Abstract

Effective public administrative governance requires a clear, structured, and accountable system of work organization, particularly in the management of state finances. One administrative activity that has direct implications for public financial accountability is official travel undertaken by civil servants. In practice, the verification process of official travel documents still frequently encounters administrative problems, such as incomplete documentation, repeated revisions, and suboptimal work coordination, which in turn lead to delays in administrative completion and budget disbursement. These conditions indicate that issues in the verification of official travel documents are not solely related to regulatory compliance, but are also closely linked to the organizing function within public organizations. This study aims to analyze the governance of official travel document verification from the perspective of the organizing function in public organizations. The research adopts a qualitative approach with a descriptive method. Data sources consist of primary and secondary data obtained through in-depth interviews, observation, and documentation. The study involved eight informants selected purposively based on their roles and involvement in the official travel document verification process. Data analysis techniques included data reduction, data presentation, and conclusion drawing. The results show that the governance of official travel document verification has generally been implemented quite well, particularly in terms of work division, work integration, as well as monitoring and reorganization. Nevertheless, obstacles remain in the aspects of task detailing and work coordination, which result in repeated verification processes. These findings highlight the importance of strengthening the organizing function to enhance the effectiveness and administrative orderliness of official travel management

Abstract

The development of information and communication technology (ICT) has become a key catalyst in transforming public services toward more efficient, transparent, and participatory systems. The Indonesian government, through the Electronic-Based Government System (SPBE) policy, encourages the acceleration of digitalization across all regions; however, its implementation still shows disparities between regions. This study aims to compare the implementation of public service digitalization between Palembang City and Surabaya City using the Systematic Literature Review (SLR) method. The analysis was conducted on 50 scientific journals published between 2015 and 2025, obtained from databases such as Google Scholar, Scopus, DOAJ, and the Garuda Portal, using the keywords: public service digitalization, e-government, smart city, Palembang, and Surabaya. The results indicate that Surabaya has reached the digital integration stage, supported by strong local policies, adequate technological infrastructure, and high public participation through various digital service innovations such as the Surabaya Single Window (SSW), e-Musrenbang, and the Command Center. In contrast, Palembang remains at the digital adaptation stage, facing challenges in infrastructure, human resource capacity, and digital literacy. In conclusion, the success of public service digitalization depends not only on technological aspects but also on the synergy between adaptive policies, bureaucratic readiness, and the level of public participation. This study recommends strengthening local policies and enhancing digital literacy among citizens to accelerate the effectiveness of SPBE implementation across Indonesia.

Abstract

Background: The implementation of public policy is a crucial stage that determines whether or not a policy succeeds in achieving the goals that have been set. Objective: This study analyzes the implementation of the People's School Program initiated by the government and run through the Ministry of Social Affairs of the Republic of Indonesia as an instrument of social intervention to break the chain of poverty through access to free education. The program is aimed at children from poor and extreme poor families, especially those who refer to the bottom decile group of the government's social database. Methods: This study uses a descriptive qualitative approach based on literature studies. The analytical framework used is the Van Meter and Van Horn policy implementation model which emphasizes six main variables, namely policy standards and goals, resources, inter-organizational communication, characteristics of implementing agencies, socio-economic-political environmental conditions, and implementer disposition. Results: The results of the analysis show that the People's School Program has a strong and clear policy direction in terms of objectives, but the success of its implementation is still highly determined by the consistency of cross-ministry coordination, the readiness of human resources, the quality of infrastructure, the validity of the beneficiary database, and the supervision of implementation at the field level. Conclusion: The results of the study conclude that Sekolah Rakyat has the potential to be a transformative social policy model, but its long-term effectiveness depends on strengthening governance implementation, continuous monitoring, and integration between actors.

Abstract

This research focuses on the extent to which the neutrality of the Aparatur Sipil Negara (ASN) is achieved through the implementation of the Pemilihan Kepala Daerah 2020 (Pilkada) which were held simultaneously in almost all regions of Indonesia. This is considering that the neutrality of ASN can be said to be one of the keys to success in holding honest and fair general elections. In conducting a further review of the implantation of ASN Neutrality in the 2020. Pilkada which is analyzed based on the theory put forward by Sarah and Steve (1997). The method used in this research is descriptive qualitative with an inductive approach. Data collection techniques, documentation, and observation with 4 research informants, namely from Bawaslu Provinsi Sumatera Selatan and Komisi Aparatur Sipil Negara. In conclusion, the ACTORS analysis in responding to reports of violations of ASN neutrality is reviewed from the theory put forward by Sarah Cook and Steve (1997) based on the dimensions of Authority, Confidence and Competence, Trust, Opportunities, Responsibilities, and Support have an impact on the success of following up ASN neutrality in South Sumatera. The advice that the author can give is that those who have the authority to determine the appointment, transfer and dismissal of ASN are no longer political officials, that is but the highest career officials in the region.

Abstract

This research aims to analyze the implementation of regional innovation policy in Agency of Planning and Regional Development, Research and Development (Bappeda Litbang) Palembang City. The problem is paying attention to how Bappeda Litbang Palembang City can implement regional innovation policies in Palembang City. In order to approach this problem, theoretical references from George C. Edward III with four dimensions that affect policy implementation, such as communication, resources, disposition, and bureaucratic structure or bureaucratic system. The data were assembled through literature study, observation, and analyzed qualitatively with a descriptive approach. This study deduced that the four dimensions, such as, the communication dimension, the resource dimension, the disposition dimension, and the bureaucratic structure dimension show positive results. However, there are still obstacles discovered, such as the need to strengthen the socialization and education, strengthen the human resources, commitment of regional apparatus leaders and evaluation of innovation implementation
