Abstract

Paciran Port serves three routes, one of which is from Paciran to Bawean Island with one KMP Gili Iyang. Shipping safety is the reason in this study because several cases of trucks overturning in the vehicle loading space. This study aims to determine the procedures for transporting vehicles on KMP. Gili Iyang. This study uses a qualitative research method with a data collection method using the observation method and then comparing the conditions in the field with existing regulations such as the distance between vehicles, weighbridges, vehicle positions, sterilization of the transportation space, and vehicle tying. This problem uses the legal basis of the Regulation of the Minister of Transportation Number 115 of 2016 concerning Procedures for Transporting Vehicles on Ships. The results of this study are: Paciran Port already has a weighbridge, The ticket after weighing the vehicle only contains the weight of the load, The vehicle loading space is not yet sterile from passengers, The vehicle loading space is sterile from oil spills, The distance between vehicles is still too close and not appropriate, The placement of the vehicle position is still transverse and not appropriate, The mandatory lashing section has not been fully tied. The conclusion of this study is that the procedures for transporting vehicles and placing vehicles on the KMP. Gili Iyang are still not in accordance with the rules stated in the Minister of Transportation No. 115 of 2016. The recommendations given include: the crew of the KMP. Gili Iyang must carry out vehicle transport procedures in accordance with the Minister of Transportation No. 115 of 2016. The need for stricter supervision from the transportation organizer.

Abstract

The availability of Fenders at the Kuala Tungkal Ro-Ro Ferry Port is lacking and many are damaged, resulting in greater impacts to the pier, if it continues to occur, it will damage the pier building. The researcher's goal is to determine the condition of the water facilities and analyze the need for fenders and bolders as water facilities at the Kuala Tungkal Ro-Ro Ferry Port. The current condition of the Bolder is damaged and rusty, making it dangerous for ships to moor. Analysis of existing problems, based on the Bambang Triatmodjo Transportation Planning Book in 2009. The results of this study are: 1.) There are no fenders in good condition, all fenders have been damaged and torn for ships operating at the Kuala Tungkal Ro-Ro Ferry Port, the current condition of the fenders is torn, hanging and loose, and there is still a shortage of 1 fender 2.) The current condition of the Bolder Tip is corroded so that it can endanger ships that will moor. Water facilities at the Kuala Tungkal Ro-Ro Ferry Port require rejuvenation of the Bolder iron in order to provide safe, comfortable, and optimal services, then the Fender requires rejuvenation or installation according to the dimensions of the operating ship, so that impacts on the pier can be withstood by the fender and the addition of one fender at the end of the port dolphin.

Abstract

Bastiong Ferry Port is a ferry port operating in the Ternate City Area of ​​North Maluku, which aims to accommodate the traffic needs of the community in the North Maluku National Strategic Area. The number of ships serving this route is 7 ships with a passenger load factor of 61% departure and 56% arrival. Meanwhile, the vehicle load factor is 577% for departure and 717% for arrival. This study uses a quantitative research method which aims to: 1) To determine the Load Factor of ships operating on the Bastiong-Sofifi route has reached an ideal condition, 2) To determine the number of ships operating on the Bastiong-Sofifi route that is in accordance with the level of demand for service users. The results of this study are that the prediction of passenger growth in 2023 has reached the planned Load Factor of 65% with a frequency of ship departures of 3 round trips/day so that it can be concluded that the number of ships operating on the Bastiong-Sofifi Route does not match the demand for existing transportation services. The solution to this problem is a recommendation for a new schedule on the Bastiong-Sofifi Route with the number of ships operating as many as 10 ships/day and during working hours, namely on Monday, an additional 1 trip.

Abstract

Batang Serai Pier is a pier located in the Belawan Service Unit, the Belawan Service Unit also has 2 passenger transportation routes, namely Sundari Pier and Batang Serai Pier, the existing pier is also one of the connections between islands and is important for the surrounding community to buy basic necessities so that it has the potential to advance the economy in the surrounding area. Batang Serai Pier also needs to be updated with facilities that are no longer suitable for use, so that the pier can be operated more efficiently, so the author reviewed Batang Serai Pier which generally does not receive enough attention for maintenance and the suitability of the pier through the author's analysis using a calculation method, the results obtained were the need for ship berthing facilities such as there should be changes to the number ofboldas many as 6 units with a distance betweenbold by 4 meters and changes in the Number fenderas many as 5 units with a distance betweenfenderas large as 5 meters. The results obtained from calculations based on the Transportation Planning Book written by Bambang Triatmodjo in 2009 must be adjusted and facilities that are no longer suitable for use must be updated in their placement.Bold FenderIt is necessary to carry out renovations so that there is no more damage to the pier due to ships mooring at the pier which causes the pier to erode if the mooring process is not carried out correctly.

