Abstract

This research is motivated by the Kepenuhan Hilir Village which is determined as one of the best villages in terms of village financial management through the The village financial system   Application from 10 selected villages in Rokan Hulu Regency. However, in its implementation there are still some obstacles that cause the disruption of the process of making administrative documents and reports in the Village of Fullness of Downstream so that it is feared that these achievements can slowly decline and be left behind by other villages that are more aggressive in solving the The village financial system   application problem. So that the formulation of the problem in this study is, how the Village Financial Governance through the Village Financial System (The village financial system) in the Kepenuhan Hilir Village Kepenuhan Subdistrict Rokan Hulu District in 2017 and what are the factors inhibiting the Village Financial Governance through the Village Financial System (The village financial system) in the Kepenuhan Hilir Village In addition, this study aims to determine the Village Financial Management through the Village Financial System (The village financial system) in the Kepenuhan Hilir Village Kepenuhan Subdistrict Rokan Hulu District in 2017 and to find out the inhibiting factors of Village Financial Governance through the village financial system in Kepenuhan Hilir Village Kepenuhan Subdistrict Rokan Hulu District in 2017. The method used in this study was qualitative with a descriptive approach. The type of data in this study are primary data and secondary data. Data collection techniques in this study were interviews and documentation. The data analysis technique used is descriptive qualitative.                The results of this study indicate that the Village Financial Governance through the Village Financial System (The village financial system) in the Kepenuhan Hilir Village Kepenuhan Subdistrict Rokan Hulu District in 2017 is carried out with five stages, namely: (1) Village Financial Planning Stage (2) Village Financial Implementation Stage (3) Village Financial Administration Stage (4) Village Financial Reporting Stage (5) Village Financial Accountability Stage. In addition, the Village of the Fullness of the Hilir in conducting village management also applies four principles, namely: the principle of transparent, accountable, participatory, orderly and budgetary discipline. Abstract

Fakta bahwa Kampung KB mengalami “mati suri” pasca pencanangan menjadi sebuah hal yang tidak terbantahkan. Disisi lain, hasil kajian Meilani dkk (2017) menemukan bahwa sesungguhnya masyarakat sangat menunggu adanya follow up yang lebih nyata dan tentunya periodik dalam rangka pelaksanaan Kampung KB. Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis existing condition modal sosial dalam pelaksanaan Program Kampung KB di Provinsi Riau. Secara konseptual, modal sosial diderivasi ke dalam 4 (emapat) aspek, yaitu nilai dan norma/NN, trust and resiprocity/TRC, informasi/INF, dan networking/NW. Data dikumpulkan melalui observasi dan indepth interview. Informan terdiri dari : (a) Pengurus Kampung KB, (b) Tokoh agama dan tokoh masyarakat di Kampung KB, dan (c) Lurah/Kepala Desa. Analisis data kualitatif dilakukan dengan model interaktif. Hasil penelitian menunjukkan bahwa kehadiran individu yang membawa semangat altruisme dan keikhlasan untuk terus menghidupkan Kampung KB nyatanya sangat menentukan keaktifan dari Kampung KB tersebut. Selain itu, secara kualitatif juga teridentifikasi bahwa bukan tentang hubungan kekeluargaan ataupun ada atau tidak anggaran yang menentukan keaktifan Kampung KB, melainkan kesadaran kolektif (collective consciousness) yang sesungguhnya menjadi denyut nadi Kampung KB, baik di perkotaan maupun pedesaan. Namun sayangnya, sampai dengan sekarang ini belum terbangun proses institusionalisme terhadap collective consiousness tersebut. Bahkan pada level tertentu, kegiatan dan tindakan dari pemerintah (pusat/provinsi/kabupaten) justru bersifat mereduksi keberadaan collective consciousness tersebut.

