The research objective is to describe the performance of the State Civil Apparatus in terms of work discipline, to describe the obstacles in improving the performance of the State Civil Apparatus in terms of discipline and to describe the efforts made in improving the performance of the State Civil Apparatus in terms of work discipline in the Tanjungbalai District Office of North Tanjungbalai City. With descriptive qualitative research methods, this type of research is descriptive qualitative by making direct observations or observations, interviews and documentation. The results of the research show that the application of disciplinary regulations within the scope of the North Tanjungbalai Sub-district office in Tanjungbalai City still implies that the regulations apply but in reality there are some things that have not been carried out optimally, there are still employees who cannot be invited to collaborate in routine Kecamatan activities and often leave offices during office hours such employee attitudes hamper service performance for the community. As for the obstacles faced in disciplinary regulations, namely the Lack of awareness of employees in carrying out their duties and responsibilities, the lack of professionalism and responsibility of Civil Servants in carrying out their duties, the lack of strict Sanctions given by the Authorized Officials and the Fading of Discipline of Regional Civil Servants.

Pada penelitian ini penulis mengevaluasi kinerja Sekretariat Daerah Kabupaten Aceh Timur tahun 2017 khususnya pada Bagian Administrasi Pembangunan. Tujuan penelitian ini adalah untuk mengetahui kinerja Sekretariat Daerah Pemerintah Kabupaten Aceh pada Bagian Administrasi Pembangunan dan apakah hambatan yang dihadapi. Sedangkan tujuan yang ingin dicapai pada penelitian ini adalah untuk mengevaluasi kinerja Sekretariat Daerah Pemerintah Kabupaten Aceh Timur dan menganalisis hambatan yang dihadapi. Pada penelitian ini penulis menggunakan metode penelitian deskriptif kualitatif. Hasil penelitian yang diperoleh dari wawancara disimpulkan bahwa kemampuan individu dan motivasi sudah baik sedangkan lingkungan organisasi pada Sekretariat Daerah Pemerintah Kabupaten Aceh Timur masih kurang baik. Hambatan yang dihadapi antara lain pegawai sulit beradaptasi, beban kerja besar dan jarak domisili pegawai jauh dari kantor. Beberapa hal yang disarankan penulis adalah membuat pelatihan bagi pegawai, memberikan cuti, reward dan menyediakan fasilitas mess.

This research is to find out the efforts of the sub-district government itself in improving its services within the framework of meeting the needs of its citizens. This study uses a qualitative descriptive method that is a study by using data obtained through observation, interviews and documentation. The results of the study found that the obstacles in implementing Aceh Tamiang District Regulations Number 14 Year 2016, namely in carrying out the transfer of some of the Regent's authority to the District Head through the District Integrated Administration Services that have not been maximally provided to the community, can be seen from the PATEN assessment conducted by the Regency Government towards the District Government. This has several inhibiting factors, namely the lack of qualified human resources, the availability of inadequate budgets and is described from Hamdi's theory, namely from the productivity dimension, the Linearity Dimension, and the Efficiency Dimension. As well as having factors that influence, among others, Policy Sustansi, Implementing Task Behavior, Work Network Interaction, Target Group Participation, and Resources.

The purpose of this study is to identify forms of expression of social organization identity in development policy and political agendas; analyze the function and role of HIKMA as a political actor in development. This research use desciptive qualitative approach. The results showed that the activities and management practices in the social and political environment of the development of the HIKMA organization carried out contained the causality of the cultural and religious traditions of the Mandailing people. From the values and character of the Mandailing community, found a number of basic principles that reinforce the practice of local wisdom at the community level, namely the value of expediency, cohesiveness, kinship of the community members as well as the values of love and unity that are part of Mandailing's noble culture; and Islamic values. HIKMA has a strong connection with the traces of political development activities with the culture and traditions of the people of Mandailing in the past, which are recorded in symbolic expressions through actions, languages, and traditions in daily life. HIKMA and its relation to development politics, do not involve themselves in practical politics but critically encourage political struggles that are practical or oriented and collaborate on power to develop their regions. In this case the political struggle carried out by the political forces of HIKMA really put the interests of the Mandailing people in particular and the community at large. These cultural values are the basic spirit and purpose of the HIKMA struggle.

The purpose of this research is to analyze the implementation of Law Number 24 of 2013 concerning Population Administration in the Department of Population and Civil Registration of East Aceh Regency and to analyze the factors that influence it. This study used descriptive qualitative method. In general, the implementation of the policy of Law Number 24 of 2013 concerning Population Administration in the Office of Population and Civil Registration of East Aceh Regency has not been implemented properly. Several things that can be suggested include direct and continuous communication with the public, adding to the apparatus, completing facilities and making SOPs related to the implementation of the law.

