This article aims to examine the selection mechanism for village officials in the Indonesian Distinctive Region of Yogyakarta. This article will focus on the problem of the differences in the selection mechanism for village officials in Yogyakarta, particularly in Kulon Progo, Sleman, Bantul, and Gunung Kidul Districts. In this study, researchers use the theory of merit system, which means a system working based on competency performance and professionalism, which is open and provides opportunities and supports every employee to develop the best performance for the organization, which is a manifestation of change as well as coaching for every employee to create productivity and competence (Meyrina, 2016). The data are collected from four districts in Yogyakarta by series of observations to the implementation of regional regulations. The data are categorized and analyzed. This study concludes that the implementation of the merit system in the four districts is through open selection, which in practice has differences in the examination mechanism. This shows that in the application of the merit system there are variations from the four districts. Besides, another difference is the neutrality of the selection committee, which has different mechanisms between districts. One of them is collaborating with universities and third parties. This was done to maintain the neutrality of the committee and to create professional, competent, and high integrity of human resources.

Kulon Progo Regency is one of the districts that has many innovations, one of which is community empowerment in collaboration with a modern shop abbreviated as the shop name owned by the people (tomira). This research was motivated by the achievements of the Kulon Progo district government in carrying out development and innovation in the development of the Kulon Progo region by fully involving the Kulon Progo district community through community empowerment. This initiative was taken by the government of Kulon Progo Regency to improve community empowerment and protect the people of Kulon Progo Regency from various economic threats. Considering that in the past few years many modern shops have mushroomed in each district/city, so this is what makes Kulon Progo Regency move quickly to empower the community by collaborating between MSMEs or cooperative with modern shops. This study uses a qualitative method which case study approach. With the empowerment that has been done, the original products of Kulon Progo Regency or local products can be traded in modern stores so that local products in Kulon Progo Regency can compete with national products in these modern stores. The existence of such cooperation will indirectly improve the image of Kulon Progo Regency and lift the original products of Kulon Progo Regency. The lifting of the original products of Kulon Progo Regency will have a positive impact on the community, where indirectly the economy of the community will increase so that there will be prosperity for the community. Kabupaten Kulon Progo adalah salah satu kabupaten yang memiliki banyak inovasi, salah satunya adalah pemberdayaan masyarakat bekerja sama dengan toko modern disingkat nama toko yang dimiliki oleh masyarakat (tomira). Penelitian ini dilatarbelakangi oleh pencapaian pemerintah kabupaten Kulon Progo dalam melakukan pengembangan dan inovasi dalam pengembangan wilayah Kulon Progo dengan melibatkan sepenuhnya masyarakat kabupaten Kulon Progo melalui pemberdayaan masyarakat. Inisiatif ini diambil oleh pemerintah Kabupaten Kulon Progo untuk meningkatkan pemberdayaan masyarakat dan melindungi masyarakat Kabupaten Kulon Progo dari berbagai ancaman ekonomi. Menimbang bahwa dalam beberapa tahun terakhir banyak toko-toko modern telah menjamur di setiap kabupaten/kota, jadi inilah yang membuat Kabupaten Kulon Progo bergerak cepat untuk memberdayakan masyarakat dengan berkolaborasi antara UMKM atau bekerjasama dengan toko-toko modern. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus, dengan metode yang digunakan adalah dokumentasi. Dengan pemberdayaan yang telah dilakukan, produk asli Kabupaten Kulon Progo atau produk lokal dapat diperdagangkan di toko modern sehingga produk lokal di Kabupaten Kulon Progo dapat bersaing dengan produk nasional di toko modern ini. Adanya kerjasama tersebut secara tidak langsung akan meningkatkan citra Kabupaten Kulon Progo dan mengangkat produk asli Kabupaten Kulon Progo. Pencabutan produk asli Kabupaten Kulon Progo akan berdampak positif bagi masyarakat, di mana secara tidak langsung perekonomian masyarakat akan meningkat sehingga akan ada kesejahteraan bagi masyarakat.

Bureaucratic reform is an effort to reform and change fundamentally in a system of governance that involves institutional aspects (organization), management (business process) and human resources apparatus to realize good governance. In Law No. 5 of 2014 concerning the State Civil Apparatus where has a function as the executor of public policy and public servants. The lack of civil servants within the Bantul Regency Government, such as teachers, health workers and technical personnel, are caused by the presence of retired employees and the enactment of the civil servants candidate (CPNS) moratorium policy which causes the workload (ABK) figures of an organization and employees to be heavier than before which can affect public service quality. The method used in this study is descriptive qualitative. The results showed that the performance of civil servants in the Education, Youth and Sports department was very good, besides that the arrangement of work plans was also in accordance with the standards of the organization. However, there are some obstacles, especially in the timeliness of completing assignments, and the ideas or initiatives of civil servants in delivering ideas are still lacking. Meanwhile, the factors that influence civil servants performance in carrying out their tasks are lack of human resources, the presence of seniority and the lack of awareness of ASN about the importance of implementing education and training.

