Abstract

This research aims to determine the implementation of the People's Online Aspiration and Complaints Service (LAPOR) in the Makassar City Communication and Informatics Service andtheinhibitingfactorsinimplementingthePeople'sOnlineAspirationandComplaintsService (LAPOR) in the Makassar City Communication and Informatics Service. This research uses a qualitative approach with descriptive methods. Data collection was carried out by observation, interviews and documentation. Data analysis techniques use data condensation, data presentation and drawing conclusions/verification. The results of this research indicate that the implementation of the People's Online Aspiration and Complaints Service (LAPOR) in the Makassar City Communication and Information Service has not been implemented well. This refers to 5 indicators of complaint management where the only indicators that are good are Justice with the impartial actions of theLAPORmanagementadmininhandlingcomplaintswhiletheindicatorsthatarenotgoodin implementing this LAPOR system are Commitment to resolving complaints and direct socialization of the LAPOR system, Clarity in direct delivery of information about complaint procedures, ease of application of the LAPOR system and quick response in terms of the time period for resolving complaints in accordance with the SOP. The inhibiting factors in implementing the LAPOR system are the lack of human resource competency for each OPD, the absenceofasupervisoryteamthatcontrolsthefollow-uptohandlingcomplaintsinthefield,the lack of people who know about the existence of the LAPOR system, technical obstacles to the LAPOR application such as complicated complaint procedures and applications that are sometimes slow or unresponsiveness and lack of authority from DISKOMINFO Makassar City to intervene in complaints at the OPD

Abstract

This research aims to look at the potential development strategy for the Massenrempulu Botanical Garden tourist attraction in increasing tourist interest in Enrekang Regency. The type of research used is a qualitative method with a descriptive approach. From the research results, there are four indicators, namely: First, environmental analysis, the management of the Massenrempulu Botanical Gardens uses Strategic Management analysis in organizing tourist attraction programs through the formation of a strong work structure and experts in their respective fields. Meanwhile, for external matters, coordination with various SKPDs in Enrekang district and the private sector is to continue to build programs that are synergistic by prioritizing attractions according to the needs of tourists. Second, strategy formulation, Upt Kebun Raya Massenrempulu in preparing sustainable programs always pays attention to the needs and demands of tourists, so that improvements in service quality continue to be carried out by trying to create programs that can meet tourist needs. Third, implementation of strategies, patterns of implementation of activities carried out by the Massenrempulu Botanical Gardens Center, which always innovates and improves existing attractions at tourist attractions. Apart from that, additional tourist attractions were also carried out to increase visitor interest. Fourth, evaluation and control, all the Massenrempulu Botanical Garden Upt programs that have been implemented have been running effectively, but there are still several obstacles in the process of maintaining tourist attractions due to the lack of capital available

Abstract

This research aims to find out how the implementation of Regional Regulation Number 10 of 2013 concerning the Sustainable Complete Class System Policy in Gowa Regency is carried out. To achieve this goal the researcher used data collection techniques through observation, interviews and documentation. Data obtained from research results are processed using qualitative analysis by revealing the problem or situation or event as it really is so as to reveal the true facts of the object under study.The results of the research show that the implementation of Regional Regulation Number 10 of 2013 concerning the Sustainable Complete Class System Policy in Gowa Regency has been carried out well. Judging from the 3 main indicators of implementation according to Daniel A. Mazmanian and Paul Sabatier which are quoted in (Suwitri 2008), including: Tracbility Variable of the Problem (Level of Simplicity of the Problem) in this case the Implementation of the Sustainable Complete Class System Policy in Gowa Regency has implemented well in accordance with Regional Regulation No. 10 of 2013 concerning SKTB, Ability of Statue To Structure Implementation (Ability of Laws to Structure the Implementation Process) where the ability of legislation to implement SKTB has a big influence in structuring an implementation process, Nonstatutory Variables Affecting Implementation (Variables Outside the Law that Influence Implementation) still lacks support and understanding among some people regarding the SKTB policy.Dependent Variables or Stages in the Implementation Process also determine the success of implementing Regional Regulation Number 10 of 2013 which discusses the implementation of SKTB so that the implementation of the SKTB program can run well

