<![CDATA[The birth certificate is a document that should be owned by every citizen of Indonesia. Rokan Hulu in this case the Department of Population and Civil Registration makes one form of service innovation that initially this birth certificate service takes 14 business days, converted into a day's work, called the program One Day Ready (SHS). SHS services were made because the civil registration of birth certificates in the field of Rokan Hulu is still relatively low. The purpose of this program was launched to improve the recording field of a birth certificate. The problems of this research are how the implementation of the program service of One Day Ready (SHS) on the quality of public services. This study aims to investigate the implementation of the service program One Day Ready (SHS) on the quality of public services by the Department of Population and Civil Registration Rokan Hulu years 2014-2015. This research uses descriptive qualitative method. Sources of data in this study of informants and review documents related to this program are One Day Ready (SHS). The Data collection technique with in-depth interviews (in-depth interviews), documentation and direct observation. Data analysis technique with data reduction, data presentation, inference and verification. From the results of this research is that the implementation of the program One Day Ready (SHS) in the service of the birth certificate presented by the Department of Population and Civil Registration Rokan Hulu is good. Judging from some of the important aspects in the implementation of a program that Communication, Resources, Disposition, and Bureaucratic Structure. <![CDATA[This research is motivated by the preparation of village development planning which is very important for the community in determining future development. In its development planning it is of inferior quality because it experiences constraints such as community participation is not maximal and does not favor the community. The presence of Musrenbang participants who were dominated by the village government and the ineffective development proposal from the number of Musrenbang participants. So that the formulation of the problem in this study is, why is the quality of planning and development of Mittings Village in Sungai Apit Sub-District of Siak in 2016-2017 less optimal. In addition, this study aims to describe the preparation of village development plans and find out which development priorities are less effective. The method used in this study is a descriptive approach to the type of qualitative research. This type of research data is primary data and secondary data. The data collection technique used is qualitative descriptive data analysis technique.The results showed that the quality of village development planning preparation was still not good. This can be seen from a number of data obtained from the village of Mittings, sub-districts and field data collected. The right solution to overcome this problem is the need for support from the village government in increasing community participation in the form of socialization and direct involvement in the field and there needs to be an understanding in the form of motivation to the community to be more active in issuing opinions or proposals for development that are in line with the hopes and needs of the community . <![CDATA[The Social Security Administering Body (BPJS) is a legal entity established to organize a social security program. Participants of the Social Secu rity Administering Body (BPJS) Health is divided into 2 groups based on the origin of the financing. The first group is the Contribution Beneficiary (PBI), participants in the category of those who have difficulties in the economy. The second group of BPJS Health participants are those who belong to the Non-PBI class (Beneficiary of Contribution). Puskesmas Balai Jaya is a First Level Health Facility (FKTP) as a Technical Implementation Unit under Public Health Service that performs non-specialist personal health services for observation, diagnosis, treatment, treatment and or other health services. The problem formulation in this study is why the management of the National Health Insurance (JKN) budget by the Social Security Administering Agency (BPJS) of Health at Puskesmas Balai Jaya Rokan Hilir Regency is not maximal.The purpose of this study is to find out the National Health Insurance (JKN) planning at Balai Jaya Community Health Center 2016-2017. This research method using qualitative approach with descriptive research type.The results of this study indicate that the planning of National Health Insurance (JKN) in Puskesmas Balai Jaya Rokan HilirDistrict in 2016-2017 has not been done properly. It is based on the still many people who have not been integrated into the National Health Insurance (JKN). <![CDATA[The PPLP program is an education and training center for talented student athletes which is a manifestation of the system of organizing training to achieve the desired results, increasing performance in national and international sports. This research is motivated by the role in fostering the athletes of PPLP students in Riau Province in 2015-2017 which is carried out by Dispora but in its implementation experiences various problems, such as the achievements and quality of athletes which are declining every year. The purpose of this study is to analyze the problems that