Abstract

This research aims to examine the implementation of the prosperous rice management program on the welfare of the poor in Macanre Village, Soppeng Regency. This type of research is descriptive quantitative. Data collection techniques were carried out using observation, questionnaires and documentation. Data collection techniques were carried out by means of observation, questionnaires and documentation. The data analysis techniques used consist of instrument validation and reliability tests, descriptive statistical analysis, data normality tests and inferential statistical analysis. The results of the research show that the implementation of the Prosperous Rice Management Program has been carried out well, with a percentage value of 75%, and the welfare of the Poor in Macanre Village, Soppeng Regency is in the good category with a percentage value reaching 62%. The implementation of the Prosperous Rice Management Program has had a significant influence on the welfare of the poor in Macanre Village, Soppeng Regency with an influence percentage of 14.3% in the Low category.

Abstract

The transformation of State Civil Apparatus (Indonesia: Aparatur Sipil Negara /ASN) in West Papua represents a crucial policy initiative aimed at improving public service efficiency, yet its specific impact on human resource development in the region remains underexplored, particularly given West Papua's unique socio-cultural and geographical challenges. This research examines how ASN transformation influences human resource development in West Papua, focusing on implementation processes and outcomes. Using a qualitative approach, the study collected data through semi-structured interviews with purposively selected ASN personnel and government officials, complemented by document analysis. The findings reveal significant progress in human resource development through the implementation of an integrated Strategic Plan (RENSTRA), comprehensive training programs, and modernized recruitment processes using computer-based testing (CAT). The establishment of performance assessment systems and career advancement opportunities has enhanced ASN effectiveness and transparency. However, challenges persist, including uneven civil servant distribution, incomplete merit-based placement, and limited budget utilization for competency development programs. The research demonstrates that successful ASN transformation requires a balanced approach between technological advancement and human capital development, while considering the region's distinct geographical and social landscape. Evaluation results indicate that while substantial groundwork has been laid for improving public service delivery, continued attention to implementation challenges and local context remains essential for future success.

Abstract

This study aims to determine the policy strategy partnership integrated the development of tourism destinations in South Sulawesi. This study uses a combination of research methods sequential explanatory model or designs a method that combines a combination of quantitative and qualitative research methods in series, wherein the first phase of the research carried out by using quantitative methods and in the second stage with qualitative methods. This type of research used in this study is mixed methods research (mixed methods). The study is a mixed-methods research approach that combines or associate the form of qualitative and quantitative form. This approach involves philosophical assumptions, approaches the application of qualitative and quantitative, and mixing (mixing) of both approaches in a single study. Policy in the form of Tourism Development Master Plan (RIPP) used as a guide in directing, fostering, developing, and controlling the development of the tourism sector in Bulukumba, preferably stems from the source of the problem and must be enforceable through local regulation.

Abstract

This study aims to find out how to enforce the discipline of the State Civil Apparatus in the BKD of South Sulawesi Province. This research uses a qualitative approach and produces descriptive data. Data collection was carried out by means of observation, interviews and documentation. The data was processed using interactive model analysis, namely data condensation, data presentation and conclusion drawn. The results of this study show that 1) Time discipline, employees in the Regional Civil Service Agency need to be improved because the frequency of employee attendance has not met the provisions in Government Regulations. 2) Regulatory discipline, employees in the Regional Civil Service Agency need to be improved, with some employees getting sanctioned or even fired from their jobs for lack of discipline. 3) Discipline of responsibility, employees in the Regional Civil Service Agency have not fully had a high awareness of responsibility in carrying out their duties according to applicable regulations, including in maintaining equipment, carrying out duties according to the code of ethics, and other rules that have an impact on work effectiveness and efficiency. Based on the findings of this study, recommendations to improve the discipline of the State Civil Apparatus with strict action on violations of ASN discipline in the Regional Civil Service Agency for a deterrent effect and increased productivity. The government is advised to foster civil servants in a clear and transparent manner, with career development, rewards for those who achieve, and strict sanctions for norm violators

Abstract

This study aims to find out the process of Collaborative Governance in Waste Management at the Environment Agency of Sidenreng Rappang Regency. This research includes descriptive qualitative research with data collection techniques through observation, interviews, literature studies and documentation. Data analysis techniques consist of data reduction, data presentation and conclusion drawn.The results of this study show that the Collaborative Governance process in Waste Management at the Sidenreng Rappang Regency Environment Agency focuses on the initial conditions, the collaborative process so that it produces outcomes (results) from the collaboration process that has been implemented and running, but it is still not optimal. The initial condition for the formation of collaboration is the high generation of waste compared to waste management which is relatively low in Sidenreng Rappang Regency. There are 5 (five) indicators of the collaborative process that are considered in looking at the collaboration process, namely face-to-face dialogue, building trust, commitment in the process, mutual understanding and intermediate (middle) results. Of the five indicators, the obstacles are the indicators of mutual understanding and intermediate (middle) results because there are still components of society that do not dispose of waste in their place, this reflects not carrying out their responsibilities according to the direction and agreement on the division of tasks. So that the results  obtained are the implementation of the collaboration process, but it still needs to be optimized for mutual understanding and intermediate results in active participation and contribution to the common interest to realize that waste management in Sidenreng Rappang Regency is running well.