Abstract

This study aims to find out the innovation of risk-based services (OSS-RBA) in providing quality public services for business actors at the Makassar City Investment and One-Stop Integrated Services Office (DPMPTSP). This research uses a qualitative approach with a descriptive type. So that to achieve the goal, the researcher uses data collection techniques through observation, interviews and documentation. The results of the study show that the innovation of risk-based business licensing services (OSS-RBA) at the Makassar City DPMPTSP has been well implemented and has succeeded in creating quality public services for business actor service users. This refers to the fulfillment of 4 aspects of innovation attributes, namely superior relative advantages compared to the previous licensing system, conformity to the OSS 1.1 licensing system, the possibility of being tried through socialization, technical guidance, online-based services, information service counters and LONTARA programs and ease of observation through increasing the licensing that has been issued and increasing the investment value, while the factors that hinder the implementation of OSS-RBA Innovation are explained in The complexity aspect is technical constraints, the complexity of KPPR, the complexity of KBLI and the level of public knowledge about technology which is still limited and has not been fully resolved

Abstract

The success of an innovation can be seen through the characteristics of an innovation. This study aims to determine the application of innovation in research permit services for the New normal innovation application of the online campus information system (Neni Si Linca). This research uses a qualitative approach with descriptive methods. The informants in this study consisted of 7 Neni Si Linca users, 5 employees and the head of DPMPTSP. The data collection techniques in this study were interviews, observations, and document reviews. Data validity checking in this study was carried out by triangulating sources. Data analysis techniques use data condensation, data presentation and conclusion drawing.  The results of this study indicate that the application of the Neni SI Linca innovation can be seen from the suitability of innovation to the attributes or characteristics of innovation in this case the New normal innovation online campus information system (Neni Si Linca) at DPMPTSP South Sulawesi Province. There are five indicators on innovation attributes according to Roger (Suwarno, 2008), namely relative advantage, compability, complexity, triability, observability. Based on the results of observations and interviews, it shows that there are three successful indicators, namely relative advantage, compatibility (compability), trialability (triability) then there are 2 indicators that are not yet appropriate is complexity and observability

Abstract

This study aims to find out how the impact of the Course Brand and Content Marketing Expert for SMEs in Increasing Student Entrepreneurship (Study on Alumni Students of the Indonesian Student Micro Credential Program, Makassar State University) and to find out what factors hinder and support training. This study uses a qualitative research method with a case study type of research. Data collection techniques used were observation, interviews and documentation with 10 informants. Data analysis techniques in this study used data analysis techniques in the form of data condensation, data presentation and drawing conclusions. The results showed that the goals and objectives of this training in the form of creating novice entrepreneurs among students had been achieved but were still not optimal. However, this training had a positive impact on most of the participants in the form of adding new knowledge and skills in starting a business as well as in running and developing a business by utilizing various knowledge and skills acquired during the training, both in terms of planning, packaging to technology and internet-based marketing. The inhibiting factors for the training were that the training was carried out online, there were difficulties for participants in participating in the training, especially during packaging design practices, the short training only lasted for a month, the participants did not pay attention to the detailed attendance and class schedules so that it was necessary to control the level head, the tasks quite a lot with close deadlines, tight schedules in one week and the distance between one material and another close together. While several supporting factors in this training include the balance of the training material provided both in theory and practice, the instructor or teacher is someone who has competence in the business field, the presence of trainers or presenters who are entrepreneurs or practitioners, the knowledge and skills acquired are related to the modern era by utilizing technology and the internet as well as compensation for converting course grades, certificates and some pocket money.

Abstract

Analysis of Procedures for Providing Working Capital Loans at the Head Office of PT. Bank Sulawesi Selatan & Sulawesi Barat This research and writing aims to identify and explain: 1) Know the procedures for granting working capital loans at the Head Office of PT. Bank Sulselbar, 2) Knowing the supporting and inhibiting factors for granting working capital loans at the Head Office of PT. Sulselbar Bank. To achieve this goal, researchers used data collection techniques through observation, interviews, and documentation. The data that has been obtained from the research results are processed using descriptive qualitative where descriptive qualitative research is a formulation of the problem that guides research to explore or photograph social situations which will be thoroughly, broadly and in-depth examined to find out the Analysis of Procedures for Granting Working Capital Loans at the Head Office of PT . South Sulawesi & West Sulawesi Banks. Informants of this study amounted to 4 people. The research results show that: (1) PT. Bank Sulselbar in providing Working Capital Loans (KMK) goes through several stages, such as the debtor preparing application files, KTP, KK, Business Legality Files then checking B.I checking then, doing On The Spot (OTS), after that the credit decision stage which contains approval there will be the provision of working capital credit according to the application submitted, then the credit disbursement stage is notifying the prospective debtor that the KMK application has received approval or a decision on the date of disbursement, preparing a letter of acknowledgment of debt, filling out the KMK receipt, and signing the KMK disbursement agreement. (2) The determinant factors that influence the provision of working capital loans are supporting factors consisting of third party funds and the influence of CAR on credit. The inhibiting factors are ignorance of the flow and procedures by prospective creditors.

