Abstract

Increasing e-transparency encourages village governments to provide information to the community through village websites. This research aims to provide an overview of e-transparency in providing information services through the village website. This research uses descriptive research with a case study approach. The research focuses on Kiknadze's theory, namely providing information through online media, offering online information to the public, and using e-platforms. Data collection was obtained through observation, interviews, and documentation. The research results show that Prambatan village website has quite complete features. However, providing information on the website is only limited to the activities carried out, while information such as village finances is not yet transparent enough, because the website manager has limitations in providing information that is considered private. However, in this case, the Village government has offered the community to participate in providing suggestions and input for the Village, but some residents still do not know about the existence of the website and are less active in providing suggestions and input. The village government has not fully implemented the Prambatan village website as an e-platform in decision-making. The Prambatan Village still uses the direct deliberation method.

Abstract

This study examines the influence of digital communication transparency and public trust on crisis communication effectiveness in local governments in the MENA region, with public engagement as a mediator. Using a quantitative approach and Structural Equation Modelling (SEM) with data from 228 respondents, findings indicate that while transparency enhances public engagement significantly, trust alone does not directly boost engagement. Public engagement plays a vital mediating role, strengthening the effects of both transparency and trust on communication effectiveness. These results suggest that MENA governments should prioritize strategies fostering public participation alongside transparency to improve crisis communication outcomes. By actively engaging citizens, governments can enhance crisis management, strengthen public trust, and achieve more effective communication. This study contributes to the literature by underscoring the critical role of public engagement in crisis communication strategies.

Abstract

The research aims to analyze the social impact of the Independent Farmer Program innovation on the welfare of farmers in Sumberrejo District, Bojonegoro Regency. This qualitative study gathered primary data through interviews with participating farmers and secondary data from official reports. The results indicate that the Independent Farmer Program significantly improves farmers' income, access to technology, and agricultural management skills. It also contributes positively to other social aspects such as education, health, and overall family welfare. However, challenges remain, particularly concerning resources and infrastructure. Recommendations are provided to enhance government support and program sustainability. This study offers insights for policymakers in improving farmers' welfare through innovative programs.

Abstract

This study examines how Open Government initiatives enhance the effectiveness of the Independent Farmer Card (KPM) Plus Program and their subsequent impacts on Food Security and Food Independence among rural communities. The research problem of this study is that some farmers lack an understanding of how to access support and follow application instructions for agricultural aid through the KPM Plus Program. The research analyzes the impact of transparency, participation, and collaboration within government frameworks on agricultural support. The findings highlight that Open Government initiatives significantly enhance the effectiveness of the KPM Plus Program, leading to better food security and independence for farmers. While SEM results confirm that strong governance positively influences agricultural programs, the model’s fit indices indicate a need for refinement to capture the underlying dynamics better. The study recommends strengthening Open Government practices to enhance program effectiveness and food security in rural areas. Future research should consider additional variables and refine the model for deeper insights into the relationship between governance and agriculture. This research contributes valuable perspectives on rural development, highlighting the importance of transparent and participative governance in advancing agricultural support and food sustainability.

Abstract

The difficulty of finding a job due to the maximum age limit on job vacancies makes the unemployment rate in Bojonegoro Regency still relatively high. This research aims to identify whether the employment policies set by the government are appropriate and non-discriminatory. The research method used is qualitative. This type of research is descriptive research. The data collection process is carried out by means of interviews and observations. Informants or sources are residents of Bojonegoro Regency who meet the criteria, namely Generation Z and are currently experiencing difficulties in finding work due to age restrictions. The technique of determining informants uses probability sampling techniques, namely purposive sampling. This research uses primary data sources and secondary data sources. The theory used in this research is Iversen's theory, namely Ageism has three indicators, namely Prejudice, Stereotypes and Discrimination. This research uses a case study approach. The findings obtained in this study are that policies in local regulations on employment have not been effective in overcoming age discrimination in the workplace, resulting in reduced employment opportunities. This has a negative impact on Generation Z in Bojonegoro Regency. Thus, this research provides theoretical contributions for the Bojonegoro Regency Government to formulate more effective employment policies

Abstract

The main objectives of this study are to evaluate the public value of the Welfare Sheep Program in achieving zero poverty in Bojonegoro Regency. This program is one of the efforts made by the Government to improve the welfare of the poor as a form of responsibility and concern from the Government to reduce poverty rates. This study adopts a qualitative method with a case study approach. This type of research is qualitative descriptive. Data collection was carried out through observation, interview, and documentation techniques. The researcher applies Mark Moore's theory of public value, namely Legitimacy and Support, Operational Capability, and Substantial Value. The findings of the study show that the Welfare Sheep program has succeeded in increasing the income of beneficiary families in the form of increasing the number of sheep. However, the availability of quality feed is still the main obstacle to the program's sustainability because of sheep deaths. This happens because no technology can increase livestock productivity through feed. By using modern technology, the feed management process becomes faster, more effective, efficient, and can help meet the nutritional needs of sheep in real-time and allows farmers to produce more nutritious feed that is in accordance with the nutritional needs of sheep.

