This research aims to analyze and describe the definitive government vacuum in customary lands and the role of the Central Maluku district government in the succession of government leadership in the lands. The problems in this research are: (1) What are the issues causing the definitive government vacuum in customary villages and negeris? And (2), what is the role of the Central Maluku District government in the succession of government leadership in customary villages? The results of this research are theoretically expected to enrich the literature regarding the customary government vacuum due to problems with the mata rumah parenta (clan heredity), which are the descendants of the customary land ancestors, and the role of local governments in the succession of government leadership in customary villages and negeris. Practically, the results of this research are expected to be an input for the district government in assigning the acting village heads to fill the void in the customary land government. For this reason, the selected informants are those who are considered to have closeness to and clear knowledge of the data and information needed at the research location. The data collected from the field used in-depth interview techniques and was analyzed qualitatively. It was found that there was still a government vacuum in the existing customary villages caused more by customary problems (the matarumah parenta problem), which could not be resolved by the acting village heads on behalf of the local government. This fact describes the less optimal work of the acting village heads in carrying out their role during their years of service and their extended periods afterward.

This paper aims to clarify the understanding of the conceptual evolution of the adaptive governance framework, followed by an examination of implementation actions in the environmental setting. Since three approaches are recognized to be essential in navigating complex socio-ecological systems, namely adaptive management, adaptive co-management, and adaptive governance. This might lead to confusion and misunderstandings in adaptive concepts and practice. In this study, a systematic literature review was conducted using the Scopus database. A literature search was conducted in Mei 2023 using the keyword "Adaptive Governance" as the search term. As a result, despite sharing the same purpose and philosophy, each approach's work process has distinct features and scales. Adaptive governance emerges as a response to the need for holistic solutions to overcome uncertainty within the framework of complex socio-ecological systems. This is similar to adaptive co-management, although on a larger scale and context. While adaptive management is the conceptual foundation for other approaches.

To reach an empowered and progressivefishing communities requires the participations of relevant agencies. The agencies participations are needed in empowering the fishing communities in order for them to be able to survive in the era of globalization. Taking an example, empowerment of fishing communities by the private sector in Madapolo village is perceived to be very helpful for the fishing community because after getting some assistance from the Department of Marine and Fisheries in 2000, there is no more guidance for empowerment activities given to the communities involved in this program. This studyaims atfinding outthe private intervention in empowering fishing communities in Madapolo Village. This study employsa qualitative descriptive research. The techniquesused for collecting data are direct observation techniques, interviews and documents analysis using data reduction analysis techniques, displaying data (data presentation) and verification (gathering conclusions). The primary data sources in this study includethe head of the village, the chairperson of BPD, three entrepreneurs, and nine fishermen.Meanwhile secondary data include other documents containing the pictures of empowerment results. Based on the results of the study, it reveals that the empowerment of fishing communities in Madapolo village by private agencieshasincreased several aspects in the life of fishing communities such as family income, family economic conditions and children's education. It is also found thatthe problems or barriers faced by the empowerment programsare bad weather, health problems, and family events. From the results of study, it can be concluded that the empowerment provided by the private sector is very important to increasethe fishermen's welfare in the midst of minimum assistance from the local government. Therefore, it is expected that the provided assistance can be used as well as possible.

Ambon City was one of the regions experiencing delay in regional expenditure budget (APBD) planning and its determination from 2010-2014. The delay occured due to communication patterns of related institutions that are not well established. This pattern of unattended communication led to debates between the two institutions which had a fatal impact on budgeting in January to March while the deadline for budgeting is no later than December every year. Delay in determining the regional expenditure budget was the focus of this research in which it analyzed political communication patterns in the executive and legislative institutions in carrying out the authority of budget planning in accordance with applicable regulations. The pattern of political communication that occurred in budget planning determines the running of the budget planning process properly, precisely and accountably. Political communication in the discussion of regional expenditure budget of the Ambon City is a process that occurred in planning and budgeting. Budget planning occurred in the executive and legislative bodies was formed by formal communication patterns about the mechanism of budget planning, as well as informal communication patterns for bargaining, negotiating, and lobbying in communicating the interests between the two institutions. Qualitative research method with a case study approach was used to analyze patterns of political communication in the legislative and executive bodies. Data collection techniques were observation, interview, documentation and the use of related materials. The results of the study revealed that the pattern of external communication between the executive and legislative institutions in the process of determining the regional expenditure budget of Ambon City utilized formal and informal communication channels. Furthermore, the work program matching was done through a recess stage which was accommodated in the KUA-PPAS document and set forth in the view of each faction in the Regional House of Representative (DPRD).

