Abstract

Banjaraya River Port is a river port in Banjarmasin City that serves three routes, namely Banjaraya - Sakakajang, Banjaraya - Muara Teweh, and Banjaraya - Puruk Cahu with eight ships operating. Based on the results of a field survey, no supporting facilities for intermodal integration were found, such as bus stops, sidewalks, and information boards regarding intermodal integration at Banjaraya River Port. This study aims to develop a design concept for the integration (infrastructure) of connecting and supporting Banjaraya River Port with onward transportation in order to improve transportation services. This study uses an observation method to analyze the need for intermodal integration facilities at Banjaraya River Port. The results of this study obtained that the construction of supporting facilities for intermodal integration is needed at Banjaraya River Port, namely bus stops, sidewalks, and intermodal integration information boards. From the results of this study, the output is in the form of designs and sizes that have been calculated, bus stops with a size of 7.5 mx 2 m which are adjusted based on applicable regulations, sidewalk sizes with a width of xm, height x cm with a slope of x% equipped with guilding blocks, and information boards containing information about further transportation, such as further transportation schedules, fares, and routes served. Efforts that can be made by the management are to build supporting facilities for intermodal integration needed at Banjaraya River Port.

Abstract

Bungus Bay Ferry Port is a very important commercial port to connect the city of Padang with the Mentawai Islands via waterways. The ticket purchase process at Bungus Bay Ferry Port still uses a manual system, by queuing and waiting for a long time at the port counter, making it difficult for service users because there is no e-ticketing application or cashless method. This study aims to analyze the readiness of the perception of service users and port organizers if the use of the e-ticketing application is implemented in purchasing tickets at Bungus Bay Ferry Port, West Sumatra Province. This study uses a quantitative approach research type with analysis using a questionnaire method in the form of distributing digital questionnaires/google forms and interview methods as data collection tools and direct observation methods in the field. Based on the perception of service users and port organizers, the results of the readiness analysis were obtained, namely with a percentage of 84.8% of service users and 87.5% of port organizers having readiness in using the e-ticketing application at the Teluk Bungus Ferry Port. For this reason, service users should start preparing to learn more and seek information about online ticket reservations so that when implemented they can easily access online ticket reservations independently. For Port Organizers, they should start preparing everything, starting from IT infrastructure and networks as well as an understanding of online ticket reservations.

Abstract

In Bengkulu Province there is a ferry port that serves 1 (one) route, namely the Bengkulu-Enggano route with a distance of 106 km. This port has been operating since 2018, in the operation of the ferry, the Ship Operational Cost (BOK) is still subsidized by the central government. To review the provision of subsidies that are still provided by the government on the Bengkulu-Enggano Route, this is done to review the pioneering status on the route whether it is still feasible or not to be provided by the government, and as an evaluation material so that the management of the Bengkulu-Enggano Route crossing transportation can continue to develop and more than that as a comparison that can allow this route to be free from government subsidies and become a commercial route and to reduce the financial burden and subsidies from the government. In this study, the researcher used a quantitative method by calculating the Ship Operating Cost (BOK), ship income, and Break Event Point (BEP). From the results of the analysis, it can be concluded that the ship's load factor in 2023 is 43%, the ship's operational cost per year is IDR 15,081,840,683. It can be concluded that the operation of the crossing ship is still experiencing losses, so the ship still has to get subsidies from the central government to support the operation of the ship. Based on the results of the crossing transportation forecast in 2032, the ship's load factor has reached the Break Event Point (BEP) of 92% with ship operational costs of IDR. 20,555,000,749 so that in 2032 it can be recommended to be a commercial route.