Abstract

This study  aims to determine  the quality of e-Samsat in realizing public services at the Samsat Office in Gowa Regency and to determine the quality of public services from the e-Samsat public service system in the Samsat Office in Gowa Regency.  This research uses a qualitative approach with descriptive methods. Data collection was carried out by field observations, interviews and documentation.  Data analysis techniques use data condensation,  data  presentation  and conclusion.  The results of this study indicate that the success  of e-Samsat  in realizing  public services  at the Samsat Office in Gowa Regency has not been optimally successful. This can be seen through three research  indicators. The successful indicator is Accountability with a clear type of service when using the e-Samsat  service.  Responsiveness  and Responsibility indicators that have not been successful in implementing this e -Samsat service system. The e-Samsat service  system at the Gowa Regency  Samsat office  has not been able to create quality services.

Abstract

This study aims to determine the role of the government in determining the purchase price of oil palm fresh fruit bunches in Central Mamuju district and government obstacles in determining the purchase price of oil palm fresh fruit bunches in Central Mamuju district. This research is a qualitative research with 4 informants. Data collection was carried out using observation, interview and documentation techniques. The data analysis technique used consists of data condensation, data presentation and conclusion drawing.The results of this study indicate that the role of the government in determining the purchase price of oil palm fresh fruit bunches in Central Mamuju district can be seen from three roles: 1) as a regulator, 2) as a stabilizer, 3) as a dynamizer has played a good role in regulating, supervising and maintaining the stability of FFB prices. There are several obstacles to the role of the government in setting FFB prices, namely oil palm companies that do not comply with the price policy set, farmers' understanding of the rules that are still lacking and cooperation and support from the government that is less than optimal.

Abstract

This study aims to determine the effectiveness of motor vehicle tax collection services through Samsat outlets at the Takalar Regional One-Stop Single Administration System (SAMSAT) Office and what supporting and inhibiting factors are faced in its optimization. This research uses a qualitative approach. Data collection carried out in this study is interactive data analysis through stages: data collection, data reduction, data presentation, and conclusion testing.The results of this study indicate that the effectiveness of motor vehicle tax collection services through Samsat outlets at the Takalar Region One-Stop Single Administration System (SAMSAT) office related to Efficiency is running quite well, Adequacy is running quite well, Equity is running well, Responsiveness is not running optimally or not running well and Accuracy is not running optimally or not running well. So it can be said that the effectiveness of motor vehicle tax collection services through Samsat Outlets at the Takalar Region One-Stop Single Administration System (SAMSAT) Office has not been running effectively in this case there are still acts of illegal levies committed by Samsat Outlet officers then samsat outlet officers have not been able to provide a quick response to complaints given by taxpayers in making motor vehicle tax payments. In addition, Samsat Outlet services have not had a significant impact on increasing and receiving motor vehicle tax targets.  Suggestion: The Takalar Regional Samsat Office, especially the North Galesong Samsat Outlet service, can improve the services provided to the taxpayer community so as to increase the number of users of Samsat Outlet services.

Abstract

This study aims to determine the management of tourism objects in Wajo Regency. The type of research used is descriptive qualitative, while the data sources used in this study are primary data sources and secondary data sources with a total of 7 informants. Data collection techniques using observation, interviews, and documentation. The data analysis technique used in this study is data reduction, data presentation, and drawing conclusions. The validation of the data used is source triangulation and technique triangulation. The researcher uses George R Terry's theory of management elements, which is used to assess tourism object management at the Wajo Regency Youth Sports and Tourism Office. Based on the results of the study, the management of tourism objects in Wajo Regency with reference to George R Terry's theory of management elements has not been carried out optimally. The human and financial elements are one of the inhibiting factors that the management of tourist objects has not been maximized. Likewise human resource management has not been maximized in terms of quality and quantity possessed, because the average existing human resources based on their educational background on human resources are not in accordance with the education and skills of the field of work where they are placed. In terms of quantity, the number of human resources has not been sufficient. This can be seen from the number of tourist destinations visited, which are still short of employees. Financial management cannot be said to be good because the available funds or budget are very limited and cannot meet needs, also very dependent on the regional budget so that they cannot support all tourism object management activities.

Abstract

This study aims at the Role of Information Management and Documentation Officers (PPID) in Assuring Access to Information Disclosure at the Office of the General Election Commission (KPU) of North Luwu Regency. To achieve this goal, the researchers used data collection techniques through observation, interviews and documentation. The data that has been obtained from the research results are processed using qualitative analysis with data collection techniques, namely observation, interviews, and documentation. The data obtained from the results of the study were processed using data analysis techniques, data reduction, data presentation and conclusion. The results of the study show that the Role of Information Management and Documentation Officers (PPID) in Assuring Access to Information Disclosure at the Office of the General Election Commission (KPU) of North Luwu Regency is seen from the Role of Heroepoetri (2003), namely: (1) Role as Policy, (2) Role as Strategy, (3) Role as Communication. Assessment of the Role of Information Management and Documentation Officials (PPID) seen from the observations of researchers and the results of interviews between researchers and informants, it can be concluded that Open Access to Information can be said to be good. This is evident from the policies made in information services, strategies achieved and coordination with regional apparatus to provide public information services.