Pembahasan APBD merupakan proses yang sangat kompleks. Hal ini Nampak meski telah ada aturan yang mengatur tentang mekanisme pembahasan anggaran namun tetap saja di dalamnya sarat dengan pola relasi kepentingan para elit Eksekuti dan Legislatif. oleh karenya menjadi penting untuk dilakukan studi tentang (1) pola relasi Eksekutif dan Legislatif pada proses pembuatan APBD Kabupaten Buru Selatan. (2) Faktor-faktor apa saja yang mempengaruhi Pola Relasi Eksekutif dan Legislatif pada pembahasan APBD Kabupaten Buru Selatan Tahun 2015 oleh karenya menjadi penting untuk dilakukan studi tentang (1) pola relasi Eksekutif dan Legislatif pada proses pembuatan APBD Kabupaten Buru Selatan. (2) Faktor-faktor apa saja yang mempengaruhi Pola Relasi Eksekutif dan Legislatif pada pembahasan APBD Kabupaten Buru Selatan Tahun 2015. Untuk menjawab permasalahan tersebut maka harus dilakukan analisis secara komprehensif untuk menemukan fakta-fakta yang terjadi di lapangan. Sehingga metode yang digunakan dalam penelitian ini adalah Deskriptif kualitatif. Dalam menentukan hasil penelitian tentang pola relasi yang terjadi maka menggunakan teori pola interkasi dalam kekuasaan model stone yang yaitu Model interaksi Decisional, model interkasi Anticipated Reaction, Interaksi Nondecisional Making, Interaksi Sytemic. Dan teori model ROCCIPI (Rule, Capacity, Comunication, interest, process, ideologi). Berdasarkan Deskripsi temuan hasil penelitian dan hasil analisis dapat disimpulkan bahwa pola relasi Eksekutif dan Legislatif pada Pembahasan APBD Tahun 2015 sebagai berikut: Pertama, ditemukan tiga pola interaksi eksekutif dan legislatif yaitu akomondasi, dominasi, dan kompromi namun di antara ketiga pola interaksi dari keseluruhan pembahasan kebijakan anggaran ditemukan adanya proses pola yang lebih mendominasi. Kedua, Pola Interaksi Decesional Yaitu Pola pertentangan yang berlangsung pada perumusan (KUA) dan (PPAS) sehingga mengakibatkan keterlamabatan penetapan APBD, pola interakasi kekuasaan yang terjadi tawar menawar (barganing) untuk melakukan pertukaran kepentingan legislatif kepada Eksekutif yang tidak diakomodir Pada (RKA) SKPD.Ketiga, pola interkasi Anticipated Reaction yaitu Pemerintah Kabupaten Buru Selatan menerima kepentingan DPRD yang mejadi rekomendasi Reses untuk menjaga kestabilan pembahasan APBD Tahun 2015.

Weak mastery of information technology for single-roof office employees in Maluku Province can hinder the service of a Driving License (SIM). There are several indications of research problems such as ineffective communication and slow service of office employees in operating technology, causing ineffective and inefficient work, especially with regard to vehicle archive management, vehicle physical checks, as well as in terms of vehicle data verification services on the results of physical checks carried out. The purpose of the study was to determine the use of technology in performing public services at the Manunggal One Roof office. The research method used is descriptive qualitative by conducting direct interviews with the main informants who have been determined. The research novelties are (1). Integrated administrative system services by using certain applications online to the public to obtain information and knowledge. (2). Utilization of information technology that is more effective and efficient still requires online-based training for employees of the one-stop office of Maluku Province. (3). It is necessary to recruit employees who have good technological mastery skills so that they can perform services effectively and efficiently.