Abstract

Penelitian ini mendeskripsikan hubungan Eksekutif dan Legislatif di era otonomi daerah pasca reformasi khususnya pada politik keuangan daerah. Di era otonomi daerah saat ini konstruksi hubungan antara eksekutif dengan legislatif di daerah mengalami perubahan. Penelitian ini dilakukan di Kabupaten Situbondo dengan mengajulan pertanyaan penelitian kepentingan eksekutif dan legislatif apa saja yang masuk dalam penganggaran daerah. Hasil penelitian menunjukkan bahwa proses penganggaran Anggaran Pendapatan dan Belanja Daerah (APBD) di Kabupaten Situbondo terdapat perbedaan kepentingan yang dibawa pihak eksekutif dan legislatif. Kepentingan eksekutif merupakan artikulasi kepentingan masyarakat yang masuk melalui mekanisme formal, baik MUSRENBANGDA dan usulan atau input program-program setiap Satuan Kerja Perangkat Daerah (SKPD). Sedangkan kepentingan legislatif berasal dari dua hal, yakni kepentingan publik dalam ruang lingkup lebih kecil, yaitu konstituen daerah pemilihan dimana dia mewakili. Kepentingan tersebut ditampung melalui Jaring Aspirasi Masyarakat (JASMAS) yang dilaksanakan pada masa Reses (Masa diluar kegiatan sidang). Kemudian yang kedua berasal dari misi partai yang dibawa oleh setiap anggota Dewan Perwakilan Rakyat Daerah, dimana berasal dari misi atau titipan partai politik pengusungnya

Abstract

Regulation of the Minister of Social Affairs of the Republic of Indonesia Number 17 of 2018 concerning the organization and working procedures of the technical implementation unit for children's social rehabilitation within the directorate general of social rehabilitation. According to data from the Office of Women's Empowerment and Child Protection, the number of cases of violations of children's rights in 2019 was 130 cases. One of the social service programs for children who have problems dealing with the law is through the Social Rehabilitation Center for Children in Need of Special Protection (BRSAMPK). In implementing the government program, the central government established the Social Rehabilitation Center for Children Needing Special Protection (BRSAMPK) located in Rumbai, Khayangan street No. 160 Rumbai, Rumbai Pesisir District, Meranti Pandak Village, Pekanbaru.The purpose of this study is to analyze the problems that occur in the implementation of the social rehabilitation service program for children facing the law in Pekanbaru in 2019. This study uses the Edward III Implementation Theory. The method used is descriptive methods with qualitative research types. The types of research data are primary data and secondary data. Data collection techniques in this study were documentation and interviews. The data analysis technique used is descriptive qualitative data analysis.The results showed that the implementation of the BRSAMPK service program for ABH had not been optimal. This can be seen from the lack of good communication between ABH and insufficient resources for ABH. The inhibiting factor is the lack of supervision by caregivers of ABH, resulting in cases of children running away from the hostel. The right solution to overcome this problem is to further optimize the social rehabilitation program for ABH related to communication between ABH, infrastructure for ABH, as well as better supervision of ABH at BRSAMPK.  Keywords: Implementation, Service, Social Rehabilitation Center for Children, Children in Facing Law.

Abstract

Based on Law Number 33 of 2004 concerning the financial balance between the central government and regional governments, one of the sources of regional original income is local taxes. Bengkalis is a city that has a promising regional potential, one of which is PBB-P2. However, regional revenues that have been relying on the oil and gas sector continue to decline. As for the formulation of the problem in this research is how the implementation of land and building tax collection at the Bengkalis Regency Regional Revenue Agency in 2017-2018 and what are the inhibiting factors.This research was conducted with the aim of describing the evaluation of rural and urban land and building tax collection in Bengkalis Regency in 2017 and 2018. This research is a descriptive study with a qualitative approach. The data collection techniques used were observation, interview and documentation. The data analysis technique used is descriptive and qualitative methods.The results of the study illustrate that the evaluation of the collection of Rural and Urban Land and Building Tax in Bengkalis Regency in 2017 and 2018 uses six evaluation criteria indicators, namely effectiveness, efficiency, adequacy, leveling, responsiveness, and accuracy. From all these aspects, it can be seen that the implementation of the collection on each indicator has been carried out but has not run optimally. As for the inhibiting factor for the low revenue from PBB-P2 from an internal perspective, it is the lack of human resources in the part of the PBB-P2 bailiff and the PBB-P2 assessor, the non-delivery of the Taxpayer Tax Return (SPPT) to taxpayers and the weak application of sanctions. Abstract

