Abstract

This research was conducted by looking at the condition of public service in South Halmahera Regency which always expands various problems both public services, public goods and public administration, besides that the role of the ombudsman as an oversight agency for public services is also still weak. Therefore, the task and authority of the Ombudsman in South Halmahera Regency is a study in order to address the existing maladministration issues. This study aims to determine the North Maluku Ombudsman in carrying out its role as a public service supervision institution in South Halmahera Regency, then to examine what are the determinant factors of the North Maluku Ombudsman in carrying out its role as a supervisor in South Halmahera Regency. This research uses a qualitative approach to the type of case study (case study). Data used through observation, interviews and documentation. The results showed that the role of ombudsmna in South Halmahera Regency was not maximal, as seen from the process and stages of receiving reports, clarification, infestigation, mediation and recommendations, then the low level of innovation carried out, both socialization, cooperation, then its human resources, supporting facilities, budget and knowledge Public.

Abstract

Political power occurring in the village heads elections is a part of political power contestation wave started simultaneously in 2015. South Halmahera Regency is one of the regions participating in this political power contestation. At the contestation process, it is seen that the village residents are divided into some divisions based on their political choices. This situation continues to happen in the simultaneous village head elections in South Halmahera Regency in 2016. It attracts political actors to be involved in intervening power and dominance to win the contestation. Therefore, political power is used to carry out the basis of consolidation for winning the elections. This political power treats long-term power because the greater base of political power at the village level has been formed. The expected benefit of this study is to expand our horizon on political power issues, particularly in the village head elections context. Practically, this study can contribute to study material from various interested parties to analyze electoral conflicts that occur at the lowest level such as at Babang Village and Marabose Village. Besides that, the study also sees the involvement of regional actors and local governments in intervening to dominate power using the authority they have.

Abstract

This study aims to determine the Implementation of Ternate City Government Policy in Market Retribution Services at Bahari Berkesan Traditional Market, using a qualitative descriptive approach because the problems discussed in this study are not related to numbers, but describe, outline and depict situations and conditions in accordance with reality. Data collection techniques are carried out through observation, document interviews and secondary data assistance. while data collection techniques are carried out through observation, document interviews and secondary data assistance.The results of the study indicate that the Implementation of Ternate City Government Policy in Market Retribution Services at Bahari Berkesan Traditional Market is in accordance with the expected objectives, the parties involved in collecting market retribution, namely the Market Service as the person in charge of market management in Ternate City and the amount of retribution collected from retribution payers is in accordance with existing provisions, although sometimes the amount of retribution collected with tickets given to retribution payers (traders) does not comply with the rules. In addition, in the implementation of market retribution collection, especially in the Bahari Berkesan traditional market, there are four factors, namely communication, resources, disposition, and bureaucratic structure. However, in this study, the resource factor has a more sufficient influence to support the implementation of policies in collecting market retribution at the Bahari Berkesan Traditional Market.
