Abstract

This research aims to determine the role of the government in waste management in Tompo Balang Village, Makassar City. This research uses the theory of Arif and Bintoro Tjokroamidjojo with the indicators of regulator, motivator, dynamist, facilitator and mobilizer. This type of research is descriptive with a qualitative approach. Data collection techniques use observation, interviews and documentation. Data analysis techniques use data reduction, data presentation and drawing conclusions. The results of this research show that the Tompo Balang sub-district, Makassar City, has carried out its role as a regulator, motivator, dynamist, facilitator and mobilizer. However, the facilitator and mobilizer indicators have not been implemented optimally because the facilities provided have not been implemented evenly and there has been no follow-up to the stalled waste management program. The supporting factor for the government's role in waste management in Tompo Balang sub-district, Makassar City is that waste is the main program of the Makassar City government and sub-district areas that have waste sources. Factors inhibiting the government's role in waste management in Tompo Balang sub-district, Makassar City are the lack of waste management facilities and infrastructure as well as the low level of public awareness of waste management

Abstract

This study aims to find out the Implementation of E-Performance Policy in the Wajo Regency Regional Secretariat. This study uses a qualitative approach and produces descriptive data. Data collection was used by observation, interview, and documentation techniques. The data obtained from this study were analyzed using data reduction, data presentation, withdrawal and conclusion testing. The results of this study show that the implementation of the E-Performance policy in the Wajo Regency Regional Secretariat has not been optimally implemented. The four indicators of the success of the implementation of policies that are implemented optimally are disposition, because it is seen from the honest attitude of the apparatus and their commitment in working on the implementation of E-Performance in the Wajo Regency Regional Secretariat. Furthermore, communication indicators have not been implemented properly, this is due to socialization about E-Performance which has not included employees as a whole. Human resource indicators have not been implemented optimally, this is due to the absence of special companions and there are still many employees who still have difficulty understanding the use of E-Performance. The indicators of bureaucratic structure have not been implemented properly, this is because there are no special regulations or standard operating procedures that regulate the use of E-Performance in the Wajo Regency Regional Secretariat

Abstract

This study aims to find out how community participation and what factors affect community participation in paying Land and Building Tax (PBB) in Lujen Village, Buntu Batu District, Enrekang Regency. The research methods used are qualitative research and data collection techniques, namely observation, interviews and documentation. The results of the study show that community participation in paying Land and Building Tax (PBB) in Lunjen Village, Buntu Batu District, Enrekang Regency is still low, due to several factors, namely the level of education, employment and income and the length of stay so that it affects the community on the importance of paying Land and Building Tax (PBB) Therefore, it is hoped that tax officers and taxpayers can increase each other's self-awareness and do more often socialization of the importance of paying Land and Building Tax (PBB) in Lujen Village, Buntu Batu District, Enrekang Regency

Abstract

This research aims to understand the Policy Evaluation of the Community-Based Integrated Child Protection (PATBM) program by considering geographical variations in Maros Regency. This research uses a descriptive qualitative approach, with data collection techniques through observation, interviews and documentation studies. The validity of the data was checked through diligent observation and triangulation of sources. Data analysis is carried out through the stages of data collection, data condensation, data presentation, and drawing conclusions or verification. The results of this research indicate that the Evaluation of the Community-Based Integrated Child Protection Program (PATBM) takes into account geographical variations in Maros Regency, based on six William N. Dunn Policy Indicators (2003), namely: 1) Effectiveness, 2) Efficiency, 3) Coverage, 4 ) Alignment, 5) Responsiveness, 6) Accuracy, Quite optimal level of effectiveness in mountainous and coastal areas. With a minimal budget, the program still achieved its goals, showing good efficiency. The eligibility criteria are also met, with PATBM becoming an alternative solution to the problem of child violence. In terms of alignment, this program has been evenly distributed. Apart from that, the PATBM program is considered quite responsive to community needs and meets the responsiveness criteria and this program is also appropriate, but needs improvement in the monitoring and evaluation (monev) process

Abstract

This research aims to determine the evaluation of the Online Single Submission Service for the Investment Service and One Stop Integrated Services in Bantaeng Regency, using a qualitative approach and producing descriptive data. Data collection uses observation, interview and documentation techniques. The results of the research show that the Evaluation of the Online Single Submission Service for the Investment Service and One Stop Integrated Services in Bantaeng Regency has gone well. This shows that the Investment Service's Online Single Submission Service and One Stop Integrated Services in Bantaeng Regency provides many benefits. Adequate facilities and infrastructure make the Online Single Submission Service process easier for the Investment Service and One Stop Integrated Services in Bantaeng Regency. All people living in Bantaeng Regency can apply for a permit without any fees. Officers implementing the Online Single Submission Service show a good attitude in serving applicants. The existence of this Online Single Submission Service is very useful for the welfare of society