Lingga regency is an area that has a lot of water sources from water springs, wathershed, and raw water. However the need clean water for community in Lingga regency  has not been fulfilled because water supplies are uneven. Community’s need will continue to increase clean water. The condition of water container does not fit the needs of clean water. Then, the authors see the implementation of clean water infrastructure development in Lingga Regency and the inhibitory factor of implementing clean water infrastructure development of in lingga regency in 2017-2018.The purpose of this study is to describe how local government in giving authority to the PUPRPKP Service and to give authority to PDAM and what are the factors that influence these authorities by using the theory of authority and focus on accountability criteria. This study used a qualitative approach with descriptive methods. In collecting data, the writer used interview and documentation techniques.            The results of this study are the implementation of  clean water infrastructure development in Lingga regency based on the deconcentration principle, the Department of PUPRPKP Lingga was given authority that is the field of copyrighted work and water resources to develop clean water by making physical buildings to accommodate clean water and cooperation with BWS IV Province of Kepulauan Riau as a water resource manager that is a working unit the Ministry of public work & housing and PDAM as a clean water service provider to the community and have the authority to find a water source. Pipeline system is an activity undertaken by PDAM while non pipeline activity undertaken by community relate to the development of clean water in the village. The inhibitory factor in implementing the development of clean water infrastructure in Lingga Regency is limited budget, and still dependent on local government then the limited workforce and water sources are far from reach. Keywords:  Accountability, Administration, Law, Politics

Abstract

Reading interest is one of the work programs of library development carried out by the Riau Province Library and Archives Office in the 2014-2019 RPJMD. In the library development work program, among others, organizing reading interest competitions, developing reading interest and culture, promoting libraries and film screenings, workshops for reading and writing, revitalizing libraries or mobile libraries, and so on are still not maximized due to various factors declining. . This research is motivated by how the strategy of the Riau Provincial Library and Archives Service in increasing people's interest in reading. The purpose of this research is to analyze the problems that occur in the implementation of the strategy which causes a decrease in the number of visitors in the HS Soeman Library. The method used in this research is descriptive method with qualitative research type. The types of research data are primary data and secondary data. Data collection techniques in this study were documentation and interviews. The data analysis technique used is descriptive qualitative data analysis.The results showed that increasing interest in reading carried out by the Department of Library and Archives of Riau Province has not been optimal. This can be seen from the decline in the number of visitors at the HS Soeman Library. There are inhibiting factors both from an internal and external perspective; provision of inefficient facilities and infrastructure and poor coordination. The right solution to solve the problem of increasing reading interest in the Soeman Hs Library is to create a tidier and more effective program planning and create policies that can improve coordination between each person in charge in each section concerned and the community, increase the budget, and increase reading interest. more intensive and routine. Keywords: Strategy, Reading Interests, Dipersip

