Abstract

Abstrak Perkembangan teknologi digital telah membawa perubahan yang sangat signifikan dalam praktik filantropi Islam, salah satunya adalah penerimaan penggunaan cryptocurrency sebagai alat pembayaran zakat dan penggalangan dana. Malaysia menjadi negara pertama yang mengizinkan pembayaran zakat menggunakan cryptocurrency, di mana pemerintah berargumen bahwa cryptocurrency merupakan sumber kekayaan terbaru yang dimiliki oleh generasi muda. Di Indonesia, platform pertukaran aset kripto berbasis syariah, Fasset, juga telah memperkenalkan Crypto Zakat, fitur yang memungkinkan pembayaran zakat menggunakan aset kripto. Sebelumnya, Masjid Shackwell Lane yang berlokasi di Hackney, London, Inggris, juga telah menerima pembayaran zakat dalam bentuk cryptocurrency. Memang, perdebatan seputar cryptocurrency menghadirkan peluang dan tantangan, membuat orang ragu apakah harus menerimanya atau menolaknya. Di satu sisi, cryptocurrency menawarkan beberapa keunggulan, namun di sisi lain, juga memiliki kelemahan yang tak terhindarkan, terutama karena operasinya yang online, yang membuatnya rentan terhadap berbagai ancaman dan risiko, serta dianggap penuh spekulasi. Penelitian ini menggunakan metode yuridis normatif dengan pendekatan konseptual. Data diperoleh melalui studi literatur yang mencakup sumber hukum primer, sekunder, dan tersier. Proses analisis dilakukan secara kualitatif dengan menafsirkan berbagai bahan hukum yang telah dikumpulkan. Hasil penelitian menunjukkan bahwa implementasi zakat menggunakan cryptocurrency dapat dilakukan melalui platform berbasis blockchain yang menjamin transparansi dan akuntabilitas dalam pengelolaan dana zakat. Dengan melibatkan lembaga zakat yang kompeten dan menerapkan mekanisme yang jelas, diharapkan pengumpulan dan distribusi zakat dapat dilakukan secara efektif, sehingga memberikan manfaat yang maksimal bagi mustahiq. Dalam konteks Maqasid Syariah, penggunaan aset kripto sebagai alat pembayaran zakat dapat diterima jika memenuhi prinsip-prinsip syariat yaitu tidak mengandung unsur spekulasi dan gharar, disamping itu harus mengandung unsur keadilan dan kemaslahatan. Kata kunci: Zakat, Kripto, Blockchain, Maqashid Syariah   Abstract: The development of digital technology has brought about significant changes in Islamic philanthropy practices, one of which is the acceptance of cryptocurrency as a means of payment for zakat and fundraising. Malaysia became the first country to allow zakat payments using cryptocurrency, with the government arguing that cryptocurrency is the newest source of wealth owned by the younger generation. In Indonesia, the Sharia-based crypto asset exchange platform, Fasset, has also introduced Crypto Zakat, a feature that allows zakat payments using crypto assets. Previously, Shackwell Lane Mosque, located in Hackney, London, England, also accepted zakat payments in the form of cryptocurrency. Indeed, the debate surrounding cryptocurrency presents opportunities and challenges, making people hesitate whether to accept or reject it. On the one hand, cryptocurrency offers several advantages, but on the other hand, it also has unavoidable disadvantages, mainly because of its online operation, which makes it vulnerable to various threats and risks, and is considered speculative. This study uses a normative juridical method with a conceptual approach. Data was obtained through a literature study covering primary, secondary, and tertiary legal sources. The analysis process was carried out qualitatively by interpreting the various legal materials that had been collected. The results of the study indicate that the implementation of zakat using cryptocurrency can be carried out through a blockchain-based platform that guarantees transparency and accountability in the management of zakat funds. By involving competent zakat institutions and implementing clear mechanisms, it is hoped that the collection and distribution of zakat can be carried out effectively, thereby providing maximum benefits for mustahiq. In the context of Maqasid Syariah, the use of crypto assets as a means of zakat payment is acceptable if it complies with the principles of sharia, namely that it does not contain elements of speculation and gharar, and must also contain elements of justice and benefit. Abstract

Indonesian National Police (Polri) institutional position following the 1998 political transition remains a contested terrain, particularly in reconciling operational independence with the demands of democratic governance. This study investigates how Polri has navigated that tension, drawing on a mixed-methods design that integrates diagnostic mapping of 130 institutional problems, structured surveys with 167 experts distributed across 50 districts and cities, and a comparative analysis of policing frameworks in France and the Netherlands. The findings expose a fundamental contradiction within Act No. 2/2002. While the legislation formally separates Polri from military structures, it simultaneously creates an accountability vacuum, a concern reflected in the 61.7% of expert assessments that are unfavourable. Field data further document three entrenched dysfunctions: a militaristic organisational culture, integrity failures concentrated in investigative units, and chronic service deficiencies flagged repeatedly in ombudsman evaluations between 2020 and 2023. Building on these findings, the study advances a transformation framework organised around four mutually reinforcing pillars: humanist policing grounded in rights protection, anti-corruption governance through merit-based systems, technology-enabled service modernisation, and community-centred precision policing. Proposed reforms target legislative revision, restructuring of professional education, and the development of civilian oversight mechanisms with genuine supervisory authority. The study offers a replicable analytical model for evaluating police reform trajectories in post-authoritarian democratic settings.

Abstract

Mangrove rehabilitation is an important strategy to restore the ecological and social functions of urban coastal areas affected by land use conversion, reclamation, infrastructure development, and settlement expansion. This article aims to present and analyze participatory-based mangrove rehabilitation and conservation learning in Bungkutoko Village, Kendari City. This activity was carried out from April to June 2025. This series of activities included coordination, observation of potential rehabilitation sites, preparation of seedlings and sowing seedlings, planting seedlings, and socialization and field reflection. A total of 100 Rhizophora mucronata seedlings were planted in the degraded area with a planting distance of approximately 1 x 1 m, and involved approximately 50 students along with lecturers, and village officials. Participatory-based mangrove rehabilitation and conservation learning are one strategy to maintain the sustainability of the mangrove ecosystem in Bungkutoko Village, and this activity not only focuses on planting mangrove seedlings, but also builds student awareness to participate in maintaining and preserving mangroves sustainably.