Abstract

Simanindo Port is a very important ferry port in connecting Sumatra Island with Samosir Island via waterways. In this case, the author compares the installation and activation of AIS and communication devices, but the current conditions are not in accordance with the Regulation of the Minister of Transportation Number PM 18 of 2022 concerning the Automatic Identification System for Ships Carrying Out Activities in the Territory of Indonesia and the Regulation of the Director General of Land Transportation Number: KP.3424 / AP.402 / DRJD / 2020 concerning River and Lake Ships. Through qualitative methods, the author conducted direct observations of the actual conditions in the field, namely seeing directly the operation of traditional motorboats, boarding and disembarking passengers and AIS installed on traditional motorboats and their activation while the ship was sailing. Based on the analysis results that have been obtained, the KSOPP Lake Toba together with the Water Police and the government have made efforts so that ship operators comply with the installation and activation of AIS and communication devices to support smooth sailing of ships, namely by carrying out ramp checks and coaching for ship operators who are not yet compliant. But in reality, of the 17 traditional motor ships operating, there are still 2 traditional motor ships that have not been installed with AIS, 6 traditional motor ships that have not been installed with communication devices and on each ship that has been installed with AIS and communication devices, it is still not effective in terms of activation when sailing and tends to deactivate AIS and the communication device. So ship owners need to be aware of installing AIS and communication devices on ships and ship operators must also always activate AIS when sailing for shipping safety.

Abstract

Bitung ferry port is a port that connects Lembeh Island, Talaud Island, Ternate Island and North Halmahera Island. The dock facilities at Bitung Ferry Port are in poor condition and have not met the standards in accordance with the Decree of the Minister of Transportation Number KM 52 of 2004. To realize the implementation and appropriate operations, an evaluation of the dock facilities at the ferry port is needed. This research uses descriptive quantitative research. The author analyzes fenders and fender spacing analyzes the number of bolder and bolder spacing and analyzes efforts to maintain fenders, bolder and trestle. The results of this study, the type of fender that is in accordance with the impact strength of the ship is type V 600H with the number of fenders 7 and each fender is given a distance of 10.65 meters. In the bolder, the number of bolder that is in accordance with the characteristics of the operating ship is 4 bolder with a distance between bolder is 23.67 meters. The condition of the existing trestle at the Bitung Ferry Port, it is known that the condition of the asphalt section has cracked. The conclusion of this research is that the condition of the fenders, bolder and trestle at the Bitung Ferry Port is not in accordance with the needs. PT ASDP Bitung Branch does not have a routine schedule and appropriate Standard Operating Procedure stages in carrying out regular maintenance. There needs to be a routine schedule for fender, bolder and trestle maintenance.

Abstract

in accordance with KP-DRJD 539 of 2022 concerning Guidelines for Planning, Development and Performance Evaluation of River, Lake and Ferry Ports, it is worthy of evaluation in order to determine the extent of operational performance that has been implemented so far. The purpose of this study is to determine the performance weight of the Kuala Tungkal Ferry Port. In this study, the researcher used a quantitative research method, namely collecting and processing figures that have been obtained through surveys. Based on the results of the study, it is known that the Kuala Tungkal Ferry Port has worked with an assessment weight of 76.7 and the category "Good" refers to KP-DRJD 539 of 2022 concerning Guidelines for Planning, Development and Performance Evaluation of River, Lake and Ferry Ports. This can be seen from the recorded ship maneuver time of 7 minutes and a rating of 80, the average time for vehicles to board and disembark the ship recorded at 25 seconds and 2 minutes 48 seconds with a rating of 100 and 80, the vehicle queue time to board the ship recorded at 12 hours 46 minutes and a rating of 20, and the pier usage ratio which received a score of 100. Thus, several actions are needed to improve the operational performance of the Kuala Tungkal Ferry Port such as ship traffic control by the LPS (Local Port Service) so that optimal ship maneuver time can be implemented. In addition, to optimize vehicle queue time, it is necessary to provide an appeal to the public to obey the rules in force in the Kuala Tungkal Ferry Port environment.

Abstract

Lembar Ferry Port is a very important commercial port in developing and connecting West Nusa Tenggara Province, especially Lombok Island with Bali Province. This makes the port management as a service provider industry continue to strive to develop services to increase the potential of the port and the satisfaction of service users, one of which is the online ticket booking system. This study aims to analyze the level of service user satisfaction with the implementation of the online ticket booking system using the Customer Satisfaction Index (CSI) method at Lembar Ferry Port as one of the providers of ferry transportation services on Lombok Island. Data collection was conducted by distributing questionnaires to users of Lembar Ferry Port services as respondents to obtain data on the level of expectations and performance felt by service users. Based on the results of the study, service users have felt quite satisfied with the performance of the online ticket booking system carried out by the management of Lembar Ferry Port. This can be seen from the CSI value obtained, which is 59.12%. The things that need to be improved or corrected from the online ticket booking system at Lembar Ferry Port, one of which is the system display for service users which is simple but still informative because it has the highest expectation value from service users.

