Abstract

This study aims to determine the Innovation in the use of the Electronic Official Manuscript Application (NADINE) at the Regional Office of the Directorate General of Treasury of South Sulawesi Province. This study is qualitative, therefore to achieve the objectives of the study, data collection techniques are used, namely observation, interviews and documentation. This study uses four indicators, namely Having Uniqueness, Having Characteristics or Elements of Renewal, Having a Planned Program, and Having a Purpose. The results of this study indicate that the Innovation in the use of the Electronic Official Manuscript Application (NADINE) at the Regional Office of the Directorate General of Treasury of South Sulawesi Province can be said to be "optimal" based on the indicators of Miles B, Matthew's theory (1973), namely: 1) Having Uniqueness, lies in the automatic notification feature that informs users when a letter or order comes in, then there is an electronic signature feature that can be accessed anytime and anywhere, and there is a real-time document status tracking feature that makes it easier to monitor document flow. 2) Having characteristics or elements of renewal, this Innovation replaces the paper-based manual system with a more efficient digital system. Then there is a standard template feature in document creation to ensure format consistency and minimize errors. With features such as data encryption and user authentication, documents are protected from unauthorized access. 3) Having a Planned Program, the NADINE Application was designed and implemented to overcome obstacles in the management of correspondence that arose during the COVID-19 pandemic. This innovation involves a program that includes needs analysis, application development, intensive training, system trials, socialization, and technical assistance. With structured training, and continuous evaluation, NADINE has been successfully implemented to support more efficient management of official documents in various units. 4) Having a Purpose, the NADINE Application was created with the aim of improving the official document management system, which was previously still done manually and was often time-consuming and prone to errors. Through the implementation of this application, the process of compiling, archiving, and distributing official documents becomes faster, well-organized, and efficient.

Abstract

This study aims to explore the implementation of Civil Servant Discipline Policy at the Regional Civil Service Agency (Badan Kepegawaian Daerah) of South Sulawesi Province and identify the factors influencing its implementation. This research employs a descriptive qualitative approach, with data collected through interviews, observations, and documentation. Data validity was ensured using source triangulation, while data analysis was conducted through data condensation, data presentation, and conclusion drawing.The findings reveal that the implementation of the Civil Servant Discipline Policy in the Regional Civil Service Agency of South Sulawesi Province has been effective in several aspects. (1) Standards and Policy Targets have been well applied, as indicated by employees' understanding of Government Regulation No. 94 of 2021 and the alignment of policy targets with field conditions. (2) Resources, including employee qualifications and infrastructure, support the effective implementation of the discipline policy, with tools such as digital attendance systems being utilized. (3) Organizational Characteristics of the implementing agency facilitate policy enforcement through structured internal coordination and supervision. (4) Inter-organizational Communication runs smoothly, although occasional challenges in inter-agency coordination exist. (5) Policy Implementers' Attitudes reflect high dedication, supported by a culture of discipline and transparency. (6) The Social, Economic, and Political Environment generally supports the policy’s execution, though political dynamics sometimes affect consistency.Supporting factors include strong leadership, a disciplined work culture, and the availability of necessary facilities and infrastructure. However, obstacles such as employees’ lack of awareness of existing regulations, inconsistent enforcement of sanctions, and differing interpretations of policies impede efficient information flow and policy implementation. Overall, the implementation of the Civil Servant Discipline Policy at the Regional Civil Service Agency of South Sulawesi Province has been effective, but several challenges require improvement to enhance its sustainability and impact.