The purpose of this article is to see how effective the campaign model carried out by the State Civil Apparatus Commission is, especially with the #JagaASN jargon. The government through the State Civil Apparatus Commission has launched a bureaucratic neutrality campaign through social media. This is done considering the implementation of regional head elections during the COVID-19 pandemic. In addition, this campaign also hopes to reduce the number of ASN neutrality cases in Indonesia. So, with this campaign, it is hoped that the government can provide quality services and realize regional head elections with integrity. This study uses qualitative research methods, using several research tools. The research tools used are Nvivo and VOSviewer. Based on the results of the study, the case of ASN neutrality in Indonesia, especially in the 2020 regional head election, is still quite high. Where this can be seen based on data from the State Civil Apparatus Commission that violations in the 2020 regional head elections are quite high with several cases as many as 864 ASN reported, while for 635 ASN violating and receiving KASN recommendations to be followed up, for ASN who have sanctioned by the staffing officer of 500 ASN. In addition, based on the processed results of NVivo 12+, it was also found that 82% of ASN were declared to be in the category of bureaucratic/ASN neutrality violations. The details are that 18% of ASN became a candidate pair's success team, 9% used state facilities, 31% participated in activities and sided with one of the candidates, and the last 21% ASN participated in the candidate pair's campaign.

Wacana pembentukan daerah otonomi baru (DOB) Kabupaten Balanipa di Sulawesi Barat sudah bergulir sejak tahun 2007, namun belum pula terealisasi hingga saat ini. Dalam perencanaannya juga diwarnai pro dan kontra antara pihak yang mendukung pembentukan DOB untuk meningkatkan pelayanan dan kesejahteraan masyarakat dengan pihak yang menggangap DOB hanya sebagai alat politik bagi elit-elit yang memiliki kepentingan, serta adanya moratorium pembentukan daerah baru yang diberlalukan oleh pemerintah pusat sejak tahun 2015 yang dianggap sebagai salah satu faktor belum terealisasinya pembentukan DOB Kabupaten Balanipa. Oleh karena itu dilakukan penelitian dengan tujuan untuk menganalisis bagaimana dinamika politik pembentukan DOB Kabupaten Balanipa serta motif politik apa yang melatar belakanginya. Metode penelitian yang digunakan yaitu kualitatif dengan data yang diperoleh dari wawancara dan literatur review. Hasilnya menunjukkan bahwa dinamika politik pembentukan DOB Kabupaten Balanipa terjadi di berbagai kalangan elit politik lokal dan juga masyarakat, namun akhirnya bersama-sama menyetujui dan memperjuangkan pemekaran Kabupaten Balanipa. Sedangkan motif politik terdiri atas motif sebab dan motif motif tujuan. Kata Kunci : Dinamika Politik, Daerah Otonomi Baru, Kabupaten Balanipa

The development of modern shops or lined shops has recently grown rapidly to various regions, including in Sleman Regency. This will be a new problem for the economic sector, wherewith the existence of various modern shops or networked shops will have an impact on the weakening of the existing traditional markets in the region. So that there needs to be a role from the government to be able to carry out strategies in increasing the existence of traditional markets in the community. Consequently, the purpose of this research is to examine regional government policies in empowering traditional markets in the Sleman Regency Government. Where in Sleman Regency, there are currently several traditional markets that are dead or not running. From the results of the study, it was found that to keep increasing the extension of traditional markets so as not to be confused with modern markets, the Sleman Regency Government implemented a clear policy foundation, namely Perda No 17/2012, Perda No 18/2012, and Perda No 54/2015. Perilaku menetap merupakan faktor risiko terbesar terjadinya Diabetes Mellitus (DM) atau komplikasinya. Salah satu penyebab perilaku menetap adalah kurangnya pengetahuan tantang pentingnya aktivitas fisik dalam mengendalikan glukosa darah untuk mencegah terjadinya DM. Tujuan pengabdian masyarakat ini adalah untuk mengenalkan pentingnya aktivitas fisik menggunakan model edukasi berbasis pemberdayaan masyarakat untuk mengendalikan glukosa darah, terutama pada pasien DM. Jumlah peserta yang mengikuti kegiatan ini sebanyak 50 peserta, yang terdiri dari 29 masyarakat tidak terdiagnosis DM dan 21 masyarakat terdiagnosis DM. Hasil pengabdian masyarakat menunjukkan bahwa metode edukasia yang dilanjutkan dengan praktik aktivitas fisik dapat meningkatkan pengetahuan tentang pentingnya aktivitas fisik dalam menurunkan glukosa darah. Edukasi kesehatan dilakukan pada masyarakat yang menderita DM maupun masyarakat umum. Setelah edukasi kesehatan, dilanjutkan dengan diskusi kelompok dan latihan bersama. Simpulan pengabdian masyarakat ini adalah model edukasi program aktivitas fisik berbasis masyarakat dalam bentuk diskusi kelompok dan praktik langsung aktivitas fisik dapat meningkatkan pengetahuan tentang pentingnya mengendalikan glukosa darah. Saran, pemerintah dan institusi pendidikan perlu meningkatkan upaya preventif dan promotif untuk meningkatkan perilaku aktivitas fisik dalam upaya mengendalikan DM di wilayah kabupaten Sleman lainnya.

