Abstract

Transformed modern governance, particularly through the implementation of government chatbots as a public policy instrument. This study employs a literature review method with Winter’s Policy Implementation Model framework to analyze the opportunities and challenges of adopting government chatbots in Indonesia. The analysis reveals that successful implementation depends heavily on strong inter-organizational collaboration, readiness of lower-level bureaucracy, and digital literacy and access among target communities. Key challenges include limited digital infrastructure, technological access disparities, low human resource competencies, and regulatory and ethical issues concerning privacy and algorithm transparency. A comprehensive implementation strategy involves strengthening national data integration, enhancing human resource capacity, adaptive regulation, multi-stakeholder collaboration, and prioritizing digital security and sovereignty. AI implementation via government chatbots has the potential to revolutionize public governance towards inclusive, efficient, and responsive smart governance. The main challenges include limited digital infrastructure, unequal access to technology, low human resource competency, as well as regulatory and ethical issues related to privacy and algorithm transparency. A comprehensive implementation strategy includes strengthening national data integration, increasing human resource capacity, adaptive regulations, multi-party collaboration, as well as prioritizing digital security and sovereignty. The implementation of AI through government chatbots has the potential to revolutionize public governance towards smart governance that is inclusive, efficient and responsive to community needs. This research concludes that with the right strategy, the implementation of chatbot government can be optimized to support Electronic-Based Government Systems (SPBE) and accelerate the realization of more responsive and efficient public administration in Indonesia.

Abstract

The implementation of ETLE is a police innovation in enforcing traffic laws that utilizes information technology (CCTV cameras) to record violations automatically. This is done to minimize direct interaction between officers and violators, reduce the practice of illegal levies (extortion), and increase transparency. This research discusses how to implement the ETLE system as part of E-Government from a good governance perspective such as accountability, transparency, effectiveness and efficiency in public services and law enforcement. This research aims to analyze the implementation of the Electronic Traffic Law Enforcement (ETLE) system and the challenges faced in realizing the principles of good governance in Indonesia, such as transparency, accountability, effectiveness and efficiency. The implementation of ETLE is part of bureaucratic reform and technology-based traffic law enforcement efforts to reduce direct interactions between officers and violators, which have historically been prone to the practice of illegal levies (extortion). This research uses a descriptive qualitative approach, by collecting data through literature study, observation, and interviews with relevant stakeholders (Polri, Transportation Service, and the community. The research results show that ETLE has great potential in increasing accountability and transparency of law enforcement through clear and systematic digital documentation. This is in line with the principles of good governance. However, in its implementation, there are a number of significant challenges. These challenges include: 1) Infrastructure requirements and large costs, 2) Digital inequality, 3) Identification of violators, 4) Coordination between agencies, 5) Compliance and community culture. This research concludes that although ETLE is a step forward towards good governance in public services, stronger government commitment is needed in improving infrastructure, regulations, outreach and coordination to overcome these challenges effectively.

Abstract

Effective public administrative governance requires a clear, structured, and accountable system of work organization, particularly in the management of state finances. One administrative activity that has direct implications for public financial accountability is official travel undertaken by civil servants. In practice, the verification process of official travel documents still frequently encounters administrative problems, such as incomplete documentation, repeated revisions, and suboptimal work coordination, which in turn lead to delays in administrative completion and budget disbursement. These conditions indicate that issues in the verification of official travel documents are not solely related to regulatory compliance, but are also closely linked to the organizing function within public organizations. This study aims to analyze the governance of official travel document verification from the perspective of the organizing function in public organizations. The research adopts a qualitative approach with a descriptive method. Data sources consist of primary and secondary data obtained through in-depth interviews, observation, and documentation. The study involved eight informants selected purposively based on their roles and involvement in the official travel document verification process. Data analysis techniques included data reduction, data presentation, and conclusion drawing. The results show that the governance of official travel document verification has generally been implemented quite well, particularly in terms of work division, work integration, as well as monitoring and reorganization. Nevertheless, obstacles remain in the aspects of task detailing and work coordination, which result in repeated verification processes. These findings highlight the importance of strengthening the organizing function to enhance the effectiveness and administrative orderliness of official travel management

Abstract

The development of information and communication technology (ICT) has become a key catalyst in transforming public services toward more efficient, transparent, and participatory systems. The Indonesian government, through the Electronic-Based Government System (SPBE) policy, encourages the acceleration of digitalization across all regions; however, its implementation still shows disparities between regions. This study aims to compare the implementation of public service digitalization between Palembang City and Surabaya City using the Systematic Literature Review (SLR) method. The analysis was conducted on 50 scientific journals published between 2015 and 2025, obtained from databases such as Google Scholar, Scopus, DOAJ, and the Garuda Portal, using the keywords: public service digitalization, e-government, smart city, Palembang, and Surabaya. The results indicate that Surabaya has reached the digital integration stage, supported by strong local policies, adequate technological infrastructure, and high public participation through various digital service innovations such as the Surabaya Single Window (SSW), e-Musrenbang, and the Command Center. In contrast, Palembang remains at the digital adaptation stage, facing challenges in infrastructure, human resource capacity, and digital literacy. In conclusion, the success of public service digitalization depends not only on technological aspects but also on the synergy between adaptive policies, bureaucratic readiness, and the level of public participation. This study recommends strengthening local policies and enhancing digital literacy among citizens to accelerate the effectiveness of SPBE implementation across Indonesia.

