Abstract

The study of public administration developed from the Old Public Administration to the New Public Service, bringing management and public organizations to shift from the traditional paradigm to the modern paradigm. Organizations were originally seen as machines that emphasized hierarchy. The modern perspective states that hierarchy is no longer an effective organizational strategy. The new public administration steered organizations toward collaboration, consensus, and democratic management to encourage the development of a heterarchical approach. The research results were visualized using bibliographic research methodology and the VOSviewer program. Access Scopus database data using the following keywords, title-abs-key (" heterarchy ") and ((pubstage (pubstage ") and (limit-to (doctype, "ar") and (limit-to (language, "English") and (limittoes (srctype, "j"). The research results provide an overview of the quality and quantity of articles about heterarchy around the world. Global trends indicate high interest in this research topic. In addition, the works that have been published are of good quality, marked by a high number of citations. To find novelty, the author tries to take topics that are still rarely researched. Apart from that, to get a big chance of publication, the author considers several aspects, such as country, affiliation, influential journals.

Abstract

This study aims to describe the implementation of 'Kembang Desa' as a tourism village development model. This study uses a qualitative descriptive research method. The results of the study are the village development needs to be accelerated by increasing the use of natural potential, community potential, social institutional potential and local economic potential and local culture, as well as the potential of government officials to support the development of tourist villages. Local wisdoms of the community can be social capital for the development of tourist villages. This great potential needs to be developed through the alignment of innovative government policies by developing cooperation with various parties, including universities. Partnerships with Universities can be realized through the implementation of the Village Development BKP-MBKM. ‘Kembang Desa’ Model has succeeded in realizing university advocacy on the development of Kemiri Tourism Village. The implication of this research for the development of science is to strengthen understanding of the importance of collaboration between government, community and universities in exploiting local potential for developing tourist villages, while for improving managerial practice it is to provide guidance on how to implement the 'Village Development' model by involving various parties. innovatively to accelerate the development of tourist villages.

Abstract

Digitalization of public services has become an influential agenda for the government in today's digital era. However, to succeed in this digital transformation, institutions and leaders face challenges, such as unpreparedness of infrastructure and resources and mismatches between regulations and policies. This study analyzes and explains the appropriate leadership and institutional design in digitalizing public services. The method used is a case study approach with data collection using interviews with research informants. The results of the interviews are processed using the Nvivo 12 Plus data processing application and analyzed qualitatively. The results found that leadership and institutional roles are interrelated and influence each other in digitalizing public services. Robust leadership design in vision and strategy, building a culture of innovation, along with institutional design that can organize, facilitate collaboration, and manage organizational change, form a solid foundation for the success of digitizing public services. However, these changes must be balanced with continuous evaluation to refine and improve digital services. This research is expected to contribute to the government in facing challenges in implementing the digitalization of public services, especially in leadership and institutional design.

Abstract

This research evaluated the Independence and Effectiveness of Fund Management in Prayungan Village, Bojonegoro Regency, in 2018-2022. Then, the research method adopted was quantitative descriptive. Then, the analysis of Village Financial Independence found that the average reached 96.6%, which can be categorized as high. Meanwhile, in the aspect of Village Financial Effectiveness, the figure obtained was 103.8%, indicating that managing village funds is very effective. In detail, Village Financial Independence indicates that Prayungan Village has a high level of independence regarding its financial resources and low dependence on external funds. Apart from that, Village Financial Effectiveness shows that the village can plan and realize the use of village funds very well. Overall research results show that the Prayungan Village Government (Pemdes) of Bojonegoro Regency is considered capable of managing village funds, which has high independence in internal financial resources along with aspects of the effectiveness of good management of village funds; this indicates the village's ability to manage and utilize funds. Village optimally during the research period. These findings have positive implications for development and community welfare in Bojonegoro Regency.

Abstract

Administrative services refer to kind of service that cannot be separated from activities in higher education that are often utilized by students. From the beginning of enrolment to graduation, administrative activities are certainly inevitable for students. The main purpose of this research is to analyze the level of importance and performance of the quality of administrative services in higher education implemented at the Faculty of Administrative Sciences, Universitas Brawijaya. The method used is quantitative method with survey research type. The population sampling was 4,164 students, then based on the Krejcie & Morgan sampling technique, a sample size of 354 students was obtained. Data collection was carried out by distributing questionnaires and processed according to the results which were then tabulated in the Importance Performance Analysis quadrant. The results of this study are: (1) Registration effectiveness dimensions and registration and financial aid effectiveness dimensions are in accordance between interests and performance; (2) Student-centered dimensions and excellent service dimensions are considered less important by students and their performance is still lacking; (3) Academic service dimensions are considered less important by students and their performance is excessive; (4) The requirement for continuous monitoring and evaluation of staff in charge of administrative services.