The objectives of this study are: 1. to find out how the implementation of Hope Family Program (PKH) in Sumber Sari Sub-District, Sei Tualang Raso District, Tanjungbalai town. 2. Implementation of Family Hope Program (PKH) in the Sumber Sari Sub-District, Sei Tualang Raso District, Tanjungbalai town. This research used theory of implementation approach of policy by Daniel Mazmanian and Paul Sabatier. This theory sees the variable in controlling the problem. The variable of ability of policy in structuring the implementation process accurately and variable from outside of policy that influence the implementation process. This research used descriptive methodology with qualitative approach. The data collecting was done by monitoring and interview thoroughly. The results of this research show that the implementation of PKH in Sumber Sari Sub-District has a slight problem and has not been fully implemented properly. The socialization has not been comprehensive, so there is less support from related parties. Data collection of PKH recipient participants has not been maximized, there are some families who should get PKH but have not yet obtained it. Mentoring has not been done well and the use of PKH funds by RTSM is sometimes used outside the provisions. For the long term, it has not been able to change the mindset and behavior of the RTSM significantly.

The purpose of this research is to analyze the implementation of the regulation of Minister of Home Affairs number 141 in the year of 2017 re the affirmation guidelines of territorial borders between Karo Regency and Dairi Regency. This research is conducted in the government of Karo Regency, the government of Dairi Regency and the government of North Sumatera Province. This research applies qualitative method with descriptive approach.Â Data collection technique is conducted by observing, interviewing, intensive interview, and documenting. This research discovers that the implementation of territorial border regulations between Karo Regency and Dairi Regency has been applied following the regulation of Minister of Home Affairs number 141 in the year of 2017 re the affirmation of territorial boundaries. This is reflected in variable of communication, implementation of conflict management due to territorial borders has been running well enough by direct and indirect communication, although not all of the implementors among the government; variable of resources, implementation of conflict management due to territorial borders are not sufficient related to human resources, budgeting, equipment, information source and authority; variable of disposition, implementation of conflict management due territorial borders have not been applied successfully as a concrete commitment by all level of implementors; variable ofÂ structural bureaucracy, implementation of conflict management due to territorial borders still have invisible cohesive rhythm and movement among the government of North Sumatera Province with the government of Karo Regency and the government of Dairi Regency.

Based on the background of the problem, the formulation of the problem in the study is How is the performance of Employees at BP-PAUD and Dikmas North Sumatra. What factors are obstacles to the performance of Employees at BP-PAUD and Dikmas North Sumatra. The research objective was to analyze the performance of employees at BP-PAUD and Dikmas North Sumatra. Obstacle factors for employee performance at BP-PAUD and Dikmas North Sumatra. The research method used was descriptive with qualitative analysis. Data collection was obtained from interviews, documentation and observation. The results of the study are the productivity of BP-PAUD and DIKMAS has shown maximum results, this is evidenced by the standard of service provided and then added with the direct supervision provided by the Head of Section to employees. Responsibility for the performance of good BP-PAUD and DIKMAS employees can be seen from several aspects such as the quality of work obtained, a sense of responsibility for the tasks assigned, and good cooperation with other employees. In addition, the response from the learning staff must be responded to because all responses can be benchmarks or references to obtain better performance. While the suggestions from the research are Giving a proposal to the Government regarding this matter so that the number of human resources can be added. The existence of strict sanctions against negligence of employee responsibilities in carrying out their work. Completing or fulfilling facilities and infrastructure for employees.

Perspectives related to the political economy have links with state and economic issues. Political economy is focused on the role of the state in improving the welfare of its people. Based on this, this study aims to analyze the role of the state, Bank Indonesia, West Kalimantan Province in enhancing the wellbeing of MSMEs through technopreneurship. This research is motivated by a problem that is not yet comprehensive market coverage and promotion of MSME products; the low quality of products produced and the limited market network and marketing of MSME products; MSME managerial organization has not been organized; and minimal cyber capital and security. Based on these problems, Bank Indonesia of West Kalimantan Province has conducted production assistance, digital-based promotion, online marketing access, financial management, and organization of technopreneurship. This research uses mixed, qualitative, and quantitative research methods. Primary data were collected through questionnaires and interviews. The questionnaire was given to all respondents, namely all participants who took the financial technology incubator class program. Next, interviews were conducted with the Head of the Bank Indonesia Representative Office in West Kalimantan and the two best participants representing. Secondary data was taken using data from various articles and books related to financial technology. The results of the study explained that Bank Indonesia played a role in the formation of technopreneurship. Thanks to the role of Bank Indonesia, MSME production remains flexible despite being hit by global shocks.

This article discusses about the relationship of clan/ethnicity in choosing. Ethnic problems / clan similarities are a problem thatâ€™s often debated in Indonesia "do people choose based on ethnicity / clan similarity?". These are the questions that we often face. Because most people in Indonesia choose based on one tribe / one clan with the prospective leader. The type of research used in this study is a type of qualitative research that seeks to understand and interpret the meaning of an event. The data used in this study are data derived from library studies and also data from the field obtained by distributing questionnaires or questionnaires to voters in Balige District. From these results, most of the voters in the District of Balige chose the pairs of candidates who were one clan and a kinship with them. This is evident from the results of the voting in this area, where the couple Kasmin Simanjuntak / Liberty Pasaribu were the winners. From the data obtained by the author, the majority of those who chose this pair were subjected to the factors of clan / ethnicity and kinship factors.
