<![CDATA[The gubernatorial election in North Sumatra has been organized in 2008. Two pairs of candidates run in the election, namely Djarot Syaiful Hidayat and Sihar Sitorus (DJOSS), and Edy Rahmayadi and Musa Rajekshah (ERAMAS). Championing the election, several issues have been used to support Edy Rahmayadi and Musa Rajekshah?s victory, such as religious identity politics and the politics of locality, which exploit the identity of so-called ?son of the soil?. This study aims to understand how these factors work and determine the victory of ERAMAS. It focuses on two political means to find out which factors that contribute more significantly in the triumph of ERAMAS candidate. Using descriptive-qualitative methods, this study collects data through a questionnaire with ?SLOVIN? formula to define population and sample selected through random technique. It applies the theories of identity and political participation with a locus of the research in a purposively-selected district in Medan city, Kecamatan Medan Marelan. This research argues that there are three determining factors that contribute to the ERAMAS? victory in the Gubernatorial Election of North Sumatra in 2018, which are religious identity politics, politics of locality, and the personal influence of the candidates.]]>

<![CDATA[The purpose of this study is to identify forms of expression of social organization identity in development policy and political agendas; analyze the function and role of HIKMA as a political actor in development. This research use desciptive qualitative approach. The results showed that the activities and management practices in the social and political environment of the development of the HIKMA organization carried out contained the causality of the cultural and religious traditions of the Mandailing people. From the values and character of the Mandailing community, found a number of basic principles that reinforce the practice of local wisdom at the community level, namely the value of expediency, cohesiveness, kinship of the community members as well as the values of love and unity that are part of Mandailing's noble culture; and Islamic values. HIKMA has a strong connection with the traces of political development activities with the culture and traditions of the people of Mandailing in the past, which are recorded in symbolic expressions through actions, languages, and traditions in daily life. HIKMA and its relation to development politics, do not involve themselves in practical politics but critically encourage political struggles that are practical or oriented and collaborate on power to develop their regions. In this case the political struggle carried out by the political forces of HIKMA really put the interests of the Mandailing people in particular and the community at large. These cultural values are the basic spirit and purpose of the HIKMA struggle.]]>

<![CDATA[Tujuan penelitian tersebut adalah: Untuk mengetahui Bagaimana evaluasi program pemberdayaan masyarakat melalui bank sampah Mawar Bestari di Kelurahan Sijambi Kecamatan Datuk Bandar Kota Tanjungbalai. Untuk mengetahui Faktor-faktor apa saja yang menjadi penghambat dalam evaluasi program pemberdayaan masyarakat melalui bank sampah Mawar Bestari di Kelurahan Sijambi Kecamatan Datuk Bandar Kota Tanjungbalai. Jenis penelitian ini bersifat deskriptif kualitatif dengan melakukan pengamatan langsung atau observasi, wawancara dan dokumentasi. Metode deskriptif adalah metode yang digunakan untuk meneliti status kelompok manusia, suatu obyek, suatu kondisi dan suatu sistem pemikiran serta peristiwa yang akan terjadi. Hasil penelitian menunjukkan bahwa Evaluasi Program Pemberdayaan Masyarakat melalui Bank Sampah Mawar Bestari di Kelurahan Sijambi berjalan cukup optimal, dengan terwujudnya tujuan evaluasi yaitu : mampu mewujudkan kerjasama yang baik antara pihak Kelurahan dengan masyarakat sehingga program Bank Sampah terlaksana dengan baik dan pemanfaatannya sangat dirasakan oleh masyarakat itu sendiri khususnya masyarakat Kelurahan Sijambi.]]>

<![CDATA[The purpose of this study was to analyze the factors that influence the implementation of the Karo District Regulation number 2 of 2018 regarding the anniversary of Karo District. The method used is descriptive qualitative research methods. The results showed the implementation of the Karo District Regulation No. 2 of 2018 on the Anniversary of the Karo District could be said to have been running optimally. This is seen from the communication aspect in the form of socialization carried out by the Regional Autonomy Section of the Karo Regency Regional Secretariat to all Local Government Agencies and Communities throughout the Karo Regency. Judging from the non-human resources, the facilities in the activities of the anniversary were quite adequate for all of the activities of the anniversary. This is evidenced by the implementation of the anniversary on March 8, 2018 in Jambo Karo District with a variety of series of activities ranging from pilgrimage to the tomb of the hero to entertainment activities. The influencing factors, namely the inhibiting factors are the lack of human resources (HR), lack of budget and lack of some of the trust of the people of Karo. Supporting factors are support from the local government, inculcation of employee awareness as the State Civil Apparatus (ASN) and accessibility factors.]]>

<![CDATA[This study aims to evaluate the performance of the One-Stop Integrated Investment and Licensing Services Office of Dairi Regency as PTSP organizer. Service Performance can be seen from the dimensions of Productivity, Service Quality, Responsiveness, Responsibility and Accountability. Researchers sought to explore information on the influencing factors that affect organizational performance, namely the dimensions of organizational support, management ability and competence of the apparatus. The study was conducted using a descriptive method with a qualitative approach that is describing the facts obtained through observation, in-depth interviews and document review. The conclusion of the research shows that the performance of Dairi Regency DPMPPTSP in general is still not optimal, but on the dimensions of responsiveness and accountability have shown better results. Management capacity and organizational support are inadequate, while the competence of the apparatus is quite good. Commitment of regional heads together with their staff is needed to improve service facilities and infrastructure, especially the construction of vehicle parking facilities at the DPMPPTSP Office of Dairi Regency, to improve the regional investment climate, as well as the incentive policy for apparatus proportionally.]]>

