Abstract

This study aims to analyze the political ecology of governance in the Lok Pahar Nature Tourism Park (TWA Lok Pahar), Ruteng, East Manggarai Regency. The research employed a qualitative method, with data collected through interviews, observations, and documentation. The analysis was conducted using the political ecology perspective developed by Bryant and Bailey, which emphasizes power relations, discourse contestation, and political-economic structures in natural resource governance. The findings reveal unequal power relations among the Natural Resources Conservation Agency (KSDA), the local government, and indigenous communities. The state, represented by KSDA, holds a dominant position in managing the conservation area, while indigenous communities regard Lok Pahar as customary land inherited from their ancestors. The study also identifies a contestation between the state's conservation narrative and the indigenous communities' customary rights narrative. The centralized conservation policy structure has limited community access to the area. This condition has encouraged various forms of community resistance, including customary land claims, land utilization, opposition to conservation policies, and advocacy for indigenous rights supported by the Indigenous Peoples Alliance of the Archipelago (AMAN) as a non-state actor advocating for the recognition and protection of indigenous peoples' rights in Lok Pahar.

Abstract

This study analyzes the effectiveness of the M-Paspor application in passport issuance services at the Class II Immigration Office of TPI Atambua. A descriptive qualitative approach with a case study design was employed. Using purposive sampling, 20 informants were selected, comprising three immigration officers, eight M-Paspor users, and nine walk-in applicants. Data were collected through observation, in-depth interviews, and documentation and analyzed using an interactive model involving data collection, reduction, display, and conclusion drawing. The findings indicate that M-Paspor is moderately effective in terms of work quality, service time, efficiency, openness, accuracy, and precision. Counter services for M-Paspor applicants required approximately 5-10 minutes, compared with 20-25 minutes for walk-in applicants, while passport issuance through both channels took a relatively similar period of 4-7 working days. Application effectiveness was supported by competent officers, adequate service facilities, and accessible features. The principal barriers included unstable networks and central servers, repeated administrative procedures, uneven dissemination of information, limited digital skills, and a strong preference for walk-in services. Strengthening system reliability, integrating digital and on-site procedures, improving information clarity, and providing direct assistance to rural residents and older users are therefore necessary to optimize digital passport services.

Abstract

The phenomenon of cohabitation or living together without a legally recognized marriage has become one of the social issues developing in modern society. Changes in values, cultural development, economic factors, and shifting understandings of commitment and marriage have contributed to the increasing practice of cohabitation. In the Indonesian context, this phenomenon generates debate because it encounters legal, religious, and cultural norms that consider marriage as an important institution in human life. This study aims to analyze the phenomenon of cohabitation through Martin Buber’s dialogical philosophy, particularly the concepts of the I-It and I-Thou relations. This research employs a qualitative method with a library research approach by analyzing Martin Buber’s works and various literature related to cohabitation, marriage, and human relations. The findings indicate that cohabitation cannot merely be understood as a legal or moral issue but also as a philosophical issue concerning the quality of human relationships. From Buber’s perspective, relationships oriented only toward personal needs, comfort, or specific interests tend to become I-It relations because the other person is reduced to an object. Conversely, the I-Thou relation emphasizes respect for personal dignity, openness, responsibility, and authentic encounters between individuals. Therefore, Martin Buber’s thought provides a critical reflection that human relationships should be built upon dialogue, responsibility, and respect for others as complete and valuable persons.