Abstract

This study examines the influence of corporate social responsibility on the welfare of the surrounding community at PT. Vale Indonesia Tbk. The purpose of this study was to determine of corporate social responsibility at PT. Vale Indonesia Tbk, to determine the level of welfare of the surrounding community at PT. Vale Indonesia Tbk, and to find out the influenceof corporate social responsibility on the welfare of the surrounding community at PT. Vale Indonesia Tbk. This research approach is quantitative. This research was conducted at PT. Vale Indonesia Tbk, namely Malili District, East Luwu Regency which is a sub-district area directly affected by the company's operations. The source of data in this research is the surrounding community at PT. Vale Indonesia Tbkfrom November to December 2023. The sample used was 100 people. Data collection techniques in the form of observation, questionnaires, and documentation. Data analysis techniques include validity test, reliability test, normality test, descriptive analysis, simple linear regression analysis, correlation coefficient analysis, and coefficient of determination analysis. The results of the study show that the indicators used for each of these variables indicate where of corporate social responsibility is in the very good category. Indicators on the community welfare variable are in the very good category. Based on the test of the determinant coefficient, the influence is very strong between the two variables. So it was concluded that the influence of corporate social responsibility on the welfare of the surrounding community at PT. Vale Indonesia Tbk is very strong.

Abstract

The changing global health landscape demands a healthcare system that is not only responsive to crises but also has anticipatory capabilities through data-driven, adaptive, and long-term governance. This study aims to analyze the dynamics of the Foresight System and Feedback System in healthcare governance in Jeneponto Regency, South Sulawesi, as a representation of the application of the anticipatory governance concept at the regional level. The study used a qualitative approach with a case study design, involving in-depth interviews with Health Office officials and heads of community health centres, as well as analysis of secondary documents such as the 2024–2026 Health Office Strategic Plan and the Community Satisfaction Index report. Data analysis was conducted using the Miles, Huberman, and Saldaña model, which includes data condensation, data presentation, and drawing and verifying conclusions. The results show that the capacity of the Foresight System in Jeneponto Regency is still limited to administrative reporting functions and has not yet played a role as an anticipatory system in predicting health risks based on epidemiological trends. Meanwhile, the Feedback System demonstrates progress toward an adaptive evaluation model, with four of the five key performance indicators improving, although the speed of response to critical health risks, such as maternal mortality, remains suboptimal. Key barriers include fragmented health information systems, limited analytical capacity, and weak integration across digital platforms such as SIMPUS, e-Puskesmas, and SKDR. This study confirms that simultaneous integration of the Foresight System and Feedback System is necessary to build an anticipatory and responsive health governance cycle at the regional level.

Abstract

Budaya organisasi merupakan salah satu komponen penting dalam suatu organisasi. Penelitian ini membahas mengenai hubungan budaya organisasi dengan inovasi perusahaan pada Perusahaan umum Bulog Divisi Regional Sulawesi Selatan dan Barat. Jenis penelitian ini adalah penelitian deskriptif dengan menggunakan desain penelitian kuantitatif.  Dalam penelitian ini, peneliti mencoba untuk memastikan tingginya tingkat korelasi pada variabel budaya organisasi dengan inovasi perusahaan. Penelitian ini menggunakan metode survei, pengumpulan data dilakukan dengan observasi, kuesioner, dan dokumentasi serta dianalisis menggunakan formula statistika, yakni korelasi Rank Spearman yang perhitungannya menggunakan bantuan SPSS. Dari hasi pengolahan data untuk variabel budaya organisasi diperoleh nilai 82 persen, sehingga dapat disimpulkan bahwa budaya organisasi Perum Bulog Divisi Regional Sulselbar di Makassar masuk dalam kategori sangat baik. Hasil pengolahan data untuk variabel inovasi perusahaan diperoleh nilai 86 persen maka dapat disimpulkan bahwa inovasi perusahaan Perum Bulog Divisi Regional Sulselbar di Makassar masuk dalam kategori sangat baik. Dari hasil analisis koefisien korelasi maka diperoleh hasil koefisien korelasi sebesar = 0,705, sehingga dapat disimpulkan bahwa budaya organisasi berkorelasi dengan tingkat korelasi tinggi dengan inovasi perusahaan pada Perusahaan umum Bulog Divisi Regional Sulselbar di Makassar