Abstract

ASDP Ferry Port Bitung Branch is one of the ports located in North Sulawesi Province, precisely in Bitung City. This port has an important role in Bitung City, namely as an access for crossings between islands and provinces in the Sulawesi region. Currently, ASDP Ferry Port Birung Branch has not implemented a zone system in accordance with applicable regulations which has resulted in sterilization at the port and irregularities in the flow of passenger and vehicle traffic at the port. This is because the facilities in Zone A1, namely the ticket machine at the port gate, are still not functioning so that unauthorized vehicles can enter the port at will, the weighbridge is not functioning so that ships with excess loads can still board the ship and the toll gate is not functioning as a place to sell vehicle tickets so that drivers must get off first to buy tickets in the waiting room and there is no special lane for passengers who will get on or off the ship. The analysis of the problem then used an analysis guided by the Regulation of the Minister of Transportation Number 91 of 2021 concerning Zoning in Port Areas Used to Serve Ferry Transportation and the Decree of the Director General of Land Transportation Number SK,242/HK.104/DRJD/2010 concerning Technical Guidelines for Crossing Traffic Management as a guideline for the analysis of the addition of supporting equipment for the zoning system and flow patterns referring to the Regulation of the Minister Number 13 of 2014 concerning Traffic Signs. Based on the results of the analysis above, in order to create a safe and orderly crossing port, the ASDP Ferry Port, Bitung Branch can determine the zoning system and regulate the flow patterns of passengers and vehicles at the ASDP Ferry Port, Bitung Branch, in this case it is also necessary to add facilities and restore the function of several facilities such as Tollgates and weighbridges

Abstract

Tanjung Kalian Ferry Port has 14 ferry boats and 2 Damri buses at the port. Ferries docking at the port with Damri buses result in intermodal integration in supporting transportation services. However, there are several problems in this integration, such as the lack of waiting areas for service users, unavailable information on fares and schedules, and the need for special lanes for buses. This study aims to determine the condition of supporting facilities for intermodal integration and the fulfillment of these facilities. This study uses observation and documentation methods, it was found that currently the supporting facilities for integration are still inadequate. There are no waiting areas available, information on fares and schedules is not yet available, and the sidewalks at the port are inadequate for pedestrians. Therefore, it is recommended to plan the construction of a bus stop with a size of 23m x 7m, add information boards inside the bus stop and post 2, improve the sidewalks inside and in front of the port (each with a width of 1.52 meters and 1.54 meters), and add no parking signs at the pedestrian exit.

Abstract

Tua Pejat Port is a Ferry Port in Mentawai Regency, West Sumatra Province that serves the Tua Pejat-Padang route. The Tua Pejat Ferry Port is very important in supporting economic development in Mentawai Regency. On the Tua Pejat-Padang ferry, there are still vehicles that enter the ship without knowing the weight of the vehicle load, the distance between adjacent vehicles, the placement of vehicles across, and vehicle tying that is not in accordance with the rules. The type of research used is mixed research with the methodgap analysisas a comparison between existing conditions and expected conditions and as an analysis method used in evaluations that focus on the current gap with the targeted conditions. Data analysis by comparing the existing conditions of vehicle transportation in the field with vehicle transportation procedures in accordance with applicable regulations. Based on the research results, it can be concluded that the condition of vehicle transportation on the Tua Pejat - Padang ferry at the Tua Pejat Ferry Port is not in accordance with the vehicle transportation procedures that have been regulated in the Regulation of the Minister of Transportation Number 115 of 2016 and the Regulation of the Minister of Transportation Number 30 of 2016. Therefore, port and ship operators must pay more attention to vehicle transportation on ships on the Tua Pejat - Padang route for the safety and security of ships during the voyage.

