Abstract

This research is entitled Normative Study of the Right to Space in the Installation of Digital Infrastructure, which aims to analyze the legal and justice aspects in the use of space for the development of digital infrastructure in Indonesia. The development of digitalization demands the availability of legal and equitable space for the installation of towers, fiber optic networks, and other supporting devices. In a legal context, the right to space originally focused on physical development, but has now expanded to encompass the need for digital space as a vital public facility. The method used is doctrinal legal research with a statutory and conceptual approach, examining the suitability of legal norms governing the management of physical space as regulated in Spatial Planning Law Number 26 of 2007 and digital. The study results show that the regulation of spatial rights for digital infrastructure must guarantee the principles of legality, social justice, transparency, and public participation. The state plays a central role in regulating and ensuring equal access, data protection, and equitable distribution of digital benefits for all members of society. This research emphasizes the importance of adaptive and equitable digital legal transformation so that infrastructure development does not create disparities, but rather realizes inclusive, safe, and sustainable spatial planning in the era of technological transformation.

Abstract

This study examines the form and effectiveness of legal protection for Indonesian citizens in guaranteeing land ownership within coal mining concession areas. The primary focus is on the tension between national economic interests in the mining sector and community land rights guaranteed by the constitution. This study uses a normative juridical method with a regulatory approach, legal theory, and empirical case studies in several mining areas such as Kutai Kartanegara and Paser. The results indicate that land conflicts in IUP areas are generally revoked due to overlapping ownership claims, weak land administration verification (SKT/SKPT), and minimal government oversight. The state, based on the theory of the Right to Control (HMN), has a constitutional mandate to regulate, manage, and oversee the utilization of natural resources for the welfare of the people. However, its implementation is still biased towards corporate interests, so that community rights are often neglected. This study recommends the implementation of responsive laws, strengthening the social function of land rights, and transparent and pro-community mechanisms for peace and conservation resolution. True legal protection can only be achieved if the state acts not merely as a regulator but also as an active protector of citizens' rights against the impacts of the expansion of the coal mining industry.

Abstract

This study is prompted by the inadequate reading interest and comprehension of grade X students at SMA Negeri 1 Batang Toru regarding descriptive texts in English. The primary issues found encompass insufficient student engagement in reading, challenges in comprehending language and text content, and a restricted application of appropriate instructional tactics by the educator. The objective of this research is to evaluate the efficacy of the SQ4R method (Survey, Question, Read, Recite, Review, Reflect) in enhancing students' reading comprehension of descriptive texts. The study utilizes a quantitative methodology featuring a pre-test and post-test framework. The population comprises all Grade X students at SMA Negeri 1 Batang Toru for the 2024/2025 academic year, with the total number are 251 students. The researcher employed purposive sampling to pick grade X6 as the sample, which initially comprised 35 students; however, only 19 participated in the study. The primary data comprises reading comprehension test scores obtained prior to and subsequent to the application of the SQ4R approach. The data collection equipment comprised a reading test and questionnaires. The data analysis methods employed included descriptive statistical analysis and t-tests to assess the significance of differences between pre-test and post-test outcomes. The students' reading proficiency was commendable, and the study indicated an enhancement in the average reading comprehension score from 72.37 in the pre-test to 87.63 in the post-test following the implementation of the SQ4R approach, resulting in an elevation of students' reading ability to an excellent level. In conclusion, the SQ4R method demonstrated efficacy in improving students' reading comprehension of descriptive texts and is advocated as an alternate instructional strategy for reading in senior high schools.

Abstract

Basic literacy skills are fundamental in developing high-quality human resources from an early age. However, many children in Padangsidimpuan still face difficulties in recognizing letters, reading syllables, and understanding simple texts. This study aims to analyze the effectiveness of basic literacy training through a community-based education program in improving children’s early literacy abilities. The research employed a quantitative descriptive method using a one-group pretest–posttest design. The subjects consisted of 20 children who participated in four sessions of literacy training. Data were collected through literacy tests covering letter recognition, syllable reading, and comprehension of short texts. The data were analyzed by comparing the pretest and post-test results. The findings show a significant improvement in all aspects of basic literacy. The average pretest score of 56 increased to 82 in the post-test. Children also demonstrated higher learning motivation, engagement, and self-confidence throughout the program. The community-based education approach successfully created a fun, meaningful, and participatory learning environment, making it a promising solution to the low literacy skills among children in the area. In conclusion, basic literacy training through community education programs is effective in supporting the development of early reading skills in children and is feasible to be replicated in other communities. This study highlights the importance of collaboration between the community, parents, and educators in realizing an intelligent young generation in Padangsidimpuan.
