Abstract

This study aims to analyze the implementation of the wak?lah bil ujrah contract in the practice of photo or greeting delivery services (jastip) conducted by the Instagram account @Babangkiwill_, with a focus on the conformity of the contract elements to the principles of fiqh mu??malah. The research employs a descriptive qualitative method through observation of the account’s activities, interviews with service providers and users, as well as documentation of posts and digital transactions. A literature review of classical fiqh sources and previous research is also used to strengthen the analysis. The findings indicate that this jastip practice essentially meets the characteristics of a wak?lah bil ujrah contract, particularly in the aspects of delegated authority and compensation. However, it still requires clarity regarding the service object, transparency of the ujrah (fee), and avoidance of gharar and tadl?s to ensure compliance with sharia principles. This study demonstrates that classical contracts can adapt to the digital creative economy, as long as sharia principles are upheld.

Abstract

Indonesia is confronting increasingly complex maritime security challenges, particularly with the rise of non-traditional threats such as IUU fishing and recurring territorial violations. The limited surveillance infrastructure has heightened interest in USVs as a cost-efficient technology capable of enhancing detection, patrol, and defensive operations. Using a qualitative approach grounded in an extensive literature review, this study examines both the opportunities and the enduring constraints surrounding the integration of USVs into Indonesia’s maritime defence system. The findings indicate that USVs can substantially enhance monitoring capacity, improve personnel safety, and support the broader modernisation of national defence capabilities. However, significant challenges persist, including regulatory gaps, financial constraints, and emerging security risks linked to foreign USV activities. Overall, the study concludes that the strategic adoption of USVs backed by stronger domestic capacity and deeper international cooperation holds considerable potential for reinforcing Indonesia’s maritime security and sovereignty.

Abstract

This research employs a normative juridical method by examining statutory regulations, legal principles, and the Bengkulu Administrative Court Decision Number 12/G/2024/PTUN.BKL concerning the civil-service dispute between Mustarani and the Regent of Lebong. The study focuses on assessing the conformity of administrative examination procedures in issuing administrative decisions with positive law and the principles of good governance (AUPB). Using a statute approach and case approach, this research analyzes the use of authority, procedural completeness, and the application of the Standards, Procedures, and Criteria (NSPK) for civil-service management. The findings indicate that the dismissal and reassignment decisions issued by the Regent did not meet essential administrative examination stages such as clarification, factual verification, and mandatory personnel coaching. These deficiencies violated the principles of accuracy, legal certainty, and accountability. The Administrative Court’s annulment of the decisions confirms that the authority of administrative officials is not absolute; it must be exercised procedurally, professionally, and responsibly to protect civil-servant rights and ensure governmental accountability.

Abstract

This study examines the application of SWOT analysis as a strategic planning framework for improving the quality of education in Sipoholon District. The research problem arises from disparities in teacher competence, unequal distribution of educational facilities, and the limited use of data-driven planning, all of which contribute to uneven educational quality across schools. A descriptive qualitative approach was employed, utilizing literature review, document analysis, and synthesis of previous studies relevant to educational planning. SWOT analysis was adopted to identify internal factors (strengths and weaknesses) and external factors (opportunities and threats) that shape the educational landscape in Sipoholon. The findings reveal that institutional strengths such as teacher commitment, the presence of high-performing schools, and local government support can be optimized by leveraging external opportunities, including digital transformation policies and collaborations with partner institutions. Meanwhile, weaknesses such as insufficient digital literacy among teachers and disparities in infrastructure require evidence-based strategies tailored to local needs. The study concludes that SWOT analysis provides a comprehensive and practical foundation for designing strategic educational plans, enabling stakeholders to formulate adaptive, collaborative, and sustainable development pathways aligned with regional conditions and national education goals.

Abstract

The rapid development of digital technology has had a significant impact on the behavior, morals, and ways of thinking of the younger generation. In this context, Islamic Religious Education (PAI) teachers not only act as instructors (mu'allim), but also as murabbi who foster and instill moral values. This article aims to emphasize the importance of the role of PAI teachers as moral educators in facing the era of technological disruption. The research method uses a descriptive qualitative approach with a literature study from various journals and books related to modern Islamic education. The results of the study indicate that the role of PAI teachers as murabbi encompasses three main aspects: (1) spiritual role models, (2) character development based on Islamic values, and (3) utilization of technology as a medium for da'wah and moral education. By combining traditional Islamic values and digital innovation, PAI teachers can maintain the relevance of Islamic education amidst the challenges of modernization.