Abstract

In government institutions, especially the service department, employee job satisfaction is very important since it will affect the service of government employees to people who need services. This research aims to determine the effect of workload and organizational climate on job satisfaction which is mediated by burnout. This research was carried out at the sub-district office in Bekasi district, with the objects being the employees who worked there. The research results show that workload and organizational climate partially influence burnout. Simultaneously, they both also influence burnout. The workload partially does not affect job satisfaction, while the organizational climate does. Burnout does not partially affect job satisfaction, but simultaneously with workload and organizational climate, it can influence job satisfaction. In this research, burnout only mediates workload on job satisfaction but does not mediate organizational climate on job satisfaction.

Abstract

This research discusses the public service transformation efforts undertaken by the Ambon Government, focusing on innovative strategies aimed at achieving transparency and improving public satisfaction. Using a qualitative approach and case study method, this research explores various aspects of the government's initiatives to innovate public services, involving in-depth interviews, participatory observation, and document analysis to reveal the complexity of the innovative strategies implemented. The results reveal a paradigm shift in service delivery, characterized by the integration of advanced technology, smart governance principles, and citizen-oriented practices. The emphasis on openness is reflected in the utilization of information and communication technologies to disseminate real-time information, policy updates, and detailed procedures. Digital platforms, including online portals and smart apps, significantly improve accessibility, empower citizens with diverse information, and shape a culture of openness. In addition, the government's commitment to citizen participation is emphasized through its involvement in the decision-making process. Participatory forums and feedback mechanisms have facilitated active engagement, ensuring that people's voices contribute to policy formulation and service improvement. The research reflects on how this inclusive approach has positively impacted citizen satisfaction and trust in the government, leading to 34 awards in public service innovation throughout 2023.

Abstract

The research evaluates the impact of policies on developing priority tourism destinations in Indonesia, focusing on sustainability within the tourism industry. The study aims to assess policy effectiveness, influence on local economic growth, and potential for sustainable tourism development in Indonesia. Qualitative methodology and QDAS software were used to analyze data, evaluating past initiatives to understand achievements and shortcomings. The study's findings demonstrate that assessing the effectiveness of policies aimed at developing priority tourism destinations can reveal both the accomplishments and shortcomings of past initiatives. Additionally, this evaluation can enhance our comprehension of how tourism can effectively contribute to the economic advancement of local communities. The study provides valuable guidance for policymakers in Indonesia to create more efficient and enduring tourist development strategies, emphasizing sustainable tourism as a key driver of economic growth.

Abstract

The diffusion of innovations in public service contexts regularly involves various yet complex challenges that require a deep understanding of the dynamics of the adoption, spread, and application of new ideas. Persuasion may no longer be fully expected to influence the adoption of innovation, so this article aims to analyze negotiation as an important part of the innovation-decision process for public complaint services in Pekanbaru (city). This research applies qualitative methods with data collection techniques through interviews, documentation, and observation. All data that have been collected are then analyzed through data reduction, data presentation, and data conclusions. The research results show that the negotiation stage is an important part of the innovation decision process, negotiation is a key element in facilitating the adoption of innovation in the context of public services, through negotiation stakeholders can interact with each other and reach agreement. Conflicts of interest, sectoral egos, and limited resources make negotiation important in the innovation diffusion stage of the innovation-decision process to create agreement and sustainability.

Abstract

Employee attendance discipline is the main indicator for knowing an employee's responsibilities. Based on observations at the Indramayu Regency Inspectorate, employee discipline in terms of attendance is still not optimal. Therefore, a policy of using electronic presence, namely an online application (Akku Mobile) has been implemented by all ASN in the Indramayu Regency Government, which is directly recorded on the BKPSDM server. The purpose of this research is to determine the effect of the Online Attendance Application (Akku Mobile) on employee discipline at the Indramayu Regency Inspectorate. The research method used is an explanatory quantitative approach to see the influence of the Online Attendance Application (Akku Mobile) on employee discipline at the Indramayu Regency Inspectorate. The data source comes from primary sources through closed questionnaires. The results of this research show that there is a positive and significant influence between the use of the Akku Mobile application on employee discipline at the Indramayu Regency Inspectorate of 0.004, while the correlation level is weak at 0.326 or only 32.6%, and the application usage variable (Akku Mobile) can only explain This relationship is 10.6% towards increasing employee discipline, while the remaining 89.4% is explained by other factors outside this research.