<![CDATA[This study aimed to evaluate the administration of property in the area of Financial Management Agency of Aceh Singkil Regency which has the function of asset management area. This study used qualitative research methods. Observation is the participation of the data collection methods used to collect research data. The survey results revealed that the evaluation of the procedure of administration of fixed assets, including: accounting, inventory and reporting as well as the completeness of the card inventory of goods, gained an average level of suitability administration of fixed assets for the Government of Aceh Singkil Regency is 57%, which means the administration of fixed assets for the Government Aceh Singkil meet enough criteria in accordance with Regulation No. 19 Year 2016. The obstacles faced in the administration of fixed assets are (1) The lack of work ethic and discipline of user goods (2) The limited data of supporting fixed assets, (3) Lack of education and training related to the management of local goods, (4) The low coordination and commitment of the parties involved in the administration of the fixed assets, and (5) No use of applications in the recording of local goods. ]]>

<![CDATA[The purpose of this study was to analyze the effectiveness of the performance and constraints of the Civil Service Police Unit in controlling Street Vendors in Peureulak Market, East Aceh Regency. This study used descriptive qualitative method. The sample in this study amounted to 8 people. Data collection is obtained from interviews, documentation and observation. The results showed that the performance of the Civil Service Police Unit in controlling street vendors in the Peureulak Market in East Aceh Regency was through policing and socialization. Control is carried out in collaboration with various Local Government agencies ranging from the Office, Assets, to the Regent. The socialization was carried out as a Satpol PP function in addition to its main task of controlling, so that Satpol PP members had to be able to communicate well with street vendors. The municipal police conduct curbing if the street vendors do not accept the relocation offer from the DPP. Constraints experienced are Personnel Deficiencies, Fleet Weaknesses, and lack of Public Awareness]]>

<![CDATA[The purpose of this study is to describe the supporting and inhibiting factors in the implementation of the Madani Prosperous Rice Program in Pematang Pasir Subdistrict, Teluk Nibung Subdistrict, Tanjungbalai City. This research method uses qualitative research with a descriptive-analytical approach. The results showed that the limited time at the planning stage caused the implementation of Madani Prosperous Rice program to be "forced". These time limitations also influence the success of the implementation of each stage and the overall program. In targeting, mistargeting was encountered, although at a relatively low level. This is indicated by the existence of non-poor households who are recipients of Madani Prosperous Rice (leakage) and the existence of poor households that have not yet become recipients (undercoverage). For future management concepts, a household census is collected to collect household socio-economic data, including demographic structure and household characteristics, which are then used as basic information to conduct discriminant analysis to separate poor and non-poor populations. In addition it is necessary to conduct trials through small-scale pilot which need to be continuously evaluated, before the program is run nationally. It is recommended that the government design other programs that can empower the poor, so that they are not too dependent on government assistance programs.]]>

<![CDATA[The research objectives to be achieved are as follows: To find out how the Implementation, factors, efforts and obstacles of Government Regulation Number 53 of 2010 Concerning Discipline of Civil Servants in the Department of Youth, Sports and Tourism of Tanjungbalai City. Implementation of Government Regulation Number 53 Year 2010 Concerning Discipline of Civil Servants in the Youth, Sports and Tourism Office of Tanjungbalai City has not been carried out properly because there are still some Civil Servants who are not fully aware of even often violating existing regulations, even though, the official has held a socialization about this Government Regulation, but they also said that this Government Regulation was very helpful in improving the effective and efficient performance of civil servants in the Department of Youth, Sports and Tourism of Tanjungbalai City. The firmness of the Head of Service is not yet maximal so that there are still several employees in the Department of Youth, Sports and Tourism of the City of Tanjungbalai who are still not efficient in completing the assigned tasks and responsibilities.]]>

<![CDATA[The purpose of this study is to analyze SIMPATIKA implementation in the payment of Madrasah Teacher professional allowances and what are the obstacles in the implementation of SIMPATIKA, using qualitative methods. The informants of this study were the Apparatus of the Ministry of Religion of the City of Binjai, IT and Madrasah Teachers. The results showed that the Implementation of Information Systems and Management of Educators and Education Personnel (SIMPATIKA) in Madrasah Teacher Professional Allowance Payments in the Binjai City Ministry of Religion Office had not run optimally, this can be seen from several dimensions below: When viewed from the communication dimension, Submission of information from SIMPATIKA implementation is not done thoroughly and information is only done through social media. If viewed from the dimension of human resources in the implementation of SIMPATIKA in the Ministry of Religion of the City of Binjai, in the process of forming a decision letter is still done manually so that employees require a long time to recap the data and inadequate non-human resources in this application system in implementation SIMPATIKA. And experiencing some obstacles in the implementation of SIMPATIKA, namely the lack of staff / employees in the implementation of SIMPATIKA, and inadequate management information system (SIM) in the SIMPATIKA time / Schedule update process and the need to increase socialization that is considered less comprehensive for all Madrasah Teachers in the Binjai City Ministry of Religion.]]>