Abstract

The rapid advancement of digital technologies has significantly transformed public administration, offering opportunities to enhance service delivery, transparency, and citizen engagement. However, this transformation presents critical challenges, particularly in balancing technological innovation with governance effectiveness and social equity. The digital divide, data privacy concerns, and regulatory gaps remain significant barriers to achieving inclusive digital governance. This study explores these challenges through a systematic literature review methodology, analyzing recent academic research from peer-reviewed journals and reputable sources. The review focuses on identifying trends, policy frameworks, and challenges related to digital governance, with a particular emphasis on equity and inclusivity. The findings reveal a growing reliance on data-driven decision-making and digital platforms to engage citizens, yet highlight persistent disparities in digital access among marginalized communities. Additionally, the study emphasizes the need for adaptive regulatory frameworks to address rapid technological advancements and cybersecurity concerns. The research underscores the importance of fostering public-private partnerships and inclusive policy strategies to ensure sustainable digital transformation. Based on the findings, it is recommended that governments adopt holistic and adaptive digital policies, invest in digital literacy programs, and develop infrastructure to bridge the digital divide. By addressing these challenges, governments can create an equitable and efficient digital governance ecosystem that serves the broader public interest

Abstract

Kabupaten Bojonegoro salah satu wilayah prioritas percepatan pembangunan ekonomi di Jawa Timur yang memiliki beragam potensi salah satunya pusat industri dan pertambangan (Perpres 80 Tahun 2019 tentang Percepatan Pembangunan Ekonomi di Jawa Timur). angka kemiskinan di Bojonegoro menjadi 22.430 atau 1,78 persen, hal ini membuat Bojonegoro mengalami penurunan kemiskinan berdasarkan angka absolute. Penelitian ini bertujuan untuk mendeskripsikan bagaimana proses kolaborasi yang dibangun dalam pengentasan kemiskinan ekstrem di Kabupaten Bojonegoro. Metodologi penelitian menggunakan metode penelitian deskriptif kualitatif dengan 6 sebagai subjek penelitian. Data yang diperoleh dengan teknik wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa collaborative governance dalam pengentasan kemiskinan ekstrem di Kabupaten Bojonegoro belum berjalan dengan optimal dan belum sepenuhnya efektif. Hal ini karena masih ada beberapa indikator yang belum terpenuhi sehingga menghambat keberhasilan kolaborasi, yaitu kondisi awal yang belum jelas, belum adanya kejelasan mengenai tugas fungsi yang harus dilakukan, stakeholder yang terlibat selalu melakukan tugasnya secara mandiri atau masing-masing instansi, terdapat komunikasi yang kurang efektif sehingga berpengaruh pada akses otoritas, sumber daya yang belum memadai.

Abstract

Penelitian ini bertujuan untuk mengetahui Pengelolaan Wisata Growgoland Water Fun dalam Perspektif Community Based Tourism.dilaksanakan di Desa Ngunut Kecamatan Dander Kabupaten Bojonegoro dengan jenis penelitian kualitatif dan tipe penelitian deskriptif. Teknik pengambilan Informan mengunakan pourposive sampling dengan pengumpulan data yang digunakan melalui observasi, wawancara dan dokumentasi. Hasil dari penelitian ini menujukan bahwa pengelolaan wisata Growgoland Water Fundalam perspektif CBT (Community Based Tourism) diukur melalui dimensi politik dengan adanya wisata ini masyarakat semakin aktif dan ikut berpartisipasi dalam pengembangan wisata. Kedua, dimensi sosial dengan adanya wisata ini mampu menciptakan kualitas hidup masyarakat lebih baik dari sebelumnya.Ketiga, dimensi budaya pihak pengelola selalu memberikan ruang kepada masyarakat untuk mempertahankan budayanya. Keempat, dimensi lingkungan menjamin sustainabilitas lingkungan dengan melibatkan pengelola dan masyarakat tentang prosedur pembangunan yang akan dilakukan sehingga tidak merusak lingkungan fisik dilokasi wisata. Kelima, dimensi ekonomi, dimensi ini yang paling berdampak besar dalam keberadaan wisata Growgoland Water Fun pada kehidupan masyarakat berdampak positif terutama dalam peningkatanpendapatan, memberi peluang pekerjaan, sekaligus sebagai alat untuk mengembangkan usaha dan pada akhirnya mampu merubah taraf/kesejahteraan hidup masyarakat.

Abstract

This study critically examines the UzIMEI system—Uzbekistan’s mobile device registration and customs policy—through the lens of public administration, focusing on policy efficiency, digital governance, and social equity. Implemented in 2024, the UzIMEI system aimed to formalize imports and improve tax compliance. However, it has encountered significant operational challenges, including manual processing delays, a flat-rate fee structure that disproportionately burdens low-income users, and limited public awareness. Using a literature review methodology, this paper evaluates the administrative shortcomings of UzIMEI and draws comparative insights from international best practices in Indonesia, India, and Kenya. These countries have adopted digital automation, tiered taxation, and public outreach campaigns to improve policy compliance and public service delivery. The analysis highlights that effective public policy must balance efficiency with equity and transparency. The study concludes that a hybrid reform model—comprising digital system integration, progressive fee structures, and citizen engagement strategies—offers the most viable path forward. By implementing such reforms, Uzbekistan can enhance both the effectiveness and fairness of its public services, positioning itself as a leader in equitable digital governance. This research contributes to the broader discourse on digital transformation and inclusive policy-making in emerging public administration contexts.