occur in the implementation of the program that causes a decrease in athlete achievement. The method used in this research is descriptive method with the type of qualitative research. The type of research data is primary data and secondary data. Data collection techniques in this study were documentation and interviews. The data analysis technique used is descriptive qualitative data analysis. The results showed that the role of Dispora in coaching PPLP athletes in Riau Province was not running optimally. This can be seen from the not yet effective planning of activity programs. There are inhibiting factors both in terms of internal and external; provision of facilities and infrastructure that are not yet efficient and do not create coordination between the same level institutions. The right solution to overcome the problems in the PPLP program management process is to create a neater and more effective program planning and produce policies that can improve coordination between each institution concerned. <![CDATA[This research is conducted by Siak District Government which succeed especially in Mempura sub-district with existing programs so that it can reduce the number of poor people of Siak Regency and increase people’s welfare. According to the Regional Regulation of Siak Regency Year 2012 poverty is a socio-economic condition of a person or group of people who are not fulfilled their basic rights to maintain and develop a life of dignity. As for formulation of the problem in this research is what factors that become the driving force of the succees of the Siak Regency government in poverty reduction in sub-district Mempura in Siak Sri Indrapura.This research type using qualitative approach with descriptive method. Data collected by the writer use interview and documentation technique. Data used is primary data obtained from informant research and then supported from various government institutions related to this research.Research shows that in tackling this poverty Siak Sri Indrapura Regecy Government has issued a policy related to poverty namely the Regional Regulation (Perda) No. 10 of 2012 on poverty reduction in Siak Regecy. <![CDATA[The Ministry of Social Affairs (Kemensos) launched the Warung Warung (e-Warung) program which is based on the Regulation of the Minister of Social Affairs of the Republic of Indonesia No. 25 of 2016 concerning the assistance of developing business funds through Electronics Warung mutual cooperation business groups together with family hope programs. The establishment of the e-Warung program aims to improve the welfare of the beneficiary families of social assistance in the hope of reducing poverty in Indonesia. e-Warung is a new program launched by the government to provide subsidies to disadvantaged communities so that their lives can be more prosperous. The e-Warung program was inaugurated in January 2017. The purpose of this study was to find out how the e-Warung program affected the welfare of the people of Pekanbaru in 2017. This study used descriptive quantitative research methods. This research was conducted at the Office of Social Affairs and Cemetery of Pekanbaru City and e-Warung in the city of Pekanbaru. Data collection techniques are done by distributing questionnaires to respondents and documentation to support analysis and interpretation of data. While data analysis was carried out using statistical techniques with SPSS 16.0 for windows programs and using descriptive statistics to complete the data analysis used in the study. Based on the testing of the determinant coefficient, the R value of 0.780 was found which means that the e-Warung program on people's welfare has a strong influence with a value of 78%. And the value of the coefficient of determination (Rsquare) of 0.609 means that the variation in the change in the dependent variable (Community Welfare) is able to be explained by the change in the independent variable (e-Warung Program) by 60.9%. <![CDATA[The Regional Medium Term Development Plan (RPJMD) is an official regional planning document that is in force within the next 5 (five) years of the elected head of the regional administration. The steps taken to establish the RPJMD is to discuss and approve the legislative with the executive. Based on this matter then formulated a problem in this research are: How the dynamics of politics in the discussion and mutual consent Proposed Regional Regulation RPJMD Bengkalis District Year 2016-2021.The purpose of this study to determine the dynamics that occurred in the process of discussion and mutual consent with Proposed Regional Regulation RPJMD Bengkalis District Year 2016-2021. This research method using qualitative approach with descriptive research type.The results of the research are as follows: First, the delay of Proposed Regional Regulation RPMMD determination of Bengkalis Regency caused by the handover of Proposed Regional Regulation RPJMD very close to the time limit given and 4 (four) fractions request to postpone the discussion Proposed Regional Regulation RPJMD. Secondly, the regional head does not propose general policies and regional medium-term development programs and indicate the priority program plan that accompanied the funding needs to the Regional House of Representatives (DPRD) for discussion and agreement. Third, there is a difference of vision of RPJMD with the vision of bupati when running and being registered