Abstract

The aims of this study is to describe Implementation of Policy for Establishing License Policy at Department of Investment and One-Door Integrated Licensing Services (DPM & PPTSP) in Binjai. This study use qualitative research. Based on the descriptions that the researcher has put forward in the previous chapters, in this chapter the author will draw some conclusions from the results of the field research that the author has done so far and provide suggestions as the last step in this research. In the first year of IMB implementation with OSS there were 732 reports and actions that had been carried out the percentage was 90%. In the second year of IMB implementation with OSS there were 647 reports and actions that had been carried out, the percentage was 89%. In the third year of IMB implementation with OSS, there were 213 reports and actions that had been carried out, the percentage was 81%. So there is a decrease in the issuance of permits in IMB with OSS for actions that have been taken from the first year of implementation to the third year of implementation by 9%.

Abstract

The purpose of this study is to analyze how the role of the Social Service in improving the welfare of the community, especially the elderly in Gayo Lues Regency and to find out the obstacles or constraints of the Social Service in carrying out its role in improving the welfare of the community, especially the elderly. The research method used in this research is descriptive with qualitative analysis. Data collection was obtained from interviews, observations, documentation and literature studies. The results of this study indicate that the role of the Social Service of Gayo Lues Regency in improving the welfare of the community, especially the elderly, has been implemented but has not been optimal. This can be seen from the various obstacles or obstacles faced by the Social Service, including the minimal program budget to support the program, inadequate human resources in carrying out activities so that the services carried out are not optimal and the difficulty in providing services due to limited facilities and infrastructure. The suggestion from this research is that the Social Service of Gayo Lues Regency makes a strategy in the form of an activity program that can absorb the budget in improving the welfare of the community, especially the elderly, developing human resources through training, education, coaching, budgeting for financing in the form of facilities and infrastructure for officers who carry out services for the community Elderly.

Abstract

The aims of this study is to find out Leadership Recruitment at the Department of Population and Civil Registration of North Sumatra Province. This study use qualitative research method. Based on the results that determine the success of the recruitment of the head of the population and civil service, it begins with the stages that have been determined by the selection committee and assessed by the committee of the performance appraisal team, each of which has had the requirements determined by the regulations of the domestic ministry. The requirements that must be met by prospective candidates are in the form of performance competence, education and rank of positions that have met the requirements.determining the success of the recruitment of the head of the population and civil registry office based on the results of the auction of the selection committee team and the performance appraisal team, who is the candidate who passes the interview selection and the explanation of the paper that has been made by each candidate and the highest ranking score will be the winner for the candidate candidate and will be the head of the population and civil registry office.

Abstract

Bank Indonesia Circular Letter No.14/7/DPbS dated February 29, 2012 regarding Qardh Backed by Gold Products for Sharia Banks and Sharia Business Units explains the guidelines and operating limits for sharia gold pawn/rahn products in Indonesia. With the issuance of this circular, every Islamic bank including Bank Syariah Mandiri KFO Imam Bonjol Medan must be able to implement policies in accordance with the provisions of Bank Indonesia. This study aims to determine and explain how the implementation of gold-backed qardh products at Bank Syariah Mandiri KFO Imam Bonjol Medan after the issuance of Bank Indonesia Circular Letter No. 14/7/DPbS. This study also aims to determine the impact of potential risks that arise on gold-backed qardh products after the issuance of Bank Indonesia Circular Letter No. 14/7/DPbS. This research is a qualitative descriptive analysis research conducted at Bank Syariah Mandiri KFO Imam Bonjol Medan which is located at Jl. Imam Bonjol, No. 7. Medan City. Based on the results obtained in this study, it can be seen that in general, the implementation policies applied by Bank Syariah Mandiri KFO Imam Bonjol Medan are in accordance with the rules contained in Bank Indonesia Circular Letter No. 14/7/DPbS. Such as determining the category of use, use of contracts, delivery of information, amount and term of financing, and FTV. However, there are two aspects that are still not appropriate, including the status of gold ownership and the imposition of fees that are not in accordance with the rules set by Bank Indonesia. In addition, it is also known that in gold-backed qardh products there are several types of risks contained in them, including: market risk, credit risk, liquidity risk and operational risk.

Abstract

The aims of this study is to find out the managemet Information System (SIMPEG) Policy at the Medan City Personnel and Human Resources Development Agency. This study use qualitative research. The result of this study shows that 1.          The implementation of the SIMPEG Policy in the Regional Personnel and Human Resources Development Agency in Medan City has generally been carried out well. However, it is necessary to develop the SIMPEG where it is hoped that the SIMPEG will be developed with android programming so that employees will get more service convenience. Barriers in the Personnel Management Information System (SIMPEG) at the Regional Personnel and Human Resources Development Agency of Medan City can be seen from 4 aspects, namely communication, resources, character of Implementor Institutions, and bureaucracy. The communication aspect shows that it has been carried out well as evidenced by the lack of even almost no miscommunication in the implementation of SIMPEG to employees at the Medan City BKDPSDM. The resource aspect shows that the facilities and infrastructure in BKDPSDM are quite complete, but there are shortcomings where employees often have to wait for the existing equipment to function optimally. Human resources also show that the human resources owned by the Medan City BKDSDM are also very supportive for SIMPEG to run. For the character aspect of the implementor, it seems that it is still not supportive for SIMPEG to run optimally. Both superiors and subordinates in BKDPSDM should have a good level of commitment, so that each individual can continue to do his or her job happily and without feeling pressured. The bureaucratic aspect shows that this aspect has also been carried out well and is the reason that SIMPEG is very good to be implemented.

Abstract

The challenge of the role of organizational culture in improving public services for Samsat Salak, Pakpak Bharat Regency, North Sumatra Province. Seen from the number of taxpayers who deliberately disobey and awareness of taxpayers. This study aims to explain the role of organizational culture, supporting factors and service approaches in Samsat Salak, Pakpak Bharat Regency. This study uses a descriptive qualitative approach using a phenomenological paradigm, the research location is the Salak Samsat Office, Pakpak Bharat Regency, North Sumatra Province. The results showed that the role of community leaders was very influential and kinship in obedience to paying vehicle taxes. The service approach was not maximized due to limited human resources in the implementing section, mobile Samsat facilities were not available. This causes people to pay taxes on holidays such as Lebaran and New Year. Despite being fined. The number plate replacement service is not effective, the process must be in Medan so that it can raise suspicion and seem less serious about the government in maintaining public services