Paradigma baru administrasi publik muncul dengan merumuskan serangkaian idealisme dan praktik terkait penggunaan nilai dan norma tertentu dalam pelaksanaan akuntabilitas pelayanan publik. Akuntabilitas pelayanan publik merupakan salah satu isu penting dalam kajian ilmiah dan praktik di bidang administrasi publik. Akuntabilitas dibutuhkan organisasi publik dengan tujuan untuk menjadi landasan dalam memberikan penjelasan kepada semua pihak (stakeholders), baik dari internal maupun eksternal yang berkepentingan melakukan evaluasi ataupun penilaian terhadap tindakan dan kinerja yang dilakukan oleh organisasi publik tersebut. Metode yang digunakan untuk menyusun tulisan ini adalah pendekatan studi literatur dengan penelurusan dokumen akademis di bidang administrasi publik yang revelan dengan akuntabilitas pelayanan publik. Hasil yang diperoleh adalah Akuntabilitas perspektif The New Publik Service mempunyai banyak segi dan menuntut pengakuan akan peran kompleks yang dimainkan oleh pemerintah (birokrat) dalam tata pemerintahan kontemporer. Untuk itu, pemerintah dituntut untuk bertindak secara bertanggung jawab, etis, dan sesuai dengan prinsip-prinsip demokrasi dan kepentingan publik.

Slow and bad administrative services are a phenomenon that people commonly complain about. The responsiveness of public services has become a phenomenon. Public service institutions can provide fast, firm, and uncomplicated services as well as commit and respond to excellent public services. Responsive services are a service model expected to be established in all institutions in Indonesia at the Population and Civil Registry Office of Ambon City. Based on data analysis of NVIVO 12 Plus software analyzing 100 research articles about responsive public services that had been carried out in the previous year, it is found that there is still a lack of Scopus data publication documents published by Indonesian researchers in the theme of responsive public services. The research on the responsive aspect of services has not optimally discussed the aspects of service quality, information technology, organizational culture, work experience, work motivation, lack of facilities, cooperation, and work procedures. Therefore, this study aims at analyzing data from interviews regarding the responsive public services at the Population and Civil Registry Office of Ambon City focusing on these eight aspects using the NVIVO 12 Plus software.

Penelitian ini bertujuan untuk Menganalisis Perencanaan, pelaksanaan dan pertanggung jawaban pemanfaatan Desa di Desa Wayame Kecamatan Teluk Ambon Kota Ambon. Penelitian ini menggunakan metode penelitian deskriptif kualitatif. Hasil Penelitian ini menunjukkan bahwa perencanaan desa Wayame dalam pengelolaan DD dan ADD sudah dapat dikatakan transparan. Sedangkan untuk Pelaksanaan dan Pertanggung jawaban pemanfaatan dana desa di Desa Wayame sudah berjalan namun masih belum maksimal. Pemerintah desa wayame telah mewujudkan prinsip akuntabilitas dalam pengelolaan Alokasi Dana. Sasaran pemanfaatan dana desa lebih dikhususkan untuk pemberdayaan dibandingkan dengan pembangunan fisik ternyata di desa wayame pemanfaatan dana desa lebih banyak diarahkan ke pembangunan fisik dengan demikian bahwa pemanfaatan dana desa di desa wayame diketahui belum sesuai apa yang diamanatkan Undang-Undang.

Ditengah merebaknya pandemi Covid-19 yang semakin memperlihatkan peningkatan jumlah pasien positif di wilayah Provinsi Maluku Utara, dibutuhkan kebijakan reaktif. Kebijakan ini terutama berkaitan dengan ketersediaan infrastruktur penanganan, tata kelola hubungan kewenangan dan koordinasi lintas level pemerintahan yang masih bermasalah. Tujuan penelitian ini adalah mengetahui penanganan kebijakan strategis yang dilakukan Pemerintah Provinsi Maluku Utara di tengah pandemic covid-19. Metode yang digunakan dalam penelitian ini yaitu deskriptif kualitatif serta pendekatan reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa sektor perikanan sebagai bagian dari kebijakan strategismengalami ancaman yang serius karena pandemi Covid-19. Imbasnya adalah berhentinya sektor produksi yang berakibat kerugian bagi para nelayan. Efek yang terjadi yakni adanya gap antara produksi ikan dan tenaga yang harus dikeluarkan para nelayan. Sedangkan pada sektor kesehatan, Pemerintah Provinsi Maluku Utara mengambil kebijakan perluasan rumah sakit cadangan dengan memanfaatkan lahan yang ada. Selain itu juga, Pemerintah Provinsi Maluku Utara mendesak pemerintah pusat untuk menyediakan alat atau mesin polymerase chain reaction (PCR) sehingga pemerintah pusat menyediakan 1 unit PCR untuk Maluku Utara.
