Abstract

This study aims to analyze the causes of the crisis of trust in government from a postmodernist perspective, referring to Michel Foucault's concepts of governmentality and biopolitics. The central research question explores how power, as expressed through public policy discourse, can impact government legitimacy, particularly during global crises. A qualitative approach is used, employing critical philosophical analysis of Foucault's texts, with case studies on pandemic policies and the use of surveillance technology. The findings reveal that the decline in public trust is not only due to administrative failures but also due to the way governments manage policy discourse in ways that are opaque and manipulative. Based on these findings, the study suggests that governments should adopt more transparent and participatory policy approaches, increasing public involvement in decision-making processes to strengthen the legitimacy of the government, which has been undermined.

Abstract

The gig economy trend is increasing and growing in the general public, including in developing countries, especially in a cross-border context. Technological advancements, the growth of the platform-based economy, and changing work patterns and preferences have made gig workers one of the subjects of concern for researchers and governments. Therefore, a comprehensive understanding of gig economy workers is very important, especially in the context of developing countries such as Indonesia, with reference to several important issues such as examining income, job security, and social support. This study examines the income, job security, and social support experienced by gig workers, specifically drivers, in the city of Atambua, a cross-border region in Indonesia. Utilising qualitative methods and purposive sampling, the research involved informants from diverse backgrounds. The findings reveal that supplementary income serves as the primary motivation for individuals engaging in gig work. Additionally, the flexibility in both scheduling and tasks has garnered strong community support for gig workers in Atambua, as their roles contribute significantly to employment absorption. However, job security remains a critical issue, as it is not accounted for within the daily wages earned by these workers. This underscores a notable vulnerability within the gig economy in Atambua.

Abstract

Strengthening village governance through local wisdom and simple digital technology is a strategic approach to addressing participation and transparency challenges. This community engagement program was implemented in Busalangga Barat Village, Rote Ndao Regency, aiming to revitalize the local value of madene and introduce a Microsoft Excel VBA-based village administration information system. The program utilized community education, technology simulation, advocacy, mediation, and consultation methods, structured into four stages: problem identification, material development, core implementation, and remote monitoring and evaluation. The program began with a Focus Group Discussion (FGD) involving traditional leaders, village officials, youth, and women's groups. The discussion generated a shared awareness that madene—as a cultural expression of mutual cooperation—remains relevant in restoring participatory governance and village deliberation practices. The system training enabled village officials to manage population data and generate administrative documents automatically. The application also integrates real-time population updates, such as changes following birth, death, or migration events. This activity demonstrates that cross-regional collaboration combining local values with appropriate digital technology can drive social transformation and improve public service delivery at the village level. This model is adaptable and replicable in other rural contexts with appropriate adjustments.

Abstract

This study aims to describe and analyze the implementation of policies at the Technical Infrastructure Management Unit of Transportation of NTT Province- Region 1 in carrying out local government policies related to user fees in supporting Regional Original Revenue (PAD). This research uses a qualitative descriptive approach using four indicators of policy implementation, namely communication, resources, disposition, and bureaucratic structure. The results showed that the implementation of the program was carried out with limitations in terms of the availability of personnel and also the budget, but it was considered inefficient because of the small nominal in addition to cost cuts/budget efficiency and the lack of personnel because it covered two terminals. Another obstacle is the attitude of the community who are still reluctant to pay the mandatory retribution and still use shadow terminals. In conclusion, although there are still some obstacles, this program has been implemented in accordance with the applicable SOP provisions.

Abstract

This study investigates budget management's accountability mechanism and effectiveness at the Faculty of Social and Political Sciences (FISIP) of Nusa Cendana University (UNDANA). A qualitative approach was used to understand the phenomenon, with data collection techniques including interviews, observations, documentation, and focused discussions. Qualitative analysis was conducted to provide a comprehensive understanding of the budget management process at FISIP UNDANA. The study results explain that the accountability mechanism has been well established, and accountability deficits at the program implementer level are identified, with fluctuations in budget absorption from 2020 to 2022. The accountability process is maintained through understanding and reporting the use of public funds and coordination between related parties. Recommendations to improve budget management include training and socialization, strengthening the monitoring system, financial report transparency, and managerial capacity. Further research should focus on comparative analyses between public and private universities, the impact of technological advancements on budget management, longitudinal studies to track changes over time, stakeholder perspectives on accountability practices, and the effectiveness of current policies in enhancing budget management.