Abstract

This research focuses on the extent to which the neutrality of the Aparatur Sipil Negara (ASN) is achieved through the implementation of the Pemilihan Kepala Daerah 2020 (Pilkada) which were held simultaneously in almost all regions of Indonesia. This is considering that the neutrality of ASN can be said to be one of the keys to success in holding honest and fair general elections. In conducting a further review of the implantation of ASN Neutrality in the 2020. Pilkada which is analyzed based on the theory put forward by Sarah and Steve (1997). The method used in this research is descriptive qualitative with an inductive approach. Data collection techniques, documentation, and observation with 4 research informants, namely from Bawaslu Provinsi Sumatera Selatan and Komisi Aparatur Sipil Negara. In conclusion, the ACTORS analysis in responding to reports of violations of ASN neutrality is reviewed from the theory put forward by Sarah Cook and Steve (1997) based on the dimensions of Authority, Confidence and Competence, Trust, Opportunities, Responsibilities, and Support have an impact on the success of following up ASN neutrality in South Sumatera. The advice that the author can give is that those who have the authority to determine the appointment, transfer and dismissal of ASN are no longer political officials, that is but the highest career officials in the region.

Abstract

This article aims to identify the factors causing the resistance of MSME taxpayers to transition from fulfilling tax obligations based on turnover to fulfilling tax obligations based on net profit, which requires bookkeeping, and then formulate solutions to these problems. The problem is focused on the causes of MSME taxpayers' resistance to using bookkeeping. To approach this problem, the theoretical reference from Robert B. Seidman and Nalin Abeysekere is used, namely the Rule, Opportunity, Capacity, Communication, Interest, Process, and Ideology (ROCCIPI) method. Data were collected through literature studies and interviews with MSME taxpayers and tax officials, which were then analyzed qualitatively. This study concludes that additional actions from the tax authorities are needed to change taxpayer behavior so that they are interested in maintaining bookkeeping and calculating their taxes in accordance with general tax provisions. These incentives can be in the form of special additional tariff adjustments for MSMEs, the provision of integrated bookkeeping support facilities, continuous assistance and socialization, and improving the government's image in building trust and awareness among taxpayers.

Abstract

This study aims to analyse the synergy in accelerating the reduction of stunting in  Seram Bagian Timur Regency and to identify the factors that support and hinder the acceleration of stunting reduction in Seram Bagian Timur Regency. This study uses a qualitative approach. Data collection techniques were conducted through interviews, observations, and document studies. This study uses the concept of synergy which includes two main dimensions: communication and coordination. The results of the study indicate that synergy in accelerating the reduction of stunting in Seram Bagian Timur Regency has shown progress through the active role of the local government in communication, cross-sectoral coordination, and the implementation of specific and sensitive interventions. However, the synergy achieved is not yet optimal. In terms of communication, there are still limitations in communication media such as pocketbooks and leaflets, which hinder information dissemination, and two-way communication or feedback has not been effective, as evidenced by the presence of audiences providing irrelevant responses. In terms of coordination, weaknesses lie in the low capacity of some cadres and the lack of awareness among village governments and communities regarding the urgency of stunting. Budget constraints and shortages of health workers such as midwives, nurses, and nutrition educators limit the scope of services, particularly in remote areas. Difficult geographical conditions further complicate efforts to accelerate stunting reduction. Therefore, it is recommended to enhance synergy in accelerating stunting reduction in Seram Bagian Timur District through: strengthening human resources, including improving cadre capacity and equitable distribution of health workers; increasing awareness among village governments and communities about the urgency of stunting; strengthening programme funding; and implementing interventions tailored to the geographical conditions of the area. Abstract

Digital transformation has positioned the Regional Government Information System (SIPD) as a strategic instrument for integrating regional planning and budgeting. However, its implementation continues to face technical challenges, limited bureaucratic capacity, and organizational adaptation. This study aims to examine the adoption of SIPD in supporting regional planning and budgeting at the Regional Development Planning, Research, and Innovation Agency (Bapperida) of East Nusa Tenggara Province through the perspective of Rogers' Innovation Adoption Theory. A qualitative phenomenological approach was employed. Data were collected through in-depth interviews, observation, and document analysis involving five purposively selected informants and analyzed using the interactive model of Miles, Huberman, and Saldaña based on Rogers' five stages of innovation adoption. The findings indicate that SIPD adoption progressed through the stages of knowledge, persuasion, decision, implementation, and confirmation. Initial knowledge was developed through formal policy communication, whereas favorable perceptions, organizational commitment, and sustained utilization evolved through practical experience, organizational learning, and institutional adaptation. Although SIPD strengthened the integration of planning and budgeting, its effectiveness remained constrained by technical challenges, data quality issues, and variations in users' capabilities. This study concludes that successful SIPD adoption depends not only on technological capability but also on organizational learning, institutional support, and continuous coordination that institutionalize digital innovation within regional planning and budgeting.