Abstract

This research aims to determine the Policy Strategy for Making Child Identity Cards at the Makassar City Population and Civil Registration Office. Descriptive research type with a qualitative approach. Data collection techniques through observation, interviews and documentation. The data analysis technique uses the Miles, Huberman and Saldana model, namely data collection, data reduction, data presentation and conclusion drawing. The results of this study indicate that the Policy Strategy for Making Child Identity Cards at the Makassar City Population and Civil Registration Office is based on Geoff Mulgan's (2009) public strategy indicators, namely: Purposes, Environment, Direction, Action, and Learning, that in general the policy strategy is still not optimal, it is hoped that the Purpose indicator can be realised its usefulness value and the Environment and Direction can be maximised. Supporting factors 1). Schools that help collect student data and collect student data. 2). Collaboration carried out by the government with companies or shops that have helped through promos. 3). Free KIA making so that it supports all levels of society. Inhibiting factors 1). The mindset and awareness of the community to comply with policies is still lacking and does not understand what the uses and benefits of KIA are. 2). There are no sanctions for people who do not have KIA, either in the form of administrative sanctions or other sanctions. 3). Limited in terms of budget, human resources, and inadequate infrastructure

Abstract

This study aims to determine the Implementation of Landfill Transfer Policy by the Environmental Office in Alla District, Enrekang Regency to achieve this goal, researchers usedata collection techniques through observation, interviews, and documentation. The data obtained from the results of the study were processed using qualitative analysis to determine the Implementation of Landfill Transfer Policy by the Environmental Office in Alla District, Enrekang Regency. The results showed that the implementation of the Landfill Transfer Policy by the Enrekang District Environmental Office (Alla Sub-District Landfill Study) was not effectively implemented in the Landfill Transfer in Alla District. Based on the Policy Implementation indicators, among others: Communication, the implementation of the Landfill (TPA) relocation policy has been going well. Resources, involvement of many parties and provision of transport fleets.HoweveritneedstobeoptimizedonDisposition,andOrganizationalStructure.Disposition, not yet the maximum realization of diversion in the transportation of waste. Abstract

This study aims to determine the effect of health service quality on community satisfaction at the marusu community health center, maros regency. The research method used is the quantitative survey method (survey research). The research sample was 368 people using incidental sampling technique (accidenta; sampling). Techniques using data using questionnaires and documentation. The data analysis to explain the effect between variables descriptively. The results showed that the level of public satisfaction was in the very good category of Technical Competence, Access to Services, Effectiveness, Human Relations, Efficiency, Continuity of Service, Security and Comfort. Community satisfaction is in the very satisfied category with indicators namely Service Procedures, Completion Time, Service Costs, Service Products, Facilities and Infrastructure, and Officer Competence. Based on data analysis, it shows that the quality of health services has a significant influence on community satisfaction at the Marusu community health center, Maros regency with a percentage level of influence 55,1%. This shows the importance of service quality so that service delivery can provide results in accordance with what the community expects

Abstract

This research aims to find out the quality of public services in granting building construction permits in Palopo City and what are the supporting and inhibiting factors in granting building construction permits in Palopo City. To achieve this goal, researchers used data collection techniques through observation, interviews and documentation. The data obtained from the research results were processed using qualitative analysis to find out what the quality of public services is in granting building construction permits in Palopo City and what are the supporting and inhibiting factors in granting building construction permits in Palopo City. The research results show that the quality of building permit services at the Palopo City Investment and One-Stop Integrated Services Service (DPMPTSP). based on the service quality indicators of Zeithmal-Parasuraman-et al in Mulyawan (2016: 64), namely Direct Evidence, Reliability, Responsiveness, Attitude are quite good but still need to be optimized for each indicator. This is proven based on the results of interviews that have been conducted. Suggestions: 1) in terms of additional computer facilities to improve online services so that it can facilitate public access in applying for permits online. 2) staff have responded well in providing services to the public who use permit requests so a consistent attitude is needed in this dimension so that Service quality can be well maintained. 3) Timeliness is a problematic factor in this dimension, so a level of discipline is needed, especially in time management.

Abstract

This study aims to find out the Implementation of the TNI Manunggal Village Building Program (TMMD) in Parepare City. This type of research is qualitative with data collection techniques carried out by observation, interviews, and documentation. The data analysis techniques used consist of data reduction, data presentation and conclusion drawn. The results of the research show that the TNI Manunggal Pembangunan Desa (TMMD) Program in Parepare City from the results of interviews shows that the implementation of the TNI Manunggal Pembangunan Desa (TMMD) program by involving the local government in Parepare City helps the community to be empowered, thereby improving the welfare of the community through physical and non-physical development. In this study, Edwards III theory is used by considering four factors in the implementation of public policy, namely Communication, Resources, Disposition, and Bureaucratic Structure. There are indicators that are not good, namely Resources, so it is considered an  inhibiting factor in the implementation of the TNI Manunggal Pembangunan Desa (TMMD) program. Meanwhile,  other indicators such as Communication, Disposition, and Bureaucratic Structure are considered to be quite good. The need to increase resources in the TNI Manunggal Pembangunan Desa (TMMD) program budget to continue the program