at the General Elections Commission (KPU). <![CDATA[The Family of Hope Program (PKH) is a conditional social assistance program for poor and vulnerable families and / or individuals who are registered in the integrated data handling program for the poor, processed by data centers and social welfare information and designated as PKH beneficiary families. The Family of Hope Program (PKH) has a goal which is to reduce poverty and inequality in Pekanbaru City. Tenayan Raya sub-district is the sub-district that has the highest number of PKH beneficiary families in Pekanbaru City. This research was conducted at the Social Service City of Pekanbaru. The importance of the role of the Social Service in the implementation of PKH in Pekanbaru City is that in the implementation of PKH in the field in accordance with the objectives to be achieved by the Government. The purpose of this study was to determine the implementation of the Family Hope Program (PKH) in Pekanbaru City especially in the District of Tenayan Raya as well as the factors that influence the implementation of the program. The theoretical concepts used by the authors are Program Implementation Theory by David C. Korten and Poverty Theory. This type of research is a qualitative descriptive. Data collection techniques carried out through interviews with research informants selected purposively and document recording. Data analysis techniques in this study used qualitative data analysis methods. The results of this study indicate that the implementation of the Family Hope Program (PKH) in alleviating poverty in the Tenayan Raya District of Pekanbaru City is still not optimal. Factors that influence the less optimal implementation of PKH in Tenayan Raya based on David C. <![CDATA[The local government of Pelalawan Regency is trying to make the Local Regulation work well, therefore it encourages the government to guard the local regulation by granting authority to other institutions outside Polri to be involved in the investigation process. The Civil Institution which is authorized to conduct an investigation is Civil Servant Investigator (PPNS) by authorizing the Regional Regulation of Pelalawan Regency No. 04 year 2014. Civil Servant Investigator (PPNS) is a certain Civil Service Officer who based on the legislation is appointed as the investigator and has the authority to conduct criminal investigation within the legal environment which becomes the legal basis of each. The authority given to Civil Servant Investigators (PPNS) is expected to assist the Pamong Praja Police Unit in Pelalawan District in enforcing the Local Regulation, one of them in the case of investigating the violation of Regional Regulation on Community Disease in Pelalawan Regency.This study aims to describe the authority of the Civil Servant Investigator (PPNS) of the Civil Service Police Unit and the obstacles of Civil Servant Investigator (PPNS) of the Civil Service Police Unit in Pelalawan Regency in the implementation of the investigation of violation of Regional Regulation No. 06 Year 2011 on Disease Society from 2014-2016. This research method using qualitative approach and using type of descriptive research method. Data collection techniques in this study using in-depth interview techniques and relevant fact documentation.Based on the results of interviews, data and information have been obtained it can be concluded that the Civil Service Investigator (PPNS) Civil Service Police Unit in Pelalawan District in carrying out its authority has been felt quite well, because it is in accordance with the authority that has been delegated. But in the implementation of the investigation of violations of Regional Regulation No. 06 Year 2011 on Community Disease there are also obstacles in carrying out its authority both internal factors namely, factors from within Civil Servant Investigator (PPNS) and external factors, factors that come from outside Civil Servant Investigator (PPNS) such as socio-cultural and economic.Keywords: Authority, Civil Service Investigator, Community Disease]]>

<![CDATA[This research is motivated by the problems of the implementation of theMinister of Home Affairs Regulation No. 114 of 2014 on the Village DevelopmentGuidelines in the preparation of RPJMDes in Lubuk Raja Village. This study aimsto determine the Stages of RPJMDes 2016-2021 Preparation in Lubuk Raja Villageand to determine the inhibiting factors in the stage of Preparation of RPJMDes2016-2021 in Lubuk Raja Village Bandar Petalangan District Pelalawan Regencybased on the Minister of Home Affairs Regulation No. 114 of 2014 About theguidelines of Development Village. This study using Gow and Morss theoryreveals that obstacles in policy implementation. Primary information sources(informants) is determined by purposive sampling and the necessary data iscollected by interviewing techniques and literature study.The results of this study indicate that the formation of RPJMDes DraftingTeam in Lubuk Raja Village did not include women in the preparation ofRPJMDes, Aligning the policy direction of district development planning,conducted by socializing the Rural Area Development Plan. Village situationassessment only focuses on Dusun one Lubuk Raja Village, Development of villagedevelopment plan through village meetings where the participants who attend theVillage Deliberation are very few and lack of understanding of RPJMDesCompilation Team.