Abstract

Pekanbaru City is the capital of Riau Province. With a dense population in urban areas such as what happened in the city of Pekanbaru, the need for road access is increasing, roads are the main need for public access. Dense traffic flow will cause congestion because the number of roads does not match the number of vehicles available. To get around this, the Riau Provincial Government together with the Riau Province Public Works and Spatial Planning (PUPR) Office built flyovers at points prone to congestion. There are two points that are considered to be experiencing severe congestion, especially during peak hours such as morning and evening, namely at the intersection of Pasar Pagi Arengka and the SKA Mall intersection. The Riau Provincial PUPR Office as the technical implementer of the construction flyover is responsible for the success of the development, for this reason, management is needed from the Riau Province PUPR Office so that development can be in accordance with the set targets.This study aims to determine the management of the Riau Provincial PUPR Office in carrying out construction flyover in Pekanbaru City in 2018 and to find out the factors that affect the delay construction flyover in Pekanbaru City in 2018. The research location is in Pekanbaru City, namely the Riau Province PUPR Office. This research uses a qualitative approach. This type of research is descriptive. Data were collected through informants purposively. Data collection techniques using interviews and documentation.The results of this study show that the management of the Riau Province PUPR Office in the implementation of construction flyover in the city of Pekanbaru in 2018 has not been running optimally, this can be seen from the delay in completing the flyover construction from a predetermined time. The delay in completing the flyover was caused by several factors such as program planning that did not run according to what had been determined, coordination of the government structure, namely there were still differences of opinion between the PPK and PPTK, and the flyover development management program where during the development process there were some raw materials arriving late so that it hinders the development process and cannot be completed in accordance with the predetermined time. Keywords: Management,development flyover, Riau Province PUPR Office

Abstract

Tax is the main source of state revenue which has an important role in improving and implementing National Development with the aim of Community Improvement and Prosperity. Surface water tax is a tax on the extraction and/or utilization of surface water. Surface water is all water found on the ground surface. The purpose of this study was to determine the efforts made by the Regional Revenue Agency of Riau Province in increasing Surface Water Tax revenues and to find out the factors that became obstacles in efforts to increase Surface Water Tax revenues. This qualitative research method the author uses data collection techniques in the form of interviews and documentation and then analyzed based on research problems. The theory used in this research is the theory of intensification and extensification. To be able to answer these problems the researchers used a qualitative method with an interactive model. The results of this study indicate that the Efforts to Increase Surface Water Tax Revenue by the Regional Revenue Agency of Riau Province have not gone well, this is caused by several factors that hinder the implementation of efforts to increase surface water tax revenues, namely the existence of measuring instruments that do not function until taxpayers do not use measuring tool in calculating the use of surface water. Keywords : Effort, Local Tax, Surface Water Tax, Regional Revenue Agency, Intensification and Extensification

Abstract

Paradigma kemitraan multi-stakeholder layak menjadi alat analisis dimana Multi-Stakeholder Partnership (MSP) menekankan pada keterlibatan sektor publik, swasta, dan masyarakat sipil yang berorientasi pada membangun dialog dan kolaborasi konstruktif berbasis kesukarelaan. Tujuan penelitian adalah mengeksporasi model proses pencegahan dan pengendalian COVID 19 di Kota Pekanbaru melalui perspektif MSP. Kota Pekanbaru yang merupakan ibu kota Provinsi Riau tercatat sebagai wilayah dengan penyebaran dan kasus positif COVID-19 tertinggi dibandingkan wilayah lainnya. Empat fase utama dalam MSP yang diuraikan dalam makalah ini adalah inisiatif, perencanaan adaptif, tindakan kolaboratif dan pemantauan refleksi. Tulisan ini didasarkan pada hasil penelitian dengan menggunakan metode kualitatif dengan analisis eksploratif. Hasil penelitian menunjukkan bahwa MSP tertuang dalam struktur formal yaitu terbentuknya satuan tugas penanganan COVID 19 di Kota Pekanbaru yang terdiri dari multistakeholder dan terbagi dalam beberapa bidang kerja dan turunannya. struktur ke tingkat masyarakat. Formasi ini tidak serta merta menunjukkan adanya kemitraan yang baik, masih terdapat permasalahan terkait dominasi struktural kekuasaan formal dan dinamika sosial mengenai ambiguitas dan kompleksitas keanggotaan. Selain itu, aspek ketergantungan antar aktor serta kesetaraan dan kepercayaan juga menjadi permasalahan yang menunjukkan MPS belum optimal dalam mengimplementasikan kebijakan terkait pencegahan dan pengendalian COVID-19.
