Abstract

This study aims to analyze the role of human resource management in enhancing Occupational Health and Safety (OHS) for teachers at Halimatul Sa’adiah Kindergarten, Malotong. Using a qualitative approach with a case study design, this research involved six informants comprising one principal and five teachers selected through purposive sampling. Data were collected via interviews, observations, and documentation, then analyzed using the Miles, Huberman, and Saldana interactive model assisted by NVivo 12 Plus software. The findings reveal that the implementation of OHS programs in the school is not yet optimal. Significant gaps exist in OHS planning, teacher training, evaluation, and leadership compliance. Furthermore, the safety and health of teachers are not fully guaranteed due to limited facilities, inadequate workspaces, and uneven health protection. These results imply an urgent need for school management to prioritize OHS policies through better budget allocation and infrastructure improvements. Establishing clear standard operating procedures and providing regular safety training are essential to ensuring that teachers can work in a secure environment, which ultimately sustains the quality of early childhood education

Abstract

This study aims to explore the understanding and experiences of community health cadres in carrying out public health service tasks amid changes in minimum service standards. This research employed a qualitative approach using a case study design. Data were collected through in-depth interviews with 19 informants and analyzed using the Interactive Analysis Model supported by NVivo 12 Plus for Windows. The findings reveal that health cadres experience excessive workloads due to increasing task demands that must be completed within limited timeframes, while the compensation received remains below expectations. At the same time, cadres are required to meet increasingly complex work standards in line with the development of primary health care policies. These conditions heighten the risk of burnout and negatively affect the quality of services delivered to the community. In addition, cadres’ competencies and communication skills in providing health services have not yet reached an optimal level. The practical implications of this study emphasize the importance of strengthening health cadre professionalism through clear and well-structured work design, supported by capacity building, training, and continuous professional development as key dimensions of educational management to improve service quality sustainably.

Abstract

This study aims to examine the influence of the work environment and human capital on employee performance. The research employed a quantitative approach using a survey method. Data were collected through structured questionnaires that had been tested for validity and reliability. The sampling technique used was saturated sampling, involving 47 respondents. The data were analyzed using multiple linear regression to determine both simultaneous and partial effects of the independent variables on employee performance. The results indicate that the work environment and human capital simultaneously have a significant effect on employee performance. Partially, both the work environment and human capital individually show a significant positive effect on employee performance. The coefficient of determination reveals that 75.6% of the variation in employee performance is explained by the work environment and human capital, while the remaining 24.4% is influenced by other factors not examined in this study. The findings imply that organizations should prioritize creating a supportive work environment and strengthening human capital development to enhance employee performance. Strategic policies related to workplace conditions and employee competencies are essential to achieve optimal organizational outcomes.

Abstract

This study aims to examine the effect of communication and commitment on employee performance. A quantitative approach with a saturated sampling technique was employed, involving 60 employees as respondents. Data were collected using a validated and reliable questionnaire and analyzed using multiple linear regression. The results indicate that communication and commitment simultaneously have a significant effect on employee performance. Individually, both communication and commitment also show a significant positive effect. The coefficient of determination (R²) obtained is 0.825, indicating that 82.5% of the variance in employee performance is explained by communication and commitment, while the remaining 17.5% is influenced by other factors such as motivation, ability, and work environment. These findings suggest that enhancing communication and strengthening employee commitment are critical strategies for improving overall employee performance. Organizations should prioritize effective communication channels and initiatives that foster employee dedication and engagement.

Abstract

This study aims to examine work culture and bureaucratic ethics in public sector organizations from an educational management perspective. A qualitative approach was employed using a case study design to gain an in-depth understanding of ethical practices, organizational values, and professional behavior among civil servants. Data were collected through interviews, observations, and document analysis, and analyzed using thematic analysis. The findings indicate that work culture and bureaucratic ethics have been generally implemented effectively, reflected in employees’ awareness of moral values such as professionalism, integrity, responsibility, public courtesy, and neutrality. Nevertheless, several challenges persist, particularly the limited internal supervision and insufficient socialization of the bureaucratic code of ethics. As a result, the implementation of ethical work culture remains inconsistent across organizational units and has not been fully internalized as individual professional behavior, instead relying heavily on hierarchical supervision. The study implies that strengthening educational management practices—such as ethical leadership, continuous professional development, and organizational learning—is essential to internalize work culture and bureaucratic ethics sustainably. These findings contribute to discussions on human resource development and ethical governance in public administration.