Abstract

SME development can be done through various government programs and activities, by involving various important elements of entrepreneurship, especially in empowering the community to be actively involved in SME activities. Sustainable expansion and diversification are very important for SME development, as well as making it the prima donna of the economic sector. This study aims to determine the government's breakthroughs in community empowerment efforts in the development of Small and Medium Enterprises (SMEs), in order to improve community welfare and regional income. The research method refers to qualitative research with a focus on efforts to develop SMEs through entrepreneurship and community empowerment. Micro, Small and Medium Enterprises should develop competitiveness through the use of digital platforms to be more effective, the use of online systems in buying and selling transactions, the use of digitalization to support various business activities to be more efficient, and the expansion of industrial networks that market their business results, in addressing the adequacy, harmony, and empowerment of the community in the development of Small and Medium Enterprises (SMEs). Building the entrepreneurial spirit of the community so that it is more attached and accustomed to digital-based SME activities, and continues to be optimized to help SMEs market their products in Makassar City and its surroundings. Optimization of SMEs is based on four indicators studied, namely: 1) Effectiveness, 2) Efficiency, 3) Adequacy, and 4) Harmony. The digital-based SME governance strategy is developed for professional SME actors by structuring, organizing, and controlling in developing the strength of the marketing and sales network. The government can make entrepreneurship a breakthrough to develop SMEs in order to advance regional income through various innovation policies that provide opportunities for the wider community to contribute to the development of SMEs.

Abstract

This research examines the role of women in developing the blue economy in the Selayar Islands, South Sulawesi. The blue economy, which emphasizes the sustainable use of marine resources, is particularly relevant in this region which is rich in biodiversity and dependent on the fisheries sector. Women make significant contributions as fishermen, fish farmers and seafood processors, despite facing challenges such as gender discrimination and limited access to training. The application of zero waste principles in fish waste management is expected to improve the welfare of coastal communities while maintaining the sustainability of marine ecosystems. Regulatory support from the government, such as the Minister of Maritime Affairs and Fisheries Regulation, is a key factor in empowering women and developing an inclusive local economy. This research shows that empowering women and implementing the blue economy can create a sustainable development model in the Selayar Islands. Keywords: The Role of Women, Blue Economy, Zero Waste

Abstract

This research aims to find out the readiness of the government, in this case the Majene Regency Diskominfo to realize This study aims to determine the quality of e-KTP services at the Office of Population and Civil Registration (DUKCAPIL) in Gowa Regency. This research is qualitative with a descriptive approach. Data collection techniques were carried out through observation, interviews, and documentation. The data analysis techniques used consisted of data condensation, data presentation, and conclusion drawing. The research results indicate that: (1) the quality of e-KTP services at the Office of Population and Civil Registration (DUKCAPIL) in Gowa Regency can be identified through five indicators described as follows: (a) Transparency is not optimal due to discrepancies between the contents of the SOP and posters displayed at the DUKCAPIL office related to the free cost of making e- KTPs; (b) Accountability is quite optimal as all services for the community, as well as requests and complaints from the public, can be conveyed well without obstacles; (c) Conditionality is not optimal due to inadequate facilities and infrastructure, such as limited waiting room space; (d) Equal Rights are optimal as services are provided without discrimination, ensuring equal opportunity for all, both in manual services and via the website; (e) Balance of Rights and Obligations is optimal as employees are capable of explaining and responding to all service users' questions and complaints. (2) Supporting and inhibiting factors of the quality of e-KTP services at the Office of Population and Civil Registration (DUKCAPIL) in Gowa Regency are as follows: (a) Employees always coordinate with each other and remind one another to oversee performance and responsibilities in service delivery; (b) Service inhibitors include inadequate facilities and infrastructure and limited waiting room space, causing congestion and frustration among the public while waiting in line.

Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh citra merek dan nilai hedonis terhadap keputusan pembelian pada mahasiswa ilmu administrasi bisnis univeritas negeri makassar. Penelitian ini menggunakan metode penelitian kuantitatif dengan teknik pengumpulan data melalui observasi, kuisioner, wawancara dan dokumentasi. Jumlah sampel yang digunakan dalam penelitian ini adalah mahasiswa ilmu administrasi bisnis angkatan 2017-2020 yang menggunakan iPhone. Hasil dari penelitian ini menggunakan analisis data yang tediri dari teknik analisis data deskriptif dan analisis statistik inferensial dengan menggunakan aplikasi SPSS 25. Hasil penelitian menunjukkan bahwa tidak terdapat pengaruh citra merek secara signifikan dan parsial terhadap keputusan pembelian, kemudian terdapat pengaruh nilai hedonis secara signifikan dan parsial terhadap keputusan pembelian dan terdapat pengaruh citra merek dan nilai hedonis secara signifikan dan simultan terhadap keputusan pembelian. Berdasarkan uji korelasi hubungan antar variabel berada pada kategori sangat kuat. Sehingga dapat disimpulkan bahwa terdapat pengaruh yang signifikan dan simultan terhadap keputusan pembelian iPhone pada mahasiswa Ilmu Administrasi Bisnis Fakultas Ilmu Sosial dan Hukum Univeritas Negeri Makassar.

Abstract

This research aims to determine the role of the government in waste management in Tompo Balang Village, Makassar City. This research uses the theory of Arif and Bintoro Tjokroamidjojo with the indicators of regulator, motivator, dynamist, facilitator and mobilizer. This type of research is descriptive with a qualitative approach. Data collection techniques use observation, interviews and documentation. Data analysis techniques use data reduction, data presentation and drawing conclusions. The results of this research show that the Tompo Balang sub-district, Makassar City, has carried out its role as a regulator, motivator, dynamist, facilitator and mobilizer. However, the facilitator and mobilizer indicators have not been implemented optimally because the facilities provided have not been implemented evenly and there has been no follow-up to the stalled waste management program. The supporting factor for the government's role in waste management in Tompo Balang sub-district, Makassar City is that waste is the main program of the Makassar City government and sub-district areas that have waste sources. Abstract

This writing aims to find out the strategy for developing the Dato beach tourist attraction in increasing PAD.  The type of research used is descri     ptive qualitative, while the data sources used in this research are primary data sources and secondary data sources with a total of nine informants. Data collection techniques use observation, interviews and documentation methods.  The data analysis techniques used in this research are data reduction, data presentation, and drawing conclusions.  Validation of the data used is source triangulation. Based on the results of the research that has been carried out, it shows that there are several strategies for developing the Dato beach tourist attraction, for example strategies for carrying out promotions on various social media, where this strategy is quite good for the development of the Dato beach tourist attraction, seen from the increase in tourist visits. The Majene Regency tourism awareness group (Pokdarwis) also has several strategies for developing Dato beach tourist attractions, for example making tracking or bridges over the water, making viewing towers, and also adding several facilities, for example lodging for tourists who want to enjoy Dato beach for longer. Food stalls are also available so you don't need to worry about food because the food stalls here provide a variety of foods. Based on the results of this research, it is recommended that the government pay more attention to the development of tourist attractions in Majene district, including Dato beach, because this beach has quite good potential for development, this could be in the form of updating facilities such as adding sales of typical Mandar souvenirs which can be used as souvenirs for visitors. those from outside the area. Apart from that, human resource training still needs to be improved because community participation and public awareness in maintaining tourist attractions is still lacking

Abstract

This study aims to find out the Implementation of the TNI Manunggal Village Building Program (TMMD) in Parepare City. This type of research is qualitative with data collection techniques carried out by observation, interviews, and documentation. The data analysis techniques used consist of data reduction, data presentation and conclusion drawn. The results of the research show that the TNI Manunggal Pembangunan Desa (TMMD) Program in Parepare City from the results of interviews shows that the implementation of the TNI Manunggal Pembangunan Desa (TMMD) program by involving the local government in Parepare City helps the community to be empowered, thereby improving the welfare of the community through physical and non-physical development. In this study, Edwards III theory is used by considering four factors in the implementation of public policy, namely Communication, Resources, Disposition, and Bureaucratic Structure. There are indicators that are not good, namely Resources, so it is considered an  inhibiting factor in the implementation of the TNI Manunggal Pembangunan Desa (TMMD) program. Meanwhile,  other indicators such as Communication, Disposition, and Bureaucratic Structure are considered to be quite good.
