaboration, and challenges in evaluation. Therefore, collaboration between various parties and effective strategies are needed to increase participation and quality of out-of-school education, so that it has a positive impact on society.

Abstract

This research analyzes the equality of access to education in three ASEAN countries: Indonesia, Malaysia, and Brunei Darussalam. Each country faces different challenges and adopts distinct strategies to achieve equitable access to education for all its citizens. Brunei Darussalam stands out with its comprehensive free education system, well-distributed infrastructure, and strong support for inclusive education and technology. Malaysia has made progress with free education and financial assistance but still struggles with digital divides and infrastructure gaps in remote areas. Indonesia faces the greatest challenges due to its vast geography and regional disparities, despite implementing various programs such as the 12-Year Compulsory Education Program and the Smart Indonesia Card (KIP). Overall, Brunei excels in implementing more equitable education policies, while Malaysia and Indonesia still need improvements in infrastructure distribution, access to technology, and support for students with special needs.

Abstract

The Islamic religion has a position as rahmatan lil 'alamin, which is a pillar of moral civilization for the sake of sustainability in today's contemporary era. Handling various contemporary issues requires a comprehensive view/mindset that can provide an example and positive attitude to the new generation, especially postgraduate students of the Islamic Religious Education Study Program as carriers of a new generation of Islam who are superior in morals and manners. The aim of the research is to understand contemporary issues in Islamic education by describing problems, perspectives and problem systems accompanied by solutions. The research targets are students of the Islamic Religious Education (PAI) study program in particular and Muslims in general. The data collection technique is carried out through factual documents in the form of scientific journals, textbooks and trusted news websites. The data analysis technique uses qualitative descriptive analysis by describing information about contemporary Islamic education issues that arise and develop in everyday society. The location of this research is the Mamba'ul Ulum Islamic Institute Campus, Surakarta City with the subjects being postgraduate students of the Islamic Religious Education Study Program for the 2024/2025 academic year. Data collection uses in-depth interviews. The results of the research show that students know contemporary terms and how to deal with the world of contemporary education so that they are the right group to face the issues of Islamic education in that era. Contemporary Islamic education has crucial issues because it concerns the existence of morals and deep paradigms regarding the quality of deepening and practicing education according to the Al-Qur'an and Hadith in the current era of advanced technology. The presence of Islamic religious education and the issues that occur can give us wisdom that every era will have its challenges and be accompanied by concrete everyday solutions in accordance with Islamic principles.

Abstract

The world of education in Indonesia is still riddled with various problems. These problems lie in the input, process or output of educational institutions. This must be addressed immediately and solutions must be sought to create a more qualified national education. These problems can only be solved with the participation of all parties involved in the education system, such as parents, teachers, principals, the community, and also the students themselves. This study uses a descriptive qualitative method with a case study approach. Data were collected through literature studies and document analysis. Problems in the education system can occur in the input, process or output of an educational institution. The following are some problems that often occur in educational institutions based on the division of educational flows in an institution: a) Problems in input: lack of synergy between parents and institutions, b) Problems in the process: changes in the curriculum that burden teachers with administration and lack of time to educate, c) Problems in output: there are school alumni who have not been able to compete in the world of work or education. In the input of the education system, parents must be involved in educating their children as future leaders. In the process, namely within the scope of the school, a culture of organization, socialization and good character must be held. Teachers must actively educate and should prioritize character education rather than just delivering material or filling administrative duties. At the output of the education system, alumni or graduates must be active, creative, and persistent at the next level or in the world of work. People who think creatively tend to be more able to survive in unpleasant conditions and situations.