Abstract

This study is grounded in the role of Islamic education policies in improving teacher quality through the integration of a tahfizh Al-Qur’an program as a comprehensive curriculum, aimed at strengthening Islamic character education based on memorization in alignment with the Ministry of Religious Affairs curriculum and the Joint Decree of Three Ministers (SKB 3 Menteri). The purpose of this research is to analyze institutional policies such as memorization scheduling, the methods of tasmi, takrir, and murojaah, discipline monitoring, teacher development through daily supervision, and periodic evaluation. The research employed a qualitative approach, with data collected through in-depth interviews with the vice principal for curriculum affairs. The findings show that indicators of success include the cultivation of a daily murojaah culture, regular memorization examinations, the awarding of tahfizh certificates, motivational support from parents, a conducive Sharia-based environment, and collaborative efforts within the madrasa ecosystem. These elements collectively strengthen students’ memorization quality and enhance teachers’ competence holistically. This educational policy has successfully shaped an integrated Islamic education model that harmonizes formal academics with spiritual development and is therefore recommended for replication in other madrasas to optimize educator quality.

Abstract

This study analyzes the foundation, application, and problems of school guidance and counseling teachers using a descriptive qualitative approach. The results show that although guidance and counseling teachers have adequate theoretical and juridical understanding based on legal foundations such as Law Number 20 of 2003 and Minister of Education and Culture Regulation Number 111 of 2014, service implementation still faces various significant obstacles. Service applications include classical guidance, responsive services, and individual planning implemented through interactive methods and digital technology adaptation. The main problems identified include theory-practice gaps, negative stigma toward counseling services, excessive workload due to non-ideal teacher-student ratios (more than 150 students per teacher), educational background mismatch, minimal facilities and infrastructure, time limitations, suboptimal stakeholder collaboration, and adaptation challenges facing the complexity of digital era problems such as social media addiction and cyberbullying. Comprehensive solutions are needed in the form of continuous competency improvement, increasing the number of guidance and counseling teachers, clarification of main duties and functions, socialization of professional roles, and integration of digital technology in services to optimize student development and psychological well-being.

Abstract

The sophistication of technology in today’s digital era is widely felt by all of us. This sophistication is not only seen in platforms but also in market structures that continue to evolve over time. Without realizing it, the expansion of the digital market has penetrated and grown everywhere. Digitalization has changed the way transactions and marketing are conducted. MSMEs not only have to compete with other MSMEs but are also expected to utilize digital marketing. This study focuses on the extent to which the MSME canteen at the Medan State Polytechnic utilizes digital marketing and is expected to serve as a reference for better research literature.

Abstract

The limited number of state apparatus at the regional level has encouraged the government to employ non-civil personnel through various recruitment mechanisms. In Pungkur Subdistrict, the implementation of a region-lock–based recruitment system has become the main strategy to meet service needs while reducing local unemployment. However, this policy does not fully align with the principles of human resource governance based on a merit system. This study aims to evaluate the recruitment and placement policy for non-civil personnel in Pungkur Subdistrict using the OECD-DAC framework, which includes relevance, effectiveness, efficiency, impact, and sustainability. This research employs a descriptive qualitative method through in-depth interviews and observations involving informants at policy, implementation, and beneficiary levels. The findings show that the region-lock system has strong social relevance because it prioritizes local residents and increases employment access through easily accessible information distribution mechanisms. The policy’s effectiveness is reflected in the creation of a harmonious work environment, rapid employee adaptation, and strong community acceptance. In terms of efficiency, the recruitment process is simple and low-cost, although it is not yet supported by adequate competency standards. The policy generates positive impacts on reducing unemployment and strengthening social relations, but it has not significantly improved service quality. The sustainability of the policy is relatively stable due to its long-standing application and easy implementation, though it still faces limitations in professionalism, performance evaluation, and capacity development.

Abstract

Abstract Computational thinking is the ability to break down problems, recognize patterns, abstract, and systematically construct solutions. This research aims to develop students' digital literacy skills thru coding lessons that are presented in a fun, contextual, and age-appropriate manner, using a participatory action research (PAR) approach. The results of this study indicate that Scratch-based coding training can develop digital literacy skills and train computational thinking. However, in practice, there are still obstacles such as differences in basic digital literacy skills, a lack of infrastructure, and less competent educators. Therefore, Scratch-based coding learning can be an effective solution for developing digital literacy skills and training computational thinking.