Abstract

Boom Baru Port Palembang serves loading and unloading services. In the implementation of loading and unloading activities, it is highly dependent on the availability of stevedoring workers. Based on a field survey, it was found that in loading and unloading activities, several handling of loading and unloading activities, the number of workers used in the implementation of loading and unloading activities was not ideal, the working hours of stevedoring workers exceeded the regulatory limits and the competency certification of stevedoring workers had not been met. The purpose of this study was to determine the number of stevedoring workers in each handling of loading and unloading activities. This study used an observation method in the field by analyzing stevedoring workers, working hours, and stevedoring worker certification. Based on this analysis, it was found that the need for workers in each handling of loading and unloading was different, the working hours of stevedoring workers exceeded the specified standards and the competency certification of stevedoring workers was not sufficient. In order to improve performance in loading and unloading activities, scheduling is needed in loading and unloading activities to reduce excessive working hours and provide education and training to improve the competence of stevedoring workers.

Abstract

The Harbor Master’s Office of the Class II Palembang Port Authority is a technical implementing unit within The Ministry of Transportation in the waters of Palembang and its surroundings is under and directly responsible to the Director General of Sea Transportation. This study aims to determine the application of the use of the Indonesia Port Integration System (INAPORTNET) in service Clearance In And Clearance Outing the area of the Office of the Harbor Master of Class II Palembang Port Authority. This problem refers to Ministerial Regulation Number 93 of 2013 concerning the Organization and Business of Sea Transportation, Ministerial Regulation Number 93 of 2013 concerning the Organization of Business Related to Transportation in Waters, and Ministerial Regulation Number of 8 of 2022 concerning Procedures for Ship Service Through INAPORTNET. The result of the study are:1) Implementation of the use of Inaportnet by Office Harbor Master of Class II Palembang Port Authority in clearance services not optimal because there are obstacles in its implementation. 2) Obstacles faced by shipping company agencies and the Harbor Master’s Office of the Class II Palembang Port Authority in the use of Inaportnet in carrying out clearance services, including expired documents, lack of training and socialization, and weak internet network. 3) Efforts that can be made by the shipping company agency and the Palembang Class II Port Authority Harbor Master’s Office in dealing with obstacles that occur include extending expired certificates so that when uploading certificates to the system Inaportnet. There are no problems that could hinder the clearance process and socialization including training is carried out so that service users can Inaportnet do not feel confused in the stages of using the service Inaportnet can increase internet speed so that there are no problems related to the internet network when uploading data to the system.Inaportnet.

Abstract

Pelabuhan penyeberangan merupakan pelabuhan yang melayani kegiatan angkutan penyeberangan. Salah satu pelabuhan penyeberangan yang ada di Indonesia adalah Pelabuhan Penyeberangan Hunimua yang terletak di Provinsi Maluku. Pelabuhan Hunimua memiliki prioritas utama untuk keamanan para pengguna jasa, salah satu indikatornya adalah sterilisasi dan manajemen lalu lintas penumpang dan kendaraan yang sesuai dengan Peraturan Menteri Nomor 91 Tahun 2021 tentang Zonasi di Kawasan Pelabuhan yang Digunakan untuk Melayani Angkutan Penyeberangan dan Surat Keputusan Direktur Jenderal Perhubungan Darat Nomor SK.242/HK.104/DRDJ/2010 tentang Pedoman Teknis Manajemen Lalu Lintas Penyeberangan. Hal tersebut sangat penting diterapkan karena jika tidak diterapkan akan menjadikan pelabuhan tidak tertib. Tujuan dari penelitian ini adalah untuk mengetahui kondisi eksisting sterilisasi dan manajemen lalu lintas penumpang dan kendaraan, mengetahui strategi yang dapat dilakukan untuk mendukung penerapan sterilisasi pelabuhan penyeberangan dan manajemen lalu lintas penumpang dan kendaraan. Metode yang digunakan untuk menganalisis permasalahan tersebut menggunakan metode observasi dengan membandingkan kondisi eksisting dengan peraturan. Hasil penelitian tersebut didapatkan bahwa pada Pelabuhan Penyeberangan Hunimua perlu diterapkannya sterilisasi dan manajemen lalu lintas penumpang dan kendaraan serta perlu adanya fasilitas pelengkap seperti rambu dan petugas yang berperan penting dalam mengatur dan menertibkan para pengguna jasa di Pelabuhan Penyeberangan Hunimua.