Abstract

West Tanjung Jabung Regency has river transportation, one of which is the UPTD LLASDP managed by the Tanjung Jabung Barat Regency Transportation Agency which operates almost 24 hours connecting villages, sub-districts and provinces in Kuala Tungkal. There are still many ship owners in UPTD LLASDP Kuala Tungkal who have not been certified, both for ship crews and ship operators who do not have awareness of shipping safety, which causes many problems in ship operations in terms of security, comfort and safety. The purpose of this study was to analyze the completeness of speedboat crew certification at the UPTD LLASDP Kuala Tungkal pier in accordance with applicable provisions and to analyze the obstacles experienced by Ship Crews in fulfilling Ship Certification at the UPTD LLASDP Kuala Tungkal pier. There are 100% of speedboats that do not have crew certificates. Some of the obstacles expressed by ship operators in fulfilling ship crew requirements are that 44% of ship operators do not have the funds to make ship crew certificates, where the requirement is that ship crews must have a Basic Safety Training (BST) certificate. As many as 28% of ship operators admitted that they did not understand the importance of using ship crew certificates and the obligation to have ship crew certificates.

Abstract

Jangkar Ferry Port serves five ferry port. Of the five ferry, there is one ferry port that has experienced a change in pioneering status in the last five years, namely the Jangkar-Raas crossing served by KMP Dharma Kartika. The Jangkar-Raas crossing in 2019 to 2022 had pioneering status. However, starting in 2023, this crossing changed its status to a commercial crossing. In the first year of becoming a commercial crossing, revenue was not yet able to cover production costs. So at the end of 2023, the operator re-applied to be pioneered. After being evaluated by the regulatory team in 2024, this crossing was again granted pioneering status. Based on the calculations carried out, the average load factor was 69.82%. Referring to the applicable tariffs at the 2023 load factor conditions, the total income was obtained at IDR 2,896,681,000, while the Ship Operational Cost (BOK) was obtained at IDR 5,041,346,912, and the unit price per SUP per mile was obtained at IDR 746 at a load factor of 100%. Meanwhile, at a load factor of 60% it was IDR 1,243. At the existing tariff multiplied by the planned load factor, the income was obtained at IDR 3,959,890,194. The income that will be obtained when using the planned tariff and existing load factor is obtained at IDR 5,602,047,580, and at the load factor and planned tariff levels, the results were obtained at IDR 7,484,250,027.

Abstract

The Banjaraya River Port is a link between the land transportation network of Banjarmasin City to Barito Kuala Regency which is separated by the Barito River. Currently, the condition of the Banjaraya River Port is not optimal due to a contract for 20 years, written in the lease agreement number 511/228/DPP/2004 dated September 10, 2004 between the Banjarmasin City Government and the Banjaraya Main Market Traders. This is contrary to the ideal condition of river and lake ports as stated in the Regulation of the Minister of Transportation of the Republic of Indonesia Number PM 40 of 2022 and the Decree of the Directorate General of Land Transportation Number SK.242/HK.104/DRJD/2010. The land facilities currently available at the Banjaraya River Port are the Banjaraya Terminal Building which functions as an administrative office, parking lot, canteen, ticket counter that has not been managed optimally, a traffic park and a post building that is not functioning and there is a market on the main road to the Banjaraya River Port. The research method used is mixed research by combining two methods, namely qualitative methods and quantitative methods. Based on the results of the analysis, the area needed for the terminal building is 283.2 m2 where there are 5 (five) rooms, namely the passenger waiting room (158.4 m2), canteen (23.76 m2), administration room (23.76 m2), utility room (51.48 m2) and public space (25.74 m2), it is necessary to reallocate passenger ticket counters before the waiting room and vehicles before the parking lot is ready to load. Dividing the functions of the available parking lot into a ready-to-load parking lot (48.6 m2) and a shuttle parking lot (118 m2). As well as managing the circulation of passengers and vehicles from the gate to the exit of the Banjaraya River Port using signs and markings.