The purpose of this article is to analyze the impact of the implementation of Spending Review using Performance-Based Budgeting (PBB) on the APBD (Regional Budget Revenues and Expenditures) of West Sumatra province the year 2018. This article uses the qualitative method to identify and interpret the Spending Review context that needs to be thoroughly identified. The result data were drawing through data codification, data presentation, and the result of data research. This research showed that the condition of the West Sumatra province's regional spending budget for the year 2018 was increasing. However, judging from the indirect expenditures budget of West Sumatra province was declining. Further, on the review of allocation result that has been done against the realization of regional expenditures budget, there were budget savings from the year 2017 – 2018. Then for indicator and performance review through health and education services showed an increased value of human development. Further on, the need deviation analysis showed that within two years of the government budget of West Sumatra province, i.e., the year 2017-2018, it has the rate level of need deviation with the allocation of spending budget 15.56%.

This paper aims to analyze the impact of Covid-19 outbreak in term of tourism sector. The Covid-19 pandemic had a tremendous impact on all countries, one of it was Indonesia, that had been affected. Many sectors are affected, including tourism. A seriously affected in tourism is the micro, medium small enterprise or called MSME sector, this has a major influence on the rate of economic growth of the country, specifically in tourism sector. The existence of this pandemic, the tourism small and medium-sized enterprises experiencing huge losses, one of it is the lack of foreign tourists coming. The method used in the research is content analysis which analyze new in media that shown the topic related to Covid-19 and tourism. In contrast to previous studies, the decline in the number of tourists was due to the reach of tourist attractions, facilities, access, and costs, this study tries to look in more detail about how the Covid-19 pandemic has a serious impact on the tourism sector. As the result, the number of foreign tourist visits or foreign tourists to Indonesia has decreased in 2020 by 28.85% compared to the number of visits in 2019. Some areas such as Bali and Yogyakarta have lost both local and foreign tourists. This has an impact on MSME providers of travel, hotels, souvenir providers, regional handicrafts, and food and drink providers in tourist areas.

Salah satu prinsip penting dari penyelenggaraan pelayanan publik adalah pelayanan bagi masyarakatnya, artinya pelayanan publik memuat prinsip-prinsip keadilan/equity dimana semua masyarakat berhak atas pelayanan publik yang sama tanpa adanya perlakukan diskriminatif. Pelayanan diberikan tanpa memandang status, pangkat, golongan dari semua masyarakat. Namun tidak dapat dipungkiri beberapa sektor pelayanan publik masih memberlakukan pembedaan pelayanan melalui penciptaan kelas, salah satunya adalah pelayanan di rumah sakit. Demi terwujudnya pelayanan prima dan memuat prinsip adil/equity RSUD Wates menerapkan inovasi baru yaitu pelayanan rawat inap tanpa kelas bagi keluarga miskin (Gakin). Adanya inovasi tanpa kelas bagi masyarakat miskin nantinya bisa menciptakan pelayanan yang memuat prinsip-prinsip keadilan/equity, sehingga masyarakat mendapatkan pelayanan public yang sama dan tidak ada kata diskriminatif terhadap pelayanan publik. Pelaksanaan rumah sakit tanpa kelas bagi masyarakat miskin relative berjalan dengan lancar, hal ini ditunjukkan dengan tidak adanya syarat yang menyulitkan pasien untuk mendaftarkan diri. Setiap masyarakat yang menggunakan kartu jaminan kesehatan berhak mendapatkan pelayanan yang sama dan tidak ada perbedaan. Hal inilah yang dilakukan di RSUD Wates dalam pelaksanaan pelayanan tanpa kelas bagi masyarakat miskin.
